The Value of Parks and Recreation Spaces

This past July, we celebrated Parks and Recreation Month. Mukilteo is stronger, more vibrant and more resilient because of parks and recreation. As we look in the rearview mirror, heading into Fall, so many wonderful memories were made like: the Outdoor Movie in the Parks Series, the Grand Opening of the Bike Park, and Touch a Truck. Can we get a round of applause for the Mukilteo Parks and Recreation staff? They work hard each day to provide safe, inclusive spaces and resources for everyone in Mukilteo. Join me as we continue our year-long theme, “Where You Belong”, by considering the Fall Quarter programs and activities in this Rec Guide issue.

Warmly,

Hummingbirds: Masters of the Air with Connie Sidles

With their ability to hover in place, fly upside-down or backwards, and cross seas without stopping, hummingbirds seem immune to the ordinary laws of physics. Their jewel-tone feathers flash in the sun brighter than rubies or emeralds. Their wings flap faster than the eye can see. Their courtship flights defy gravity. These tiny dynamos of the avian world both fascinate and flummox us. Find out more about one of the fiercest birds in the animal kingdom, as master birder Connie Sidles shows you the wonders of hummingbirds and tells you how to attract them to your garden.

The Glaciation of Puget Sound with Dale Lehman

It may be hard to imagine 3,000 ft of ice covering Seattle, but indeed the Puget Lowland was overrun by the Cordilleran Ice Sheet multiple times during the Pleistocene. The story of glacial advance and retreat is written in the landscape around us. Join us as we take a visual tour of our region to see the geologic evidence the ice left behind. This presentation will help you see the natural features of the Seattle area through the eyes of a geologist.

The Alphorn– Music of the Alps with Gary Martin

A simple musical instrument of the Alpine shepherds, the alphorn became a source of fascination for travelers in the 19th century. As a result, it became a symbol of musical tradition in Switzerland. Thanks to its soothing sound and the unique visual appearance of the instrument, alphorn music is enjoying growing popularity, interestingly also in the Seattle region. We demonstrate historical and new alphorn music and get to the bottom of questions such as: What music can be played on a wind instrument that has no valves, finger holes or keys? What function does the alphorn have in the rituals, customs and traditions of the Alpine region? How is its musical history connected to the natural environment of the Alpine region and to the purely vocal call of the Swiss yodel?

Edgewater Bridge Closure

Construction of a new Edgewater Bridge will begin this fall. The City of Everett will close Mukilteo Boulevard to replace the 78-year-old Edgewater Bridge that has reached the end of its useful life. The bridge is currently safe for daily use but operates under weight restrictions and was determined to be vulnerable to failure in an earthquake.

While the new bridge is constructed, Mukilteo Boulevard will be closed for approximately 12 months. Commuters, pedestrians, and bicyclists will need to find alternate east-west routes for travel between Everett and Mukilteo.

“The new bridge is a long-term investment in our transportation system and will provide a safe connection between our communities for years to come,” said Ryan Sass, director of Everett Public Works.

“We know this project will be an inconvenience for residents of our region, but rest-assured that we are taking every step possible to keep the project moving forward and on schedule. The greater inconvenience to our community would be the failure of the bridge in an earthquake.”

There are three major bridges along

Mukilteo Boulevard that are within Everett city limits. Engineering assessments of the bridges determined that two of the three, Edgewater and Merrill and Ring Creek, would be vulnerable in a major earthquake and need replacement. The third bridge, Maple Heights, underwent seismic retrofitting in 2020. If two of the three bridges along West Mukilteo Boulevard were lost in a major earthquake, portions of several neighborhoods could be completely isolated with no road access in or out.

The City of Everett incorporated community input into the design of the bridge, including the railings, light poles and gateway design elements. The bridge straddles the border of Everett and Mukilteo and will welcome travelers into both cities. In addition to the design elements, the new bridge will include wider sidewalks and bike lanes on each side of the road.

During construction, portions of Edgewater Park will be used for construction staging. The park will be renovated once the new bridge is complete, and Mukilteo Boulevard is reopened.

To learn more about the Edgewater Bridge Replacement, visit everettwa. gov/edgewater.

Waterfront Parking Study

The City, in coordination with Walker Consultants, is conducting a waterfront parking study to determine parking demand and feasibility for a parking structure down at the waterfront. In keeping with the Master Plan vision and guiding principles, parking data will be analyzed to project future demand. Community feedback will support the evaluation of parking facility concepts.

The City of Mukilteo is pleased to announce the formation of a LongRange Financial Planning Committee.

The Committee, comprised of three City Councilmembers, three Mukilteo resident volunteers, and three administration staff members, will play a role in shaping the City's financial future. Their primary objective is to develop a Long-Range Financial Plan for Mukilteo. It's important to note that the Committee will not make budget decisions on behalf of the city council but will instead focus on strategic planning and analysis.

• Key responsibilities of the Committee include:

• Reviewing City funding sources

• Discussing significant revenue and expenditure assumptions included in the budget

• Examining similar plans issued by other cities

• Assessing City policies related to fund balances or reserves

The Committee will meet once per month until the Long-Range Financial Plan is completed and approved by the City Council.

Adopt A Park Pilot Program

This pilot program encourages community organizations, school clubs, corporations, and individuals to take an active role in improving Byers Family Park located at Highway 525 and 3rd St.

Adopting this park can take many forms including:

• Establishing a presence in the park

• General landscaping work: Pruning, Planting, Raking

• Monitoring the park for maintenance issues and reporting them to the City

• Hosting a Special Event

The Essential Investment: Surface Water Comprehensive Plans and Rates Studies

Nestled along the picturesque shores of Puget Sound, the City of Mukilteo has long grappled with the challenges of managing Surface Water runoff in a rapidly growing urban landscape. In response to mounting concerns about flooding, erosion, and water quality degradation, the city embarked on a journey to update its comprehensive surface water plan and implement sustainable funding mechanisms to support its ambitious goals.

The journey began with a collaborative effort involving city officials, environmental experts, community stakeholders, and residents. Through extensive public engagement sessions, surveys, and data collection efforts, the City of Mukilteo gained valuable insights into the unique Surface Water challenges facing the community and identified key priorities for action.

Possessing this information, the city's surface water utility spearheaded the updates needed of a comprehensive Surface Water plan aimed at addressing existing infrastructure deficiencies,

mitigating flood risks, and improving water quality throughout the city. The plan incorporated innovative green infrastructure solutions, such as permeable pavement, and bioretention cells, to manage Surface Water in a more sustainable and environmentally friendly manner.

However, developing a plan was only the beginning of turning the vision into reality. The City of Mukilteo recognized the need for a dedicated funding source to finance the implementation of the plan's recommendations. This led to the commissioning of a thorough rate study to assess the financial implications of Surface Water management and develop a fair and equitable fee structure to support ongoing maintenance and capital projects.

The rate study involved extensive financial analysis, cost modeling, and public outreach efforts to ensure transparency and accountability in the fee-setting process. Through a series of public hearings and community

forums, residents had the opportunity to provide feedback and input on the proposed fee structure, fostering a sense of ownership and buy-in for the Surface Water program.

In May 2024, the City of Mukilteo officially adopted its Surface Water comprehensive plan and implemented the associated rate study, marking a significant milestone in the city's journey toward a more resilient and sustainable future. With a clear roadmap in place and a stable funding mechanism to support implementation, Mukilteo is wellpositioned to tackle the complex challenges of Surface Water management head-on and protect the health and vitality of its natural environment for generations to come. Please visit our website for more information on the comprehensive plan and associated rate study. Fall Time Fire Talk

As our amazing PNW summer comes to a close, the Mukilteo Fire Department would like to remind you of a few warm weather safety tips. Everyone loves to cool off on the hottest days with a good, refreshing swim. Please be aware that drowning is the leading cause of unintentional injury-related death among children aged 1 to 4. It should be noted that according to national statistics, drowning is the third leading cause of unintentional injury-related death among children 19 and under. Extra caution and care are required in residential swimming pools and open water sites. Here are a few ways to keep your precious little ones safe:

1. Have a watchful eye on kids in and out of water sources.

2. Teach your child how to swim and have basic water survival skills.

3. Learn CPR and basic water rescue maneuvers.

4. Learn and share the differences between open-water swimming and pool swimming with your little ones.

The Mukilteo Fire Department asks parents and guardians to please remember, around pools and open water, keep your kids safe by giving them your undivided attention!

We still have some more hot days this year, so please be thoughtful about how to protect yourself and your loved ones from extreme heat. National data tells us those most vulnerable to heatrelated death are children, the elderly, disabled ones, and outside workers. Heat-related deaths are preventable by wearing lightweight, loose-fitting, light-colored clothing, staying hydrated with water or electrolyte drinks, and staying cool in air-conditioned areas, when possible. Never leave children or pets in cars as dangerous temperatures rise rapidly. It is also wise to limit outdoor activities during extreme

heat. In fact, the Mayo Clinic states the following interesting findings, “Be cautious if you're at increased risk. If you take medicines or have a condition that increases your risk of heat-related problems, such as a history of prior heat illness, be cautious. Avoid the heat and act quickly if you notice symptoms of overheating. If you take part in a strenuous sporting event or activity in hot weather, make sure there are medical services ready in case of a heat emergency.” The Mukilteo Fire Department asks you to take precautions and be safe to avoid heat exhaustion and heat stroke.

It is with pleasure that the Mukilteo Fire Department announces its newest addition to the team. Please meet, Amani, the Bernedoodle dog that is undergoing training by the First Responder Therapy Dogs Organization to become a therapy dog for your fire department. Why a Bernedoodle, you may ask? After all, Dalmatians have long been the traditional dog of the fire service. Do you know why Dalmatians were originally selected for use in the fire service? Back in the days of horsedrawn fire engines, this breed was originally used as guards to clear the

way in front of the horse. Interestingly, when the horses left the fire service, the Dalmatians stayed for many years. Today, many fire departments across America have selected “doodle breed” dogs to work alongside them for their friendliness, intelligence, ease of training, and hypoallergenic features. In fact, many fire and police departments are utilizing trained therapy dogs to address mental health needs and provide emotional support. Under the direction of our fire chief, the Mukilteo Fire Department therapy dog program has been created for two primary reasons. First, to support members of the Mukilteo Fire Department as they process work and personal-related stress, trauma, and overstimulation. Secondly, to support efforts with public fire safety education and community outreach opportunities. Amani is handled by the City of Mukilteo Fire Marshal, Derek Landis. Fun facts about Amani, our fire dog, include that he has multiple eye colors (called heterochromia), he has hair, not fur, and he loves a good scratch behind the ears from anyone willing to give him love. Our dog loves people, particularly children! Please say hello to him next time you encounter him in the community!
