EPUTY President Cyril Ramaphosa officially launched a broadband roll-out project at a rural school in Tsolo, the Ruben Ntuli Senior Secondary School, last Friday.

Ramaphosa was accompanied by Premier Phumulo Masualle and other ministers.

Ramaphosa said as government they were in a technological revolution especially in rural areas to change the lives of learners and free their minds.

He expressed his gratitude to the department which initiated this project stating that it was of importance to provide such opportunities.

He said the community will also hugely benefit from this project and it was a great boost for the advancement of learning.

“This is a great start to move forward and

the initiatives like this will improve the results. This is also a great tool of assistance,” he said.

Ramaphosa urged the Grade 12 learners to apply to universities as early as possible so that they would not miss the opportunity of furthering their studies.

The principal of the school, Sigodi Velembo, expressed his gratitude to the government to change and improve the standard of the school.

He said it was a motivation to the teachers and learners.

“This will boost the results and we want to do more. We will be moving from that 84% pass rate to a higher rate.”

Ramaphosa also met the National House of Traditional Leaders, kings and queens, mayors, representatives from the Congress of Traditional Leaders of South Africa (Contralesa) and delegates from business and civil society in Bhisho.

Murder, kidnap accused denies previous confessions BABALWA NDLANYA

A MAN from Nkanini Locality in Libode who is suspected of kidnapping and murdering his daughter, Liyema Dutywa (10), shocked the Libode Magistrate’s Court when he denied knowing one of his co-accused who is allegedly his girlfriend.

Fuzile Hanise (30) was arrested with his alleged girlfriend, Asanda Mbele (23), and his friend, Manduleli Majova (27) on June 9.

The trio are suspected of kidnapping and murdering Liyema.

During his bail application, Hanise told the Libode Magistrate’s Court that he would not be pleading guilty to charges of kidnapping and murder. The prosecutor, however, read out sections of a written confession he (Hanise) allegedly made after his arrest.

During the cross-examination in his bail application, prosecutor Nomava Buso said the confession was made last month when Hanise and his co-accused were arrested.

Buso said, according to the confession, Hanise said they were told by the traditional healer that his girlfriend, Mbele, was bewitched by the deceased (Liyema).

“In the confession, you said Majova was helping you building the stoep in your yard when Mbele came with a gun and forced you and Majova to drive to your daughter’s school,” said Buso.

Hanise refused to answer other questions during the cross-examination. He denied knowing Mbele and said he only met her in Tsolo when they were arrested.

Giving the reasons why he should be released on bail, he said he had a nephew who is doing Grade 12 and is struggling because there is no one who is looking after him since he (Hanise) is in custody.

“I am also running a business so no one is looking after it.”

When Mbele took the stand she said she had a child who was not well and also denied knowing Hanise or that they were staying together when the crime was committed.

Her body was shaking in the dock and the

Magistrate, Vuyisile Yaliwe, asked if she was sick, but she said she was fine.

When she was asked by Buso why she was arrested, she said she got a lift from Hanise and Majova from Maclear and they noticed that there was a car that was following them.

“Hanise went to the Tsolo Police Station to report the car that was following us.

That’s when we were arrested,” she said.

She also said she will not plead guilty to the charges. She denied all the confessions she made to the police when she was arrested.

She also refused to answer some of the questions regarding her confession. She also revealed that she was once arrested in Mqanduli for stealing shoes at Dunns.

“In your confession, you and Hanise confessed that he was the one who suffocated Liyema with plastic. He then shot her in the chest. Even though you did not confess to the same police officer, your confessions are the same. After that you sat down and discussed what you will tell the police.”

Hanise, Mbele and Majova are accused of picking up Liyema at her school, driving with her to the forest near Tsolo, shooting her and dumping her body.

They then allegedly drove to the Tsolo Police Station and told police officers that another car had followed them and killed a girl. The bail application continues.

Massive hunt for car torchers Burned cars inside the police station premises.

SIMBONGILE MDLEDLE THE police vowed to work tirelessly to ensure that the perpetrators of a crime that happened on the Ngangelizwe Police Station’s premises in Mthatha in the early hours of last Friday are arrested and pay the price.

Five impounded cars were set alight and some of them burned to ashes. By the time of going to print, it was not yet clear what kind of cars were burned and what their value was.

The police spokesperson, LieutenantColonel Mzukisi Fatyela, sent a strong message to the perpetrators stating that they were on their heels.

The motive for the attack was not yet clear, but some of the cars were linked to pending court cases.

Fatyela said a case of arson was opened at Ngangelizwe Police Station and was being investigated.

Meanwhile, Deputy President Cyril Ramaphosa has lashed out about incidents which reduced government structures to ashes. The fire in Ngangelizwe followed the recent fire which damaged the offices of the premier in Bhisho as well as the offices of the premier in Gauteng.

He said the incidents of fire were a worrying factor.

“We cannot allow such incidents to continue in front of us. People who are in-

volved in this need to face the mighty arm of the law,” said Ramaphosa. . In another incident, two men were arrested in Xhilwi Location near Bityi in connection with an attack on a 19-year-old woman from the same locality on Saturday night. She was seriously injured.

Fatyela confirmed the incident, stating that the accused were expected to appear before court soon. He said the victim was still in hospital and was unable to talk because of her injuries.

Restore the diamond of AmaMpondo nation asks business chamber SIMBONGILE MDLEDLE

THE Ingquza Hill Business Chamber has

urged government to revitalise and restore the dignity of Magwa Tea Estate because it was a “diamond” of the AmaMpondo nation.

The Magwa tea plantation is based in Lusikisiki and it was a main contributor in the local economy and job creator of that area before it fell apart, which resulted in the government having to step in to turn around the ailing tea business near Lusikisiki.

Government took a decision to find a private investor who will take the struggling tea operation off the state’s books.

According to the executive member of Ingquza Hill Business Chamber, Nonzukiso Makaula, the Magwa tea estate was very rich and it was the pride of the Mpondo nation.

“It causes us agony to see everything falling apart while the structures were vandalised and some remaining workers were not paid at the end of the month.

“We need government to intervene with immediate effect because we cannot allow our ‘diamond’ to just fall down the drain while we are watching,” said Makaula.

Makaula lambasted the present government for failing to maintain existing projects.

“The same happened in Butterworth and Mthatha where the industries were closed.

“Why is this government failing to protect the existing projects like Magwa, in which the previous government invested a lot,” stressed Nonzukiso.

She said it caused pain to her as a resident of Lusikisiki to see the pride of their nation falling apart in front of them in a democratic South Africa.

She said that some people who were employed there had died because of the stress while many children were compelled to drop out of school.

She called on the AmaMpondo nation and people who received an education through Magwa to come together in order to fight for the restoration of Magwa’s dignity.

“That area needs to be maintained, so that it would create job opportunities again.

“And if the government is failing to do that, we will see the rise of crime in the area because the diamond of the people was neglected,” she concluded.

Magwa used to employ 2 000 people permanently and another 1 800 during the picking season, while the Majola tea estate employed 600 permanent employees, with a few hundred more seasonal workers.

Magwa produced 2 700 tons of tea each season.

Former MM reappointed SIMBONGILE MDLEDLE THE rural Umzimvubu Local Municipality, comprised of KwaBhaca and Maxesibeni, has reappointed its former municipal manager, Thobela Nota.

Nota has been with the municipality since March 3, 2009.

The municipal council decided to readvertise the position when Nota’s contract came to an end.

Speaking to Express, Nota welcomed his reappointment stating that it was based on his excellence during the interviews.

He said his reappointment was also based on his previous performance as under his term of administration, the municipality was able to secure four unqualified audit opinions and recently obtained a clean audit

opinion by the Auditor General for the 2015/2016 financial year.

Nota vowed that it would be his main mission to serve the institution wholeheartedly.

The Umzimvubu Local Municipality has recently launched a new vision and mission.

Nota said it would be his main objective to ensure that he achieve the new vision and mission of the present council and improve this rural municipality.

“Let everything happen where we are. Let us create our own Johannesburg where we live, making our area the best,” he said.

Meanwhile, Umzimvubu has also appointed Nokhanyo Zembe as the new HOD for special programmes and communications.

Zembe comes in to replace Simthembile Kulu, who is now the portfolio councillor for special programmes and communications at the Alfred Nzo District Municipality.

DA complains about drought in Butterworth REPORTER RESIDENTS from Butterworth continue to face a daily water shortage, despite promises by the Eastern Cape Premier Phumulo Masualle in his State of the Province Address (SOPA) in February of a budget allocation of R1 billion for the province for drought mitigation, which included the drilling of additional boreholes and desilting of dams.

DA Member of Parliament Veliswa Mvenya said the Gcuwa and Xilinxa dams were in desperate need of desilting. “Silt levels in both dams are estimated to be at 40% which means that any rainfall in the area cannot be utilised effectively.

“The premier was aware of the plight of Butterworth residents when allocating this budget. Little did we know that this was just a talk show as usual,” said Mvenya.

According to her, Amathole District Council, which services the Butterworth area, is yet to receive any allocation of the money mentioned by Masualle.

“A caring government would ensure that all communities benefit from the government’s constitutional obligation relating to the provision of essential services. Taps have been dry for months and the dam levels are low.

“Drains smell and people share unpalatable, dirty water with animals. Even this water is hard to find as people have to look for it outside their residential areas. Many residents cannot afford to buy bottled water.”

She said corruption and maladministration ruthlessly rob people of their funding allocations from the government.

She said that she had written to the premier and the MEC for Finance, Sakhumzi Somyo, to ensure that the allocated money is transferred to ADM with immediate effect before the looming health disaster results in unnecessary loss of life.

R1.7m multipurpose hall handed over to community SIMBONGILE MDLEDLE THE Executive Mayor of Umzimvubu Local Municipality, Bulelwa Mabengu, has officially handed over a multipurpose hall to the community of Brooksneck in Ward 1, EmaXesibeni, last week.

The R1.7 million hall was named after the chief of the area, Sonwabile Jojo, and it was funded through the Municipal Infrastructure Grant (MIG) in aid of fostering basic service delivery as required by the Municipal Structures Act, 1998 (Act No. 117 of 1998).

Addressing happy residents of Brooksneck, Mabengu expressed her gratitude for the impressive work done by the municipal infrastructure and planning department.

“This is only the beginning of new developments to come in this financial year.

“As the country commemorates

the year of ‘OR Tambo: Unity in Action’, we live through his values and maintain that Umzimvubu belongs to all those who live in it including its infrastructure,” she said.

Mabengu revealed that the municipality further plans to develop more communities in the new financial year as per the integrated development plan while also advancing feasible models of quality service delivery into local communities.

Community member Zoleka Mafuya said they used to convene meetings inside the local Methodist church and were now pleased with the new infrastructure in the area.

She assured the mayor and the whole council of Umzimvubu that they will look after and maintain the hall even for the next generations to come.

Construction began on October 11 last year and was completed on June 15.

Man arrested for possession of unlicensed firearm BABALWA NDLANYA POLICE from the Msobomvu Police Station arrested a man (27) for the possession of an unlicensed firearm and ammunition.

He was arrested at Mchubakazi Township in Butterworth during a

police stop-and-search operation.

Police Spokesperson Captain Jackson Manatha confirmed the incident, stating that the firearm, a pistol, will be sent for ballistic tests to establish whether it was used in the commission of crime around Butterworth.

“The suspect will appear before the Butterworth Magistrate’s Court on charges of the possession of an unlicensed firearm and ammunition,” said Manatha.

In another incident, Mnquma traffic and police officers from Butterworth, in a joint operation, ar-

rested seven suspects for drunken driving.

“The suspects were arrested along Kentane Road in Butterworth in the early hours of Sunday.

“They were from taverns mostly from Zitulele Industrial Area in Butterworth.”

Manatha confirmed that each suspect was detained for four hours before granted bail of R2 000.

He said the suspects will either appear before the Butterworth Magistrate’s Court soon on charges of drunken driving or pay admission of guilt.

Traditional group needs Satma votes New radio presenter

BABALWA NDLANYA THE Iingwekazi Traditional Group from Elubhacweni Locality in Mt Frere is appealing to community members to vote for them to win a Satma award.

They have been nominated for the Best Traditional Group category in the Satma Awards that will be held in Rustenburg.

The founder of this group, Noloyiso Matshoba, said it is the second time they are nominated and that they won this category last year.

“It will be our first time going to Rusten-

burg. We are very happy and we are appealing to community members to support us again this year,” said Matshoba.

Matshoba said her aim with the group is to develop the talent of young people so that they can have a better future.

“These days our children are facing a lot of challenges. That is why we, as parents, have to stand up and do something to protect them.”

SIMBONGILE MDLEDLE THE newly established Sajonisi Youth Radio (SYR) maskandi presenter, Zimbini Mdolomba AKA Zimdolomba Mtakadadobawo, is among the nominees in this year’s South Africa Traditional Music Awards.

She was nominated in the Best Traditional Community Radio DJ category.

The radio station is based in an old military base camp in Port St Johns. Being nominated for the Satmas is a big achievement for the radio station which has only been on the airwaves for the past five months. The station started broadcasting on February 27.

Zimbini is well-known for her programme, Ziyadidiyela.

This programme is broadcast between noon and 3pm on Saturdays and already has a big listenership.

She expressed her excitement at being nominated for these prestigious awards.

“I am excited because to me it’s like this is the beginning of my career. I feel like I am building a legacy for me as well as a legacy for Port St Johns, the OR Tambo region and the Eastern Cape as a whole.

“Win or lose, just being nominated is something big to me. Especially since SYR is still a baby,” she said.

She told Express that her connection with Maskandi was getting stronger and stronger every day.

“I was not a fan of Maskandi music when I started the show. My producer MJ said this show is yours; and I was like ‘I don’t know this music. I am R&B, Soul and oldies music fan’.

“He insisted then that I take the show.

Now I feel a strong bond with this kind of music. It’s like a cure for my soul,” she said.

Zimbini said she comes from a family who loves maskandi music and her family is always motivating her.

LETTER TO THE EDITOR:

Accountability, good governance needed THE lack of accountability and consequences for poor performance and transgressions of legislation will result in the OR Tambo District remaining the worst performer in the country.

According to the Auditor General’s (AG) recent report on local government audit outcomes for 201516, irregular expenditure in the OR Tambo District Municipality increased from R94 million in 2014-15 to R1 569 million.

We cannot allow that one of the most scenic parts of the province, with huge potential for economic development and tourism, is left behind.

According to a report by the Institute of Race Relations (IRR) released last year, OR Tambo District was given the devious title of offering the worst quality of living in the country, alongside the neighbouring Alfred Nzo District Municipality.

The IRR’s “Deprivation Index” was compiled with indicators of people with no schooling, the unemployment rate, no access to piped water, no access to a toilet, and a monthly income of R1 600 or less.

According to Statistics South Africa, the highest illiteracy rate in the country for youth, aged 15 to 34, in 2016 was also, sadly, in the OR Tambo District at 14.9%. With such odds stacked against it, it is of utmost importance that the different spheres of the government work in an integrated and coordinated manner to ensure that the little financial resources available are

used to give the optimum levels of services to these communities.

We cannot allow good projects to fall by the wayside due to mismanagement and poor planning.

An example cited by the AG was the Lujazo bridge project, valued at R5.1 million, which was abandoned when it was 25% complete due to inadequate planning, design defects and poor quality work. The Jambeni access road, to the value of R7.6 million, was also abandoned when it was 80% complete due to lack of funding, inadequate supervision and poor quality workmanship. Both projects were in Port St Johns.

One shudders to think how many of these projects are abandoned across the district to make up the whopping total of R1 569 million!

While the Eastern Cape fared third “best” relating to the highest proportion of municipalities with clean audit opinion, 16%, behind the Western Cape’s 80% and KwaZulu-Natal’s 18%, is hardly an achievement to be proud of.

One can only echo the sentiments of the AG that we must ensure that all unauthorised, irregular, as well as fruitless and wasteful expenditure, is investigated properly and that those responsible must be held accountable. This must be driven by the Office of the Premier, Provincial Treasury and the Department of Cooperative Governance.

RECIPE: SOUTHERN FRIED CHICKEN AND HARISSA DIP

It just so happens that the first recipe coincides with National Fried Chicken Day, which is celebrated on July 6 in the United States.

As the name suggests, Americans observe this

day by consuming various styles of fried chicken. So, instead of popping into a chicken outlet, why not try this easy recipe at home?

Southern fried chicken

Difficulty: Very easy Serves: 4 - 6 Hands on Time: 30 minutes Total time: 3 hours, including marinating time

Oven temperature: Stove top – a high temperature that is regulated and ready for deep frying.

Ingredients:

1.5kg chicken drumsticks and wings 1, 1/2 cups buttermilk 330ml Castle Milk Stout 2 teaspoons Harissa paste 3/4 cup flour 1/4 cup cornstarch 1, 1/2 cups panko crumbs 1 teaspoon black pepper 1/2 teaspoon smoked paprika 1/2 teaspoon garlic powder 1 teaspoon chili powder 1 tablespoon brown sugar Vegetable oil for deep frying

Harissa dip: 1 can (410g) chickpeas 300ml roasted red pepper sauce 3 tablespoons olive oil 1 tablespoon lemon juice 1 clove garlic, finely diced 1/2 teaspoon ground cumin 1/2 teaspoon ground coriander 1/2 teaspoon salt 2 teaspoons Harissa paste 2 tablespoons Castle Milk Stout

Method:

J'Something enjoys his new Castle Milk Stout recipe, southern fried chicken and harissa dip.

. Place chicken pieces in a bowl. . In a small bowl whisk together the buttermilk, Castle Milk Stout and Harissa paste. Pour evenly over the chicken, cover and refrigerate for 2-3 hours to marinade. . To make the Harissa dip, combine all ingredients in a food processor and blend for one minute, until smooth and creamy. Set aside. . In a medium-sized bowl mix together the flour, cornstarch, panko crumbs, black pepper, smoked paprika, garlic powder, chili powder and brown sugar. . Remove the chicken from the fridge and one at a time dredge the chicken pieces in the

flour mixture. Then gently redip in the marinade, recoat with the flour mixture (double coating of the flour mixture will give you crispier chicken) and set the chicken pieces aside on a baking sheet. . Allow the coated chicken to sit at room temperature for 10-15 minutes. . Add the oil to a large pot until about 20cm deep. Heat the oil. It is ready when a pinch of

the flour mixture dropped in starts sizzling.

Don’t let the oil get too hot or the chicken coating will burn on the outside and be raw on the inside. . Working in batches, fry the chicken until golden brown and cooked through. It takes about 15 minutes per batch. . Remove from the oil and drain on paper towelling. . Serve warm with harissa dip.

New vehicle sales take positive turn REPORTER SOUTH Africa’s new vehicle industry recovered slightly during June, with a total industry sales figure of 45 369 vehicles.

This represents year-onyear growth of 0.9%. However, it comes off a low base and in a market with underlying weakness. Year-todate new vehicle sales remain subdued, with a 1.3% decline for the first half of 2017.

June’s positive sales growth was driven by consumer activity in the dealer channel, where sales of passenger vehicles and light commercial vehicles (LCVs) grew 4.3% and 5.7%, respectively.

Demand for light commercials also grew 74.8% through the government channel and 25.7% in the rental channel, amounting to industry sales growth of 8% for LCVs. “Growth in the dealer channel was clearly fuelled by aggressive marketing in

the form of sales incentives and end-of-quarter deals,” said Rudolf Mahoney, head of Brand and Communications at WesBank.

“The strong LCV sales figure is attributed to these being both recreational vehicles for consumers, as well sought-after vehicles for businesses and government.”

In line with market activity, WesBank’s data indicated a demand in new vehicle finance for the past month.

Finance application volumes for new vehicles grew 7.6%. However, this is growth off a low base. In June 2016, application volumes had plummeted 19%.

The 1.3% decline in demand for used vehicle finance also correlates with the sales data and enticing deals in the new vehicle market.

Consumers in the new vehicle market are also spending more than ever. In June, the average price for a new vehicle was R300 181 – breaking the R300 000 mark for the first time. At the same time, consumers are also extending all options to aid affordability.

Average contract periods have risen to 70.07 months and demand for balloon payments has seen them being included in 30% of all finance contracts – the highest figure since the inception of the National Credit Act. Despite the growth in new vehicle sales, there is angst among consumers in an uncertain economy. The demand for fixed interest rates has risen 26% since March this year, where 63.4% of all contracts now use fixed rates.

Elliotdale handball club to represent EP at nationals BABALWA NDLANYA FOURTEEN youth from Fameni Locality in Elliotdale have been chosen to represent the Amathole District Municipality and the Eastern Cape province at national level at handball championships in Cape Town.

The event started on July 6 and ends on Friday.

Fameni Handball Club coach Ntsikelelo Mahlathi said he started the club with the aim of removing youth from the streets.

“We played at provincial level and were then selected to represent Amathole. A team from Germany will also visit us in September,” said Mahlathi.

He said the aim of the visit was to exchange skills. He said two of his team members represented South Africa in 2015

against Zambia.

Mahlathi added that they received support from Mbhashe Local Municipality.

He said the players are frequently given motivational speeches as they don’t want the girls to fall pregnant at an early age and they are trying to persuade them to stay away from drugs and alcohol abuse.

One of the players, Esethu Magqwetha, said they will make sure that they lift the standard of handball in the Eastern Cape.

“What we have learnt so far is that our lives had to change and we are respecting each other and other people because that is what we are always taught,” said Magqwetha.

He said the players think they will have a bright future because they aim to stay away from alcohol and other things that can destroy them.

EC team targets gold medal SIMBONGILE MDLEDLE THE Eastern Cape under 17 tennis team vowed to bring back home a gold medal this time around during the National Tennis Championships which started on Monday and will end tomorrow at Westridge Park Tennis Stadium in Durban.

The Eastern Cape has come back home with bronze medals in previous championships, but this time they are going for gold.

Simfumene Matomela from Dan’s Academy and the legendary coach of the academy, King Marshal Nonco, both from the OR Tambo region, formed part of the Eastern Cape team.

Nonco was selected to coach the provincial under 17 boys. Speaking to Express before the start of the tournament, King Marshal said “we are really determined to do our best and we have always been winning bronze, but this time we want gold.

“Our team is good enough to do so,” said Nonco. He said they have experienced players who have taken part in the national championships before, so it won’t be hard for them to achieve that goal.

It seems as though defending champions, City Lads, are picking up where they left off last season when they defeated ruthless Golden Stars 2-0 in Port Elizabeth at the weekend.
