28th Annual MdQI Conference - The First 100% Virtual Conference The 28th annual Maryland Quality Initiative (MdQI) Conference was held virtually on February 9th, 10th and 11th, 2021.

With use of the Conference Tracker application, prerecorded sessions and live chats, we were able to still bring together local, state and federal agencies, as well as the consultant community, contractors, and suppliers to discuss pertinent issues facing the transportation industry and how we may build on our future quality transportation systems despite being in a global pandemic. This year, the conference spanned three days, featured remarks from MDOT Transportation Secretary Gregory Slater, 30 technical session presentations, the Rose Cup Derby, and a virtual networking competition; all with replay access from February 9th through April 30th.

This year’s conference had over 1,000 participants, consisting of our registered attendees, presenters, and vendors. The virtual format included multiple Exhibitor Meet & Greet breakout sessions as well.

Conference Synopsis

Day 1 began with a general session including a welcome by MDOT SHA Administrator Tim Smith, and an industry update

by MDOT Transportation Secretary Gregory Slater, with opening and closing remarks by MdQI Co-Chairs Joseph Sagal and Mike Sakata. Next was a Plan Quality Discussion Board where attendees could provide comments and feedback on Plan Quality concerns and have the opportunity to help identify the next Plan Quality initiative. A morning set of Exhibitor Meet & Greet breakout sessions were available at this time also. This was followed by a series of five late morning and five afternoon technical sessions. Day 1 concluded with the Rose Cup Derby transpiring during a virtual happy hour event.

Day 2 started with five morning technical sessions followed by morning Exhibitor Meet & Greet breakout sessions, and

then the next series of five technical sessions and a noon set of Exhibitor Meet & Greet breakout sessions. The afternoon offered a general session with a welcome by MdQI Co-Chair Joseph Sagal and Ethics Training by Jim Johnson, Jr. P.E. Day 2 concluded with our second virtual happy hour and networking competition: “The Very Interesting Game Show.”

Day 3 led off with five morning technical sessions followed by morning Exhibitor Meet & Greet breakout sessions and then the next series of five technical sessions and a noon set of Exhibitor Meet & Greet breakout sessions. Day 3 concluded with an afternoon general session featuring the FHWA Awards, presented by Gregory Murrill, Administrator, FHWA Maryland Division, and the MdQI Awards of Excellence, presented by Dana Knight, P.E., Vice President, KCI Technologies Inc. Day 3 began with five morning technical sessions followed by morning Exhibitor Meet & Greet breakout sessions and then the next series of five technical sessions and a noon set of Exhibitor Meet & Greet breakout sessions. Planning for the 2022 MdQI Conference has already begun. The remainder of 2021 will involve the continued examination of how we can improve our current processes and how we may better manage the technical session topics and content so that we can provide a conference that is informative, engaging, and compliant with current COVID-19 safety protocols.

2021 MdQI Pinewood Derby Recap Virtual Derby Race

The Very Interesting Game Show Virtual Happy Hour

2020 was certainly one of the most “unique” years we have ever experienced. It was no surprise that the global pandemic had a major influence on how we conducted the 2021 MdQI Pinewood Derby. The Derby Team debated cancelling the event all together, but then we decided to see if there was interest in a virtual event. To the credit of the industry, and much to our surprise, folks wanted to race. In fact, we had a dozen participants which was wonderful, and we would like to give them a shout out now: IDESIGN; AECOM; KCI; DFI; McCormick Taylor, Hardesty & Hanover; Navarro & Wright; RK&K; Skelly & Loy; ECS MID-Atlantic; EXP Construction; and MDOT SHA. Hardesty & Hanover, ECS, and EXP were all first-time participants.

As we have done in the past, derby participants competed on two fronts - the fastest vehicle in a double elimination format wins the coveted Rose Cup, and the vehicle that most closely represents the “theme” wins the Tabacek Trophy for best in show. This year’s theme was “2020……..”. First let’s focus on the candidates for the Tabacek Trophy. ECS submitted a VW “Corona Bug”. It was very scary and required lots of hand sanitizer to touch. Then there was IDESIGN who went with an officer worker stuck at home on “mute” complete with a crazy cat and desk. The third contender was DFI, who used their classic beach hammock vehicle sporting luscious palm trees that was a fan favorite years ago. To determine the winner, we conducted an on-line “live” poll and IDESIGN took home the 2021 Tabacek Trophy.

Now onto the Rose Cup action - McCormick Taylor was an early favorite as the defending champion. The biggest question was could they overcome the wheel issues they had in 2020 that almost derailed their championship. 2020 newcomer Skelly & Loy was back and looking to expand on the momentum they generated from last year. In the opening round, first time racers EXP and Hardesty & Hanover advanced. McCormick Taylor knocked off EXP and then AECOM renewed their longstanding battle with MDOT SHA. AECOM narrowly defeated the government entry to advance to face McCormick Taylor. On the other end of the bracket, Skelly & Loy advanced to face Hardesty & Hanover, who had knocked off two opponents to get to that point. McCormick Taylor bested AECOM, and Skelly & Loy defeated upstart Hardesty & Hanover to set up a titanic match in the winner’s bracket.

Down in the second chance bracket, MDOT SHA was making a run, defeating the ECS Corona Bug and EXP before falling to Hardesty & Hanover. It was MDOT SHA’s best showing in years, probably because the MDOT SHA yellow car felt slighted because MDOT SHA had elected to go with their purple entry the last few years. KCI also made a run in the second chance bracket taking down DFI and Navarro & Wright before losing to AECOM. AECOM was able to send the new guys home, but the Hardesty & Hanover entrant had a good run.

In one of the closest matches of the evening, McCormick Taylor took 2 of 3 races to send Skelly & Loy into a battle with AECOM. Well, those swashbucklers from Skelly & Loy were up to the challenge, defeating AECOM and setting up a rematch with McCormick Taylor. This time, there was no doubt as McCormick Taylor defended their title and took home the Rose Cup. Hopefully soon they will get to celebrate the cup together in their office in Baltimore.

Shelly Baquol Tribute Rest in Peace Michelle “Shelly” Baquol MdQI, the Maryland Transportation Builders & Materials Association (MTBMA), and the Maryland transportation industry mourn the recent passing of Michelle “Shelly” Baquol, former Director of Member Services for MTBMA, where she played a key role in the association’s transition from the Maryland Highway Contractors Association (MHCA) to MTBMA and the expansion of member services and programs.

Throughout her career, she planned and managed approximately 200 events, ranging from 50-person seminars to 1,400-person conferences. Shelly also worked directly with MTBMA members, making sure that they took advantage of opportunities to promote their work and succeed within the industry. She coordinated all of MTBMA’s publications, including the annual Membership and Industry Guide and the bi-annual editions of Infrastructure MD magazine, which supported industry outreach and lobbying efforts.

Shelly was best known to the MdQI community as the unflappable Conference Manager who effectively ran the business and financial aspects of the conferences - soliciting conference sponsors; and negotiating contracts with various conference venues, suppliers, and exhibitors to get the best possible setting for the conferences and annual awards ceremonies. Shelly worked with the Steering Committee, Conference Subcommittee and the other Subcommittees to produce the Annual Conference in three different venues and expand the sponsorship and attendance each year.

Shelly’s leadership ensured the great success of the 25th MdQI Anniversary Conference in 2018 and the commemorative Building Quality for 25 Years book and companion video chronicling the origins, rise, and achievements of MdQI. After more than two decades of service to MTBMA, Shelly retired in early 2019. Her daughter Laurie (Baquol) Lawler, who joined MTBMA in 2005, succeeded Shelly in 2019 and is now MTBMA’s Director of Meetings and Events. To the cheers and applause of her family and colleagues, Shelly attended the 2019 MdQI conference as a special guest to accept MDQI’s prestigious Pierce J. Flanigan, III Award for her career achievements and contributions to the Maryland transportation industry.

Shelly was able to enjoy the love of family and friends at home in the last years of her life; she passed on March 13th and was laid to rest March 20th in Elkridge, MD. In addition to Laurie Lawler and her husband Joey, Shelly is survived by her son Eric Baquol and his wife Jennifer; her brother Mark Miller and his wife Lynn; grandchildren Ryan, Gabriella, Lily, Georgia, and Rhett; four great-grandchildren, and many nieces and nephews. MdQI and MTBMA colleagues kindly paid tribute to Shelly online and were able to pay their respects to her family and friends in person. Shelly will be greatly missed by both her family and the MdQI, MTBMA, and A/E/C industry colleagues and friends who became her family over her many years of dedicated service…

Innovation Subcommittee News - Honoring the Legacy of Aaron Jones During the first week of June, the Chesapeake Lighthouse Foundation held a Lab Dedication in Aaron Jones’ honor at Chesapeake Math & IT Academy North High School in Laurel. Aaron is best known for his tireless efforts leading MDOT SHA’s Transportation and Civil Engineering (TRAC) Program and for serving as an Innovation Subcommittee member for MdQI. It was a wonderful event to honor a very great man, who passed away in Summer 2020.

His passion for sharing his love of civil engineering with schoolchildren throughout Maryland and showing them the benefits of transportation-related careers was immeasurable. Each year, more schools and more students became involved in the TRAC Program – from elementary-aged children to high school students, the next generation of civil engineers have benefited due to Aaron’s efforts.

MdQI Outreach: Adapting and Continuing Our Mission In years past, the Outreach Subcommittee held in-person career days with live outdoor and indoor construction and engineering interactive displays where students participated in hands-on activities. However, this year, we are continuing to meet the challenges of showing students the highway construction and engineering industries virtually.

Highlights of the committee’s goals for 2021 include: • Expanding our virtual outreach events and social media presence in order to reach a wider audience • Providing resources and access to internship opportunities for transportation career paths • Increasing collaboration with other transportation outreach programs Upcoming Events Our “Live w/ MdQI” Series will be two parts, allowing students to have an Engineering Day and a Construction Day. Maryland Transportation Builders and Materials Association (MTBMA) News The Together for Transportation Funding (TTF) Coalition The Together for Transportation Funding (TTF) Coalition is a future-focused organization committed to analyzing sources of funding for infrastructure needs that could better serve our communities. Maryland’s heavily traveled roadways will need additional investment to ease congestion and improve mobility. The effectiveness of Maryland’s infrastructure has a profound effect on our overall quality of life. Together, we are looking for funding solutions to not only improve our roadways and infrastructure in the present day, but for next-generation Marylanders and beyond.

As we continue to advocate for long-term transportation solutions for the industry, we look to create stability and sustain the industry’s ability to plan for the future.” says Michael Sakata, TTF chairman, and president and CEO of MTBMA. “Recognizing the need for a more prominent voice in Maryland, especially during the pandemic when funding needs became critical, we created this broad-based coalition of ten (and counting) different associations, which is focused entirely on ensuring a sustainable solution for long-term transportation funding. The TTF Coalition is combining their collective memberships and efforts and working together to fight for funding, all for the benefit of the traveling public.

Moving forward, the TTF Coalition will be working to create a priority list for the upcoming legislative session which will include the following goals: 1. To restructure the gas tax to produce a consistent, sustainable flow of revenue sufficient to fund the engineering, construction, and maintenance of the State’s roads, bridges, and highways.

2. To establish regionally-based funding authorities in the Baltimore Metropolitan area and the Prince George’s, Montgomery, Frederick, and Charles County areas to produce enough revenue to fund and support mass transportation projects and efforts.

3. To continue supporting the use of alternative financing that includes new public-private partnership (P3) funding to help modernize and improve transportation infrastructure.

4. To educate the Maryland General Assembly and Maryland’s citizenry about the indispensable need for a robust system of roadways and transit.

It is important that additional revenue streams can withstand slashes to our State budget, the accelerated speed with which technology changes, and shifts in business trends. Safe and efficient infrastructure is a key building block of our communities, and it must be nurtured to facilitate safety, health, and opportunity.

MTBMA looks forward to continuing to work with the members of this strong coalition and build on the momentum as the coalition grows and strengthens. We will continue to educate legislators and the public about our critical need for long-term funding solutions, and hope to see results that benefit our industry and the communities we serve for many generations to come.

Congratulations to the 2021 ACEC/MD Engineering Excellence Awards (EEA) Grand Award Recipients!

The American Council of Engineering Companies/Maryland (ACEC/MD) is pleased to announce that Inter-Fluve, Inc., with KCI Technologies, Inc., Hazen & Sawyer, and Kiewit Corporation received the Grand Award in the 2021 ACEC/MD Engineering Excellence Awards (EEA) competition for the Bloede Dam Removal and Patapsco Interceptor Relocation project. This prestigious competition recognizes the diverse accomplishments that exemplify today’s engineering challenges.

The 34-foot-high, 220-foot-wide Bloede Dam on Maryland’s Patapsco River was built in 1907 and has posed a serious public safety concern. From the 1980s until today, nine people have died at the dam, and dozens more have been injured despite warnings posted by park staff.

Engineers, scientists, and contractors worked with American Rivers, the National Oceanic and Atmospheric Administration (NOAA), the Maryland Department of Natural Resources (DNR), Baltimore and Howard counties, the U.S. Fish and Wildlife Service (USFWS), Patapsco Valley State Park staff, and the Friends of the Patapsco Valley State Park to develop design plans and complete the removal of the dam.

The resulting dam breach and return of this river to its natural, free-flowing state is the culmination of extraordinary cooperation and collaboration between science and engineering, public-private partnerships and all levels of government, non-governmental organizations, and the private sector to accomplish ambitious conservation and public safety goals. The planning and design work took more than 15 years, while construction was completed in just 18 months. This complex removal and restoration serves as a success story of habitat conservation, and is a model for other states challenged by outdated dams and wastewater infrastructure.

The design and construction team overcame a number of water resource, infrastructure, natural resource, funding, and recreational obstacles. Primary complexities included permitting issues, existing sanitary sewer infrastructure, river flow management, coordination required between the various governmental entities, and unforeseen conditions.

An unprecedented release of 300,000 cubic yards of impounded sediments behind the dam required extensive sediment transport and prediction models and an adaptive management plan. Precise timing of the breach to high water flows was critical, leading the team to schedule the blast in September of 2018, as Hurricane Florence was bearing down on the state.

Relocation was required for two sewer mains located upstream of the dam, adding $16 million to the original estimated cost and creating conflicts with streamside infrastructure and historic structures. An artificial island diverted flow around 20-foot-deep sectional trench shoring, where targeted blasting was required to place the new sanitary lines deep within the bedrock beneath the river channel and subsequent lower water levels.

Engineers and contractors had to overcome flashy river flows and storm-related deluges, including the devastating 2018 Ellicott City flood that washed away a temporary access bridge. Despite these challenges, the project was completed on time, exceeding the performance and technical goals, and within the financial constraints of the project. Today, the area is a natural setting that offers a cascading river environment and recreational opportunities for outdoor lovers in the Baltimore metro area. Kids can safely play in the river, canoes and kayaks meander downstream, and fish freely migrate.

ACEC/MD News (continued) Legislative Session Update In other ACEC/MD news, operating under the constraints of a virtual General Assembly, ACEC/MD built on the momentum from the previous session, but unfortunately the organization was unable to gain passage of Duty to Defend legislation before sine die was declared. Officially titled Courts – Prohibited Indemnity and Defense Liability Agreements (SB 189 / HB 213), this legislation would prohibit a provision in a contract or agreement with a design professional for professional services from requiring the design professional to either indemnify or hold harmless certain parties unless that design professional is at fault.

Following positive dialogue with the leadership in the Senate Judicial Proceedings Committee and House Judiciary Committee that would consider this legislation, and after securing the sponsorship of Delegate Jon Cardin, who chairs the committee in the Judiciary Committee that considered this legislation and the continued strong support of Senator Chris West, who sponsored the legislation in the Senate, ACEC/MD had reasonable expectations to gain passage this year. The only opposition was coming from the Attorney General’s office that provided a letter on behalf of an unspecified agency that ACEC/MD was able to address. Moving forward, ACEC/MD will continue to provide the opportunity for dialogue with influential members of the General Assembly and, since most cases are settled out of court, look to documented incidents in Maryland when Duty to Defend clauses were responsible for imposing unwarranted claims and defense costs.

Maryland Ready Mix Concrete Association (MRMCA) News Sustainable Materials Innovations

In the last issue of the MdQI Newsletter, MRMCA highlighted concrete pavements and mentioned a few projects that have taken advantage of a design that utilizes conventional concrete materials. In this issue, we want to dive into the materials side of concrete and talk about the steps the cement and concrete industries have and are taking regarding their commitment to sustainability.

Salisbury Bypass with its exposed concrete pavement surface continues to remove carbon from the environment.

Regarding materials innovations, the industry has made great strides in the last several decades with respect to new and expanded uses of admixtures, alternative cements, supplementary cementitious materials, and carbon capture technologies. These new ideas for the industry to help with reducing carbon emissions and resulting greenhouse gases affecting the environment, are being instituted on many projects around the country. All are part of a collaborative effort among the cement manufacturer and concrete producer associations to promote innovative concepts along with the academic institutions doing the research and development.

For decades, the ready mixed concrete industry has been an active participant in recycling materials. Water, aggregates, and used concrete are all products that can be recycled at a concrete plant. Concrete producers have been designing mixtures that incorporate recycled products from other industries, such as slag and flyash that are beneficial admixtures in the concrete mix. The inclusion of these supplementary cementitious materials (SCMs) enhances the fresh and hardened properties of the concrete, while reusing a by-product of another industrial use that would otherwise be destined for burial in a landfill. In fact, there are studies being conducted now that are looking into a beneficiation process that includes removing flyash from existing landfills in the Maryland area and converting it into useful supplementary materials for the concrete industry.

A relatively recent advance in the sustainable concrete effort these days is to inject liquid carbon into the ready-mix concrete delivery truck during the batching process. The liquid carbon binds with the free lime in the mixture, and forever captures the carbon and keeps it chemically encapsulated within the concrete matrix. The concrete’s strength and durability are enhanced while mix design optimization is achieved. This process of capturing carbon in a concrete mix is just one step in helping reduce the industry’s carbon footprint.

What can designers, policy makers and industry leaders do to help the cement and concrete industries reduce the carbon footprint of construction?

Consider changing prescriptive concrete specifications for your projects. Prescriptive specifications can incorporate additional unnecessary requirements that sometime contradict current industry standards such as ACI 301 and can detract from the desired performance and environmental benefits. Examples of prescriptive criteria include minimum cement content levels, limits on quantity and characteristics of SCMs, gradation of aggregates, or maximum water-to-cementitious ratio. Consider providing performance specifications that outline the desired characteristics of the concrete depending on the application and aspects of the design and construction process. requirements should not restrict the ability of the concrete producer or contractor to be innovative in an effort to enhance their sustainable concrete product. For example, the specifications should allow for the inclusion of “blended” cements that contain SCMs, including Portland Limestone cement (PLC) or Type IL Cement. These products are proven and accepted by AASHTO and ASTM, and they are truly offsetting carbon emissions. The performance-based specifications would still allow for the concrete to meet industry standards and code requirements. Please visit Greener Cements for more information about blended cements. FUN FACT - Many people know the obvious benefits of concrete, but I am guessing you did not know this one: Through the calcination process concrete can actually absorb or sequester carbon through its entire life cycle in the hardened state when exposed to the environment. Imagine the potential for reduction in carbon if all roads were paved with concrete and buildings were allowed to have the concrete frame exposed to the air.

Concrete 2021 - a Virtual Success!

The March 9, 2021 Concrete Conference was the first virtual conference for this group in 21 years! Over 150 people registered and attended the conference.

MDOT SHA Administrator, Tim Smith opened the conference with his insight on what MDOT SHA has accomplished with reduced funding while maintaining a safe work environment. Tim was followed by a series of 5 live speakers talking about a variety of interesting, innovative and resilient concrete subjects. The attendance numbers, participation, and questions and feedback received proved that this virtual conference was informative and engaging.

Maryland Asphalt Association (MAA) Recognizes Superb 2020 Asphalt Pavement Projects Similar to the mission of the Maryland Quality Initiative, the Maryland Asphalt Association strives to recognize quality pavement through its annual Excellence in Paving Awards.

Each year, the Maryland Asphalt Association and the Maryland Department of Transportation State Highway Administration visit asphalt paving projects completed that year that have been submitted for consideration. The team of asphalt experts hit the road starting in November, visiting each project all over the state; taking photos and video, and noting the workmanship, smoothness, joints, texture, and tie-ins with other pavements.

16 submissions stood out as the pinnacle of workmanship in the state, and were chosen as 2020 Excellence in Paving Award winners. The submissions included: county roads; primary, secondary, and interstates; as well as, pavement at BWI, and a port-side auto processing center – all representing over 330,000 tons of asphalt.

In lieu of an awards ceremony traditionally held at the annual Paving Conference, this year—with the help of our generous sponsors Blacklidge Emulsions, Bitumar USA, Carter Machinery, and Mr. Mike Moses of George Associates, Inc.—award winners were given custom Maryland Asphalt Association gaiters with carbon filters and 2020 Excellence in Paving hard hat stickers, in addition to the customary plaques for each project.

We recall in January of 2014, Maryland government offices closed due to a snowstorm, which canceled part of the second day of the MdQI conference. We knew the snowstorm was coming, but it wasn’t possible to postpone the conference to another good weather day. In 2021, we now know that another type of interruption to the conference may be coming due to the worldwide COVID-19 pandemic. We have time to plan ahead and prioritize the safety of our workforce, so the 2021 MdQI conference may be held virtually for the first time. Due to recent teleworking mandates and suggestions, our workforce is now more prepared than ever to operate virtually.
