MIMAROPA Regional Research and Development Agenda 2018-2022
Preface The Regional Development Council (RDC) is mandated to oversee, coordinate and set the direction of all physical, economic, and social development efforts in the region. It also serves as a platform where local undertakings can be elevated and integrated with the national development programs. Relative to RDC’s mandates is the formulation of the regional research and development agenda (RRDA). The RRDA seeks to streamline science, technology, and innovation (STI) activities of all government agencies, state universities and colleges (SUCs), local government units, and private sectors aimed at increasing economic opportunities in the region. It complements with the Harmonized National R&D Agenda which is geared towards addressing the societal needs and achieving inclusive socioeconomic development through applied researches in agriculture, aquatic resources, natural resources, health and nutrition, and emerging technologies, etc. MIMAROPA region ranked 12th in research and development expenditures in 2013, and shared only 0.67 percent of the total R&D expenditure in the country (MIMAROPA RDP, 2017). In the same year, the region ranked 13th with only 337 researchers or 1.42 percent share to total number of researchers in the country. These data reveal that MIMAROPA needs to secure more investment on R&D to keep up its pace and respond to the region’s growing needs. One of the primary strategies indicated in the MIMAROPA Regional Development Plan (RDP) 20172022 is to formulate RRDA. Currently, MIMAROPA has two existing R&D consortia, the MIMAROPA Health Research and Development Consortium, and the Southern Tagalog Integrated Research and Development Consortium. In 2017, the Regional Research, Development and Innovation Committee (RRDIC), a special committee under the RDC was created. The RRDIC seeks to integrate the R&D efforts of the two consortia and other R&D concerns. Coming up with a unified plan for all sectors requiring R&D direction has become imperative to ensure growth and development of the region as indicated in the RDP. A workshop on the formulation of RRDA was held on April 17-18, 2018. This was attended by the RRDIC member agencies and the private sector representatives. Prior to and in preparation for the workshop, they reviewed the relevant strategies and policies laid out in the RDP and the current R&D initiatives and agenda of respective regional line agencies (RLAs) and SUCs, and identified R&D areas and topics based on the RDP. During the workshop, the R&D topics identified were further evaluated MIMAROPA Regional Research and Development Agenda 2018-2022
and prioritized according to the following criteria: contribution to regional goal, consistency to sector priorities, responsiveness to local situation, availability and level of institutional capability, availability and level of institutional capacity, RDC sector member approval, urgency, and impact. The output of the said workshop is attached herein as Annex A for reference. Series of revisions and consultation on the prioritized R&D topics were done after the workshop. On November 26, 2018, the RRDIC member agencies gathered for the pre-funders forum conference workshop where the prioritized R&D topics were completed and from which the participants agreed to finally pull off the RRDA for RRDIC’s endorsement to the MIMAROPA RDC during its 2018 4 th quarter full council meeting. The RRDA has indeed become one of the notable accomplishments of the MIMAROPA RDC this year. It presents the priority R&D initiatives aimed to address the pressing needs of the region covering all sectors of society. This has been made possible through the active participation and commitment of the RLAs, LGUs, SUCs, and private sectors under the leadership of NEDA MIMAROPA and DOST MIMAROPA. Through this, the medium-term goals of the region in achieving socioeconomic growth and development through research, development and innovation are now at hand. The MIMAROPA RRDA 2018-2022 complements with the MIMAROPA RDP 2017-2022, hence it is presented according to the RDP Chapters which were further grouped into four major sectors, namely Economic Development Sector, Infrastructure Development Sector, Social Development Sector, and Development Administration Sector.

Economic Development Sector MIMAROPA RDP 2017-2022 Chapter 8: Expanding Economic Opportunities in Agriculture, Forestry, and Fisheries The Agriculture, Forestry, and Fishery sector is a partner for a strong and significant part in the field of research towards countryside development. Utilization of human and physical resources to streamline the sector increases agricultural productivity, efficiency and competitiveness towards regional development. Innovative Opportunities in Agriculture will boost production by capitalizing on the strengths of traditional crops, introducing new high-value crops into the market, involving women, youth and minorities in the production process, and advancing and expanding value chains to draw in infrastructure investment and strengthen export capacity. Research and extension programs will provide knowledge and skills in the hands of farmers and fisher folks, enabling them in all aspects of production, marketing and entrepreneurial growth by providing vital training and opening up market linkages to encourage and facilitate trade.

MIMAROPA RDP 2017-2022 Chapter 9: Expanding Economic Opportunities in Industry and Services through Trabaho and Negosyo The Philippines is often referred to as a country from which export of services rather than manufactured goods is the principal engine for economic growth, as the share of the service sector in gross domestic product has exceeded that of the industry sector since the mid-1980s. There are numerous ways to measure the size of the agriculture sector. A few examples include employment, industry sales, value of production, and trade. However, because of its nature, agricultural sales tend to be highly sensitive to swings in commodity prices, and production volumes measured in dollar amounts are also subject to sensitivity to growing conditions. A sustainable future will emerge if we build organizations that, on a practical level, sustain the natural environment and the social and technological conditions that will empower future generations to define and pursue their own conception of the good life. In addition, diversifying and increasing agricultural products by training farmers on the use of new technologies and value adding processing will help expand the economic opportunities of the farmers and fisher folks in Mimaropa Region.

MIMAROPA RDP 2017-2022 Chapter 11: Reducing Vulnerability of Individuals and Families Problems in vulnerable families are multilayered and include the inter-section of physical, psychosocial and other forms of distress. The multi-dimensional nature of the problems of these families is closely linked to the fact that there are many institutions in the field of education, social welfare, health care and others, in which treatment and support are not satisfactory or adapted to their needs. The employment situation of parents is crucial in this respect. Job loss is one of the most important reasons for entering poverty. Among the employed, work intensity of the household is decisive, and the type of work influences income as well. Besides potential interventions of the local government unit, the targeted research and extension activities that could most enhance future interventions include support for studies about what works for whom that is, studies that focus on subgroups within the low income population to improve knowledge about how well interventions fit with needs. Longer term studies that track costs and benefits for both parents and children, studies that home in on implementation challenges and solutions, and studies that help practitioners define interim measures of success to keep programs on track would also be helpful, this would include extension programs for livelihood projects to capacitate individuals.

Infrastructure Development Sector MIMAROPA RDP 2017-2022 Chapter 15: Ensuring Sound Macroeconomic Policy One of the main drivers of economic growth is Infrastructure development. Infrastructure systems are the backbone of an economy as they provide social, as well as economic benefits to society. Furthermore, modern infrastructure development is a key to ensure a highly competitive global environment ( Berawi , 2017). Inadequate infrastructure in our country is one identified problem in the Philippines Development Plan for 2017-2022 which also applies in the MIMAROPA region being a region which are geographically challenged since we are island provinces. Inadequate infrastructure is the most critical binding constraints for the inclusive growth and sustainable development. If there is an improved or innovated infrastructure development programs it will contribute to reducing poverty and support economic growth by providing enhanced access to education, health care, water and sanitation, housing and other services to uplift people’s life and living standards. Moreover, it will also provide reliable and efficient transport and thus provide urban development (ADB, 2017). Hence to address the following plans below are the list of researchable areas of the MIMAROPA region.

Social Development Sector MIMAROPA RDP 2017-2022 Chapter 7: Promoting Philippine Culture and Values The Philippines is one of the richest countries in the world in terms of cultural diversity, as well as of biodiversity. There are more than 185 ethnolinguistic groups and 110 indigenous communities in the country. Each indigenous or local community possesses a unique body of traditional knowledge and practices which have been developed throughout centuries of use and have been transmitted through generations. Such stored knowledge continuously evolves, adapting to changes in community’s culture and environment. However, environmental degradation, the advent of science and technology and the onslaught of lowland mainstream cultures threaten the maintenance of socio-cultural values. One important move for ensuring the maintenance of unique practices is documenting practices. Documentation of IKSP will help agencies identify local practices that do not contradict government policies and help in reconciling differences between indigenous knowledge and science.

MIMAROPA RDP 2017-2022 Chapter 11: Reducing Vulnerability of Individuals and Families The society’s provisions for social welfare and protection are critical in the current times due to the continuing and emerging risks that expose individuals and families to vulnerable straits. These facilities have already been established and are considerably functional. However, there is still the need to catch up with, if not overtake, the society’s fast changing structures and context that are advancing those risks. It is then high time to update and enhance these social facilities thru the evaluation, further development, and heightened implementation of policies and programs regarding the existing social protection services as well as other future social provisions.
