Dear Fellows, Friends and Supporters,

We are grateful to report that the Michigan State Bar Foundation increased our investment in programs that improve access to justice and the administration of justice in Michigan. Your commitment has made a difference. We are pleased to present some key highlights from 2024.

The Foundation celebrated 40 years of the Fellows Program, which was created to recognize Michigan lawyers for their professional excellence and service to the community. The Foundation welcomed 40 distinguished attorneys to the Fellows Program. We launched the Foundation Brief, a newsletter to keep the Fellows informed about the work of the Foundation, and introduced certificates and signature electronic badges to recognize their commitment. To celebrate the remarkable contributions, a reception was hosted at the Michigan Hall of Justice and featured guest speaker, Chief Justice Elizabeth T. Clement. Once again, congratulations to all the Fellows.

Interest on Lawyers Trust Accounts (IOLTA) remains a critical source of funding for legal aid programs across Michigan. Through focused efforts, the Foundation was able to enhance partnerships with financial institutions, which resulted in increased interest rates paid on IOLTAs. We are pleased to report that increases from IOLTA revenue allowed the Foundation to increase annual operating grants for civil legal aid programs by 25%.

The Access to Justice (ATJ) Campaign remains another critical source of funding for 14 legal aid organizations across the state. In the 2024 calendar year, the legal community contributed approximately $1.235 million. 100% of the funds raised are distributed to the participating legal aid organizations. The steady growth of the Campaign can be attributed to the generosity of attorneys throughout Michigan. As we move forward, increasing the participation and giving rate from our legal community remains our primary campaign goal.

As you review this annual report, we hope you take pride in the meaningful impact that your support has allowed the Michigan State Bar Foundation to make as the largest funder of legal aid in Michigan. Investing in Justice

Annual Civil Legal Aid Grants

Non-profit legal aid organizations provide legal assistance for thousands of low-income Michigan households each year.

In 2024, the Foundation awarded annual operating grants to the following non-profit organizations:

Protecting Older Adults

An older adult with a disability reached out to Legal Aid for assistance with a lawsuit regarding a credit card debt. Unbeknownst to him, a payment he had made to clear his credit card debt was refunded in error by the credit card company. The credit card company charged him additional interest on the amount refunded. Legal Aid represented him and negotiated a dismissal of the collection action.

Special Initiatives

The Foundation administers additional grant programs. These programs provide additional support for eviction cases, federal disability claims, and unemployment insurance matters.

Eviction Diversion Program

The Foundation received funds from the Michigan State Housing Department Authority (MSHDA) to administer grants to legal aid organizations to help income qualified households facing eviction. In 2024, the grantees provided legal advice and brief assistance on 11,603 cases and prevented eviction for 6,040 households.

The Foundation, at the request of the Legal Services Association of Michigan (LSAM), administers funding from the Michigan Department of Health and Human Services (MDHHS). The funding supports the provision of legal services to current or potential recipients of state disability assistance who are seeking federal disability benefits such as Supplemental Security Income (SSI). In addition to providing direct representation and legal advice in these cases, legal aid programs assist clients with the Social Security Administration (SSA) application process; explain SSA forms and letters; help clients with barriers to SSA’s technology systems; and assist with gathering documents and medical records.

Legal Assistance Relief Fund – Unemployment

In 2024, the Foundation was asked to administer an Unemployment Legal Assistance Relief Fund (Relief Fund) created through two class action settlements. The Relief Fund provides grants to the following legal aid organizations to expand access to free legal assistance in unemployment cases in every county in Michigan.

Helping Individuals with Disabilities

Legal Aid represented an older adult in an administrative appeal of his Social Security benefits. He was a victim of a drunk driving accident on I-94 that resulted in breaking all of his major bones. He applied and was denied Social Security disability benefits. Legal Aid requested a redetermination and benefits were denied again. Legal Aid prevailed at the administrative hearing and the client was awarded benefits applied retroactively.

Financial Statement

This 2024 financial report is a condensed version of the audited financials for the fiscal year ending on September 30, 2024. The Foundation manages certain bids and contracts to support civil legal aid in Michigan. In addition, pursuant to state legislation, the Foundation administers the portion of court filing fee funds which is distributed to legal aid programs. These grants are paid directly to grantees and not included in our financial statements.

Opportunities of Greater Impact from the Legal Community

Interest on Lawyers Trust Accounts (IOLTA)

The Interest on Lawyers Trust Accounts (IOLTA) program serves as a critical source of funding for civil legal aid organizations across the state. As administrator of Michigan’s IOLTA program, the Foundation oversees IOLTA interest remittances from more than 100 financial institutions and reviews participating institutions to ensure they meet Michigan’s IOLTA eligibility requirements. The Foundation increases the impact of Michigan’s IOLTA program by ensuring that eligible financial institutions pay comparable IOLTA interest rates and by maintaining our Banking on Justice Campaign.

We encourage Michigan attorneys to hold IOLTA accounts with one of the following Banking on Justice financial institutions:

Access to Justice Campaign

The Access to Justice Campaign seeks to ensure access and fairness for all in the justice system. The ATJ Campaign is a collaborative centralized campaign, administered by the Michigan State Bar Foundation in partnership with the State Bar of Michigan, to increase resources for 14 regional and statewide civil legal aid programs in Michigan. Each year, the Campaign distributes 100% of the funds raised from the Michigan legal community to the supported programs. The Foundation is grateful for Campaign donors and for their dedication to ensuring justice for all. For more information about the ATJ Campaign and a full donor recognition list, see atjfund.org.

Cy pres and Relief Funds

The Legal Community can invest in access to justice by considering the Foundation and the ATJ Campaign as recipients for cy pres awards and other funds from class action settlements. These funds allow more low-income families in Michigan to have access to an attorney.

Honoring Foundation Award Recipients

Founders Award

Recognizes lawyers who exemplify professional excellence and outstanding community contributions

Reginald “Reggie” M. Turner is an accomplished litigator and government affairs advocate with an impressive career spanning over 30 years. Turner is passionate about access to justice and diversity and inclusion. Once describing himself as a “serial volunteer,” Turner has an extensive list of civic, community and cultural involvement. Turner served as the President of the American Bar Association from 2021-2022 and President of the State Bar of Michigan from 2002-2003. He served as a White House Fellow under President Bill Clinton and from 2000-2003 represented Detroit Mayor Dennis Archer on the Detroit Board of Education. In 2003, Governor Granholm appointed Turner to the Michigan State Board of Education, and he won a state election for a full term in 2006. Turner also served on several boards, including Comerica, Hudson-Webber Foundation, Detroit Institute of Arts, and Community Foundation for Southeast Michigan. Turner is a Fellow of the Michigan State Bar Foundation and the American Bar Foundation. Turner also provided leadership to the development of the Access to Justice Campaign.

Access to Justice Award

Honoring persons who have significantly advanced access to justice for low-income families in Michigan.

Wendolyn W. “Wendy” Richards has significantly advanced access to justice through her skilled advocacy efforts and pro bono. In her role as Miller Canfield’s pro bono counsel, she leads the firm’s nationally recognized pro bono program. In addition, her impressive career as a commercial litigator includes working on class actions and other complex matters. Richards has led work involving highimpact immigration litigation matters, community development projects, and entrepreneurship opportunities for individuals living in disadvantaged communities. Richards also has extensive pro bono experience related to voting rights. Richards is a Fellow of the Michigan State Bar Foundation and serves as a member of the Access to Justice Campaign Steering Committee and the Statewide Fundraising Committee.

Fellows Program: Celebrating 40 years

The Michigan State Bar Foundation celebrated the 40th Anniversary of the Fellows Program at a reception at the Hall of Justice.

Established by a small group of Michigan attorneys in 1984, the Fellows are a group of distinguished attorneys and judges, who are honored for their professional excellence and service to the community. As leaders in the Michigan legal community, the Fellows embody the highest traditions of the legal profession and demonstrate their commitment to advancing the administration of justice through their contributions to support the Foundation’s activities.

Currently there are over 1,500 Michigan attorneys that are active Fellows, and since inception, the Fellows have contributed over $2.25 million.
