Accommodation costs are one of the greatest expenses your children face when they head off to university. With the average student’s rental expenditure totalling thousands of pounds a year, it’s natural to want to invest more prudently. Helping your child to acquire their first property can provide peace of mind for them and yourself, as well as a longer term financial investment.

Investing in property for your child Long term view Funding a large deposit on your child’s first home affords them greater choice and flexibility in the market and will help them secure the mortgage on a property whilst lenders are still remaining cautious. New developments are a popular choice for parents whose offspring are leaving the nest at 18. As Elaine Taylor, regional sales manager for Lovell Partnerships, commented: “Purchasing for your child removes the worry of finding accommodation, it can be a sound investment, and when parents buy a new property it is modern and easy to maintain.” 32 Your Move

Staying local If your child will be studying in their home city, then purchasing a property in Liverpool can be a reasonably simple solution for a parent. Utilise local knowledge to select a good area and ensure a safe home for your child and, at the same time, you can guarantee vital re-sale potential for the future. Finance With a deposit in place, your child would fairly easily be able to secure a mortgage on a buyto-let basis. Dave Roberts, from Trinity Mortgages on Allerton Road, commented: “The

amount of mortgage is governed by the rent achievable from the property, but often the borrowers are required to have a minimum income of £25,000 or more. Mortgage lenders will currently advance up to 75 per cent of the property value, meaning the parents would need a 25 per cent deposit plus money for fees.” Ownership If you are in a position to buy the property outright, be aware that capital gains tax would be due on gains when the property is sold – if the property is bought in your name. If the child is the owner and the

property is their only or main residence, then private residence relief would be applicable and they would not have to pay capital gains tax. While landlords must pay income tax on rent, mortgage interest payments can be offset against this income. Many parents find that, with ownership in the hands of the child their estate, and therefore their inheritance tax liability, is reduced, making the investment particularly prudent for the years ahead. Joint ownership Joint ownership of the property may be an option, either

at university. Elaine Taylor from Lovell added: “As students, children are perfectly placed to find tenants to finance the cost of the property. With such close proximity to the university and hospitals, and plenty of potential tenants amongst key workers in the future, the development offers a sound investment to parents.”

However, whoever does own the property needs to understand their responsibility for sourcing tenants and maintaining the property, and this is something that siblings may need to sit down and agree upon. Julia Casimo, tax partner at John Kerr Chartered Accountants in West Derby, commented: “If the property is in the child’s name that avoids some of the tax issues, but can create problems in terms of financing. The equity in the property is also exposed to their creditors if their child runs into debt or divorce issues.” While she expressed the need to exercise caution for these reasons, she also added that the situation with raising student tuition fees and the current state of the property market is lending itself to these investments: “With properties more affordable now, I imagine it is a question which parents may be thinking about more and more.” Rent a room Rental income from lodgers can be offset against the costs of the property, but if ownership is in your name then you will be liable for tax on the rental income. If

the child owns and lives in the property they would have ‘rent a room’ tax relief available to them. Under the scheme, your child can receive up to £4,250 tax free per year by renting out a furnished room. Assuming they are not already earning, this sum can be added to their personal allowance of £6,475 before they are required to pay tax. Of course, once they graduate they will need to reassess their taxable income. Finding tenants In a city with as large a student population as Liverpool, buying a house for your universitybound child has the potential to start paying for itself. As Liverpool is blessed with three major universities and a wealth of course options, not to mention adequate transport links and a host of leisure activities, it’s a city which already attracts a constant stream of students from all over the world. With the student population on the rise, demand for accommodation is unlikely to dry up any time soon. If your child decides to live in the university’s halls of residence during their first year of study, this would help them to make new friends and meet potential lodgers for their remaining years

First time landlords For some parents, renting out a property can be a daunting prospect, but Philip Lawton, director at Sutton Kersh estate agents said that students make excellent tenants. He commented: “As students share a property, your total rental income will be higher than from a single tenant, students often stay in one property for the full three or four years of their course if they’re happy with it, and their parents are usually willing to stand as guarantors for the rent.” He continued: “There is a strong demand for good quality accommodation from the student market so a landlord should have no problem keeping a property let for the academic year. You’ll also know that you’re going to get vacant possession at the end of the tenancy. “

Keep the property in good order as good quality properties attract good quality tenants. Be realistic with your asking rent. It is not cost effective to have a property empty for a month or two trying to achieve an extra £25 or £50 per month.

Use a reputable letting firm, members of ARLA or RICS, and ask for details of their tenants’ deposit scheme. A good letting agent will minimise the risk of problems by carrying out proper reference checks and avoid disputes at the end of a tenancy by preparing a detailed inventory. Philip added: “The law concerning lettings is complicated. Tenancy agreements and notices need to be correctly worded and executed to avoid problems in obtaining possession of the property when the landlord needs it.”

Time to buy With interest base rates remaining at 0.5 per cent, purchasing property offers a more lucrative investment than saving. Further, those with capital can take advantage of reduced house prices, and the various attractive tracker mortgages with payments tied to the low base rate. With the onset of student house hunting season, now is the best time to capitalise. Dilemma for a high earner Q. I am both employed, by the NHS and also self employed, writing medical reports. My employed income is steady (I am a higher rate tax payer with a salary of about £80,000), but my self employed income varies year on year. I obviously want to try to avoid the new 50% tax rate if I can. Do you have any advice? A. The new 50% tax rate comes into place in April 2010. As well as taxing total income over £150,000 at 50%, there is also an increased tax charge on incomes over £100,000 with the withdrawal of the personal allowance. The personal allowance will disappear completely for anyone earning £112,950 or over. Therefore, if the standard personal allowance in 2010 is £6,505 this will cost someone earning £113,000 a total of £2,602, creating a very nasty ‘marginal rate’ of around 60% at these levels of income. A simple way of smoothing your income to minimise the impact of the new tax rates would be to operate your report writing business through a limited company. This would mean that you could choose to smooth the income from the company by timing extraction of funds by way of dividend, to minimise the new higher taxes as much as possible. Q. Is there anything else I need to consider? A. You will need to ensure that the limited company is in operation by the beginning of the 2010/2011 tax year. Operating as a limited company brings a greater administrative burden, but a good accountant can help you with this. You will also need to tell your customers about your new trading entity, and ensure that all insurances and registrations are transferred. Obviously you will need to operate a new bank account for your company. Overall the extra administration is likely to be worth the tax saved.

beginning to flower Jones & Chapman on Allerton road is reporting clear signs of recovery in the property market, with a 69 per cent increase in net sales for April. The agent, part of the Sequence group of companies, announced that this is the latest in a raft of ‘good news’ stories for property in our areas and nationally. The Royal Institution of Chartered Surveyors (RICS) reported that buyer interest continued to grow in March and that the number of sales

compared with the amount of property on the market rose for the third consecutive month. Branch manager at Jones & Chapman, Helena Greig, commented: “The combination of competitive property prices, historically low interest rates and slowly improving credit conditions have all had a positive effect on the market, as shown by the increase in our net sales figures.”

Competitive bidding at Sutton Kersh Auction At the May property auction the estate agents were pleased to see lots on offer sold at two and three times the guide prices. Of the 74 lots offered 52 were sold, with the total revenue exceeding £3.5million. The Newsham Park public house in West Derby sold for almost three times its guide price of £45,000, after competitive bidding took place for over 20 minutes. It was sold for £116,500. Three properties in Old Swan also attracted considerable interest, as well as Caber House in Pall Mall which sold for in excess of £0.5 million. James Kersh, director of auctions at Sutton Kersh, commented: “Many of the lots

A onetime popular seaside resort, Bootle’s spacious villas attracted waves of wealthy Liverpudlians to its shores. As the industrialisation of the Victorian era gathered pace, so the town grew. Swathes of Irish immigrants met the demands of the labour and the generated wealth funded the construction of landmarks such as Bootle town hall. With its reliance on the docks, Bootle fell into decline, but now with the influx of new businesses, the town is embracing a renaissance. Over the last decade, Bootle has undergone a series of regeneration schemes, to improve it as a place to live, work and visit. Bootle has made a commitment to going green, with a comprehensive tree planting programme to complement the popular North, South, Derby and Kings Parks bringing beauty and colour. There have also

been improvements to Stanley Road, Bootle’s main shopping thoroughfare, the arrival of new businesses and the retention of existing major employers such as Hugh Baird, which is seeing fit to make considerable investment in the area. It’s certainly true that improved transport links, such as the renovations to Oriel Road Station, are helping support a growing business community in Bootle. The new Health and Safety Executive headquarters, known as Redgrave Court, were completed in 2006, and are staffed by a workforce of 1,560. The recentlyopened Sefton Investment Centre offers five storeys of office for small businesses, in development designed by Liverpool architects BDP. Project director Terry Davenport spoke positively about the area’s resurgence: “South Sefton Investment Centre is an important building for Bootle and is just the start of the regeneration of this area.” Emerging industry is also helping to sustain wellestablished independent shops in the area. Ross and Don Lavey having taken over the business in 1979. Phil commented: “We do alright here. We’ve got a pool of regulars and a lot of passing trade. All of the main offices bring a lot of customers in. I think people are attracted to Bootle by the great transport links.” Neighbours Millie’s stock children’s christening and communion clothing, while their sister store in The Strand shopping centre specialises in designer children’s wear. Rachel Fitzsimmons, who works at the store, believes that the area really does provide for a good standard of living: “Bootle has a great community spirit, which is one of the main reasons I live here. It’s really nice to visit North Park, which is just opposite our store, and I would recommend The Golden Castle down the road, as a good Chinese restaurant.” Bootle carries a fascinating history and great character. The town pre-dates Liverpool and was recorded in the

Domesday Book in 1086 as ‘Boltelai’, from ‘bold’ or ‘botle’ meaning ‘dwelling’. The small hamlet on the sandhills was to become a bathing resort for wealthy residents of Liverpool, and later one of the most heavily bombed areas of the UK during the Second World War when its docks were targeted. Its impressive roll call of famous sons includes footballers Jamie Carragher, Steve McManaman and Alvin Martin, the actor Craig Charles, fashion designer and businessman George Davies, and the comedian Tom O’Connor. With the regeneration, perhaps a new generation of talent will be inspired by the opportunities in this emerging part of Sefton. After all, the town motto; respice, aspice, prospice, means to reflect on the past, consider the present and provide for the future.

Movers What do you like about the area? We wanted to be in a student area while we were at university and Smithdown Road was ideal. We enjoyed it so much that we decided to stay after we graduated and got the place on Borrowdale Road. Now we know the people in the area and they’re all really friendly. You can walk to work and go to pubs that aren’t as busy as they would be in the middle of town. How is the property laid out? Downstairs there is a kitchen, bathroom, living room and two bedrooms. Upstairs we have a further four bedrooms and another bathroom. Tell us about the kitchen... With there being so many of us in the house we need quite a bit of storage space. We have a double oven, a huge stand alone freezer, which is twice the size of the one we had before, and lots of cabinets to keep all of our pots and pans in. We also have two fridges for everyone’s food!

Twenty-one-year-old drama enthusiast Steph Minshull recently moved into a Victorian terrace house on Borrowdale Road in Wavetree. Steph, a nurse at the Royal Liverpool University Hospital, shares the property with four house mates. What are the bathrooms like? Downstairs there is a white ceramic toilet, sink and bath, tiled reddish brown floor tiles and white walls. There is also a triangular mirror which is rather unusual. The upstairs bathroom has purple walls and purple floor tiles, with a shower and white ceramic sink and toilet. Any stand out items? I have a mahogany hat stand which I built myself! I bought it as a flat-pack kit on e-Bay, but I had to use a pair of scissors to put it together because I didn’t have a screwdriver! Do you have an outside space? We just have a rather humble concrete yard with a shed.

What’s the theme? There are wooden floors throughout the house and yellow is used quite extensively, for example in the living room and my bedroom.

What are your favourite items in the house? With my love of theatre and film I have a few pictures of 1950s idols such as Marilyn Monroe and James Dean. I also like the two wooden panels we have instead of headboards in each of the bedrooms. They tip back so that you can sit up and read in bed.

Tell us more about the living room... There is a nice fireplace witha mantelpiece and quite a cool bookcase we bought from IKEA. There are also two soft blue sofas, but with being graduates we don’t really have a great deal of stuff!

What about the bedrooms? My room is downstairs and is one of the largest in the house. I have some nice pine furniture and my bed is dark wood. It’s lovely and comfortable and has a good mattress. There’s a spotlight above the plastered fire place What would be your dream buy? I would love more places to sit and to have a big dining room table. If money were no object I would splash out on a big state of the art entertainment system with a TV and a Wii console. Your Move 47

Francesco Mellina Interview //// TALENT IN THE CITY

On the crest of a new wave Through his love of The Beatles, photographer Francesco Mellina became captivated by Liverpool from a young age. He left his home village in southern Italy to tour Europe at 16, and eventually settled in the city in 1976. Having arrived in his spiritual home, the honorary scouser became engrossed in the city’s post-punk scene, attending venues such as Eric’s on Matthew Street and getting up close and personal with the key players of the era.

From 1 May to 31 August, the National Conservation Centre will feature the iconic images Francesco captured of the city’s music and fashion scene during the late 1970s and early 1980s, including Liverpool bands Echo and the Bunnymen, The Teardrop Explodes, Pete Wylie and Pete Burns, and those that went on to achieve worldwide status, such as Roxy Music, The Clash and The Ramones. What were your first memories of arriving in Liverpool? My first impression was that I knew I was in the right place because I had wanted to be here for such a long time. I was so excited to be here. I had been hatching my plan for a long time in my small

village back home. What was the city’s appeal from afar? The Beatles. They were the catalyst for my interest in music as well as Liverpool itself. Their music was what initially opened my eyes to the city. Through them I found out about Liverpool. The happy-go-lucky impression of the early ‘60s had diminished somewhat by the time of the post-punk era. What was it like arriving in the city during that period? It was obviously different. I was new to Liverpool. I was not aware of the economic situation. To me it was just the best place in the world. I loved it. What made the greatest impression on you at first? I had only just arrived in the city and although I wasn’t

part of the scene, within a short period I made connections. The people I met attracted me to all sorts of clubs and gigs. I also remember some of my first cultural experiences were seeing the Liverpool poets such as Adrian Henri and Roger McGough. Do you think Liverpool was at the forefront of music during the late ‘70s and early ‘80s? There was definitely a movement musically and Eric’s on Matthew Street was at the forefront of what was happening during that period. The name of Eric’s became established throughout the land. There was a parallel with the Cavern because it launched so many wonderful careers. Whose music stood out to you during that era? Of those not necessarily that

well known I really liked The Cramps and Pere Ubu. Then of course there was the endless list of famous talent, including The Clash, The Ramones and The Stranglers. Has Liverpool lost some of its ‘edge’ in the intervening years? I don’t think it has lost the cultural aspect. The city may have lost some of its rough edges, but no matter what you do to it structurally the people still have a defiant approach to life. There is always a certain edginess to the character. No matter what you do to it that will never go away. Do you still follow Liverpool’s music scene? Not as intensely as I used to, but I’m aware of the up and coming bands and those that have already made a name for themselves such as The Zutons, The Coral, The Last

Shadow Puppets and The Stairs. Where do you like to go in the city? I no longer like being in cramped sweaty places! I like the Static Gallery on Roscoe Street. They provide a really good gig area there and they have bands on a regular basis. There are also many great restaurants which I enjoy. I like to eat at Villa Romana and The Quarter on Falkner Street does great pizzas. You’re currently occupied with fashion. What’s next for you? At the moment my main source of income comes from selling Italian fashion, but this exhibition has had such a fantastic response I’ve had a few offers to photograph some bands on a more professional level rather than just for my own collection.

Tiling Styles Could you give me some advice on tiling a small bathroom? There are so many different styles and sizes of tiles that we’re unsure which would look best. Ultimately we want to make the room look bigger and really don’t know how to go about this!

I don’t think you’re alone in your dilemma! Many people struggle when it comes to choosing tiles and to make the selection harder there are no set rules! Tiles which are metallic or reflective can give the illusion of a larger space. Most people in your situation tend to use small mosaic tiles; this is really a practical solution as they are easier to fit around tight spaces. I think one of the problems you might encounter in a small bathroom is the grout lines. It’s easier to notice them if they don’t line up perfectly and that can make the space look clumsy. If you’re designing a new bathroom, you have the option of using larger tiles so you can ensure that everything lines up neatly.

Eco Setting We have recently moved into a pre-war property in Aigburth. We have a small budget for renovation work, but are really aware that we would like to make our home as environmentally friendly as possible. Could you suggest any solutions, which wouldn’t cost the earth? If your home is like most pre-war properties, the good news is that you probably can do most of the work yourself, and it needn’t cost the earth! Many of these houses have poorly fitting windows, openjointed floorboards, solid walls and open chimneys. So your money is best spent on reducing the amount of energy you consume. Insulate your loft and, if you can get underneath the ground floor insulate between the floor joints. You could then fill in all the gaps with a mastic gun around window frames and skirting boards etc.

Urban Illusion I live in a city centre apartment, and as the summer approaches I want to be able to use the balcony area. My problem is that the partition that screens my apartment is glass and hence I have no privacy! Do you have any suggestions for screening off the glass?

There are two options, depending on how much privacy you require and the look you want to create. The first would be to use a frosted or colour vinyl, which you could apply to the glass to make it translucent. Alternatively, try using a natural woven screening, such as bamboo or willow, to give you both more privacy and the illusion of an urban oasis.

French Fancy French beans have great nutritional value and feature heavily in Chinese cuisine due to their medicinal properties. They take just a few months to harvest and should be planted in a wind sheltered, sunny part of the garden. Seeds should be planted in moisture rich soil, at a depth of about two inches, and be watered well.

A decked area in the garden will provide solid ground for tables and chairs and accommodates awnings and hot tubs if planned carefully, and when good quality exterior-grade softwood is used. First, mark a levelled area with string and wooden pegs. Cover the space with black plastic sheeting and place gravel on top to prevent weeds growing under the decking. Rest the timber on some thick quarry tiles so that the wood is not in contact with wet ground. Nail together the joists to frame the marked ground and screw in waterproof joins to add strength. Install the floor beams at 400mm intervals within the frame and secure with sufficient screws. Lay the decking boards in the opposite direction to the beams and leave a small gap between each board to assist drainage. Top Tip – Grooved decking boards offer better grip in wet conditions

Insect invasion

Greenflies are common pests which damage the stems of plants. A simple method to remove them is to spray the affected plant gently with a hand held container, using mildly soapy water from the washing up. Encouraging aphids’ natural predators into the garden will also see their numbers diminish, so choose nectar-rich flowering plants like Sweet William to attract ladybirds, lacewings and hoverflies. Garlic, chives and onions can also be planted next to rose plants to keep the pests at bay, while basil wards off aphids from your prize tomatoes.

Table Talk //// LUCY OLIVER INTERVIEWS PHIL LAWTON AT CAFÉ ROUGE

Café Rouge in Liverpool One brings more than a touch of the French Riviera to the city with classic and contemporary continental dishes, distinctive décor and magnificent views over Chavasse Park. Phil Lawton, a director at Sutton Kersh - which won the Your Move Award 2008 for the best website in property - joins me for lunch after a morning at the city centre offices. It’s been a busy few weeks as the firm geared up for the successful diamond auction at the Crowne Plaza hotel; an unexpected boost in a recently tough climate. Following the success of the May property auction, Sutton Kersh will also be selling homes under the hammer on 25 June, for which instructions are now

being accepted. Indeed, recent years have seen the long established property firm, which has been in business for over 30 years now, expand and diversify. The acquisition of Thomson & Moulton letting agents in 2007 increased Sutton Kersh’s skill base, and now the company manages over 2000 properties in the region, and deals with all aspects of tenants’ and landlords’ enquiries within an experienced in-house team. A recent successful auction used computer screens to keep the room informed of the bidding, and IT professionals were on standby throughout the day to ensure a smooth running order. At each event, the auction catalogue is available

to download online and proxy bids can be made on the telephone. Phil comments: “Sutton Kersh runs a very professional auction with a team from London led by experienced auctioneer Andrew Binstock. The key to success is setting a realistic reserve price to secure a full room, and then the competitive bidding can start. When there’s a good atmosphere, that’s when you get the better figures.” To start, I opt for the crevettes du Café Rouge – unshelled prawns with sliced baguette – and Phil chooses the champignons de Paris – mushrooms baked in a cream sauce. The richly flavoured dishes complement my impression of a firm that really has its roots firmly in the ground. Says Phil: “We’re a large and well established company with a good reputation, and we’re diverse, and that’s what has kept us strong. Last year we ran the auction for the Superlambananas at St George’s Hall, which was brilliant and something a bit different, and that’s what we’ve been doing to stay on top.” The sea bass special is delicious; two large fillets lightly fried and served with green beans on a bed of lentils. Phil’s bavette steak looks equally good; a generous size served with, of course, French fries. Since joining Sutton Kersh in 1980 to open and manage the Anfield office, Phil has worked at every branch in the city at some point. When he’s not at important client meetings, it’s no secret that Phil is keen on all manner of active pastimes. He enjoys riding his motorbike around the scenic countryside in North Wales, and paragliding: “Both of these hobbies need a measure of concentration, so you have to switch off from work – and you need to do that sometimes.”

Chef’s special: Sea bass fillet with lentils in a cream based sauce, served with green beans. Highlight: It’s a tough call between the particularly tempting dessert menu (which includes a trio of crème brulee) or being able to dine out for breakfast/morning coffee overlooking the beautiful park.

A Small Cinema is a temporary cinema space installation which gives viewers a complete experience. From red velvet curtains and chairs to screen printed posters, paper tickets and courteous, smartly attired ushers, organizer Sam Meech says, “it’s about giving the audience a richer cinema experience”. The sell-out event showcased a number of quality short films by local filmmakers, preceded by trailers for other local short films. Later this year, Sam and the not-for-profit organization Re-Dock will work with communities around Liverpool to develop other ‘small cinemas’. He added: “We wanted to start off at the View Two as it’s such an intimate space for artwork”.
