May 21, 2025
The Board of Trustees of the City of Egan, South Dakota met in regular session on May 21, 2025, at Egan City Hall, 110 W 3rd Street, Egan, SD.
Present: Board of Trustees – Nancy Hansen, Cody Chamblin, Mike Hein, Jerome Olson and Finance Officer Kayla Charles. Trustee Michelle Ten Eyck was on the phone. Also present: Don Hansen, Norman & Donna Koehn, Mike Larson and Barb Warborg. 6:00 pm meeting was called to order by Chairman Chamblin.
Motion by Hansen, second by Hein to approve the agenda with adding playground equipment placement to the agenda. All present voted “aye.” Ten Eyck was not yet on the phone for this vote.
Motion by Hansen to approve the April 16th Regular and Special meeting minutes, with the removal of Cody Chamblin being present at the Regular Meeting, second by Olson. All present voted “aye.” Ten Eyck was not yet on the phone for this vote.
Public Comment: Donna Koehn read a letter she had written requesting consideration of placing the newly purchased playground equipment to the Ballfield Park and not the Gazebo Park on Mainstreet. Koehn also asked for an update on the Meet and Greet. Mike Larson asked if the school property would be mowed before Memorial Day. Charles will reach out to the owners of the school of the updated ordinance that will be taking place. Larson and Koehn also asked for the city to address the Keith property’s lawn.
Zoning: Charles informed the board that the city is just waiting for Eng Services to schedule the removal of the burnt trailer, and the owner of the blue trailer was located to be living in Sioux Falls. The city attorney will have a private investigator serve the owner with abatement papers.
Old Business: Road Work- Gravel roads have been graded and gravel added. A quote from Seal Pros was received and Charles will reach out to acquire two more quotes. FEMA- the city has received updated floodplain maps to disperse and was directed to remove previous maps.
Motion by Chamblin, second by Olson to adjourn at 6:14 pm. All present voted “aye” 6:15 pm meeting was called to order by Finance Officer Charles. Charles administrated the Trustees Oath of Office to Chamblin and Hein.

Motion made by Hansen to amend the previous motion made to place the playground equipment at the gazebo park to have the equipment placed at the ballfield park. Seconded by Olson. COUNCIL PROCEEDINGS May 27th, 2025
The City Council of the City of Flandreau, South Dakota, met in a special session on Tuesday, May 27th, 2025 at 5:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD.
Present: Mayor Dan Sutton. Aldermen: Curt Ahlers, Brad Bjerke, Mark Ekern, Mike Fargen, Karen Tufty and Tim Yeaton. Absent: None. Also present were City Administrator Cohl Turnquist, Finance Officer Lori Kneebone, City Attorney Matthew Tysdal, and County Commissioner Jerry Doyle, Scott Panschow and other Moody County Ambulance Staff, Avera Flandreau Hospital Administrator Bryan Breitling, John Steinhauer and several other community members.
The proposed agenda was reviewed. Motion by Ahlers and seconded by Ekern to adopt the proposed agenda. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried. The purpose of the special meeting was to present the Ambulance Model that Administrator Turnquist, along with a small group of volunteers, have been working on for several months. Justin Faber, from Sage Projects Consultants and Faber Analytics presented data to the council including ambulance call volume, response times and patient demographics. Faber works with the State of SD on EMS Grant Program and provides services at no cost and will act as a resource to whomever runs the ambulance.
Mayor Sutton thanked the volunteer committee members who have been assisting Administrator Turnquist on developing the ambulance model. Members include: Randy Clements, Linnea Janssen, Bill Nibbelink and Bryan Breitling. Sutton turned the meeting over to Turnquist who also thanked the committee and everyone in attendance for weighing in on such an important topic.
Turnquist proceeded to read through the proposed City of Flandreau Ambulance Model Packet, highlighting potential revenues and expenses. A breakdown of personnel was included, along with a plan to relocate the ambulance facility. Ambulance billing and fees were discussed, along with a proposal that would set aside $36,000 annually to finance the purchase a new ambulance every seven years.
Potential risks discussed were the annual deficit of $100,000, along with the risks associated with performance of the ambulance service.
Turnquist stressed to the council and those in attendance that this is just a model and may need more scrutiny and discussion if the city council votes in favor of taking over the ambulance.
Bryan Breitling praised Administrator Turnquist for putting together the model and believes the model is reasonably comprehensive and feels the community would feel minimal impact if the city were to take over operation of the ambulance. The complete Ambulance Model is available on the city’s website and the council plans to make a decision at the next upcoming council meeting on June 2nd, at 6:30 p.m.
