City Administrator Cohl Turnquist shared with Council that the Flandreau Farmers Market Fall Festival will be taking place on September 22, 2022 by the Moody County Courthouse. Turnquist encourages residents to support this new event, which will include food, games and other vendors. Turnquist stated that City staff has been working with a representative from FEMA to secure funding for damage and labor costs incurred due to the May 12th windstorm. Turnquist met with the City’s Code Enforcement Officer and reported that 6 Flandreau properties are now in compliance. Turnquist commended City Staff that has been busy taking down old poles and wires, painting benches, and sprucing up the city. Turnquist told Council that the City’s digger truck is not working. Administrator Turnquist also state that City staff will need to replace around 166 water meter heads, due to Verizon phasing out 2G coverage.
Mayor Sutton requested an amendment to the proposed agenda, which included the authorization of the City Administrator to sign a City Utility Permit with Valley Fibercom and the placement of Dustin Lau on the Public Works Scale, both new agenda items to be added to New Business.

Mayor Dan Sutton reported that he has been in contact with the City’s attorney, Corey Bruning, on ongoing legal issues, including pending lawsuits, and code violations. Sutton also reported that City Administrator Cohl Turnquist is continuously working with Rural Develop ment Association to finalize funding for the new fire station.
After much discussion, Alderman Yeaton made a motion to add the Operations of the Flandreau Golf Course back into the City’s Pro posed 2023 Budget. Due to the lack of a second, the motion died.
The Mayor declared the meeting adjourned at 8:19 p.m.

Residents Carleen Wild and Jerry Doyle spoke in favor of the bike path and stated having an updated recreational path would be a benefit to the City. David Kills A Hundred, representing the Flandreau Santee Sioux Tribe, informed Council that the Tribe is in favor of the proposed recreational trail and Alderman Brad Bjerke also spoke in support of the trail. Alderman Tufty agreed that the proposed bike path would be a boost for the Flandreau community.
Over the past several weeks, city staff has circulated a petition to vacate the alley located on the future fire station property, as future development on the adjoining properties will require that the alley is no longer in use. A utility easement will need to be established before any development can occur on the alley itself, as there are both City and private utilities present.

Jason Unger, representing Flandreau Development Corporation, spoke to Council about an additional funding request of $20,000 for the next 2 years, to help cover the cost of the Recreational Trail that is being proposed. Unger stated the FDC relies on the $20,000 subsidy from the City each year for the organization’s operational purposes. FDC currently brings in around $3,000 each year for membership fees. FDC hopes to pair with other community partners to assist with the funding of the proposed trail.
Resolution 2022-10 is a resolution dissolving Wind Street Tax Incremental Finance Project (TIF No. 2) in the City of Flandreau, South Dakota. Final payment was made on December 1, 2021, and all terms of TIF No. 2 has been satisfied. Therefore, as provided by SDCL 11-9-46 (2), TIF No. 2 for the City of Flandreau, South Dakota, be and is hereby dissolved.

New MayorBusiness:DanSutton presented the Flandreau Flood Historical Marker, and thanked the Moody County Historical Society for working with the US Army Corp of Engineers on securing this sign that commemorates the flood of 1969. This sign will be placed by the Flandreau Dam. Sutton also mentioned that the Moody County Historical Society requested to keep a piece of the Crescent Street Bridge, that will be displayed at the Moody County Museum.
Discussion was had on the 2023 Proposed Budget. Jason Ramsdell, representing the Flandreau Golf Board, asked the City Council to consider add ing the Flandreau Golf Course Operations back into the 2023 Proposed Budget, which council voted to take out of the budget at their workshop held August 24, 2022. Ramsdell stated the major challenge for the golf board is hiring a full-time golf superintendent/greens keeper. The Golf Board is unable to provide full-time salary and benefits at this time and that is why they are requesting the operation of the course be taken on by the City. Also speaking in support of the golf course were Donna Stenberg, Holist Sutton, Jackie Skroch, Jason Unger, and Wayne Pitsenberger.
