Nicolas Marceau (MNA for Rousseau), also spoke at the press conference, detailing how the PQ plans to finance The Big Breakthrough. Both he and Lisée admitted there will be financial penalties for cancelling the REM, construction of which is scheduled to start in a few weeks. But neither claimed to know what these penalties will be.

Within hours, the CDPQ shot back, claiming that the penalties would

add up to $1 billion. Lisée then accused the CDPQ of playing politics and challenged the pension fund to reveal the penalty clauses in its contracts, which are presently secret.

Transport Minister André Fortin termed Lisée’s plan as “irresponsible.” Valérie Plante, who criticized the REM before becoming mayor of Montreal, now claims there can be no question of abandoning the project.

Jean-François Lisée promises to scrap the proposed Réseau express métropolitaine (REM) train if his Parti québécois (PQ) is elected in the October 2018 provincial election. The Leader of the Opposition made the announcement on March 20 at the Maison du développement durable (MDD), simultaneously proposing a detailed alternative to the REM, the electric train announced by the CDPQ in 2016.

“I don’t blame the CDPQ for not reducing traffic; it wasn’t part of their mandate for the REM,” explains Lisée. He also congratulates CDPQ for showing that Quebecers can dream big and

build impressive projects in short time periods.

Lisée also predicts greenhouse gas emission reductions of 280,000 tons a year, eight times what the REM is predicted to achieve. This is presumably why he chose the MDD as the setting for his announcement. Beyond that, he suggests that much of the “rolling stock” (trains, trams, and

his past Monday the Blue Metropolis Festival unveiled the program for this year's event, and being this a special occasion— its 20th edition—the offering by the main literary festival in our city promises to be an exciting and diverse one.

This seminal work will be explored in the series appropriately called "Fear and Darkness" featuring genre authors Dirk Kurbjuweit, Vikas Swarup, Philippe Jaenada, Trevor Ferguson, and Lola Lafon.

Still, on the dark side of writing, Quebec author Louise Penny will be delivering the pre-festival Hugh MacLennan Memorial Lecture titled "Murder for a Living" at McGill University's New Residence Hall on April 19, at 5:30 p.m.

The administration of Mayor Valérie Plante reiterates their policy emphasizing a comprehensive approach to dangerous dogs rather than the specificity of the breed.

In its brief, the city emphasizes that 'it is not reasonable to rule that only the genetic inheritance

determines the danger of the animal'. The administration of Valérie Plante invites Quebec to favour a global approach, based on the behavior of the dogs in order to evaluate potential dangers. Veterinarians and behaviorists trained for this type of assessment would be responsible for determining the degree of the danger of dogs whose behavior causes concern.

"The City of Montreal has approximately 115,000 dogs on its territory. Our administration wishes to ensure the safety of all Montrealers, while offering a welcoming city to the owners of these dogs. We believe that the way to do this is through better identification of problematic dog behaviors, quality animal control services, better control of the animal population, regulation of nuisances related to domestic animals and better education of the public and dog owners," said Craig Sauvé, Animal Management Manager on the Executive Committee, in a press release.

They are instead proposing a measure that would see the implemen-

tation of a national strategy for the prevention of bites, which would include the creation of a National Bites Registry, awareness programs in schools, information campaigns for the population and stricter enforcement measures for the breeding and selling of dogs. The Plante administration hopes that this national strategy will be developed in collaboration with the municipalities and the parties involved in the animal

management file in Quebec.

"The vast majority of experts agree solutions that are limited to the severe control of dogs will not reduce the number of attacks involving dogs.We must put in place a more comprehensive solution that will allow us to act on all issues to ensure a harmonious cohabitation of citizens and pets," Sauvé added.

This winter, from February 16th to March 4th,

the City of Montreal met with more than 200 citizens over 18 consultation sessions. As well, close to 12,000 people responded to an online survey with their concerns. Montrealers can also send briefs to the city and a consultation report will be released in the spring. The province's adoption of the new regulation on animal management is expected in June.

ockey was among the first team sports organized by Sun Youth. Back in the 1950's, municipal arenas did not exist so the youngsters played hockey on an outdoor rink at JeanneMance Park. Going back to its roots, the organization established in 2005 the SLAP hockey development program specifically designed at making this sport accessible to disadvantaged kids. The young players, aged between 5 and 13 years old, evolve in a structured and non stressful environment under the supervision of volunteer coaches. These coaches are from various backgrounds but they all have something in common: they are passionate about hockey and wish to share their passion for our National Sport with the younger generation.

he redness of rosacea. What does one do?

There is no cure, only treatments that a dermatologist can help to advise. The chemicals may be calming, but in the end, not always that helpful. However, while natural skin care makes absolutely no claims as to the treatment of rosacea, this does not mean that a good healthy regime cannot make a difference.

Wikipedia defines Rosacea: A long-term skin condition that typically affects the face. It results in redness, pimples, swelling, and vessels. Often the nose, cheeks, forehead, and chin are most involved. If you suffer from rosacea then you know stress, weather, diet, activity, room temperature, etc all play a part. It is also known that certain creams and other topical treatments for things like acne, wrinkles, and sun protection can cause flare-ups.

There are no easy answers. The one thing you do have some control over, other than diet, is what you actually APPLY to the skin. If you discard the products that may contain irritat-

ing substances you may have less chance of a flare-up.

be argued regarding the lack of bus shelters on René Levesque for line 150, although there are some for the airport shuttle bus.

The rationale to the replacement of bus shelters is still somehow puzzling: why didn’t the STM install the discarded bus shelters—still in good shape—on those corners where passengers must wait for the bus without

any protection from the whether? What are these bureaucrats thinking when they make these decisions? Or is this a decision made having in mind the potential exposure to the public of the now more prominent and shiny spaces for advertising that adorn the new bus shelters?

The Girl on the Velvet Swing

During the Gilded Age in America, circa the late 19th century to the early 20th century, things weren’t always so prim and proper. In fact, that age, which signalled a great deal of industrialization and geographical expansion, was also filled with plenty of corruption, exploitation, unrest, scan-

dramatis personae were Stanford White, a prominent New York architect whose Renaissance and European-style designed buildings graced the landscape of New York City during that period and made him an instant celebrity; Harry K.Thaw, a spoiled rich kid from a wealthy Pittsburgh family who lived a playboy type of existence (which was highlighted every summer with a continent-wide trip to Europe); and the object of both White’s and Thaw’s affections: Evelyn Nesbit, a rather naïve 16year-old waif who in 1901 was appearing in the chorus of the hit Broadway musical “Floradora”, and whose series of salon

And on June 25, 1906, Thaw did that something to defend the honour of his violated wife. On the rooftop theatre of Madison Square Garden (which was designed by White), during the performance of a rather mediocre musical comedy called “Mamzelle Champagne”, Thaw approached Stanford White at his table, pulled out a revolver and shot him three times, killing him instantly.

And within the immediate pandemonium that was caused as a result of the shooting, Thaw stood there at the scene of the crime and peacefully surrendered to the authorities, as he quietly handed over the pistol he used to gun down Stanford White in cold blood.

This violent crime of passion that involved this love triangle created

headlines across the U.S., and the impending trials – which revealed a lot of lurid details, especially about White’s shocking private life thanks to Nesbit’s testimony – caused a scandal the likes that the newspaper-reading public has never seen before.

And through all of that scandal, the main issue of the two trials was to prove if Harry K. Thaw was insane when he killed Stanford White, and if that would be proof enough to save him from the electric chair?

Author Simon Baatz recalls the story of the 20th century’s first “trial of the century” – with the same amount of lurid details – in his latest book The Girl on the Velvet Swing. By the way, the book’s title came from the label reporters who were covering the trial gave to Nesbit, which in turn was based on one of the activities she did as a guest at White’s apartment, which was to sit on his red velvet swing and swing high enough to break a strip of paper that was affixed close to the ceiling; it was also the title of a film about the crime, which was released in 1955 and starred Joan Collins.

The book is well-structured, as Baatz first tackles the individual background stories of White, Thaw and Nesbit, and the circumstances that brought them together on that fateful June evening on the Madison Square Garden roof.

Next, with a great eye for detail, he recreates the actual murder as if you were just inches away from the crime scene (especially the graphic details of the impact the three shots had on White’s body). For the two trials in 1907 and 1908, Baatz uses the actual transcripts to deftly recreate the sensationalistic atmosphere that prevailed in the courtroom, especially when Nesbit revealed the scandalous details of her affair with White.

But perhaps the most interesting part of the book – which takes up most of the central part of the text – involves Thaw’s incarceration after he was found not guilty by reason of insanity. He was held at the Matteawan

State Hospital for the Criminal Insane in Upstate New York for five years, at a time when insane asylums were rife with deplorable conditions, were subject to overcrowding and its patients/inmates were cruelly and brutally mistreated by the understaffed personnel. Thaw hoped to get a writ of habeas corpus, which in turn would have the warden sign a certificate of recovery that would expedite his release from Matteawan after only a few months inside. However, the warden repeatedly refused the request, which prompted Thaw to quietly escape from the institution in the summer of 1913.

Thaw managed to flee to Canada (in particular, a small Quebec town near the Maine border), where his extradition case made him a cause celebre. Basically, it was argued that there was a difference between escaping from an insane asylum than from a prison, and that he served his time and didn’t deserve to be sent back to the horrors of the Matteawan asylum. In fact, he practically became a local hero and overnight celebrity until he was officially released in 1915.

enjoyed brief flirtations with celebrity as a result of the Stanford White murder case. Thaw was tried for brutally assaulting a young man in 1917, and was sent to a more humane psychiatric institute for a lengthy period of time before he was released and moved to Miami Beach , where he lived comfortably until his death in 1947. Nesbit enjoyed a brief career in show business, first as a dancer on the vaudeville circuit, and then in silent pictures. After some unsuccessful business ventures and a battle with drug addiction that she conquered, Nesbit moved to live with her son and daughter-in-law in California, where she taught art classes, until she died in 1967.

Well-researched with a tabloid-style narrative that could satisfy any true crime buff,The Girl on the Velvet Swing is an absorbing book that gives a rather seedy side to the lace-laden era of progress and industrialization that was the Gilded Age. It’s a story filled with so much jealousy, lust, murder and sensationalism, it makes you believe that this particular period of American history was hardly “the age of innocence”.

Microwave Meatloaf Wine & Dining

wice a year, I present a seminar for the students at John Abbott College. It is usually for the students in residence who are away from home for the first time and are called upon to do their own cooking. All the cooking facilities they have in their rooms are a two burner hotplate and a microwave oven.

The recipes I showcase, then, are tailored to their equipment. I normally don’t use a microwave in the course of my catering business other than to warm certain sauces. So it is interesting to experiment with it and see the results. The following recipe is not gourmet but it is a good family dinner and the best part is it takes about 20 minutes to prepare and cook.

Ingredients: • 1 cup of tomato sauce or ketchup • 1/4 cup brown sugar (or less) •2 tsp Dijon style mustard or prepared mustard • 2 eggs • 1 onion or 5 green onions, chopped • 1/2 green pepper, finely chopped ˆ4 cloves of garlic, finely diced • 3/4 cup of oats • 1/2 cup bread crumbs • Salt and pepper tp taste

• 2 lbs of lean ground beef In a small bowl, combine the tomato sauce, brown sugar and mustard. Stir until the sugar is dissolved.

In a large bowl, combine the rest of the ingredients and half of the tomato sauce. Mix, using your hands, until all the ingredients are finely incorporated.

In a glass pie plate, make a ring of the meatloaf mixture, keeping the centre open. (The reason for this is the centre takes much longer to cook. The outside then might become overcooked and dry.) Pour the rest of the tomato sauce on top.

Place the meatloaf in the microwave on high heat for 10 minutes. Remove after 10 minutes and pour off any fat and liquid. Cook Chefs Karen & Peter for an additional 5 minutes and remove from microwave Webster and again pour off any fat and liquid.

Cover the meatloaf and let it sit for 10 minutes before slicing and serving.

n this week, I will talk about the wines from the Emilia Romagna region in Italy.

On the latest number, they talk about a number of different things to do in the city of Bologna-capital of Emilia Romagna region, such as fashion, art and architecture, education and of course food and wine.

There are five wine productions area in Emilia Romagna. These are: Colli Piacentini, Colli di Parma, Parma- Reggio Emilia and Modena, Colli Bolognesi and Romagna. Let’s, cover them briefly: Colli Piacentini: This area comprises the hills and valleys around Piacenza, in the north-western part of the region.The two most important wines produced here are: Gutturnio: Its names derives from the Latin word gutturnum, the name of a cup that the Romans used for drinking during festivities. Gutturnio is a bright, ruby red wine, traditionally sparkling and young; it goes well with soups, red and white meat roasts, and fried dishes.

Malvasia: Aromatic white wine, characterized by many fragrances. The dry version goes well with appetizers, pasta, white meat and fish. The most famous version is Malvasia di Candia.

Colli di Parma: The area south along the Via Emilia, the old Roman road that cuts the region diagonally, that includes the hills around Parma, between the Enza and Sti-

rano rivers. The main wines around here include Malvasia and: Barbera: Ruby red wine with an intense color. Dry, full-bodied, intense flavor.

It is excellent with boiled pork and roasted lamb.

Bonarda: Ruby red wine with a fruity bouquet and a flavor that varies from dry to sweet. Ideal with pasta with meat sauce, roasted meat and sharp cheeses.

Parma Reggio Emilia and Modena: This can be found further south along the via Emilia, It is the home of: Lambrusco. Red wine, ranging from a ruby to intense red color, it has a fruity to floral fragrance, a pleasant acidity and a low to moderate alcoholic content. The regular version (fizzy) pairs well with pasta with beans (pasta e fagioli) and boiled meat, while the spumante and semi-sparkling versions are excellent with appetizers, cold-cut meats and medium-aged cheeses.

Romagna: To conclude this is the area occupying the south-eastern portion, characterized by hills where some of the most famous wines of the region are produced, including: Albana: The first white wine in Italy to obtain the DOCG recognition (1987), it has been produced since Roman times.

It is made in four versions, including dry, which goes well with any type of food, and sweet, perfect with cakes and other sweet dishes.

Sangiovese: The red wine of the area! Rubyred color with violet nuances, dry, full, harmonic taste, it is excellent with roasts and grilled meats.

What surprised me the most about serving the cheese platter before dinner was the positive reaction it received. Most people serve it after the meal and it sometimes goes virtually untouched.

We enjoyed a lot of conversation about the selection and attributes of each cheese. The Roquefort got verbally beat up but it left a lot more of the cheese for those that liked it!

There are so many cheeses available these days. There are some specialty cheese shops out there but the larger grocery stores are now stocking a large selection of cheeses. Pick up a few with a couple of boxes of crackers and have a party.

Despite their different forms, all anxiety disorders share one major symptom: persistent or severe fear or worry in situations where most people wouldn’t feel threatened. In addition to the primary symptoms of irrational and excessive fear and worry, other common emotional symptoms of anxiety include: feelings of apprehension or dread, trouble concentrating, feeling tense and jumpy, and anticipating the worst, irritability, restlessness and always watching for signs of danger.

Anxiety is more than just a feeling. As a product of the body’s fight-or-flight response, anxiety involves a wide range of physical

symptoms. Because of the numerous physical symptoms, anxiety sufferers often mistake their disorder for a medical illness.

They may visit many doctors and make numerous trips to the hospital before their anxiety disorder is discovered.

Common physical symptoms of anxiety include: pounding heart, sweating, stomach upset, dizziness, frequent urination or diarrhea, shortness of breath, tremors, headaches and fatigue.

Many people who suffer from anxiety attacks also suffer from Depression.

Depression makes anxiety worse and vice versa.

Stress, anxiety, pain and

depression are all related.

One often exacerbates the other.Trying to isolate these emotional and physical states and to deal with one aspect is difficult. Where does one begin and one end? What we do know though is that relaxation can help in all of these conditions.

The common factor, learning to relax, has been shown to reduce stress, calm anxiety, reduce pain and alleviate depression.

They needed to produce coins...but could not, as they did not yet receive the new design from England. In early 1948 they came up with a clever idea. They continued to mint coins with the 1947 date so they could keep the same obverse, but to differentiate these coins from the ones actually

minted in 1947, they put a small maple leaf just after the date. This would avoid confusion with actual 1947 coins.

This is not the first time the Royal Canadian Mint (RCM) has applied this solution. In 1937 the RCM was waiting for the master tools from London to produce the first coins of George VI after the passing of George V and abdication of Edward VIII. Since they did not arrive on time, an emergency issue of 1936 25 cents was made with a

dot on the bottom of the coin showing that it was actually coined in 1937. Although scarce, many 1936 dot 25 cents survive and it is an interesting collectible. 1936 1 and 10 cents were also made with a dot, but only a handful of specimen coins survive, as the whole mintage was

remelted in mid 1937.

In mid 1948 with the new design received, coins with the actual 1948 date were struck...but by this time much of the required coins were already made with the 47 maples. This explains why most Canadian coins with the 1948 date are much rarer than other years. For example

a much used coin like the 10 cent...10 million were struck in 1948...but only about 4% of them with the 1948 date...the others are all 47 maples.

For collectors this has created two classic rarities of the Canadian coin series. The first and most popular is the 1948 dollar of which only 18,780 were struck (consider the 1949 mintage was 672,218).

Second rarity...and an extreme one at that, is the 1947 maple leaf 50 cent with the 7 curved right. As discussed in a previous article, very few survive (likely less the a couple hundred), and the coin is worth thousands of dollars in nice condition.
