President’s Message This year the MPOA Oktoberfest will be held at the Southlake Recreation Association field. Since the start date of the Spillway Project is still in play and permits for the event with a specific location identified need to be submitted now (mid-August) and planning to be completed, a decision to change the venue location needed to be made.

If we were to receive approval from the State on the spillway design plan prior to the end of August, Dolphin Beach would not be available to hold the event and it would have to be cancelled. This was not a chance we wanted to take when there was a convenient alternative site available.

Due to the new location, certain aspects of Oktoberfest had to be changed, such as bringing in food truck vendors versus volunteers working the grill. But, I have no doubt that the Community Events Committee and Events Manager will provide a fantastic event for the community, just as they have done in the past, regardless of the location change! In addition, a big “Thank You” to the board and manager of the Southlake Recreation Association for their assistance in making sure Oktoberfest is a successful event.

Manager’s Message Annual Boat Registration Just a reminder – All boats are due to be registered annually in October at the MPOA office and must display a current MPOA sticker on the port side of the bow. Per the approved guidelines found under Article 4, Sect.

4.3.5 (c), “The owner of an impounded boat shall be liable for the costs of removal and all storage charges.

Unregistered boats that are impounded from West Beach will be subject to a removal and storage charge of $25. An impounded boat may be recovered by its owner upon showing proof of ownership and paying all removal and storage charges, but may not be relaunched on Lake Montclair except in compliance with these Guidelines.”

Residents currently storing, or planning to store your boat(s) at West Beach, should note that storage is restricted to the MPOA boat racks. Boat racks shall only be used by valid Montclair Recreation Photo ID holders who have registered their boats with the Association, paid the $25 service fee, and have properly affixed boat stickers to their boat. The $25 service fee is to be paid annually by October 31. There will be a $15 late fee if not paid by November 10.

MPOA is not responsible for loss or damage to boats stored on common property. Boat owners must possess, and have on hand, a valid Montclair Recreation Photo ID to remove a boat from the rack for launching purposes.

Dock & Shoreline Improvement Registration According to Community Guideline 5, Sect. 5.4.8 (j) all dock owners, including sub-associations that request community docks, and owners of shoreline improvements are required to provide MPOA with proof of valid general liability insurance coverage of not less than one million dollars ($1,000,000), and must list the MPOA as a certificate holder or as additional insured when available through the insurance carrier.

Shoreline improvements are defined in Community Guideline 5, Sect. 5.4.8 (i) as all improvements other than docks between the property boundary lines of a lot eligible for a dock and Lake’s water surface, including but not limited to stairways, walkways, fences, landings, irrigation systems, boat racks, etc.

Owners are responsible for displaying an MPOA assigned Dock Number, clearly visible on the dock from waterside approach. Dock and shoreline improvement permits will be renewed annually. This will occur from October 1-31, upon receipt of an MPOA Dock & Shoreline Improvement Permit Application. The annual renewal fee is $5.00 (check or credit card – cash not accepted) when renewed by October 31.

There will be a $200 late fee unless there is proof by November 10 that insurance was in effect since November 1 of that year.

Boat & Dock Permit Registration Beginning October 1, the MPOA office will be accepting Boat Registration and Dock Permit Registration forms for the October 2017 to September 2018 season. The forms are available at the MPOA office or on our website at montclairva.com. Both forms must be submitted to the MPOA office no later than October 31, 2017.

Boat Registration Any resident operating a boat on Lake Montclair is required to register said boat with the MPOA. Residents who do not register their boats by November 10 will incur a $15 late fee.

Additionally, any boat stored at the West Beach boat racks is subject to a $25 annual storage fee.

All boats stored at the West Beach boat racks must be fully stored on a rack and secured with a chain and lock. Boat stickers are to be attached to the port (left) side of the bow (front). Please have the following items or information at the time of registration: • •

Dock Permit Registration Any lakefront homeowner with a PIR approved dock is required to renew the Dock Permit Application annually. Please have a copy of your current General Liability Insurance of no less

than $1,000,000. In addition, the MPOA must be listed as certificate holder or as additional insured (when available with the insurance carrier) at the time of registration.

Resource Protection Areas

M

any Montclair residents enjoy the beaches, picnic areas, swimming, boating and fishing opportunities that the lake provides to our community.

Maintaining good water quality in the lake makes all of these activities possible. The biggest threats to the water quality of Lake Montclair are no different than the threats to the Chesapeake Bay as a whole, specifically sedimentation and an over abundance of nutrients.

The Chesapeake Bay Preservation Act (Bay Act) was enacted by the Virginia General Assembly in 1988 as a critical element of Virginia’s non-point source management program. The purpose of the Bay Act is to protect and improve the water quality of the Chesapeake Bay, its tributaries and other state waters by minimizing the impacts of human activity on the waters. The Bay Act Regulations establish the Resource Protection Areas (RPA) as a 100-foot wide buffer area of environmentally sensitive land that lies alongside or near the shorelines of streams, rivers and other waterways which drain into the Potomac River and eventually into the Chesapeake Bay. All land within 100 feet of Lake Montclair is an RPA. RPAs are the last line of defense for water quality. Vegetated buffers stabilize shorelines and streams banks, filter pollutants, reduce the amount of storm water runoff, and provide critical habitat for aquatic species and wildlife. Bare soil allows sediments, nutrients, and pesticides to be washed into the lake. The amount of runoff and erosion on slopes can be reduced by planting ground covers, shrubs and trees.

entering the lake in the first place. Prince William County Public Works is becoming more effective at controlling runoff from construction projects upstream from Lake Montclair resulting in less sediment coming into the lake.

Reducing nutrients flowing into the water is a harder problem and requires the whole community to participate in the solution.

All of the storm drains in Montclair lead to the lake and/or Powell’s Creek. This means that every household has an impact on the water quality of Lake Montclair’s fragile ecosystem, as well as on the Chesapeake Bay. Excess nutrients, such as phosphorus and nitrogen and chemical herbicides and pesticides, can lead to many changes in the ecology of the water. Too much phosphorus and nitrogen contributes to an overabundance of algae. The algal blooms consume oxygen and nutrients that could have been used by other organisms and may release toxins that are directly harmful to other aquatic life. The increase in algae also diminishes the amount of light available to submerged aquatic vegetation for photosynthesis. As the algae die, the excess amount of decaying organic matter consumes oxygen so that it is not available for other organisms. A cycle of

uncontrolled algae blooms would severely impact the recreational opportunities Lake Montclair provides.

Runoff from turfgrass and impervious areas are the principles sources of nutrients.

Too much fertilizer is as bad as too little.

A soil test before busting out that spreader would be the right approach. If necessary, fertilize in September or October.

Applying more fertilizer than a lawn can absorb means the excess runoffs into Lake Montclair and Powell’s Creek. When lawn fertilizer reaches the water, it helps the algae grow.

Lake Montclair enhances our quality of life by giving us a visual and recreational treasure. The lake also supports a wide variety of plants, animals and aquatic life.

Think about the lake’s water quality when maintaining your lawn and remember that everyone can contribute to maintaining good water quality in Lake Montclair.

A shared driveway or pipe-stem may not be used to conduct a yard/garage sale unless written consent has been obtained from all neighboring property owners who utilize that driveway or pipe-stem. A homeowner may conduct a garage sale or a yard sale up to four times per 12-month period.”

Road Rules and Safety School is back in session, and with that we can expect plenty of youngsters to be walking, or biking, to and from their schools and bus stops.

Though this is a very exciting time of year, we should not forget safety in the midst of the backto-school hype.

If you are a Waterway commuter, make sure you keep an eye out for kids while you drive. This is particularly important during the morning and the afternoon, when youngsters are heading for school and home respectively. Be aware of your surroundings, practice safe driving habits, and most importantly, make sure you are obeying the speed limit, especially in school zones. The standard speed limit on Waterway is 35 mph.

School zones are 25 mph when the lights are flashing.

Similarly, let’s make sure that our kids are aware of road safety as well. Ensure that your children know that all pedestrian traffic must walk on the sidewalk. When kids do need to cross the street, it is vital to ensure that they look both ways and cross in designated crosswalks only.

This is a great way to get around Montclair, though just as with pedestrians and motorists, bicyclists should develop safe road habits.

Bicyclists are allowed to use the road, but they must obey the same rules as cars and must always wear a helmet. The Virginia Department of Transportation (VDOT) reminds us that bicyclists who are using the road should ride with the flow of traffic, must not ride more than two abreast on highways, and should never bike between lanes (“Bicycling and Walking in Virginia”).

The start of a new school year is an exciting occasion. Let’s make this one of the best school years yet by ensuring that we, and our children, are following the rules of the road so that we can all get home safely at the end of the day.

ROCK ON MONTCLAIR I

f you love art, the great outdoors, and adventure, then chances are that you already know about the newest craze sweeping through Montclair.

Montclair Rocks! invites families, children, and those who are children at heart, to paint stones and hide them for others to find. It’s an excellent way to encourage youngsters to tap into their creativity and give them a sense of adventure and fulfilment. It is a community-wide treasure hunt that has made our special neighborhood even more enjoyable.

The fun is not just exclusive to Montclair, either. Many communities have taken part as well, and have hidden rocks around their respective towns and neighborhoods. It is a wide-ranging game, adopted in localities as close as Manassas to as far away as Washington State.

Though Montclair is not the birthplace of this idea, it has certainly taken root in our neighborhood. One look at the official Facebook group, Montclair Rocks!, can prove that. The Montclair Rocks! Facebook group is open to anyone who is curious about this new phenomenon. If you like, you may browse through the photos to admire some fantastic creations, and even join the group to participate with your friends and neighbors.

To make the game even more interesting, participants post clues and their finds on the Montclair Rocks! Facebook page. It is a fantastic, and fun, way to get children outside. And the rules are simple and easy to follow:

Find a rock Can’t find a rock in Mother Nature? No problem! Craft stores like Michaels have plenty of pre-polished rocks that you may use as well!

Paint your rock Artists are more than welcome to sketch a design first if that is what they are most comfortable with. Don’t forget to seal it once you finish so the paint doesn’t wear off!

Tip: Get creative with your rocks! There are lots of ways to make your masterpiece, and paint is only the tip of the iceberg! Use glitter, stickers, and even crayons to make your rock unique.

3. Hide your rock Don’t forget to take note (and photos) of where you hid your treasure.

Leave clues and hints on the official Montclair Rocks! Facebook group to help fellow Montclairions locate your stone.

Tip: Before finishing your rock, ensure that FB Montclair Rocks is written on the bottom so that other treasure hunters know where to post your masterpiece when they find it.

Did you happen to find some rocks while out searching, or even hiding, your stones? Feel free to pick these gems up and hide them again for someone else to find. Sometimes these treasures are simply too precious to let go. Your first rock in particular is difficult to part with, so occasionally treasure hunters will hang onto one or two of their finds.

This is perfectly acceptable too.

The goal of Montclair Rocks! is not to find rocks faster than other participants, or even to accumulate and create as many stones as you can. This is a game about sharing a sense of inspiration and creativity with fellow players and about passing good feelings on. Most importantly, though, it is about reinforcing the feeling of fellowship and community that is so abundant in Montclair.

It’s not just about the artwork or getting into the great outdoors, either.

Lots of rocks are also painted with inspirational messages, encouraging seekers to love, laugh, and believe. Imagine finding such a treasure after a difficult day – it is a sure way to wring a smile out of even the most miserable Northern Virginia commuter or a despondent student after a hard day at school. The positive impact of these messages on a complete stranger is a beautiful thing to contemplate, particularly because it is unexpected.

Hopefully 10 years down the line, or maybe 20, this new activity will become a long-established tradition in our neighborhood. For now, all that can be said is rock on Montclair.

Supervisor Caddigan’s Message Dear Friends, I hope each of you had an enjoyable and restful summer. This month’s newsletter will bring you up-to-date on some district-wide activities.

Sports Complex - I recently participated in a meeting with representatives of the Potomac Shores developer SUNCAL, the new Director of PWC Parks & Recreation Seth Hendler-Voss and my appointee to Parks & REC Brenda Gardziel for the purpose of planning the completion and dedication of the Ali Kreiger Sports Complex at Potomac Shores presently under construction. We are considering May or June 2018 for a dedication ceremony. We want the 2-3 seeded and 2 artificial turf fields ready for play as well as the completion of bathroom and snack bar facilities. We are contacting Ali to coordinate her availability for the dedication. Many of you may already know that Ali grew up in Montclair and attended Forest Park High School. She was an Olympian athlete, played on the National Women’s Soccer Team that won the 2015 World Cup, and continues as a member of that team.

VRE Station – I am pleased to announce that the necessary revised project agreement for the Archendale–Powells Creek project has been signed allowing design of the long-awaited Potomac Shores VRE Station to continue.

Virginia Byways – New Virginia Byways were unveiled in July including Aden Road, Bristow Road, Joplin Road, Waterfall Road, Antioch Road and John Marshall Highway. These designations were the result of a partnership among the Prince William Conservation Alliance, the Board of Supervisors and the Commonwealth Transportation Board.

These new designations are the first chosen in Prince William County and add 40 miles to the Virginia Byway network.

Montclair Community Library Update – The County’s Public Works Buildings and Grounds Department has recently installed two lenses on the current garage light fixtures as a test to soften the lighting and to help reduce light pollution concerns from nearby residents.

Grace Church – The church is proceeding with construction of a new home at the intersection of Route 234 and Van Buren Road. This project is “By Right” and did not require approval by the Board of Supervisors. What was necessary was a Special Use Permit to rezone the land behind the church from residential to parking.

Running/Bike path - Please note that work has finally begun for the extension of the Route 234 Running/Bike path from Country Club Drive to Brittany.

Bi-County Parkway – You may recall that the County removed the Bi-County Parkway from its Comprehensive Plan.

The concept is rearing its ugly head again by the Northern Virginia Transportation Commission. Folks on the western end of the County who will be most affected are organizing in opposition. Were the plans to be approved then Route 234 as part of the parkway would draw truck traffic from Interstate 95 travelling toward Route 66 and Dulles Airport. Such a parkway will have a direct impact on us and I will keep you closely advised should this topic get beyond the talking stage.

Henderson Happenings 2017 The staff and students received a warm welcome from our Henderson Families as we entered the building on Monday, August 28. It was a joyous day to get our Huskies back in the Henderson Husky House. We had 250 plus parents walk their students into the building on the first day, and then move to the café for the traditional BooHoo-WhooHoo Tea sponsored by our PTCO. Thank you to all of our parents that came to lunch during the first week of school to support our Kindergarten students as they begin to learn our system in the café.

Please plan to attend our PTCO meetings on the first Thursday of each month in the library from 7:00 p.m. – 8:30 p.m. Once again this year, the PTCO is sponsoring a Read-a-Thon as one of our fund raisers.

“Reading is our Thing” at Henderson.

Please consider sponsoring a Husky for the number of minutes they read. The reading fund raiser also integrates with our school wide goal to read 8 million minutes by March 2018. Last year we read 8.6 million minutes.
