Long-Awaited Victory for

Veterans Center

ilitary service members, by nature of the job, often fight for causes they may never live to see achieved. The group of Molokai war veterans who first envisioned a Veterans Center on island in 2001 couldn’t have imagined the decade-long struggle of permitting delays, protests and a lawsuit that would follow. They couldn’t have known that 63 veterans, including project pioneer Larry Helm, would pass away before the building was completed. They did, however, believe that Molo-

kai would have a Veterans Center. Last Friday, their dream became a reality, as nearly 200 veterans, community members and elected officials closed an emotional and triumphant journey at the grand opening of Molokai’s Veterans Center. “Today it’s a privilege for us as a community to support you in any way we can,” said Kahu Jimmy Duvauchelle, as he blessed the center. “My only regret is that … a few of the soldiers who started this great facility [are] not here to receive what you and I are seeing today.” As flags were raised, speeches were given and the maile lei was cut on the

building’s airy patio, a hush rested over the crowd. U.S. Rep. Tulsi Gabbard presented MVCV with a congratulatory certificate from Congress, followed by commemorative plaques from both the county and the Department of Veterans Affairs. “When I was sitting here and looking at this beautiful facility, I was thinking of the warrior ethos that [is] instilled in every one of us, that I will always place the mission first,” said Gabbard, a veteran and friend of Helm. “I will never accept defeat, I will never quit, I will never leave a fallen comrade. And I know that warrior ethos has … brought this place to reality.”

A

Molokai man who killed his girlfriend with a single gunshot in 2013 was sentenced to life in prison plus 20 years. Marlin Lavoie, 35, was tried and found guilty of second degree murder in June, and last Thursday, received his sentencing. On March 20, 2013, Lavoie was looking for his girlfriend of nine years, 24-year-old Malia Kahalewai, at her friend's apartment in Kawela Barns. The two had separated about a week earlier following domestic violence incidents. After speaking with Kahalewai, who repeatedly asked him to leave, witnesses said Lavoie went down to his parked car, retrieved a rifle and

Molokai Veterans Caring for Veterans (MVCV) received the building’s final certificates for occupancy and wastewater certification in the last few months. It’s a replacement that the Department of Hawaiian Home Lands (DHHL) hopes will provide a better long-term solution for water pressure problems in the area. Molokai to Receive $1.5M for Watershed Project U.S. Fish and Wildlife Service News Release Molokai’s Pua`ahala Watershed Project will be one of two federal U.S. Fish and Wildlife Service (FWS) grants to be funded in Hawaii this year. The FWS is awarding $37.2 million in grants to 20 states -- including more than $2 million to Hawaii -- to support conservation planning and acquisition of vital habitat for threatened, endangered and at-risk species. The Pua`ahala Watershed Project will receive $1,566,875. This project will secure long-term protection of Hawaii’s listed species as part of the State’s comprehensive recovery effort. The subject area contains some of the highest quality native forest habitat on Molokai. The acquisition of this piece of property will also protect a coastal wetland that Paialoa, the island’s largest freshwater pond. The State of Hawaii will own and manage the 800 acres of acquired property as a combination wetland Wildlife Sanctuary and upland Forest Reserve. This strategic acquisition will work in tandem to protect a much larger area on the south slope of Molokai – a project working with partners and private land owners to control invasive species, prevent and control wildfires, and enhance watershed health. In particular, state ownership of Pua‘ahala will facilitate the strategic fencing of an additional 1,300 acres of high quality upland forest to keep out feral ungulates that threaten native bird populations. “Private landowners and natural resource managers play a vital role in conserving our nation’s most imperiled wildlife,” said Service Director Dan Ashe. “By

cultivating partnerships between federal, state and local governments, private organizations and individuals, we can establish creative and effective solutions to some of the greatest conservation challenges of our time. These grants are one of many tools available under the Endangered Species Act, and we look forward to providing continued guidance and support for these programs.” The Kauai Seabird Habitat Conservation Program with the state’s Department of Land and Natural Resources was the other Hawaii project to receive $559,990. Authorized under Section 6 of the Endangered Species Act (ESA), these competitive grants enable states to work with private landowners, conservation groups and other government agencies to initiate conservation planning efforts and acquire or protect habitat for the conservation of threatened and endangered species. The grants are funded in part by the Land and Water Conservation Fund, which was established by Congress in 1964. The fund promotes access to outdoor recreation resources for present and future generations, and provides money to federal, state and local governments to purchase land, water and wetlands for the benefit of all Americans. For the past 50 years, the fund has supported more than 40,000 conservation and outdoor recreation projects nationwide. Without action from Congress, authorization for the program will expire in September. President Obama has proposed to fully and permanently fund the program. Later to police and in court, Lavoie expressed remorse for his actions, saying he loved her and did not mean to hurt her. Lavoie's defense had asked jurors to charge him with manslaughter, which carries a lesser sentence, claiming Lavoie was mentally unstable and suffering mental illness at the time he pulled the trigger. The jury did not agree, but Lavoie's second degree murder conviction does allow for the possibility of parole.

The tank will also be fitted with a Supervisory Control and Data Acquisition (SCADA) system, which allows the department to remotely control the water system, a feature that was lacking on the steel tank. “All water systems in Ho`olehua rely on gravity flow,” said Ayau. “… Because it’s a 20-inch pipe and it’s coming from mauka to downhill, by the time it gets here the amount of pressure is tremendous.” The tank, which is located a mile east of Puupeelua and Moomomi Avenue, works with a similar tank near the post office to release pressure before water is distributed into homes. Goodhue said they’re on target to finish the project by the end of August.

Protecting Sacred Ground The DHHL is also undertaking a project to improve and protect one of Molokai’s homestead cemeteries. Kanakaloloa Cemetery has stood on Ho`olehua Homestead land for more than 75 years. The rough dirt roads bordering the triangular-shaped property can prove treacherous to cars during rainy winter months, so the department plans to pave paths along and through the middle of the cem-

Second Circuit Judge Joseph Cardoza said at the sentencing Thursday that Lavoie will have to live with the reality of his actions for the rest of his life, according to The Maui News. Cardoza said Lavoie's statement read, "I am very sorry for what I did. I loved my woman very much." "That's how you refer to Malia -your woman," Cardoza told Lavoie, as quoted in The Maui News. "You don't own her. And the way it appears you were treating her, it's not surprising she left you on several occasions." Lavoie was arrested on several occasions on domestic violence charges involving Kahalewai, and his criminal record includes a history of violence, burglary and assault, and had previously served a one-year jail sentence, according to court records.

Lucy Whiting, whose home has bordered Kanakaloloa Cemetery since 2009, said she hears the noise but is more concerned by the evidence she’s found of possible drug deals at the cemetery, including packs of money tucked away at headstones, which other community members have also reported to Ayau. The department plans to install a three- to four-foot high rock wall near the cemetery entrance. While it can’t prevent all unauthorized visitors, it can prevent unauthorized vehicle access, according to the draft assessment. There are also plans to add a 13-stall parking area and a 1,250-squrefoot open air pavilion to provide a sheltered place for funeral services or for families to gather during visits. “It’s our duty to provide a higher level of service for our homesteaders and their families when they pass away. A paved road, that should be basic,” said Ayau, pointing to the nearby Veterans Cemetery, which has a pavilion, a paved road and a wall. The proposed improvements were published in the bulletin of the Office of Environmental Quality Control on July 23 and are currently under public review. The Office has 30 days from the publishing date to approve the project.

Outside, there’s a towering flag pole and a patio, featuring a Memorial Wall of tiles honoring veterans and donors. “I cannot express how I feel right now,” said MVCV Vice Commander John “Longie” Dudoit. “I’m so happy. It’s unreal. And it takes hard work from the people in the beginning and the people in the end, ‘cause there was a lot of veterans that were involved.”

A Relentless Effort Fourteen years ago, Molokai’s veterans had no organization or place to call their own. In 2001, veterans Patsy Bird, Wendell DeFreitas and Helm wrote a letter to the county and were able to rent a space in town across from the Veterans Park. They formed MVCV and designated their small, dark space “the bunker.” However, the one-room space lacked privacy. MVCV Commander Sam Makaiwi remembered how visiting psychologists used to take veterans out to lunch or for walks through town to do counseling sessions. After Molokai Ranch donated the land where the center now stands in 2004, veterans began planning for a more spacious location, aided by a $250,000 grant from the state. However, due to zoning issues, MVCV had to wait three years to obtain a Special Management Area permit from the County of Maui in 2009. After waiting almost another year for the building permit, MVCV members traveled to Maui to protest what they felt was another unfair hold-up. Despite the Fire

Department’s assurance that the location had adequate water pressure for fire suppression, the Department of Water Supply had withheld a final approval for the building permit. MVCV filed a federal lawsuit against the county in 2010 over the “lengthy and unjustifiable delays,” according to the lawsuit. “We’re not looking for special treatment, we’re just looking for equal treatment,” said Larry Helm in 2011. He called the proceedings a “wrongful permit process,” adding he and his fellow Molokai vets felt betrayed by the government. The lawsuit was settled in an arrangement of a $200,000 grant from the county in 2012, although veterans also requested a public apology that family members said they have yet to see. “It’s too bad that it had to happen and that was the not-so-good part about the whole process,” said Helm’s wife Barbara. “… The veterans had to think out of the box in order for their voices to be heard. … They ought not to have had to fight so hard.” Veterans finally received their building permit in May 2011 and poured the concrete foundation of their long-awaited building in October of that year. Elated and relieved members said it was a load off their shoulders and slated completion for the following year. However, the lawsuit and ensuing court fees had cost veterans thousands, leaving them short on building funds. When Larry Helm was diagnosed with liver cancer, the community and Helm’s family put together a fundraiser in 2013 to fund final efforts to complete the center. However, Helm passed away a month later – with the center still unfinished. “So many Molokai veterans will not be alive to be able to see its completion and use it, including me,” Helm had said.

The Final Push A week before Helm’s death, Dudoit promised him that he’d get involved and see Helm’s dream realized. Dudoit said MVCV’s Board of Directors was instrumental in completing the final slew of tasks. They chased down certificates and ensured that the wiring, water and sewage were up to county standards. Much of the work throughout the process was thanks to volunteers, Dudoit's wife Lorna said in February. However, with unpaid volunteers, there were no set schedules or job requirements. Contracting licensed electricians and plumbers helped move the process along more quickly. “That was the key,” said Makaiwi in February. “The inspectors came, they know who did [the work], they know what kind of person that was, what kind of work they do.” Other veterans also got involved to honor the late wishes of friends, including MVCV board director Daniel Iaea and his wife, who dedicated nearly 200 volunteer hours to the property’s landscaping to fulfill Iaea’s promise to the late Jesse Dudoit.

“I probably knew almost everyone who was looking forward to this opening that didn’t make it,” said Dr. David Hafermann, former MVCV commander who served as the island’s VA physician for more than eight years. “I had one [veteran] who in 2005 came to me and said, ‘Doc, am I gonna live to see this opening?’ How do you answer that? Thirty days later he was gone. That has stuck in my mind. The time it’s taken—and I don’t wanna be negative about anything—that, to me, is kinda bittersweet.” MVCV, which Makaiwi said in February is approaching 400 members, will continue to build upon a hard-earned legacy. The organization has future to pave the gravel parking lot surrounding the building, a project that they estimate will cost around $100,000. They’re also looking into solar panels for the center. “Now it’s time to fill it and to complete the vision and to serve the veterans first,” said Barbara Helm. “… I know my husband’s super happy. It’s mission accomplished.”

Students Show National Promise in Health Careers By John Van Ornum At the end of June, the Molokai High School Health Occupation Students of America (HOSA) club attended the National Leadership Conference in Anaheim, California. HOSA is a student centered club that provides assistance, leadership opportunities and competitive venues to help prepare high school students for careers in healthcare. Misty Parker was recognized on stage as she received the Barbara James Award for service to the Molokai community. Luke Kikukawa earned a HOSA scholarship and was recognized with many other national recipients. Finally, Giesha Nunez served as a Hawaii HOSA state officer,

helping to plan events and meetings for the national competition. Additional national level competitors were Marissa Motas, Alexandria Simon, Oceana Madani, and Amber Momi Afelin. Luke and Momi are seniors who will be attend Middlebury College and Wesleyan University to pursue higher education in preparation for their respective careers. The MHS HOSA club would like to thank Life Flight, Molokai Burger, Friends of Molokai, Rosie Davis of AHEC, and Maui Economic Development Board for their assistance and generous donations. The Hawaii HOSA delegation continues to grow each year under the leadership of Ada Toyama.

Veterans Corner ‘A day to remember’ By Jesse Church Aloha all my fellow veterans and people of Molokai, old Jesse here with all the veterans news and upcoming events. Friday, Aug. 14 will go down as the Day to Remember in Molokai’s history. With a truly great crowd of veterans and nonveterans, Molokai’s new Veterans Center was officially opened and dedicated, a fantastic day for the veterans of Molokai. After a 10year battle with the county government of Maui, the Molokai veterans have won the war and we have our center. It was a war that saw many skirmishes – we won some and lost some. It saw many verbal skirmishes, a lawsuit by Molokai’s veterans, and many late night phone calls to the late Larry Helm by then-mayor Charmaine Tavares. But regardless of all the nonsensical objections, Molokai’s veterans have persevered. The veterans’ battle to gain this center should be an example to all of Molokai of courage, endurance and perseverance to gain something you want with a true determination and spirit necessary to endure the battle. My only sorrow is for the formidable price we paid in human life – we lost more than 50 veterans over the building years. They were good men and women who did whatever they could to help the cause and wanted to live to see the Veterans Center completion. I think they’re looking down on this day saying “you did a good job.” Molokai’s veterans have rewritten that old saying, “You cannot fight city hall.”

I hope that everyone who attended “the day to remember” enjoyed themselves and liked the center. It’s a beautiful building and I am sure it will be put to good use by our veterans, future veterans and people of Molokai. I am disappointed to say I myself was not able to attend due to being on Oahu for unforeseen medical circumstances. Funding Nonprofit Community Projects YB News Release Young Brothers, Limited (YB) is now accepting online grant applications from nonprofit community organizations in Maui County for its Community Gift Giving Program. The program will award grants of up to $2,500 per organization. According to Young Brothers, the new online tool streamlines the application process for community nonprofit groups. Though Molokai is a small community, we’re not immune from child abuse. Education is an important step in prevention. Parents, don’t be afraid to talk to your children about staying safe and healthy. Here are two scenarios that you can discuss with your children: 1) When Junior goes to the doctor, the doctor looks at all of his body parts to make sure he is not sick. The doctor checks his nose, his arms, his tummy, and his private parts. Is the doctor checking Junior’s private parts to keep him healthy? Yes or no? The answer is yes, to keep Junior healthy. Is this touch safe? Yes. 2) Jane was over at her neighbor’s house and they were watching a movie. During the movie, her neighbor touched

Jane on her private parts. Is Jane’s neighbor trying to keep Jane healthy? Yes or no? The answer is no. Is Jane’s neighbor breaking our safety rule? Yes. Always remember, “no one should touch my private parts unless it’s to keep me healthy!” Unsafe touching of private parts is never a child’s fault. School is back in session and we will be working with different schools to do the SATC My Body Is Special, My Body/My Boundaries, and respect. Bible Prophecy Seminar Kicks Off Revelation of Hope Ministries News Release This week, the Molokai Seventh-day Adventist Church will be hosting a twoweek seminar to explore and study the Bible prophecies found in the book of Revelation. Local boy Keoki Gandeza, associate speaker from Revelation of Hope Ministries, will guide the community through a study of the book’s symbols and the messages they hold for today’s world. “We’re inviting the community to come together, no matter what their background, those who go to church or don’t go to church, to learn and reaffirm, why we

can have hope and peace in a time when the world seems to offer us none,” said Gandeza. From Aug. 21 to Sept. 5, meetings will take place each night at 7 p.m., except for Thursdays. On Saturdays and Sundays there will be two meetings, at 5 p.m. and 7 p.m., with free dinner provided in between. The seminar is free and open to the public. Futures in Science Monsanto Fund News Release Monsanto Hawaii Science Education Fund awards grants to public schools serving students at the intermediate, high school and college grade levels on the islands of Oahu, Maui and Molokai. Applications are now being accepted. Established in 2005, the Fund helps provide Hawaii public schools with programs, tools, supplies and equipment to enhance science education in the schools, and encourage today’s students to consider a future career in the sciences. To date, the program has awarded more than $195,000 to public schools throughout the state.

Grant applications are accepted and reviewed twice a year. The next application deadline is Oct. 6. Applications can be downloaded online at MonsantoHawaii. com or by contacting any one of Monsanto’s farm stations on Molokai at 808-5535070.
