Honduras, un país de belleza natural y diversidad cultural, es escenario de una lucha constante por la defensa de los derechos humanos y la igualdad de género. En esta tierra de contrastes, un grupo valiente de mujeres defensoras se ha levantado para proteger su territorio, su medio ambiente y sus comunidades. A pesar de enfrentar amenazas y agresiones, estas defensoras persisten en su búsqueda por la justicia y un futuro mejor. A través de sus historias, se vislumbra un panorama complejo y desafiante, pero también lleno de esperanza y empoderamiento.

Honduras is a country of natural beauty and cultural diversity; however, it is also the scene of constant struggle regarding the defense of human rights and gender equality. In this land of contrasts, a courageous group of women defenders has risen up to protect their territory, environment and communities. Despite facing threats and attacks, these defenders persist in their search for justice and a better future. Their stories show a glimpse into a complex and challenging panorama that is also full of hope and empowerment.

Conexión con la tierra y la vida

¡Su hogar y su razón para luchar! Así describe Marlen el caserío de La Laguna, ubicada el municipio de Guajiquiro La Paz - Honduras, para ella, el territorio más que un espacio físico, es el lugar donde se desarrolla su vida, donde se nutre su familia y donde encuentra refugio.

Sin embargo, geográficamente Guajiquiro es productor de agua, por lo que es catalogado como una reserva natural, por esa razón ha estado en el radar de las empresas hidroeléctricas y personas ajenas a la comunidad, lo que se ha convertido en una inminente amenaza para ella y su familia.

Ante esta situación, siguiendo el legado de sus ancestros se ha vestido de valentía y de conocimientos, se ha la formado dentro y fuera del país en temas de derechos indígenas y derechos humanos, lo que le ha servido como herramienta para enfrentar varios desafíos y proteger su territorio.

Poner un alto al proyecto hidroeléctrico del rio Palagua es algo que describe como uno de sus más grandes logros, pues es consciente que la labor de las defensoras por solo el hecho de ser mujeres es diferente a la de los hombres, ya que por naturaleza las mujeres desarrollan desde pequeñas una sensibilidad especial de estar continuamente conectado con la madre tierra.

Basada en su experiencia respecto al mecanismo de protección manifestó que debe ser más efectivo y que las medidas de protección no solo deben ser otorgadas, si no cumplidas con un verdadero seguimiento que haga sentir a las defensoras que están siendo resguardadas.

Manifestó que los procesos de formación son fundamentales en su trabajo ya que le permiten abordar la defensa de los derechos humanos de manera distinta y estratégica, por lo que aprovechó para agradecer el invaluable apoyo del programa ProDerechos.

Actualmente forma parte de la Plataforma Ambiental Autóctona Lenca de Guajiquiro (Palagua) y es presidenta del Consejo Local Indígena del Consejo Lenca.

Connection to the earth and life

Your home and your reason to fight! This is how Marlen describes the village of La Laguna, located in the municipality of Guajiquiro La Paz - Honduras. For her, this territory is more than a physical space, but rather the place where she develops her life, nourishes her family and finds refuge.

Geographically speaking Guajiquiro is a water producing area, which is why it is classified as a nature reserve. For the latter reason, it has been on the radar of hydroelectric companies and people outside the community; this has become an imminent threat to Marlen and her family.

Faced with this situation and following the legacy of her ancestors, she has prepared herself with courage and knowledge, receiving training inside and outside the country on issues of Indigenous and human rights, which has served as a tool to face various challenges and protect her territory.

She describes putting a stop to the Palagua river hydroelectric project as one of her greatest achievements. Likewise, she is aware that the work of women defenders, because they are women, is different from that of men, since by nature from a young age women develop a special sensitivity of being continuously connected to Mother Earth.

Based on her experience with respect to the protection mechanism, she stated that it must be more effective and that protection measures must not only be granted, but also met with a real follow-up process that makes the defenders feel that they are being protected.

She stated that the training processes are essential in her work since they allow her to approach the defense of human rights in a different and strategic manner, for which she took the opportunity to thank the invaluable support of the ProDerechos program. She is currently part of the Lenca Indigenous Environmental Platform of Guajiquiro (Palagua) and is president of the Local Indigenous Lenca Council.

La lucha por la preservación del bosque en La Tigra

Todo comenzó en 1980, cuando se unió junto con los demás habitantes de Jutiapa, Francisco Morazán, para defender su territorio y evitar que el Estado lo declarara ocioso. Pues desde hace tiempo la zona ha enfrentado amenazas constantes debido al interés de extraer recursos naturales, situación que la ha expuesto a muchos peligros, incluso a la violación de derechos y amenazas contra su vida.

Rachel destaca que la regularización de las tierras que defiende ha sido uno de sus principales logros y eso la ha impulsado más a continuar en ese camino de lucha para proteger el bosque y los recursos naturales que la rodean.

“Este territorio que resguardo son los pulmones de Tegucigalpa” fueron las palabras de la defensora, que actualmente forma parte de la Asociación Campesina Pro-mejoramiento en Defensa de Jutiapa, misma que representa 14 comunidades incluyendo la comunidad de Limones, lugar donde reside.

Al preguntarle de qué forma se ha defendido de las amenazas manifestó que ha interpuesto denuncias ante los entes competentes pero que no ha tenido respuesta, lo que la hace sentirse desprotegida y teme por su vida.

Sin embargo, en medio de la dificultad encontró una oportunidad, ya que el formar parte del proyecto Honduras con Derechos le ha permitido levantar su voz, a través de diferentes espacios y campañas en las que ha participado.

The struggle to preserve the forest in La Tigra

It all began in 1980, when she joined the other inhabitants of Jutiapa, Francisco Morazán, to defend their territory and prevent the State from declaring it idle. For a long time the area has faced constant threats due to interest in extracting natural resources; this situation has exposed the inhabitants to many dangers, including the violation of rights and threats against life.

Rachel points out that the regularization of the lands that she defends has been one of her main achievements and has further encouraged her to continue on this path of struggle to protect the forest and natural resources that surround her.

She expressed that, “The territory that I protect constitutes the lungs of Tegucigalpa.” She is currently part of the Peasant Association for Improvement of Defense in Jutiapa, which represents 14 communities, including the community of Limones where she lives.

When asked how she has defended herself from the threats, she stated that she has filed complaints with the competent authorities but has not yet received a response, which leaves her feeling unprotected and fearing for her life.

However, in the midst of the difficulty she found an opportunity in being part of the Honduras with Rights project, which has allowed her to raise her voice through the different spaces and campaigns where she has participated.

Defendiendo el territorio contra la explotación minera

A pesar de vivir en una comunidad con fuentes de agua, los habitantes del Valle de Siria sufren de escasez de este vital líquido debido a la actividad minera en los alrededores.

Por esa situación, por su familia, y las futuras generaciones Olga decidió marcar la diferencia, encabezando la lucha contra las compañías extranjeras dentro del comité Ambientalista del Valle de Siria, escenario que ha dado paso a que Olga y su familia sean objeto de intimidación y amenazas por parte de grupos armados, que incluso han traspasado su hogar.

Olga manifestó que hace algún tiempo le fueron otorgadas medidas de protección, pero al sentirse más expuesta y vulnerable tomó la decisión de renunciar a ellas.

A pesar de esto, Olga destaca la importancia de informarse y fortalecer sus capacidades de defensoría, porque en su caso le ha permitido construir redes con instituciones amigas y solidarias que le han brindado acompañamiento, uniendo su voz a la de otras mujeres que como ella defienden sus territorios y su derecho a un ambiente saludable.

Defending the territory from mining exploitation

Despite living in a community rich in water resources, the inhabitants of Valle de Siria suffer from water shortages as a result of the mining activity in the surrounding areas. Faced with this situation, for her family, and for future generations, Olga decided to make a difference, leading the fight against foreign companies within the Valle de Siria Environmental Committee, a scenario that has resulted in Olga and her family being subject to intimidation and threats by armed groups, who have even trespassed in her home.

Olga stated that protection measures were granted to her some time ago, but made her feel more exposed and vulnerable, which is why she made the decision to renounce them. Despite this, Olga highlights the importance of being informed and strengthening advocacy skills, because in her case it has allowed her to build networks with friendly and supportive institutions that have provided her with support, joining her voice to that of other women who, like her, defend their territories and their right to a healthy environment.

Protegiendo los bosques y fuentes de agua en Minas de Oro

“En la unión esta la fuerza y el desarrollo de nuestro municipio” expresó Rosa Maria Cruz, quien trabaja en la integración y concientización para proteger los recursos naturales en la comunidad de Minas de Oro -Comayagua, un municipio rico en minerales como oro, plata y hierro.

La amenaza de la instalación de compañías mineras que ponen en peligro sus fuentes de agua en el lugar que Rosa describe como SU TIERRA AMADA es latente, por ello Rosa ha dedicado su vida a la defensa del medio ambiente y los derechos de las comunidades, siendo parte del Comité Ambientalista de los Municipios del Noreste de Comayagua (CAMNECO) y precursora de la fundación Cerro de Cáscara.

Protecting forests and water resources in Minas de Oro

“The strength and development of our municipality is based on union,” said Rosa Maria Cruz, who works on integration and awareness raising to protect natural resources in the community of Minas de Oro – Comayagua. A municipality rich in minerals such as gold, silver and iron.

The threat of the installation of mining companies that endanger their water sources in the place that Rosa describes as HER BELOVED LAND is very real. To that end, Rosa has dedicated her life to the defense of the environment and the rights of the communities, being part of the Environmental Committee of the Northeastern Municipalities of Comayagua (CAMNECO) and precursor of the Cerro de Cáscara foundation. Rosa Maria describes the Honduras With Rights project as an initiative where she has felt protected, supported and above all listened to.

Defendiendo el territorio y el agua en Danlí

Es conocida por su don de liderazgo y su espíritu alegre y solidario, Para Xiomara, la lucha por la defensa del territorio proporciona vida a las comunidades y con acciones de concientización, promoción y formación en derechos humanos ha logrado el reconocimiento y aprecio de la ciudad de Danlí.

Gracias al respaldo de varias organizaciones y de sus acciones de denuncia y oposición a la instalación de empresas mineras en la zona, han alcanzado logros importantes, entre ellos declarar a varios municipios libres de minería, lo que la hace sentirse orgullosa del empoderamiento alcanzado.

Actualmente Xiomara representa a la Red Nacional de Comunidades Afectadas por la Minería en Honduras (RENACAMIH) siendo una de las 13 organizaciones fortalecidas con el Fondo de Ayuda a Terceros, a través del proyecto Honduras con Derechos.

Defending territory and water in Danlí

Xiomara is known for her gift of leadership and her joyful and supportive spirit. For her, the fight for the defense of the territory provides life to the communities. Likewise, she has achieved the recognition and appreciation of the city of Danli with actions that involve raising awareness, as well as promoting and providing training on human rights issues. Important achievements have been made thanks to the support of various organizations and their actions to denounce and oppose the installation of mining companies in the area, including declaring several municipalities free of mining, which makes her feel proud and empowered.

Xiomara currently represents the National Network of Communities Affected by Mining in Honduras (RENACAMIH), which is one of the 13 organizations strengthened with the Third Party Aid Fund by means of the Honduras with Rights project.

En cuanto a los mecanismos de protección, evidenció que las estadísticas muestran una tendencia creciente en el número de ataques letales y no letales (amenazas a muerte, acoso judicial y la violencia física y sexual, campañas de difamación) contra defensoras, muchas de ellas con medidas de protección, lo que indica que las acciones que desarrolla el gobierno no han dado los resultados esperados.

Aseguró que las defensoras se encuentran en el centro de las acciones de Oxfam en Honduras, priorizándoles en todos los ejes de intervención como ser justicia de género, justicia climática e industrias extractivas, nuevos humanitarismos y resiliencia, justicia fiscal y empoderamiento económico, sin embargo, como organización enfrentan grandes retos, entre ellos el machismo y una cultura patriarcal que hace difícil su labor y el de las defensoras.

Es responsabilidad del Estado garantizar un entorno propicio, un espacio seguro para que las defensoras realicen su labor, impulsando cambios en la legislación nacional e implementando medidas que promuevan una cultura de respeto a los derechos humanos.

Women human rights defenders in Honduras: a life between threats and challenges

“Access to justice and reparation for damages is more difficult for women defenders, even more so if they face multiple forms of discrimination based on race, economic status and rurality, among others,” said Daisy Avila, Director of Oxfam in Honduras with concern.

Regarding protection mechanisms, statistics show a growing trend in the number of lethal and non-lethal attacks (death threats, judicial harassment, physical and sexual violence, smear campaigns) against women defenders. Many of them have protection measures, which indicates that the actions carried out by the government have not yielded the expected results.

She assured that women defenders are at the center of Oxfam’s actions in Honduras, prioritizing them in all areas of intervention such as gender justice, climate justice, extractive industries, new humanitarianisms and resilience, as well as fiscal justice and economic empowerment; however, as an organization they face great challenges, including machismo and a patriarchal culture that makes their work more difficult.

It is the responsibility of the State to guarantee a favorable environment and a safe space for women human rights defenders (WHRDs) to carry out their work, promoting changes in national legislation and implementing measures that promote a culture of respect for human rights.

El desafío de la violencia intrafamiliar y el

respaldo institucional

Para Brenda Zuniga, coordinadora del proyecto ProDefensoras y enlace de CONADEH, la violencia intrafamiliar es uno de los factores de violencia que enfrentan las defensoras, a la vez, sufren de estigma por desafiar los roles tradicionales asignados a las mujeres y defender sus derechos en los espacios públicos.

Plantea el reto de llegar a todas las comunidades para que las mujeres defensoras vean al Comisionado Nacional de los Derechos Humanos como un aliado estratégico, proporcionando protección y respaldo institucional, colaboración que podría ser esencial para empoderarlas y romper los ciclos de violencia los que se enfrentan.

For Brenda Zuniga, coordinator of the ProDefensoras project and CONADEH liaison, intrafamily violence is one of the factors of violence that women defenders have faced on a number of occasions. At the same time, they suffer from stigma for challenging the traditional roles assigned to women and defending their rights in public spaces.

Protección diferenciada y enfoque de género

“Las mujeres defensoras merecen respeto y protección en el ejercicio de su derecho a defender los derechos humanos” manifiesta Edas Francisco Pool, asesor legal del mecanismo de protección adscrito a la Secretaría de Derechos Humanos.

Por otra parte, resalta que el mecanismo de protección tiene en cuenta el enfoque de género y la diversidad de contextos en los que se encuentran las defensoras y propone medidas de protección diferenciadas para abordar los escenarios de riesgo y garantizarla seguridad de las defensoras tanto en entornos urbanos como rurales.

A la vez resalta que dentro del mecanismo se encuentran varias instituciones que necesitan ser fortalecidas en sus capacidades y que lo ideal sería que existiera una corresponsabilidad institucional de parte de las autoridades o entes del Estado cuyo compromiso es velar por la protección de las mujeres defensoras.

Visibilizando el trabajo de las defensoras

“Para crear un entorno propicio y seguro para las defensoras es importante visibilizar y dignificar su trabajo “ enfatizó Jose Manuel Ramos, jefe de asistencia técnica internacional del Programa de Apoyo a los Derechos Humanos y la Democracia (ProDerechos).

En Honduras, las defensoras de derechos humanos enfrentan desafíos significativos en su lucha por la protección del territorio, los recursos naturales y los derechos de las comunidades. A pesar de las amenazas, la violencia y los obstáculos a los que se enfrentan, estas valientes mujeres siguen comprometidas con su labor y su visión de un futuro más justo y equitativo. El reconocimiento y el respaldo tanto a nivel nacional como internacional son fundamentales para fortalecer su trabajo y garantizar su seguridad. La protección de las defensoras de derechos humanos y la promoción de la igualdad de género deben ser prioridades en la agenda de Honduras y de la comunidad internacional.

Considera necesario articular los mecanismos de protección existentes, tomando en cuenta enfoques de género y poblaciones específicas, y promover criterios diferenciados en los análisis de riesgo.

Promoting the work of defenders

In Honduras, WHRDs face significant challenges in their fight for the protection of territory, natural resources and the rights of communities. Despite the threats, violence and obstacles they face, these brave women remain committed to their work and their vision of a more just and equitable future. Recognition and support both nationally and internationally are essential to strengthen their work and ensure their safety. The protection of WHRDs and the promotion of gender equality must be priorities on the agenda of Honduras and the international community.
