But the wall need not be simply an unarticulated edge. It can be a zone unto itself. It can be an intimate place for reflection, observation, and dreaming, as well as a niche for reading

We are to create a civic plaza along a prominent waterfront that will serve as a place of gathering, contemplation, rest, and celebration. The current shoreline is a continuous concrete walkway that is frequently utilized by city residents, but it is otherwise a desolate strip of hardscape along the water.
