Position Paper on Regional Academic Cooperation in the next Erasmus+ Framework (2021 - 2027) 5 March 2019

The Modern Education & Research Institute is based in Brussels and contributes to the modernisation of the teaching profession as well as aiding professors adapt to a quickly changing educational environment. This is done through the conducting of research, and the organising of educational programmes and scientific conferences. Our members are professors and university administrations from the countries of Central Asia (CA), the Eastern Partnership (EaP), and Russia.
The countries of Central Asia are currently undergoing an economic transition where governments have launched structural and institutional reforms to promote growth, generate trade, create jobs, and improve the quality of life of their citizens. Following in the footsteps of Kazakhstan and Kyrgyzstan, Uzbekistan has recently opened up due to new government policies and initiatives.
Regional cooperation in trade and the ongoing economic transition in CA is supported by a number of regional and international programmes: the Belt and Road Initiative, the Shanghai Cooperation Organisation, the Economic Cooperation Organisation, the Eurasian Economic Union, and the Central Asia Regional Economic Cooperation program, amongst others.
We consider that regional cooperation in the academic sphere is equally important for the peace and prosperity of the region. In this position paper, we argue that it is worthwhile to dedicate a special line of funding to the regional cooperation in education in the next framework of the Erasmus+ programme (2021-2027). The support of regional academic cooperation will help:
• foster better regional academic exchange;
• move the region towards common qualification and certification standards;
• match labour demand and supply across the region and thus create better employment opportunities;
• create regional research and education hubs in specialised areas of science;
• create an impetus for small and/or young regional universities to participate in international cooperation projects in the future.
