CONSTITUTION

PLATFORM


PREAMBLE

“

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. The Constitution of the United States of America has entrusted to the will of the majority, the stewardship of the will of the minority. In this, it is the goal of the Constitution Party to restore this noble hierarchy, set in place by American forebears. We serve, now, to protect the principle of inherent personhood upon which these United States of America were founded.

FAMILY

No civil government may legitimately authorize or define marriage or family relations, as affirmed by the 10th amendment, delegating to the people, - as our Founders understood the family – as necessary to the general welfare. We reject the notion that homosexuals, transgenders or those who are sexually deviant are deserving of legal favor or special protection, and affirm the rights of states and localities to proscribe offensive sexual behavior. We oppose all efforts to impose a new sexual legal order through any courts or legislatures. We stand against so-called "sexual orientation" and "hate crime� statutes that attempt to legitimize inappropriate sexual behavior or stifle public opposition to its expression.


ELECTORAL COLLEGE

Our forebears established the Electoral College, and the Constitution Party is dedicated to its retainment. The Constitution Party opposes a National Popular Vote to elect the president and vice-president of the United States. The elimination of the Electoral College would overnight make irrelevant the votes of Americans in approximately 25 states because candidates would only be interested in campaigning in large population states making small states meaningless zeros. Under the National Popular Vote scheme, chaos would ensue in any close election. The Constitution Party opposes National Popular Vote and will work to defeat it in individual state legislatures.


FISCAL POLICY

The role of the United States federal government must be reduced through cutting bureaucratic regulation, reducing spending, and replacing the income tax with a tariff-based revenue system supplemented by excise taxes. The party also supports the notion that the “imposition … of Federal income, payroll, and estate taxes … is an unconstitutional Federal assumption of direct taxing authority.” We propose legislation to abolish the Internal Revenue Service and will veto any authorization or resolution which contains any funding for that illicit and unconstitutional agency. We stand in opposition to the flat-rate tax, national sales tax, and value added tax proposals that are being promoted as an improvement to the current tax system.


FOREIGN AFFAIRS

The United States is properly a free and sovereign republic which should strive to live in peace with all nations, without interfering in their internal affairs, and without permitting their interference in ours. The party, therefore, stands in inalterable opposition to the entanglement in alliances, through treaties and otherwise, which compromise our national sovereignty, or commit us to intervention in foreign wars. The United States has no interest in areas of great conflict which would justify the sacrifice of Americans on foreign battlefields - nor is our country properly cast as a merchant of death in international arms races.


IMMIGRATION

We affirm the integrity of the international borders of the United States and the Constitutional authority and duty of the federal government to guard and to protect those borders, including the regulation of the numbers and of the qualifications of immigrants into the country. The Constitution Party demands that the federal government restore immigration policies based on the practice that potential immigrants will be disqualified from admission to the U.S. if, on the grounds of health, criminality, morals or financial dependence, they would impose an improper burden on the United States, any state or any citizen of the United States.


SOCIAL POLICY

The Constitution Party raises strong opposition with regards to euthanasia, suicide, and abortion—including cases of rape and incest. The party supports the ability of the states to administer a death penalty. The Constitution Party also stands in opposition to government sponsorship, involvement in, or promotion of the act of gambling. The party opposes federal anti-drug laws, while conceding that the federal government does have a role in limiting drug imports. The party vows to uphold the right to bear arms in accordance with the Second Amendment, The party has and will continue to stand against the Patriot Act.


ENVIRONMENT

Just as our Constitution endows the majority with the stewardship of the will of the minority, the Constitution endows in all men the stewardship of their environment. The Constitution Party believes “it is our responsibility to be prudent, productive, and effective stewards of God’s natural resources.” The party supports realistic environmental measures, such as carbon taxes and biodiversity conservation. We oppose environmental treaties and conventions such as the Biodiversity Treaty, the Convention on Climate Control, and Agenda 21, which destroy our sovereignty and right to private property.
