2023 ISN’T A NATIONAL ELECTION YEAR, BUT MOABITES WILL CAST THEIR VOTES THIS COMING NOVEMBER IN A VERY IMPORTANT LOCAL RACE: THREE SEATS ON THE MOAB CITY COUNCIL ARE UP FOR ELECTION, AND FIVE CANDIDATES ARE CAMPAIGNING FOR THEM. Two long-serving council members, Rani Derasary and Kalen Jones, have decided not to run for reelection. Currently serving councilmember Tawny KnutesonBoyd is running for a third term; the other four candidates are Kaitlin Myers, Patrick Robbins, Colin Topper, and Brad Woodford.

All of the candidates identify several of the same challenges facing Moab: a dearth of attainable housing; aging infrastructure; uncertainties surrounding available water; open communication between city government and the public. Each brings a unique background and perspective to meet those challenges.


Tawny Knuteson-Boyd

T

awny Knuteson-Boyd moved to Moab in 2004. Her husband grew up in Moab and wanted to return, and, in Price, where they were living at the time, the economy was struggling. So they came to town for a visit and Knuteson-Boyd applied for “every job that seemed viable,” and got three job offers that paid more than she was making in Price. She and her husband made the move, and Knuteson-Boyd worked first as the office manager for the Moab Chamber of Commerce, and then as a pharmacy technician at Allen Memorial Hospital (which preceded Moab Regional Hospital). She currently works at the Grand County Roads Department, where she’s been for 15 years. She’s been happy in Moab. “My soul is very content here,” she says. Eight years ago, Knuteson-Boyd decided she had “grumped at the county council and city council for long enough” and it was time to step in and take on the role herself. “I thought I had complained enough—it was time for me to learn what I didn’t know,” she says. And she has learned a lot—that’s one of the reasons she’s running again. “I’ve got good historical knowledge, and I know why we did things years ago,” she says. She’s also now very familiar with how local government works and how it interfaces with state and federal government. As an elected official, she says, “It’s about creating alliances and creating cooperation—and sometimes with people that you never thought you’d agree with. And sometimes you’re very surprised that you do.” For example, when the city was considering measures meant to reduce noise in town, Knuteson-Boyd voted against an ordinance specific to businesses that rent UTVs and ATVs. While she agreed that noise was a problem, she didn’t feel it was right to single out business owners—and she voted with other council members with whom she never thought she would. During her decades in Moab, KnutesonBoyd says she’s seen the community change.

Obviously, tourism has grown tremendously, she says, but she’s also noticed that Moabites have learned to “disagree better,” and have gradually acclimated to the increase in tourism. Knuteson-Boyd says the city is still dealing with many of the issues it was facing when she first ran for council in 2015, including housing, infrastructure and quality of life. One focus of her first campaign, the need for an upgraded wastewater treatment facility, was addressed—the new facility opened in 2019. She’s pleased that the city is moving forward with a plan to repair and upgrade Kane Creek Boulevard; she commends the city’s public works and engineering departments’ responses to the record flooding of 2022; she’s also proud that the city was able to recruit a police chief who fully staffed the department. “I think that the city looks at our PD a lot differently than they did a couple of years ago,” she says. On the horizon, she says the city will have to manage growth in a smart, deliberate way, particularly paying attention to water availability. Addressing infrastructure needs and quality-of-life concerns are ongoing obligations for the council.

“The city’s work is never done,” she says. The job of councilmember includes serving on the boards of partner organizations. Knuteson-Boyd is on the board of the Canyonlands Health Care Special Service District, which oversees the Canyonlands Care Center. “It’s just invaluable,” she says of the facility. Her late mother-in-law lived at the care center, and Knuteson-Boyd says it brought peace of mind to have her close. She’s also on the board of the Moab Museum, where she says staff have done “incredible things” in the last few years. And, she’s on the board of the Housing Authority of Southeastern Utah, an organization she admires: “They just put their heads down and go to work!” she says. Her time on the council has facilitated her engagement in various vital parts of the community. When she’s not working, one of Knuteson-Boyd’s favorite things about Moab is its outdoor arts festivals: she loves browsing artwork and catching up with acquaintances at the summer Arts&Ag markets and the annual Red Rock Arts and Moab Arts festivals.

K

aitlin Myers came to Moab in 2016 as an AmeriCorps VISTA volunteer, serving in the Grand County Community Development Department and working on the county’s affordable housing plan. She went on to work in housing development as a fulltime county employee, then later as senior project manager for a Moab City housing project, and then on to her current position as the executive director of the Moab Area Community Land Trust, a nonprofit dedicated to creating affordable and attainable housing for locals. (She had served on the board of the Land Trust beginning in 2017.) “My whole Moab journey… has been being presented with an opportunity and saying ‘yes’ to it,” Myers says. Running for city council is another opportunity she’s embracing. With her experience working on city and county staff, Myers feels she has useful insight into how local government works. As a relative newcomer to Moab, she also understands how hard it has become to put down roots in town. She feels lucky to have purchased a home three years ago. Even in the short time since then, home prices have gone up, and home ownership feels even farther away for many people. “There’s no way I could afford a house now—and that’s where my entire peer group is,” Myers says. “We have this whole group of people that’s priced out of this community.”

Myers describes her approach to the role of council member as “pragmatic leadership.” Like other candidates, Myers identifies housing, infrastructure, and water as top concerns for the city. She wants to ensure that water conservation policies are fair to both new development and established businesses and residences, and also that the city is leading by example in its own water use. Myers also wants to see constant communication between the city and the public, and between elected officials and city staff, as projects or policies are developed. She recalls examples, such as a proposed parking garage, of the city moving “really far down a path” toward a project or policy, before people who would be affected by the project or policy were aware of it and had shared their perspectives. “There’s so many people in this community that don’t feel heard or represented or like

the city is growing in a direction for them,” Myers says. Myers is involved with many community organizations, including the Moab Area Housing Task Force, the Grand County Local Homeless Council, and 100 Women Who Care. She also regularly volunteers at community events such as the Moab Valley Multicultural Center’s Day of the Dead celebration and the Youth Garden Project’s Harvest Festival. “My favorite thing about Moab is how there’s so many themed events all the time,” she says. She loves making costumes for events like the Resiliency Hub’s annual Trashion Show, summer Bike Parties, Skate Nites, and Halloween celebrations. Those creative gatherings helped Myers get in touch with her own creativity and sense of self, she says. It’s something she loves about Moab. “Moab opens the door for you to be a human being … whatever that means to you. It’s really empowering,” she says.

call demonstrated to Robbins how varied and important the job was, and he went on to a ten-year career in law enforcement, working in other small rural communities where he valued getting to know community members. He changed careers and for the next ten years joined the Social Security Administration, answering the national telephone line from the Dallas, Texas office. He became fluent in the complex rules of the Social Security Administration, and he learned to research

and answer a wide variety of technical questions from callers across the country. After retiring from the Social Security Administration, he became a truck driver. That had been his father’s career too. Robbins educated himself on the laws and regulations of the trucking industry, and learned to operate efficiently and productively in a challenging profession. He was promoted to be a trainer for other drivers, and later became a safety manager for Western Express.

Patrick Robbins

P

atrick Robbins’ family moved to Moab from Los Angeles in 1973, when Robbins was a young teenager. Robbins came to town with long hair and a skateboard. He says the culture shock of moving to rural Utah was substantial, but Robbins grew to treasure Moab’s small-town character. Robbins attended Grand County High School, graduating in 1979. For a school project, students picked a workplace to spend a day learning about the professional world, and Robbins chose to ride with a local police officer on patrol. An exciting day in which officers used CPR to save a life and responded to a traffic accident and a domestic violence

Robbins retired from the trucking industry in 2019 and returned to Moab. He lives with his son, Daniel Robbins (and his wife), and his father, Ken Robbins, who is in his 90s—three generations in one household. Ken Robbins loves golfing and after he retired, could be found on the Moab greens almost every day. But Patrick Robbins needed another outlet for his energy. “I’m not a golfer,” Patrick admits, and he felt restless after only a few months of retirement. At City Market Robbins ran into an acquaintance who used to work on the Moab police force—he was stocking shelves. He encouraged Robbins to apply for a job there as well. Robbins started in the meat department and later became the fuel station manager; he still works there today. Robbins was happy to be back in his hometown, but he noticed changes—he worried that Moab was losing the small-town values he remembered. He thinks the city is spending too much money on nonessential things, while neglecting fundamental needs.

He also worries that the city is relying too much on grant funding from state and federal agencies. Foreseeing an economic downturn, Robbins expects grant programs to shrink. Reining in spending by focusing on needs over wants is one of Robbins’ main concerns. Like other candidates, Robbins also sees housing and infrastructure as pressing issues; he also pledges to improve communication with the public. He’d like to develop a smartphone app that citizens can use to send feedback to their elected officials. When he’s not working, Robbins says he likes to seek out people in need and find ways to help. For example, he knows a retiree on a fixed income whose vehicle stopped working. Robbins, his son, and some of their friends all pitched in to pay for parts and do the labor to get the car going again. “I’ve always been a ‘give-back’ kind of guy,” Robbins says. “I believe I was placed on this earth to help my fellow man.” He asks himself, “How am I the light to shine on someone else’s path?”

Colin Topper

C

olin Topper moved to Moab 25 years ago, drawn by the unique surrounding landscape and all the outdoor adventures it allowed. What made him decide to stay, he says, is the community, which he describes as “alive and vibrant” and one of the best communities he’s ever experienced. He and his wife raised two sons in Moab. Since he first moved to town, however, Topper says it seems like it’s become a little bit harder to get immersed in the community—like people are a little busier and working a little harder. Topper loves to be involved. He’s been part of various community organizations such as Moab Community Theater and the Human Power Coalition. He’s owned several businesses, including Green Solutions, a recycling business that he later sold to Brad Woodford, another of the council candidates. Up until two years ago he coached the Grand County High School mountain bike team. He currently owns Mulberry Metal Works, a custom welding business, and serves as the chair of the Trail Mix Committee. “Trail Mix is a huge part of my community engagement,” he says.

The organization hosts frequent volunteer days to maintain and build local trails. Trail Mix also pitched in to help restore areas affected by the flooding of 2022, and has facilitated service groups from out of town coming to work on local projects. In partnership with the Grand County Weed Department, Trail Mix is hosting weekly volunteer weed pulling events. Topper has considered running for local government “every two years for

the last many years,” but this was the first opportunity, he says, when he felt like he had the capacity to commit to the role of city council member. Now he’s ready to contribute. “I want to be involved, I want to be a part of the conversation, I want to do my part to improve the quality of life—not just for me and my family, but for everyone in Moab,” Topper says.

Topper’s understanding of “everyone in Moab” has changed since he started running for city council. While campaigning, he discovered that, in spite of all the organizations he’s been involved with over the years, there were still subcommunities within Moab with which he wasn’t familiar. “It’s really one of the most profound things that I’ve learned during this process, is just how little I know about certain little pockets of our community,” Topper acknowledges. Topper summarizes his platform in the word “liveability”—making Moab a healthy, sustainable, accessible place where people want to move and people want to visit. That encompasses infrastructure improvements, especially those that prioritize pedestrian safety. It also includes identifying and implementing water conservation measures, such as graywater use and wastewater reclamation. Tracking with his history as a professional recycler, Topper wants the city to be more proactive about improving its waste stream, particularly focusing on “the upstream ‘Rs’ of reduction, recycling and reuse.” Housing, of course, is also a high priority. “We’re losing the soul of our community with second homes and nightly rentals,” Topper says. He wants the city to support housing development at every level of affordability. “We’re losing so much amazing young talent.” In approaching these goals, though, Topper also champions fiscal responsibility. “I think our city budget is our one single most important piece of policy, and everything else that we do needs to be obedient to a balanced budget,” he says. In some cases, that could mean paying for projects now to avoid even larger costs later on. Topper’s guiding philosophy for elected leadership is collaboration, he says. Listening and bringing an objective mindset to discussions are key. “We get too far into the weeds with emotions and histories and everything else,” he says. Asked to name his favorite thing about Moab, Topper returns to the thing that drew him to Moab to begin with: the landscape that provides him a place to maintain and restore physical and mental health. “Our backyard, our public lands— that’s what makes Moab so special, and what attracts such amazing human beings to this area,” he says.

Brad Woodford

B

rad Woodford first came to Moab on a mountain biking trip in 2004 as part of an outdoor program with his university. “I ‘Supermanned’ over the handlebars and had an injury,” he remembers, which limited his trail riding on that trip—but he knew he wanted to come back. He finished his recreation degree through an internship as a rafting guide in Moab with the company Splore, which offers adaptive outdoor adventures. He loved the area and returned for rock climbing and guiding. In 2009 he moved to Moab full-time as the river manager for Splore. That’s also the year he met his wife, Ariel Atkins, a Moab native; they were married in 2013. Woodford left Splore and spent a year working in wilderness therapy, leading groups in the San Rafael Swell. Then he bought

Green Solutions, a curbside recycling company, from Colin Topper in 2012. That same year, he and Atkins bought a house, which Woodford calls “the absolute best decision we’ve made,” considering the current housing market. Like other candidates, Woodford sees housing as a top concern. “I think there’s a lot of talent that comes through Moab that might not stay” because housing is too hard to find, he says. He doesn’t anticipate home prices dropping; he wants to see the city support the development of a variety of housing options that offer a steppingstone entryway into homeownership. In 2018, the city implemented a recycling program that made Green Solutions more or less obsolete; Woodford sold the business to Monument Waste in 2019. He supported the


city recycling program, but was surprised that no city officials reached out to him—the only curbside recycler in town—about the plan. That experience informs another element of Woodford’s platform, which is ensuring that the city is responsive to small business owners and cognizant of how city decisions may affect them. After selling Green Solutions, Woodford and Atkins, in partnership with Atkins’ parents, took over management of Up The Creek Campground near downtown Moab. Business fluctuated—there were good seasons, but Woodford also remembers having to issue $20,000 in reimbursements when the covid pandemic prompted mass shutdowns. When Mill Creek flooded to record levels in August of 2022, Woodford had a frightening experience hustling campers to high ground as water rose over their campsites. That event was a major driver of his call for an emergency alert system that will warn people of approaching floods. “I just don’t want anyone to ever be in a situation like I was in. I would much prefer a (warning) text message,” Woodford says. He also thinks it’s a good idea to anticipate more extreme weather events when updating infrastructure. Regarding water resources, Woodford is glad to see ongoing discussions about availability and future planning. He believes that Moab leaders should prioritize conservation, even if questions remain about how much water there is.

“We live in an arid climate,” he says, “there’s no reason not to put in conservation measures.” He adds that conservation should be valued for its own sake, and not only to allow for more development. Woodford also wants to improve pedestrian safety and restore the Mill Creek Parkway. He takes his kids—Kai, 6, and Freya, 2—on bike rides, and would love for the bike path underpasses to be reliable so they don’t have to cross Main Street traffic. Woodford has been asked to run for council several times over the last decade. He always replied that he was interested, but didn’t have the time. Now, having passed off the campground business, he’s between jobs and ready to jump into local government. “I want to do something that’s service, that impacts the community, that makes a difference, whether it’s small or big,” Woodford says. “I think I can nudge the city… to help solve some problems and hopefully create a community with stronger bonds that prospers.” Woodford loves establishing traditions with friends, like an annual “Thanksmas” gathering between November and December and a “Labor Daily” float down the river on the summer holiday weekend. He also cherishes the annual Electric Light Parade—his son, Kai, loves it too. He has fond memories of watching the floats go by and bumping into different groups of friends and acquaintances all gathered on Main Street in the cold.

HE MOAB FOLK FESTIVAL TAKES PLACE IN MID-AUTUMN ­­— A WONDERFUL TIME OF YEAR TO BE OUTSIDE LISTENING TO LIVE MUSIC, AND BASKING IN MOAB’S SOOTHING RED ROCK SCENERY. THIS YEAR MARKS THE 21ST ANNUAL EVENT, WITH A STELLAR LINEUP THAT INCLUDES BLUEGRASS MUSICIANS TIM O’BRIEN AND JAN FABRICIOUS, SINGER-SONGWRITER JOHN GORKA, AND THE ALL-STAR MIGHTY POPLAR BAND.

The festival was founded by former Moab resident Melissa Schmaedick in 2002. In addition to a weekend of music at the Moab Center Street Ballfields, the nonprofit Friends of the Moab Folk Festival offers a week of educational programming for local schoolchildren, an instructional folk camp for musicians of all types, a songwriters’ retreat, plus free workshops and a community concert. Moab Folk Festival Director Cassie Paup is stoked about O’Brien and Gorka returning to this year’s event after performing for the festival several years ago. She’s also looking forward to artists who are new to her, like Navajo musician Pete Sands, and the Los Angeles-based The Milk Carton Kids. Sands, who grew up in southern Utah on the Navajo Reservation, will perform a free community concert with his band The Drifters, on Saturday at Star Hall. “I’m very excited about Pete,” Paup says. “I wanted to make (the Saturday evening Star Hall concert) free so anyone could attend.” People will also have an opportunity to listen to a live interview with the multi-faceted Sands during one

of the free workshops that weekend. Sands was named the “2020 Time Magazine Guardian of the Year” for his work creating the Utah Navajo Health System’s COVID-19 relief effort that delivered food, firewood, and water to thousands of rural residents throughout the Navajo Reservation in Utah, New Mexico and Arizona. On Saturday at the ballfields – where most of the music takes place – Canadian singer-songwriter guitarist Abigail Lapell will open the day, joined by viola player and vocalist Rachael Cardiello. Lapell has won three Canadian Folk Music Awards for “English Songwriter of the Year” in 2020 and 2023, and “Contemporary Album of the Year” for Hide Nor Hair in 2017. Lapell will also perform a free community concert at Star Hall later that day. Saturday’s lineup includes Bella White, who grew up in Canada, but recently relocated to New Orleans. She’s had a busy year of touring that includes gigs at the Grand Ole Opry in Nashville, Willie Nelson’s 2023 Luck Reunion concert at his Texas ranch, and the Newport Folk Festival. White was named one of the best performing acts at last year’s Americanafest – an annual industry showcase event that takes place in Nashville. In Moab, she’ll be part of a trio that includes guitar, bass, fiddle and vocals.

Following White’s performance, The Milk Carton Kids take the stage. They’re a musical duo Paup says were recommended for their songwriting and singing skills. After listening to The Milk Carton Kids perform at the Folk Alliance International Conference, she knew they’d be a good fit for Moab, Paup says. During the conference performance she noted that audience members were glued to their show – not only for the music, but also because of their “hilarious” banter and chemistry with the audience, Paup recalls. Two-time Grammy-award-winner O’Brien, along with his musical partner and wife Fabricious will close out the day at the ballfields on Saturday. The following day, the 2023 “People’s Choice” winner Kyshona (pronounced Kuh-SHAUN-Uh) will start off the day’s festivities on a good note with the Sunday morning Gospel Hour – a Moab Folk Festival tradition. “I love Gospel hours,” says Paup. “Kyshona is soulful, the vocal power of that group is penetrating. A lot of people sing along. Her performance last year was powerful. People were moved by her.” A young Northern California folk duo that goes by the name Two Runner will follow the Gospel Hour. Songwriter Paige Anderson and fiddle-player Emilie Rose both grew up with music – Anderson per-

formed in a family bluegrass band for a dozen years, and Rose played the Scottish fiddle and attended fiddle camps, and additionally led a Celtic band called The String Sisters that often performed in the Sierra Nevada Foothills. Following Two Runner, is Twisted Pine – a Boston-based quartet – that Paup also heard perform at the Folk Alliance International Conference. “They’re great songwriters,” Paup says. “They’re bringing a flute player who’s amazing. They’re a fun band; good energy.” In addition to playing at the ballfields on Sunday, the group will arrive in Moab the week prior to teach music to local students as part of the festival’s educational programming. While most of what you’ll hear at the festival would be considered folk or Americana music, there are no hard and fast rules when it comes to the musical genres you’ll hear – the music of both Twisted Pine, and Mighty Poplar are bluegrass in nature, for example. “Folk music is a broad umbrella of what encompasses the roots of community,” Schmaedick once said. “It’s how the story is told. It’s the music of the people.” Closing out the weekend will be Mighty Poplar, an all-star bluegrass band formed by musicians who are each part of other, well-established

bands (Punch Brothers, Leftover Salmon, Watchhouse). Mighty Poplar is a project that grew out of late-night jams, and joyful reunions among musicians who’d be performing with their own bands at festivals across the country. While essentially bluegrass, Mighty Poplar’s music is also influenced by other sounds, says Chris “Critter” Eldridge, whose fulltime gig is playing guitar for the Punch Brothers. “This band does play a certain rhythmic heartbeat – what makes bluegrass, bluegrass,” he says. “The band loves playing that sound. That’s unique to bluegrass.”

COMMUNITY-ORIENTED PROGRAMMING

The nonprofit Friends of the Moab Folk Festival sponsors a variety of programming like the Moab Folk Camp, run by former Moab resident and longtime musician Cosy Sheridan. Held the week leading up to the ballfield shows, the folk camp offers instruction in songwriting, on vocal harmonizing, and for various musical instruments, plus, classes in art and photography. Moab musician and Friends President Eric Jones has been involved with the festival since its beginning. The Moab Folk Camp is a “really great and important event that brings back students year after year – many of whom are accomplished musicians who like to hang out with other musicians, and hone their skills,” he says. “Some have come every year since its founding. It’s an institution in the great music camp realm. It’s popular.” At the end of the folk camp the instructors all come together to perform a free

concert for the public – this year that will happen Monday, from 4-8 p.m. at Moab Arts, 111 E. 100 North. Friends of the Moab Folk Festival also funds music education for Grand County school music students. Visiting artists teach music students, and perform schoolwide assembly concerts. Artists also perform a concert for seniors at the Canyonlands Care Center, as well as a free community concert. Additionally, the Friends group puts on the Moab Free Concert Series every summer. “There are four shows every summer, held on a Friday afternoon or evening at Swanny City Park,” Jones says. “It’s well-received by the community.” On Friday and Saturday evenings during the festival weekend, informal community jam sessions take place at Spit Fire Grill, 2 S. 100 West – and “everybody is welcome,” Paup says. Organizers urge festivalgoers to support

the locally-owned food vendors that will be at the ballfields offering various fare such as tacos, plant-based organic foods, and Mediterranean cuisine. Bohemian Brewery will be onsite serving beer and wine. There will also be a coffee vendor present, as well as clothing, jewelry, and various other vendors and information tables. And, like last year, a “Tweener Acts” stage will be set up near the food trucks, where local musicians will perform in-between the main stage acts. Jones says he never misses a festival and is looking forward to this year’s “great lineup.” He also enjoys the opportunity to learn about new artists. “One of my favorite things is to find people who surprise me; people’s whose music I haven’t heard much.” n For tickets or more information visit: www.moabfolkfestival.com.
