Robert “Skip” Wilke

Youth in Government State Director 1976 - 1983 YMCA Volunteer & YIG Supporter 1983 - 2017 Skip spent his life in service to the YMCA and to young people. During his distinguished career as a YMCA staffer, Skip secured Youth in Government during a time when it had fallen into disrepair and suffered from a poor reputation. Skip not only helped rescue the program, he put the Model Assembly on a path of growth that increased it from a simple model legislature to a full executive, legislative, judicial, journalist and lobbyist program that now involves more than 1,600 students.

Skip expanded the program to include more students from around Minnesota. He opened hundreds of student’s eyes to show how the government worked and made sure that each participant knew that their State Capitol was open to all. He restored hope in many young people during a time in history when trust in the government and in those of authority were at an all-time low.

Skip retired from the YMCA in 1983 to begin service as a dedicated volunteer for YIG, YMCA Camping and the YMCA’s International Department. In 1986, the first “Skip Wilke Award” was presented – the highest honor and only recognition given to adults at the Model Assembly – a fitting way to recognize excellence in Skip’s name and by his example.

After a lifetime of commitment to the YMCA, Skip passed away on December 31, 2017.

Skip considered his commitment to serving others through the YMCA his life’s highest calling – a calling that greatly advanced the mission of the YMCA locally, nationally and globally. He touched the lives of so many – in Minnesota and around the world. Skip’s legacy of service, generosity and dedication will live on through the Youth in Government students he championed.

is an important element of the Model Assembly experience.

It’s goal is to bring everyone together and help prepare participants for their time at Model Assembly.

Special recognition goes to the 40 students who refined curriculum and presented the 53 individual classes (3 more than last year) – taught during 4 sections, meaning that they delivered a total of 212 sessions (compared to 200 last year)! This is a tremendous responsibility, for which these leaders deserve significant thanks.

2019 MODEL ASSEMBLY SESSION

2019 Youth in Government Summer Programs

YOUTH CONFERENCE ON NATIONAL AFFAIRS (CONA) This conference is an assembly of more than 600 YIG participants from around the country who develop and debate solutions to problems of national and international importance.

24 delegates will be selected to represent Minnesota programs at this premiere leadership conference by an impartial committee of program alumni. If selected, you will be expected to attend 2-3 delegation meetings and a weekend retreat leading up to the group’s departure.

On Friday, June 28, 2019, the Minnesota Delegation, with adult chaperones, will travel by motor coach to Black Mountain, North Carolina. After the conference adjourns, the group will proceed to Washington, DC for a variety of fun and educational experiences, while exploring the country and expanding their cultural horizons. The Delegation will return to Minnesota on Tuesday, July 9, 2019. The total cost for the 12-day trip is $1,595 and covers transportation, conference fees, conference room & board, hotels, one group meal and all group side trip tours.

YMCA NATIONAL JUDICIAL COMPETITION (NJC) NJC calls students to test their speaking and rhetoric skills as they compete in Mock Trials or in Model Supreme Court hearings. Delegates work in groups to prepare speeches and arguments as they face competition among 300 YIG participants from around the nation.

Delegates will be selected to represent Minnesota programs in this judicial setting by the group of adult advisors leading this year’s trip. If selected, you will be expected to attend 2-3 delegation meetings and an extended “cram session” leading up to the group’s departure.

On Sunday, July 28, 2019, the Minnesota Delegation, with adult chaperones, will travel to Chicago, IL. Our group will have a pre-trip experience, including a full day to tour Chicago attractions and complete some final practice before the conference begins – the group will return directly home after the conference concludes. The Delegation will return to Minnesota on Thursday, August 1, 2019. The total cost for the 5-day trip is $995 and covers transportation, conference fees, conference hotel, three meals and all group side trip tours.

Applications will be accepted in two phases: The first deadline is January 31, 2019 15 of 24 National Affairs slots and 10 of 15 NJC slots will be awarded The second deadline is April 15, 2019 The remaining 9 National Affairs slots and the remaining 5 NJC slots will be awarded Applicants from the first deadline not designated as “delegates” will automatically have their materials considered in the second deadline, unless they notify the State Office that they want to withdraw or that they wish to revise and resubmit.

ADDITIONAL CONFERENCE INFORMATION YMCA YOUTH CONFERENCE ON NATIONAL AFFAIRS To learn more about the Youth Conference on National Affairs and what happens there, go to the conference website www.ymcacona.org The YMCA Youth Conference on National Affairs was started in 1968 as a follow-up to the outstanding state Youth in Government programs conducted throughout the United States. Young people from more than 30 states and the District of Columbia now participate in the conference.

Conference Objectives: • To gain an awareness of National concerns and issues • To increase understanding of Federal Government and its relation to State, National and International matters • To explore concerns about national and international affairs • To develop increased understanding of needs, responsibilities and opportunities • To work creatively together with young adults and adults

YMCA NATIONAL JUDICIAL COMPETITION To learn more about the National Judicial Competition and what happens there, go to the conference website www.ymcayag.org/njc/ The YMCA National Judicial Competition strives to develop Youth in Government teens into competent, active, civicminded citizens through a hands-on Mock Trial and Appellate Moot Court program.

Conference Objectives: • Encourage collaboration by presenting case arguments as a team and respectfully debating opposing teams from other states • Increase confidence in presentation and reasoning skills • Build knowledge of the judicial system in the United States The first YMCA National Judicial Competition was held in 2012. NJC takes place in Chicago at the end of the summer each year.

PARTICIPATION AGREEMENT STUDENT AGREEMENT

As a participant in Minnesota YMCA Youth in Government, I realize that such a privilege involves certain responsibilities. I have read and agree to abide by the Code of Conduct, understanding that all rules and regulations exist for the good of the program. I further understand that if my conduct does not meet these standards, I relinquish the right to all program opportunities and I may be returned home immediately, at my own or parents’ expense without refund of fees or other amounts paid. I acknowledge that my participation in Minnesota YMCA Youth in Government programs indicates personal acceptance of the Code of Conduct and all program rules. I have read this registration agreement; have read the Code of Conduct and agree to the terms in each document.

PARENT AGREEMENT I hereby authorize my child to participate in all activities of Minnesota YMCA Youth in Government and all side trips. I understand that my child will participate in various meetings and program events; will travel to the meeting facilities and other sites as designated; and reside in a designated hotel/ conference center under the supervision of the Youth in Government State Office.

I understand that some of my child’s biographical data may be included in a participant directory for distribution to other delegates, adult advisors, program sponsors and others. I understand that all photos, images and recordings (audio, visual and others) are property of the YMCA of the Greater Twin Cities; that they can be used hereafter without further permission, which may include use for promotional purposes, marketing materials and YMCA websites. I have read this registration agreement; have read the Code of Conduct and agree to the terms in each document.

In consideration of participating in Youth in Government activities and for other goods and valuable consideration, I hereby agree to release and discharge from liability arising from negligence, the local Delegation, the YMCA of the Greater Twin Cities and their owners, directors, officers, employees, agents, volunteers, participants and all other persons or entities acting for them (hereinafter collectively referred to as “Releasees”, on behalf of myself and my children, parents, heirs, assigns, personal representative and estate and also agree as follows: (1) I acknowledge that participating in these activities involves known and unanticipated risks which could result in physical or emotional injury, paralysis or permanent disability, death and property damage. Risks include but are not limited to broken bones, torn ligaments or other injuries as a result of falls or contact with other participants; medical conditions resulting from physical activity; and damaged clothing or other property. I understand such risks simply cannot be eliminated, despite the use of safety equipment, without jeopardizing the essential qualities of the activity.

(2) I expressly accept and assume all of the risks inherent in these activities or that might have been caused by the negligence of the Releasees. My child’s participation in these activities is purely voluntary and we elect to participate despite the risks. In addition, if at any time I believe that even conditions are unsafe or that my child is unable to participate due to physical or mental conditions, then I will immediately discontinue participation.

(3) I hereby voluntarily release, forever discharge and agree to indemnify and hold harmless Releasees from any and all claims, demands or causes of action which are in any way connected with my child’s participation in these activities or our use of their equipment or facilities, arising from negligence. This release does not apply to claims arising from intentional conduct or conduct that constitutes greater than ordinary negligence.

Should Releasees or anyone acting on their behalf be required to incur attorney’s fees and costs to enforce this agreement, I agree to indemnify and hold them harmless for all such fees and costs.

(4) I represent that I have adequate insurance to cover any injury or damage I or my child may suffer or cause while participating in this activity or else I agree to bear the costs of such injury or damage myself. I further represent that my child has no medical or physical conditions which could interfere with his/her safety in these activities or else I am willing to assume – and bear the costs of – all risks that may be created, directly or indirectly, by any such condition.

(5) In the event that I file a lawsuit, I agree to do so in the state where the Releasee’s facility is located and I further agree that the substantive law of that state shall apply.

(6) I agree that if any portion of this agreement is found to be void or unenforceable, the remaining portions shall remain in full force and effect.

In the event that my child needs immediate medical attention, I authorize YMCA staff to give my child reasonable first aid and to arrange for transport to a health care facility for emergency services as needed. I agree to the release of any records necessary for treatment, referral, billing or insurance purposes. The YMCA receives medical information on participations that may need to be shared with medical providers.

I give permission for my child to be transported by the YMCA as needed for field trips, inclement weather or late pick up. I also give my permission to participate in walking field trips. I hereby acknowledge that the YMCA will assume that either parent of the child may pick up the child at any time during the program unless there is pertinent court documentation on file at the YMCA that indicates otherwise.

If my child requires use and administration of an epi-pen, prescription or over-the-counter medication, it is my responsibility to ensure that the epi-pen or medication are on my child or within his/her personal belongings every day of the program. If YMCA staff is required to administer and use the epi-pen and/or medication, I agree to forever release and discharge the YMCA and its directors, officers and employees from any and all liability arising out of or resulting from use or administration of the epi-pen and/or medication.

By agreeing to this document, I agree that if my child is hurt or has property that is damaged during participation in these activities, then I or my child may be found by a court of law to have waived or right to maintain a lawsuit against the parties being released on the basis of any claim for negligence.

In consideration of my child being permitted to participate in these activities, I further agree to indemnify and hold harmless Releasees from any claims alleging negligence which are brought by or on behalf of my child or are in any way connected with such participation by my child.

I have had sufficient time to read this entire document and, should I choose to do so, consult with legal counsel prior to agreeing. Also, I understand that these activities might not be made available or that the cost to engage in these activities would be significantly greater if the YMCA did not utilize waivers as a method to lower insurance and administration costs. I acknowledge that certain sections of this waiver may not apply to me or my child but agree to be bound by any applicable language. I have read and understood this document and the Code of Conduct and agree to be bound by their terms.

I understand that the deposit is not refundable if my student is selected – that the commitment to participate is final on May 15 - and that no fees or other amounts paid will be refunded if my child is sent home for disciplinary reasons.

MODEL ASSEMBLY AWARDS MODEL ASSEMBLY SERVANT LEADER AWARD This award, developed by youth leaders, recognizes the notion that servant leadership is a staple of the value system that Youth in Government strives to instill in all delegates – the desire to serve others and stand for ideas larger than themselves. It recognizes those who lead selflessly and act bravely. It is meant to showcase student leaders who are found outside the bounds of elected office, who embody the spirit of selfless giving.

This award is given only in years when there is significant reason for recognition.

ROBERT “SKIP” WILKE AWARD The Wilke Award is the highest (and only) honor given to an adult serving the Youth in Government Model Assembly and is named for Robert “Skip” Wilke, State Director from 1977 - 1983. Skip Wilke put the program on a path of growth that has increased the program from a small Model Legislature to the fully-formed experience of today - a program that now involves more than 1,600 students.

Advisors recognized by the Wilke Award must have at least ten years of service and embody the highest commitment to youth service - going above and beyond the call of duty. Past recipients have devoted themselves to training, program management and administration, in addition to distinguishing themselves as positive role models.

What do I do if I lose my name tag?

Check with the state office in the Red Wing Room. They have the materials you need to make a new tag.

What do I do if I lose the key card to my hotel room?

Check with the hotel directors in the Red Wing Room. They can contact the front desk to get a new key card made. Unfortunately, once a new key is made, all keys to the room must be changed. Bring all your key cards to the Hotel Director.

If I need to make a phone call, which phone should I use?

The phones in your room will not make outside calls. There are pay phones in the lower lobby if you don’t have a cell phone or enough service coverage.

Can I bring my cell phone or MP3 Player to Model Assembly?

Cell phones may NOT be used during program time, but can be used during free time and/or evening activities.

Can I use my digital device during program time?

Devices and phones may be used on a sparingly during program time, for business purposes and for limited social media purposes. Use during program time should not be abused or used for entertainment purposes. All device use may be regulated by Youth Officers or Program Specialists.

Devices may be used during free time and evening activities, but must be used with respect – disparaging posts and comments on social media are not acceptable.

Consideration for bandwidth is vital – there will be hundreds of users at the Capitol Complex or Hotel – don’t monopolize the signal!

What do I do if I or one of my friends has a medical emergency during Model Assembly?

If a medical emergency arises during program time, immediately contact an advisor or an officer in your program area. If a medical emergency arises during any free time or evening activities, immediately contact an advisor/hotel director or your delegation director.

Where do I go during meal times to get something to eat?

If you are in Minneapolis – there are several options along the approved skyway route (also located on the map in the session book). If you are at the Capitol Complex during the day – Youth in Government buses will drop you directly at designated sites for meals.

Where do I catch the bus?

Buses arrive and depart the Hilton from the 11th Street Entrance. Buses arrive and depart the Capitol Complex from the dropoff point on the east side of the Capitol. Everyone will use the Capitol front entrance – those going to the State Office Building, Minnesota Senate Building or the Minnesota Judicial Center will access these sites via the tunnel system.

If you don’t see your question/answer on this list, the best thing to do is stop by the State Office/Hotel Director Office in the Red Wing Room.

Most advisors/officers can answer your questions as well, so just ask!

EMERGENCY PROCEDURES AT THE SCENE OF AN EMERGENCY • If you are not ABSOLUTELY POSITIVE you can handle the situation, get help at once from the nearest authority.

• Cooperate fully with the authorities.

• Don’t volunteer information to spectators, strangers or anyone else. Limit your conversations about any incidents to the authorities, a member of the State Office Staff or Hotel Directors.

• Remember . . . our four core YMCA values – caring, honesty, respect & responsibility – provide the essential framework for dealing with any crisis situation.

FIRE PREVENTION • Be aware of the locations of alarm/pull stations, fire extinguishers and fire hoses.

• Be observant of your surrounding (change of temperature, strange smells, etc.)

• Be aware of delegate & advisor conduct (no smoking, candles/incense, etc.)

REPORTING AN EMERGENCY • Pick up the nearest phone to report the emergency.

• State the exact location of the emergency (room name/number, building location, etc.)

• Stay on the line until the operator has all the information needed.

• Prevent panic of those around you.

EVACUATION (in meeting facilities, etc.)

• Quickly, quietly and calmly have everyone in the surrounding area leave the premises.

• DO NOT USE ELEVATORS! • Work with Facility Security, Fire Department or other YIG leaders to account for all present.

EVACUATION (for hotel facilities on sleeping room floors) • Partial Evacuation – Facility Security or Fire Department will determine need for evacuation. ~ Usually affected floor, one floor above, and one floor below. ~ Hotel will contact occupied rooms; occupants will be asked to leave rooms ~ Travel down stairways to lobby. DO NOT USE ELEVATORS! ~ Manager on duty will be notified if any occupied room do not answer phone.

HILTON MINNEAPOLIS ENVIRONMENTAL INITIATIVES Hilton Minneapolis aims to operate in a fashion that leaves the softest environmental footprint possible. Our goals are to reduce consumption and replace non-earth friendly items with sustainable ones and to educate our guests and team members on how they can do the same. Our Blue Energy-Sustainability Committee has compiled a comprehensive overview of the green initiatives and sustainable procedures currently underway in the hotel.

FOOD AND BEVERAGE INITIATIVES • Food scrap items are picked up by Barthold Recycling and processed into pig and cattle feed for local farmers (The Hilton Minneapolis recycles over 348,000 pounds of food annually).

• Over 6,500 gallons of frying oils are recycled each year into biodiesel fuel.

• Leftover food that has been ordered for large convention groups is often donated to local shelters or charity organizations.

• The Hilton Minneapolis works with the Heartland Food Network to purchase locally grown organic food from farmers in our area.

• Water service in the restaurant is offered upon request in efforts to conserve water usage.

• Water coolers are provided in meeting rooms to minimize plastic water bottle waste.

EXECUTIVE OFFICE INITIATIVES • All purchased Xerographic paper products are 50% recycled • When applicable, all departments practice ‘paperless’ activities • LCD projectors are used for internal meetings to assist in reducing paper use • All office waste (paper) is shredded and recycled • Ink and toners are recycled to eliminate the disposal of plastic cartridges into landfills • Separate recycling containers for paper and cans/bottles are provided in office for proper disposal practices.

BACK OF THE HOUSE RECYCLING INITIATIVES • The Hilton Minneapolis recycles all cardboard products and uses the recycling packer to compress approximately 98 tons of cardboard annually. In addition, 90-gallon recycling carts are used to recycle over 7 tons of plastic and glass on an annual basis.

• Recycling receptacles are located on every service landing floors 5-25 for our team members to recycle after cleaning guestrooms

SYSTEM UPGRADES • Chiller plant has been retrofitted with variable speed drive which greatly reduces electrical consumption.

• Domestic water pumping stations have been replaced with high efficiency motors and drives, with a vertical multistage pump package.

• High efficiency steam boiler plant with control package for maximum efficiency.

• Kitchen hood exhaust control system sense and control exhaust usage, saving energy when exhaust in not needed.

GUEST ROOM AND PUBLIC SPACE INITIATIVES • Body heat sensitive thermostats and door switches have been installed in each guestroom, reducing 30% of guestroom energy use. These sensors detect guestroom occupancy and adjust room temperature accordingly.

• Fluorescent light bulbs are used in guest bathrooms, and LED lighting is installed in the guest room and corridors for an annual savings of 650,414 kilowatt hours.

• All guest rooms are equipped with water conserving shower head and toilet fixtures.

• All guest room waste consisting of paper, plastic and glass are recycled.

• The Hilton Serenity bed package includes pure organic cotton, grown without use of pesticides as well as mattress covers made of sustainable, natural bamboo fabric.

• LED lighting is also installed in all public areas including public ballrooms, meeting space and lobby saving an additional 1.678 gigawatt hours annually.

• Recycling receptacles are located on every floor for our guests to use.

LAUNDRY AND HOUSEKEEPING INITIATIVES • To help conserve water used in our laundry department, housekeeping washes bed sheets every three days for extended stay guests (unless otherwise requested).

• The laundry department no longer uses softeners in the wash which reduces chemicals and extends the quality life of bed sheets.

• Wash cloths, towels, sheets, blankets, and pillows that are no longer up to Hilton standards are turned into cleaning rags or donated to various local shelters.

• Used shampoo, conditioner and lotion is donated to local shelters.

• Unwanted guest items are donated monthly to the Salvation Army.

• Unclaimed guest eye wear is donated to the local Lions Club.

• Hilton Minneapolis washes 3,000,000 pounds of laundry per year. The Ozone Laundry System (OLS), installed in 2008, reduces the typical load of laundry from 198 gallons to 89 gallons of hot water.

Since the installation of OZONE, we have reduced our carbon footprint by 209,000 pounds annually.

SECURITY INITIATIVES • Function space lights are turned off when space is not in use • Escalators between 2nd and 3rd floors are shut down when function space is not utilized.

• Loading dock doors are sealed to eliminate warm/cold air from entering/escaping the building.

• Function space restrooms are closed from 1-6am in efforts to conserve energy

CODE OF CONDUCT The purpose of the Code of Conduct is to identify behaviors that protect participants and the welfare of the program for future generations. Everyone is expected to behave in mature and responsible ways and to respect the rights and dignity of others.

Participants, advisors, volunteers, staff, and board members of Minnesota YMCA Youth in Government programs agree to uphold the following CODE OF CONDUCT: PERSONAL CONDUCT 1. Each person will conduct themselves in an orderly and responsible manner in transit to and from, and during all functions with the knowledge that personal behavior reflects upon the quality of the program, the YMCA, one’s delegation, one’s school and one’s self.

2. Participation in all elements of the program will be maintained on an intellectual and productive level. Each participant will attend all scheduled program functions, activities, meetings and training sessions.

3. The use or possession of electronic devices is limited during program activities.

• Devices must be turned to “silent” or “vibrate” during program activities and official functions.

• Personal computing devices may be used in program area functions, for business purposes, at the discretion of the Youth Officers, Program Specialists and the Youth in Government State Office.

• Electronic devices may not be used for entertainment purposes during program functions.

• Limited use of social media for program functions is permitted, unless overused or abused.

• Use of anonymous social networking apps (YikYak, etc.) is highly discouraged. Posting derogatory comments on these platforms is not within YMCA values and is not acceptable.

4. Harassment or intimidation by words, gestures, body language, use of social media or other behaviors will not be tolerated. This includes angry or vulgar language, physical contact with another person in an angry or threatening way and posting social media content or any other conduct of a hurtful, threatening or offensive nature.

5. Sexual activity, sexual conduct, sexual misconduct or sexually explicit dancing is not acceptable and will not be tolerated.

6. Participants are expected to conform to all regulations on the honor system. Those who are present when a violation occurs and who do not intervene or report the situation may be considered a participant in the violation and may be disciplined accordingly.

7. Participants are encouraged to be responsible for their personal comfort and safety and to respectfully ask any person whose behavior threatens their comfort, to refrain. If a participant feels uncomfortable in confronting the person directly, they should report the behavior to any advisor or the Youth in Government State Office.

SAFETY 8. Participants and advisors are NOT allowed in each other’s lodging rooms at any time, for any reason. The only people permitted in a lodging room are those officially registered to that room (with the exception of advisors conducting room checks).

9. Lodging room switches will not be permitted without the approval of the Delegation Director and the Youth in Government State Office.

10. Participants will observe quiet hours and remain in their assigned lodging facility room by the curfew listed in the official program schedule. Curfew will remain in effect until 6:00 AM the following morning.

MINNESOTA YMCA YOUTH IN GOVERNMENT 11. The use, possession or concealment of certain materials is forbidden. These materials include, but are not limited to: • Flame producing devices – lighters, matches, incense, candles, etc.

• Tobacco products, e-cigarettes/nicotine and alcoholic beverages • Illegal drugs or chemicals – including but not limited to misuse or sharing of prescriptions or over-thecounter drugs • Weapons/objects that may be used as weapons or pornography 12. No participant will leave a program function without the approval of the Delegation Director AND the Youth in Government State Office.

• Participants will not leave the lodging facility except while in transit to or from an official program function.

• Should a participant need to leave for a parent/guardian-approved function outside of Youth in Government, the participant must provide written authorization to the Delegation Director and be picked up/returned as designated by the parent or guardian.

• Participants may not use or be transported in private vehicles during any program function without written approval of parent or legal guardian and approval by Delegation Director and Youth in Government State Office.

13. Alumni, parents and official observers to any program function are restricted to public meeting spaces, lobbies and visitors galleries

unless approved by the Youth in Government State Office. They must check in at the State Office to receive credentials.

14. Alumni, parents, friends, etc., are not permitted in the lodging facility during evening activities unless approved by the Youth in Government State Office and are not permitted in sleeping rooms at any time.

Participants will not invite or receive visitors.

FACILITIES 15. Candy, gum, food and beverages (including water) are prohibited in all meeting rooms and facilities at all times. Water and water bottles are only permitted in hallways or public areas of meeting facilities.

16. Theft or behavior that results in the destruction of property will not be tolerated. Each person is legally and financially responsible for any removal, defacing or damage to public or private property. This includes but is not limited to the property of fellow participants, advisors and staff, organizations, businesses, lodging & conference facilities, and the State of Minnesota.

17. Property or materials in any facility must not be removed or tampered with in any manner.

18. The lodging facility pool may not be used during Youth in Government events.

19. All individual, group or delegation meetings must take place in the lobby or on the meeting room levels of the lodging facility. No sessions or meetings of any kind may take place in the sleeping rooms of the lodging facility, nor in any hallway of the sleeping room levels of the lodging facility.

DRESS CODE 20. Nametags will be worn at all times when outside assigned lodging facility rooms. Nametags will be worn visibly on the front of the upper torso. Nametag switching/sharing is prohibited. Nametags are not to be defaced, decorated or altered in any way.

21. Conservative, professional, business dress is the expectation during program activities and official functions. Clothing choices should reflect preparation for a job interview or work in government service.

Appearance must be neat and tidy – good grooming, shirts tucked in and pants/skirts pulled up to the waist.

Participants and advisors will adhere to dress code expectations at all times and are expected to bring appropriate attire to events. Those not in appropriate dress will be asked to change clothes. Not having any other clothes is not an acceptable reason for not being compliant to dress code expectations – delegates and advisors dressing inappropriately may be asked to borrow appropriate clothing.

• Hems of dresses/skirts must be 2 inches above the knee or lower for all functions – business or casual.

• Denim, in any form, is not considered part of professional attire.

• Cultural or religious dress fits within dress code standards; appropriation of cultural dress is not permitted.

• Undergarments must be worn. Visible undergarments are not permitted.

• Hats are only permitted in outdoor settings.

• Pay attention to conditions – dress for Minnesota weather, transportation and terrain, including coats and footwear. _______________________________________________________________________________________________________________________________________________ This Code will be in effect at all YMCA Youth in Government functions – at the delegation level and at state program events (including transit to and from events). It will be enforced by all advisors, with discretion to the Youth in Government State Office.

Participation in Minnesota YMCA Youth in Government programs indicates personal acceptance of this Code of Conduct. Failure to follow the Code of Conduct may result in one or more of the following disciplinary actions (but not limited exclusively to them): A. The loss of privileges or position B. Parents of the participant notified C. Removal from the program/sent home at participant/parent expense - without refund of fees D. School officials notified E. Summoning of security and/or police

While any of the above actions may be applied to any Code of Conduct infraction, option “C” above is the most common disciplinary action for many situations.

MEETING SPACE EXPECTATIONS It is a privilege to use all meeting, hotel and legislative facilities during the Model Assembly. These buildings operate as quiet work places. With these facts in mind the following expectations have been developed for Youth in Government participants and advisors.

1.

Please be quiet when in hallways and corridors, and do not restrict the movement of any building personnel. NO one should enter private office areas at any time.

2.

Personal belongings must not be left in any public areas and should remain with participants at all times. Participants should always carry their possessions with them to prevent theft.

3.

When a participant speaks with or refers to the hotel staff, legislative or judicial staff, they should refer to Representative, Senator, Judge, etc. The two most important words when working with anyone are please and thank you.

4.

At least one adult advisor must be in meeting rooms at all times.

5.

No food, drinks, water, gum, tobacco, or candy is allowed in any public area.

Furniture must be respected and not damaged in any way.

6.

Participants, advisors and officers must have nametags displayed at all times (including in skyways and at meals).

7.

Do not attach any posters, signs or materials to interior or exterior wall spaces.

Do not move furniture in public spaces or rooms.

8.

You are responsible for the condition of the space you use, including pick up of ll litter and garbage.

9.

No gatherings or meetings are permitted on the sleeping room floor hallways at any time.

Please remember that how you treat the staff & facilities will affect our ability to use the buildings for the future. Thanks for your help in setting a good example for others!

Care of space and respect for the people and situations we encounter during Model Assembly is of utmost importance. Our actions will affect the future use of these facilities will affect their use by Youth in Government for generations to come. Act, at all times, with this in mind.

MINNESOTA YMCA YOUTH IN GOVERNMENT

MODEL ASSEMBLY ELECTION RULES I. DEFINITIONS A. Abstentions: Ballots or votes cast neither for nor against a candidate, which will not be recorded as part of the vote total.

B. Campaign Activities: Any public effort by a candidate, candidates or ticket to support or defeat a candidate, candidates or ticket.

C. Campaign Materials: Any campaign activity or material that is coordinated/prepared/distributed by a candidate/ticket, for a candidate/ticket or against a candidate/ticket, including but not limited to electronic media.

D. Delegate: A student member of a Minnesota YMCA Youth in Government delegation.

E. Delegation: An authorized group of delegates from a YMCA, school or community. Groups participating in the Model Assembly or Model United Nations will only count as one delegation.

Guests and participants from other state programs do not count as delegations.

F. Electronic Campaigning: The use of e-mail, websites, social media systems or other mass media to promote or defeat a candidate or ticket.

G. Form: An online or paper submission of materials.

H. Non-Monetary In-Kind Contributions: Supplies or services rendered to the candidate/ticket at no cost or at a discount not available to the general public. This includes items already owned by the candidate or his/her family.

I. Plurality: Receiving the most votes in respective race, election or question.

J. Program Area Elections: Elections for leadership of program areas of the Model Assembly or Model United Nations that are voted exclusively by the members of the specific areas, as published by the Youth in Government State Office.

K. Secret Ballot: Anonymous written vote, by an individual delegate, on a paper ballot.

L. State Program Committee: Standing Committee of the State Board charged with long-range planning for Youth in Government programs. This committee is made up of appointed student and adult representatives.

M. State Steering Committee: Student representatives selected by delegations and charged with oversight of election rules and candidacy process. Each delegation may send any number of representatives to sit on the State Steering Committee, though each delegation has one (1) vote.

N. State Steering Committee Executive Session: Sub-group of the State Steering Committee, comprising of one (1) student representative from each delegation. Candidates for elected office under review may not be a member of any Executive Session.

O. Statewide Officers: Candidates who are elected by the entire Model Assembly, including: Governor/Lt. Governor ticket and Secretary of State. Candidates who are elected by the entire Model United Nations, including: Conference Resource Center (CRC) Director.

P. Statewide Officer Elections: Elections for leadership of the overall Model Assembly or Model United Nations that are voted by the conference at-large. These areas include Governor/Lt. Governor ticket and Secretary of State for Model Assembly and Conference Resource Center Director for Model United Nations.

Q. Ticket: A combination of one Governor candidate and one Lt. Governor candidate, running for office together.

QUALIFICATIONS FOR VOTING DELEGATES A. Voters must be in the 7th, 8th, 9th, 10th, 11th, or 12th grade. They must also participate in a recognized Minnesota YMCA Youth in Government delegation.

B. Guests and delegates from other state programs are not eligible to vote.

C. All voters must display their current, valid Youth in Government nametag and sign the roster to receive a ballot and to vote.

III. STATE STEERING COMMITTEE COMPOSITION AND CONDUCT OF ELECTIONS A. All elections will be overseen by the State Steering Committee, which will determine all election rules and set qualifications for candidacy.

B. The Secretary of State will serve as the chief election official for Model Assembly; the CRC Director for the Model United Nations. They will each be responsible for the conduct of elections in their respective sessions.

C. The officers of the State Steering Committee will consist of the Chair and Vice Chair. The Chair and Vice Chair will each serve a two-year, staggered term. Each year, the Vice Chair will be elected by the members present at the State Steering Committee Retreat by a plurality vote. The Vice Chair will become the Chair in the second year of the term. The Vice Chair must be able to serve a two-year term, as a delegate, during the entire term.

D. The Chair and Vice Chair will, by virtue of their offices, be full members of the Youth in Government State Board and classified as Elected Officers at Model Assembly and Model United Nations as leaders of the Steering Committee Executive Office.

E. The Chair and Vice Chair must participate in Model Assembly AND Model United Nations.

F. Should the Chair be unable or unwilling to serve his/her full term, the Vice Chair will become the Chair for the remainder of the Chair’s term, separate from his/her own regular term. If the Vice Chair becomes unable or unwilling to serve his/her full term (including ascendance to the Chair), the State Steering Committee will elect a replacement at its next scheduled meeting or at a special meeting during Model Assembly or Model United Nations.

IV. QUALIFICATIONS FOR CANDIDATES A. All candidates for nomination to elected office must fulfill the qualifications as ruled by the State Steering Committee. The Chair and Secretary of State/CRC Director must give final approval to all filings in accordance with the election rules.

B. Candidates for the Statewide Officer positions need not meet any age or grade requirements but must be qualified for future program participation as a delegate.

C. Candidate Filing Forms must be RECEIVED at the Youth in Government State Office/Secretary of State’s Hotel Office/CRC Office by the deadline as listed on the official schedule of program deadlines as posted on the Youth in Government website.

D. Candidates are solely responsible for management and completion of their forms, signatures, and for adherence to all deadlines. Neither the State Steering Committee nor the Youth in Government State Office will be responsible for late or misdirected mail, errors of timing, failure of electronic transmission, mechanical failure or advisor error.

E. All filing forms for Model Assembly or Model United Nations may only be submitted online via the official filing portal. Candidate Expenditure Forms may only be submitted as a paper copy at the respective conference site.

MINNESOTA YMCA YOUTH IN GOVERNMENT F. Delegates may only hold one elected officer position, per conference.

G. All the information that candidates provide may be used in the official Voter’s Guide and/or publicity release and each candidate must sign and swear that the information contained in the forms is true to the best of the candidate’s knowledge.

H. If a candidate for any office should wish to withdraw, notice must be submitted, in writing, to the Secretary of State/CRC Director. Withdrawal may or may not allow for removal from the ballot, depending on when written notice is received.

I. Should a candidate withdraw or be dismissed from the program, the student’s candidacy will be null and void and the student will be ineligible to serve in the elected office.

V.

STATEWIDE OFFICER CANDIDATE PRESENTATIONS A. Statewide Officer Candidates will make presentations to the electorate on Friday evening at the Town Hall Debate session for the Model Assembly and in special World Briefing session on Friday afternoon at Model United Nations.

B. Each debate session will be moderated by a Resource Advisor/Secretariat.

C. Statewide Candidate Presentation Overview 1. Debate Sessions will generally consist of:

- Introductions and process overview

- Candidate opening statements

2 minute each

- Questions by moderator & audience

As long as time allows

- Candidate Closing Statements

1 minute each

- Wrap-up by moderator

2. Delegates will be able to submit questions for use in Statewide Candidate Presentations. The moderator will review questions and determine which will be used.

3. Statewide Officer candidates will speak in random, rotating order by a method to be determined by the moderator.

VI. PROGRAM AREA OFFICER CANDIDATE PRESENTATIONS A. Model Assembly Program Area Candidates will address their prospective program areas as the first order of business on Saturday morning. Model United Nations Program Area Candidates will address their prospective program areas as the first order of business immediately following a special World Briefing Session on Friday. A maximum of one hour will be set aside for these purposes.

B. Program area candidate presentations will be facilitated by a moderator chosen by the Secretary of State/CRC Director/Chair.

C. The duties of moderator will include (but are not limited to): presiding over the session, keeping and adjusting time of speeches, filtering the written questions submitted during Question & Answer time, maintaining decorum and enforcing all election rules.

D. All Program Area Candidates will be allowed an equal amount of time (a suggested maximum of 5 minutes) to make a presentation to their prospective program area meeting.

E. At the end of all candidate speeches, there will be a question and answer session where all eligible voters in the program area may ask candidates questions. Any questions must be submitted, in writing, to the moderator.

F. All candidates will speak in the order in which profiles are printed in the Voter’s Guide.

2019 MODEL ASSEMBLY SESSION VII. CAMPAIGN PROCEDURE A. The Secretary of State’s Office/CRC Director’s Office will make every effort to print a picture of equal size for each candidate along with a synopsis of his/her qualifications and include it as part of the official Voter’s Guide.

B. Electronic campaigning is subject to these election rules at all times (including before and during Youth in Government events). Neither the Secretary of State/CRC Director nor the Youth in Government State Office will be responsible for monitoring electronic campaigning outside of official Youth in Government channels.

C. Candidates must submit any official campaign social media handles on their officer filing form.

D. No food or beverages may be used for a campaign.

E. No stickers or materials of any variety that have either a gummed back or a self-adhesive back may be used. Badges and buttons should be attached with pins. No powder, glitter or confetti may be used. No liquid of any kind (including, but not limited to bubbles and glow sticks) may be used for a campaign at any time. No balloons may be used for any purpose. Ink stamps are not allowed.

F. No posters may be posted in any area used by Youth in Government, including the hotel public spaces, restrooms, elevators, sleeping room floors, State Capitol Complex, Skyways or buses. Any unattended campaign materials may be discarded at any time.

G. No materials may be used by any delegate, candidate or advisor which may damage any facility, with particular emphasis on protecting the floors and walls. The Secretary of State/CRC Director reserves the right to take disciplinary action against a candidate distributing any item(s) which violate the Election Rules or Code of Conduct or which could scuff, cut, burn, soil, stain or otherwise damage any facility.

H. The Secretary of State/CRC Director will establish a ‘no campaign activity’ zone outside the polling place, to be clearly marked and set at his/her discretion.

I. No campaign materials may be displayed in the polling place. The voter will not receive a ballot until they remove and conceal any displayed campaign materials.

J. Each candidate must raise his/her own funds for campaigns and activities, including electronic campaigning. YMCA, school or delegation funds may be used toward the campaign of a candidate or ticket, but must be figured into the overall spending limits total. Non-monetary, in-kind contributions may not be accepted by any candidate. Candidate Expenditure forms must be fully completed, with all receipts attached.

K. Spending limits for Statewide Officer races/tickets will be $150; no spending will be allowed for any program area race.

L. Any material or messaging used in campaigns that promotes violation of the Code of Conduct is prohibited. This includes but is not limited to promotion of sex, alcohol, tobacco, and/or controlled substances.

M. Any violation of Local, State or Federal law is prohibited. This includes and is not limited to copyright and trademark infringements.

N. Any violation, by a candidate, of the Code of Conduct and/or approved election rules will result in disciplinary action as decided by the Secretary of State/CRC Director, which may include, but is not limited to, the following: - required public and/or published apology - loss of speaking privileges at Town Hall Session or program area presentation - restriction of campaign activities - recommendation to State Steering Committee for termination of candidacy

MINNESOTA YMCA YOUTH IN GOVERNMENT O. Any candidate or delegate should bring concerns or complaints regarding campaign activities to the Secretary of State/CRC Director in writing for evaluation and possible action.

1. Any delegate who has concerns related to candidate activities or adherence to election rules must notify the Secretary of State’s Office/CRC Director’s Office of a specific concern, in writing, by 9:00 AM on Saturday.

2. Any delegate who has concerns about election activities occurring after candidate speeches have begun or until the results are officially released must bring that concern, in writing, to the Secretary of State’s Office/CRC Director’s Office immediately for review.

3. The Secretary of State/CRC Director will review the specific concern and take actions he/she deems necessary and will notify the delegate of the decision in writing.

P. Any delegate wishing to question a decision by the Secretary of State/CRC Director must notify the Chair of a specific concern, in writing, no later than one hour after receiving a decision from the Secretary of State/CRC Director. The Chair will review the specific activities and take any actions he/she deems necessary, including possible review by an Executive Session of the State Steering Committee. In the event that an Executive Session is convened, its decision will be final.

Q. Any delegate wishing to question the outcome of a Model Assembly Session race must notify the Secretary of State of a specific concern, in writing, by 12:00 Noon on Sunday. The Secretary of State will review the results of the specific race and take any actions he/she deems necessary.

R. Any delegate wishing to question the outcome of a Model United Nations race must notify the CRC Director of a specific concern, in writing, by 1:30 PM on Saturday. The CRC Director will review the results of the specific race and take any actions he/she deems necessary.

S. In the case of a recommended sanction for loss of candidacy, the State Steering Committee will convene in Executive Session to deliberate and determine the matter. Only the Executive Session of the State Steering Committee can impose this particular sanction. In the event that an Executive Session is convened, its decision will be final.

T. All campaign activities, including those by third parties, are subject to the Code of Conduct and to all election rules.

VIII. VOTING A. A plurality will rule except when otherwise stated.

B. The polls for the Model Assembly Election will be open from 12 Noon until 8:00 PM on Saturday of the Model Assembly. Voters in line at 8:00 PM will be allowed to vote.

C. The polls for the Model United Nations Election will be open for two hours on Saturday of the Model United Nations, at times to be posted by the CRC Director at the start of the conference. Voters in line at the closing time will be allowed to vote.

D. Election workers will be drawn from the Executive Branch/Conference Resource Center staff, with the exception of any participant who is a candidate for elected office. No candidate for elected office may be involved with the administration or tabulation of any election. Should additional assistance be required to administer elections, the Secretary of State/CRC Director will appoint members of the State Steering Committee (who are not candidates for elected office) to assist.

E. Should the Secretary of State/CRC Director be a candidate for elected office, the Deputy SOS for Elections/Director of Elections will make all determinations related to the respective race.

Additionally, the Secretary of State/CRC Director will not be involved in the tabulation of any election and the Deputy SOS for Elections/Director of Elections will be responsible for tabulation and certification of all results.

2019 MODEL ASSEMBLY SESSION F. All voting for offices will be accomplished by a secret ballot. All ballots will contain all names of candidates for offices and will be separated by office.

1. The election official will have each voter present his/her current, valid nametag and sign the roster. As each delegate presents his/her current, valid nametag, an election ballot will be given to him/her containing all Statewide Officer candidate names and offices sought as well as the appropriate program area ballot, with candidate names and offices sought.

2. Each delegate will have one vote per Statewide Office/Ticket as well as one vote per applicable Program Area Election.

3. After presenting the current, valid nametag and receiving a ballot the delegate will be directed to a place in the election area to fill out the ballot and when completed, deposit it in the ballot container.

4. The ballot of each delegate will be counted by the election officials and the total votes reported to the Secretary of State/CRC Director.

G. If a candidate or ticket prevails by less than 3% of the votes or if the margin of victory is 5 votes or fewer, a recount will automatically be conducted.

H. In the case of a leading tie, the tied candidates will be voted upon in a special election. Should a tie persist after one special election, the Secretary of State/CRC Director determine the winner by lot.

I. Election results, including vote totals, will be officially announced by the Secretary of State/CRC Director upon certification. They will be available at the Hotel Secretary of State’s Office/CRC Office for public review.

IX. PROVISIONS FOR MODEL ASSEMBLY ELECTIONS A. To be considered for election, all program area candidates must submit their Candidate Filing Form to the Hotel Office of the Secretary of State by 12:00 Noon on Friday of the Model Assembly Session.

B. All Officer candidates who expend funds or use media points pursuant to these rules must submit a Candidate Expenditure Report to the Hotel Office of the Secretary of State by 12:00 Noon on Friday of the Model Assembly Session. Candidates who are required to submit Candidate Expenditure reports but do not do so will be disqualified from candidacy. Those who do not expend any funds or use any media points will not be required to submit the report.

C. Candidates for legislative, judicial, National Issues Forum, lobbyist and media offices must, upon assuming office, meet the grade requirements of the program area they wish to lead.

E. Nomination of Judicial Offices: Judicial leadership will be elected by the members of the respective courts. Supreme Court will elect the Chief Justice; Court of Appeals, Trial Court and District Court will each elect a Chief Judge.

F. Nomination of Legislative Offices: Legislative leadership will be elected by the members of the respective legislative bodies. Houses will each elect a Speaker; Senates will each elect a President.

G. Nomination of National Issues Forum Offices: Forum leadership will be elected by the members of the National Issues Forum, which will elect a Presiding Officer.

H. Nomination of Lobbyist Offices: Lobbyist leadership will be elected by the members of the Lobbyist program. The Lobbyists will elect an Executive Director. All Lobbyists will meet together at the Hotel on Saturday morning to hear candidate presentations by Lobbyist Executive Director candidates.

I. Nomination of Media Offices: Media program area leadership will be elected by the combined members of the media, who will jointly elect the Media Director.

J. Each program area candidate may use up to 100 media points to promote their campaign. Each Statewide Officer candidate/ticket may use up to150 media points to promote their campaign.

K. All advertisements at Model Assembly must be coordinated through the Secretary of State’s Hotel Office. All media materials must be submitted to the Secretary of State’s Hotel Office by 12:00 Noon on Friday. The Secretary of State’s Office will transmit campaign materials to the media. The media is required to publish all approved advertisements prior to opening of the polls.

PROVISIONS FOR MODEL UNITED NATIONS ELECTIONS A. To be considered for election, all candidates must submit their candidate filing form and any other required forms to the Conference Resource Center by 9:00 AM on Friday of the Model United Nations.

B. Nomination of Program Area Offices: Program leaders will be elected by the members of the respective program areas.

- The Mondale and Anderson General Assemblies (GA) will each elect a President - The Sr. Economic and Social Council and Jr. Economic and Social Council (ECOSOC) will each elect a President - The International Court of Justice (ICJ) will elect a President - The Human Rights Council (HRC) will elect a President - The Security Council will elect a President - The Conference Media will elect a Director

XI. OTHER A. The Secretary of State/CRC Director will make determinations on election activities as they apply to these rules.

B. The group of officers announced at the closing session will be the official officers of the respective programs for the following session.

C. In the event that an officer or officer-elect (with the exception of the Chair, Vice Chair, Governor and Lt. Governor) is unable or unwilling to fulfill his/her leadership role at the respective program, the candidate receiving the next-highest number of votes will fill the role.

D. Should the Governor be unable or unwilling to serve his/her full term, the Lt. Governor from that ticket will assume the office of Governor. Should the Lt. Governor be unable or unwilling to serve his/her full term or should the office become otherwise vacant, the Governor will appoint a replacement. In the event that Governor/Lt. Governor ticket is unable or unwilling to fulfill their leadership roles, the ticket receiving the next-highest number of votes will fill the roles.

E. An officer or officer-elect will be deemed unwilling to serve if he/she has two or more unexcused absences from program training events or otherwise fails to meet the basic duties of the position in a timely manner. The Chair, Vice Chair and State Program Executive will jointly determine what constitutes an unexcused absence or failure to complete basic duties.

F. Should there be no remaining candidates or should no candidates stand for election in a particular race, the rising Governor or CRC Director will discuss potential candidates, with the advice of the current, outgoing Officer in the particular program area and will appoint a replacement Officer. In the event of no rising Governor or CRC Director, the Steering Committee will meet in special session to fill the vacant office.

G. Election officials are not to reveal the results of each particular election until it is officially announced. Any person in the above capacity violating this requirement will be expelled from the leadership position and may be barred from holding a leadership position the next year.

NATIONAL ISSUES FORUM RULES OF PROCEDURE 1.

Structure of the National Issues Forum A. Presiding Officer i. The Presiding Officer is elected the prior year by the members of the National Issues Forum. A Presiding Officer is expected to select all appointed officials and attend training sessions to prepare for Model Assembly. The Presiding Officer will serve as chair of General Assembly.

B. Committee Chairs i. Four appointed officers will be selected by the Presiding Officer to serve as chairs of First and Second Committee and Committee Clerks during General Assembly. ii. Appointed officers are required to attend training sessions identified by the Presiding Officer.

C. Members i. Members of the National Issues Forum must be registered participants in the Model Assembly conference. Membership is open to students in grades 10 to 12. ii. Members are expected to attend Fall LAUNCH Training in advance of the conference.

D. Proposals i. A proposal may not be introduced until it has been reviewed by the Youth in Government State Office and is in compliance with the Youth in Government Code of Conduct. Proposals should consider a topic of national or international importance and will be assigned to a committee by the officers. ii. Proposals will be evaluated on Ranking Ballots by members in the First and Second Committees

1. Each member of the Forum may submit one completed Ranking Ballot per proposal per committee.

2. Members are required to complete a Ranking Ballot by indicating a total score as designated.

Failure to note a total score may result in nullification of an individual Ranking Ballot.

3. Ranking Ballots are used to rank each proposal by the following criteria: a. National or International Importance 1 = Highly important and relevant national or international issue.

2 = Important national or international issue, less relevant.

3 = Somewhat important, not as relevant, national or international issue.

4 = Not relevant national or international issue (i.e., presents a state or local issue) b. Evidence of Research 1 = Goes beyond necessary preparation required to provide informative and supported facts, statistics, and has a thorough understanding of the proposal topic and its ramifications.

2 = Provides a high-level (in quantity, quality or both) of research and preparation.

3 = Provides evidence of research and preparation.

4 = Does not provide evidence of research or preparation.

2. For a Speaker During Debate: A speaker may yield his/her time to the Chair at any point. He/she may yield to the author’s summation speech or another National Issues Forum delegate.

3. To Another Delegate During Debate: In order to yield time to another speaker, the speaker who is recognized must tell the Presiding Officer that he/she will be yielding time to delegate “Smith” before making a statement or asking questions.

Example: “I reserve the right to yield the remainder of my time to delegate ‘Smith.’”

4. Clarifications: A speaker is limited to two actions. He or she may ask questions of the author and yield to the author’s summation, or make a statement and yield to another delegate, but not more than two actions in one speech. A delegate who has been yielded time from another delegate can only take one action (i.e. ask questions of the author or speak).

5. During the author’s speech: The presider may give 1 rap given to indicate 1 minute is left, 2 raps may be given to indicate 30 seconds are left.

2019 MODEL ASSEMBLY SESSION D. Amendments and Other Motions 1. Amendments

a. First Committee i. Amendments may be made only by the author of the proposal. ii. Amendments must be made before the proposal is considered in First Committee. iii. The author must supply each delegate with a copy of the amendment if it is 10 words or more.

b. Second Committee i. Amendments may be made only by the author of the proposal. ii. Amendments to proposals that move on to the Second Committee level must be proposed by the author to the Committee Chair made after the proposal has been heard and ranked in First Committee but before the proposal has a hearing in Second Committee. iii. The author must bring a copy of the amendment to the Committee Chair for review to ensure it is germane and does not alter the intent of the proposal. iv. If the amendment is considered germane by the Committee Chair, the author may offer the amendment during the presentation of their proposal. It must be voted on by the Second Committee and must pass by a majority vote. If the amendment is more than 10 words, the author must provide a hard copy for each committee member prior to the vote.

c. General Assembly i. Amendments are not permitted in General Assembly. i. Motions to Recess or Adjourn: 1. Any member of the National Issues Forum may make a motion to recess or adjourn if recognized by the chair. The motion may be vote on at the discretion of the chair and requires a second by another delegate and a voice vote.

Committee Procedure A. First Committee i. Appointed Officers will preside over First Committee. ii. Proposals heard in First Committee will be scored on Ranking Ballots provided. Each member may submit one Ranking Ballot per proposal. iii. The first seven proposals with the highest scores in each First Committee will move on to be debated in Second Committee. iv. First Committee will take place Thursday and Friday morning of the conference. v. Lobbyists and cabinet members are permitted to give up to one minute of testimony per individual proposal during First Committee.

B. Second Committee i. Appointed Officers will preside over Second Committee and serve as Committee Clerks. ii. Proposals heard in Second Committee will be scored on Ranking Ballots provided. Each member may submit one Ranking Ballot per proposal. iii. The first six proposals with the highest scores from each Second Committee will move on to General Assembly. iv. Second Committee will take place Friday and Saturday morning of the conference.

MINNESOTA YMCA YOUTH IN GOVERNMENT C. General Assembly i. The Presiding Officer will preside over the General Assembly. ii. Appointed Officers will rotate as committee clerks for the Presiding Officer. iii. Proposals heard in General Assembly will be voted upon by the members of the Assembly.

Each member has one vote per proposal. iv. The General Assembly docket will be organized in order of rank with the highest ranking proposal from Second Committee presenting first. v. Proposals that pass in the NIF General Assembly will be signed and sealed by the Presiding Officer as the final order of business on Sunday.

D. Special Circumstances i. Ties in Ballot Ranking: In the case of a tie to two decimal points in the average ballot score, both proposals will move forward. ii. Combining Proposals: If two proposals inadvertently have identical topics and are in the same committee, they may combine their proposal on the agreement of the involved parties and at the discretion of the Presiding Officer. Combining proposals is discouraged, delegates should make every effort to present a unique idea to the National Issues Forum.

5. Recognition

The National Issues Forum Presiding Officer, Committee Chairs, and National Issues Forum Award selection committee will recognize exceptional participation by delegates of the National Issues Forum. Recognition for such participation will take place upon completion of the General Assembly Session, prior to the Closing Joint Convention of the Youth in Government Model Assembly.

A. Passed Proposals

Upon completion of debate in General Assembly, the Presiding Officer will jointly recognize those proposals and authors that have been passed by the voting members of the General Assembly and notarize the passed proposals.

B. Outstanding Statesperson Award

The Outstanding Statesperson Award is given to a delegate who exemplifies the traits most revered in the National Issues Forum. An individual receiving this award is well-spoken in committee, maintains decorum and upholds the Code of Conduct, facilitates lively debate, presents opinions professionally, is attentive to the flow of discussion, and gives other delegates due respect in and out of debate. This award may be presented to multiple delegates of the Forum if warranted.

C. Outstanding Proposal Award

The Outstanding Proposal Award is given to the author of a proposal that best demonstrates the intent of the National Issues Forum. This award is selected for closely meeting the five criteria of ranking, being National Importance, Evidence of Research, Feasibility, Creativity, and Debatability.

An author earning this award is also recognized for their presentation of their idea, and for demonstrating the best example of proposal writing all delegates should aspire to. This award may be presented to multiple delegates of the Forum if warranted.

MINNESOTA YMCA YOUTH IN GOVERNMENT JOINT RULES OF THE LEGISLATURE ARTICLE 1 - DAILY BUSINESS 1.01 CONVENING OF THE HOUSE OR SENATE OR SENATE. Unless otherwise ordered, the House or Senate convenes at the time designated in the master schedule for Model Assembly. The Speaker or President must take the chair at the appointed hour and call the House or Senate to order.

The call to order is followed by a prayer by the Chaplain or time for a brief meditation, then by the pledge of allegiance to the flag of the United States of America, and then by a call of the roll of members.

1.02 READING OF THE JOURNAL. If a quorum is present, the Chief Clerk/Secretary may read a report of events of the preceding day, unless otherwise ordered. The House or Senate may correct errors in the Journal of the preceding day.

1.03a ORDER OF BUSINESS FOR THE HOUSE. After the Journal is read, the order of business of the day for the House is: (1) Presentation of petitions or other communications (2) Reports of standing committees and divisions (3) Introduction and first reading of bills (4) Second reading of bills (5) Consideration of messages from the Senate (6) Consent Calendar (7) Calendar for the day (8) Motions and resolutions

The Senate may advance or revert from Motions and Resolutions to any other order of business, by majority vote of the Senate.

1.04 REPORTING OF BILLS. A bill must be reported to the House or Senate at three different times before its passage, except as provided in Rule 5.02. The first report, called the first reading, occurs when it is introduced; the second report, called the second reading, occurs when it has been reported by the appropriate standing committees and divisions for consideration by the House or Senate; the third report, called the third reading, occurs when it is ready for the vote on passage.

1.10 INTRODUCTION OF BILLS AND RESOLUTIONS. A bill or resolution must be submitted to the Secretary of State at least 1 hour before it is to be introduced.

A bill or resolution must be introduced as specified by the Youth in Government State Office, and each copy must bear the name of the Youth Representative or Senator introducing it.

1.11 FIRST READING AND REFERENCE OF BILLS. A bill or resolution must be reported and given its first reading when it is introduced. A bill or resolution must not be objected to when it is introduced. The bill shall be assigned to the body of which its principal author is a member.

Prior to its first reading, the Speaker or President must refer a bill or resolution to the appropriate standing joint committee, except as provided in Rule 1.13 and Rule 1.14.

Congratulatory resolutions referred to in Rule 4.02 are exempt from this Rule.

Except as otherwise provided in these Rules, after the Speaker or President refers a bill or resolution, a majority vote of the House or Senate is required for the House or Senate to re-refer the bill or resolution.

1.12 AUTHORS OF BILLS AND RESOLUTIONS. A bill, memorial, or resolution must not have more than 10 authors. After a bill or resolution is introduced and given its first reading: (a) a member may be removed as an author, by motion of the member; and (b) a member wishing to be an author may be added as an author, by motion of the author of the bill or resolution.

1.13 INTRODUCTION OF COMMITTEE BILLS. A standing joint committee of the House and Senate or special committee of the House or Senate may introduce a bill as a committee bill on any subject within its purview. When a committee bill is introduced and read for the first time, the Speaker or President may refer it to a standing joint committee. If the Speaker or President does not refer it, the bill must be laid over one hour. Then it must be read for the second time and placed on the General Register or, if recommended by the Committee, on the Consent Calendar.

1.14 DISPOSITION OF SENATE FILES. A Senate File received by the House or Senate that is accompanied by a message announcing its passage by the Senate shall be given its first reading and placed on the General Register or on the Calendar for the Day or the Consent Calendar.

1.20 GENERAL REGISTER. The General Register consists of all bills that have received a second reading, except those placed on the Consent Calendar under Rule 1.23. Bills must be placed on the General Register in the order that they receive their second reading. A bill must be on the General Register, be available to each member, and be available to the public before it may be considered by the House or Senate on the Calendar for the Day or the Fiscal Calendar. Each day that the House or Senate meets in session, the Chief Clerk/Secretary must announce a list of the bills on the General Register.

MINNESOTA YMCA YOUTH IN GOVERNMENT 1.21 CALENDAR FOR THE DAY. The Calendar for the Day, or Calendar, is a list of bills that are to be considered that day by the House or Senate. The House must consider each item on the Calendar for the Day in the order determined by the presiding officer; the Senate must consider each item on the Calendar in the order determined by the Floor Leader. After consideration by the House or Senate, unless otherwise disposed of, the bill must immediately be given its third reading and placed upon its passage.

A bill that has received its second reading may be placed on the Calendar for the Day by the Committee on Rules or by order of the House upon the motion of a member as provided in this Rule.

The Committee on Rules must designate the bills that are to be on the Calendar for the Day. During regular session, the Committee must designate the bills by no later than one hour before the bills are to be on the Calendar, except that the Committee may designate the bills at any time after the last Friday of session. After the Committee designates the bills, the Chief Clerk/Secretary must publish the Calendar for the Day.

A bill that is on the General Register for more than one legislative day may be placed on the Calendar for the Day by a majority vote of the whole House or Senate, acting on the motion of a member. A bill placed on the Calendar for the Day in this manner must be considered first the next time that the House or Senate reaches the order of business “Calendar for the Day” or “Calendar.” A member must give notice to the Speaker or President and the Chief Clerk/Secretary two legislative hours before making a motion to place a bill on the Calendar for the Day. The notice must specify the number and title of the bill.

Only the member who gave notice to the Speaker or President and the Chief Clerk/Secretary, or another member designated in writing by the member who gave notice, may make the motion to place the bill on the Calendar for the Day. The motion must be made the first time that the House reaches the order of business “Motions and Resolutions.” If the motion is not made at that time, the member who gave notice forfeits the right to make that motion.

A bill may be continued on the Calendar for the Day by a majority vote of the whole House or Senate. A third motion by the author of a bill to continue it on the Calendar for the Day is not in order; upon such a motion, the bill must be stricken from the Calendar and returned to the General Register in the order of its second reading. The Calendar for the Day expires when the House adjourns for the day, unless the House, by a majority vote of the whole House, continues items remaining on the Calendar to the next day.

1.23 CONSENT CALENDAR. If a joint committee determines that a bill it recommends to pass is not controversial, the joint committee may in its report recommend that the bill be placed on the Consent Calendar. After the report is adopted and the bill has received its second reading, the bill must be placed on the Consent Calendar before it may be considered by the House or Senate. Bills must be placed on the Consent Calendar in the order that they receive their second reading and must be considered by the House or Senate in the order determined by the presiding officer.

After consideration by the House or Senate, a bill on the Consent Calendar must immediately be given its third reading and placed upon its passage. But if, before its third reading, ten members object to the bill as being controversial, the bill must be stricken from the Consent Calendar and be placed on the General Register in the order of second reading.

1.30 THIRD READING OF BILLS. An amendment must not be received after the third reading of a bill without unanimous consent, except to fill blanks or to amend the title.

At any time before it is passed, a bill or resolution may be referred or re-referred by a majority vote of the House or Senate. If the committee or division to which it is referred or re-referred reports an amendment to it, the bill or resolution must again be given its second reading and placed on the General Register.

1.40 PUBLICATION OF BILLS FOR THE HOUSE OR SENATE. Upon submission and acceptance by the Youth in Government State Office, the bill must be prepared and published or made electronically available for consideration by the House or Senate. A majority of the House or Senate may order the publication of a bill at any time.

1.50 ADJOURNING OF THE HOUSE OR SENATE. The House or Senate shall adjourn at the time specified in the Youth in Government schedule.

ARTICLE 2 - FLOOR PROCEEDINGS, VOTING, DECORUM 2.01 ABSENCE OF MEMBERS AND OFFICERS. Unless illness or other sufficient cause prevents attendance, a member or officer of the House or Senate must not be absent from a session of the House or Senate without the prior permission of the Speaker or President.

2.02 CALL OF THE HOUSE OR SENATE. Ten members may demand a call of the House or Senate at any time until voting begins. After the House or Senate is placed under call, a second roll call on any aspect of a call of the House or Senate is out of order.

When a call is demanded, the doors of the chamber must be closed, the roll called, and the absent members sent for; and no member is allowed to leave the chamber until the roll call is suspended or completed. During the roll call, no motion is in order except a motion pertaining to matters incidental to the call.

Proceedings under the roll call may be suspended by a majority vote of the House or Senate. The Sergeant at Arms must not permit a member to leave the Chamber unless the member is excused by the Speaker or President, or the call of the House or Senate has been lifted by a majority vote of the House or Senate.

2.03 ROLL CALL VOTE. A roll call vote is required to pass a bill or to adopt a resolution or motion directing the payment of money. In all other cases a roll call vote may be ordered only if 15 members demand it.

When the House or Senate is taking a roll call vote on another issue, a roll call vote may not be ordered on a motion that members not voting be excused from voting.

2.04 EXPLAINING OR CHANGING VOTE. A member must not explain a vote or discuss the question during a roll call vote. A member must not change a vote or move for the record an intention to have voted or voted differently after the result of the roll call vote is announced from the chair by the Speaker or President.

2.05 EVERY UNEXCUSED MEMBER TO VOTE. A member who has an immediate interest in a question must not vote on it.

Every other member present before the result of a vote is declared by the presiding officer must vote for or against the matter before the House or Senate, unless the House or Senate excuses the member from voting. But a member is not required to vote on any matter concerning a memorial resolution.

MINNESOTA YMCA YOUTH IN GOVERNMENT 2.10 ELECTRONIC VOTING SYSTEM. An electronic voting system under the control of the Speaker or President may be used to take any vote except a vote on an election. A member must not vote on a question except at the member’s own seat in the chamber.

2.15 RECORDED FLOOR PROCEEDINGS. Proceedings on the floor of the House or Senate may be recorded on an appropriate audio recording medium under the direction of the Chief Clerk/Secretary. Discussion preserved under this Rule is not intended to be admissible in a court or administrative proceeding on an issue of legislative intent.

2.20 DUTIES OF MEMBERS. Members must keep their seats until the Speaker or President announces adjournment.

A member, before speaking, must rise and respectfully address the Speaker or President and must not speak further until recognized by the Speaker or President. If more than one member rises at the same time, the Speaker or President must select the member to speak first.

2.21 NOTICE OF INTENT TO DEBATE A RESOLUTION. A member may give notice of intent to debate a resolution, except a resolution introduced as a House or Senate file or a senate file under Rule 4.02 or a resolution offered by the Committee on Rules.

The notice may be given at any time before the vote is taken on the resolution. If the notice is given, the resolution must be laid over one hour without debate or any other action.

2.30 QUESTIONS OF ORDER. If a member violates the Rules in any way, the Speaker or President must, or another member may, call the member to order. The member called to order must immediately sit down unless another member moves to permit the member who was called to order to explain. In either case, the House or Senate, if appealed to, must decide the question without debate. Only if the decision is in favor of the member called to order may that member proceed. The House or Senate may censure or punish a member called to order.

2.31 OFFENSIVE WORDS IN DEBATE. If a member is called to order for offensive words in debate, the member calling for order must report the words to which exception is taken and the Clerk/Secretary must record them. A member must not be held to answer, or be subject to censure of the House or Senate, for language used in debate unless exception is taken before another member speaks or other business takes place.

2.32 ORDER IN DEBATE. Except for the member who offered the motion, amendment, or proposition under consideration, a member must not speak more than twice on the subject, without leave of the House or Senate, nor more than once until every other member wishing to speak on the subject has had an opportunity to do so.

2.33 ORDER DURING SESSION. A member must not walk out of or across the Chamber while the Speaker or President is putting the question. A member must not engage in private conversation while another member is speaking or pass between a speaking member and the Chair. A member must not disrupt order and decorum in the Chamber by possessing or using any audiovisual display, including but not limited to placards, signs, photographs, visual aids, or the use of any video images or audio, except for such items that are distributed to members at their desks for the purpose of conducting business of the day.

2.34 PERSONS BY THE CHIEF CLERK’S/SECRETARY’S DESK DURING VOTE. No person may remain by the Chief Clerk’s/Secretary’s desk during a roll call vote.

2019 MODEL ASSEMBLY SESSION 2.39 EXCECUTIVE BRANCH OR LOBBYIST PRESENCE IN COMMITTEE. No House or Senate committee, division, joint committee, or subcommittee shall permit any member or staff of the executive branch, registered lobbyist, or lobbyist principal, to be seated at the committee table with members of the House or Senate during official proceedings of committees of the House or Senate or joint committees of the House and Senate.

2.40 ADMITTANCE TO FLOOR. No person other than a member may be admitted to the House or Senate Chamber, except: properly authorized employees; advisors to and staff for the Minnesota YMCA Youth in Government program; the Youth Chief Executive and ex-youth governors of the State of Minnesota; members of other legislative bodies; heads of departments of the state government; judges of the Youth Supreme Court, Youth Court of Appeals, and Youth District Courts; members of Congress; officers and officials of the government of the State of Minnesota; those persons invited to address the body or a joint convention of the House and Senate, guests for such an address or joint convention; and properly accredited representatives of radio and television stations, newspapers and press associations, as provided for in these Rules.

Any other person may be issued a permit by the Speaker or President good for the day, but that person must be seated near the Speaker or President’s rostrum, and must not engage in conversation that disturbs the business of the House or Senate. Before issuing a permit, the Speaker or President must make certain that the person does not seek the floor of the House or Senate to influence decisions of the House or Senate.

No person who is not a member of the House or Senate or an official of the State of Minnesota may be allowed to speak on the floor without concurrence of two-thirds of the House or Senate and the permission of the presiding officer, with the exception of persons invited to address the body and visiting delegates from other states’ Youth and Government programs. This rule may not be suspended.

From one hour before the time the Sanford House is scheduled to convene until one hour after the Sanford House adjourns for the day, the retiring room is reserved for the exclusive use of the members of the Sanford House, the members of the State Board, and advisors to and staff for the Minnesota YMCA Youth in Government program. As long as the Senate prohibits entry of House members into its retiring room, no Senators may enter the House retiring room during the time it is reserved for exclusive use of members and employees unless granted permission by the Speaker. A committee or division meeting must not be held there except emergency meetings authorized by the Speaker. The Sergeant at Arms must strictly enforce this provision.

Unless an extraordinary condition exists the Speaker or President must not entertain a request to suspend this Rule or present the request of a member for unanimous consent to suspend this Rule.

2.41 MEDIA NEWS REPORTERS. Accredited representatives of the press, press associations, and digital media, radio and television stations must be given equal press privileges by the House or Senate. A person wishing to report proceedings of the House or Senate may apply to the Chief Sergeant at Arms for an assignment to suitable available space.

Television stations must be permitted to televise sessions of the House or Senate. Media representatives must be allowed access to the House or Senate gallery.

ARTICLE 3 - MOTIONS, AMENDMENTS, AND OTHER PROPOSITIONS 3.01 AMENDMENTS AND OTHER MOTIONS. An amendment or other motion must not be debated until after it is stated by the Speaker or President.

After an amendment or other motion is stated by the Speaker or President it is in possession of the House or Senate, but the mover may withdraw it at any time before it is amended or decided. Unless a motion, resolution, or amendment is withdrawn on the day it is made, it must be entered in the Journal, with the name of the member offering it.

Except as otherwise permitted by the Speaker or President, an amendment or other motion must be in writing, and a copy must be given to the Chief Clerk/Secretary.

3.02 ORDER OF PUTTING QUESTION; FILLING BLANKS. Except for a privileged question, questions before the House or Senate or a committee or division must be put in the order they are moved. In filling a blank, a motion for the largest sum or the longest time must be put first.

3.03 DIVISION OF A QUESTION. A member may request the division of a question that contains more than one separate and distinct point. A motion to strike and insert is not divisible. The failure of a motion to strike does not preclude another motion to amend or to strike and insert.

3.10 PRECEDENCE OF MOTIONS. While a question is under consideration, only the following motions may be received: (1) To fix the time of adjournment (6) To postpone to a day certain (2) To adjourn

(7) To amend (3) To lay on the table (8) To postpone indefinitely (4) For the previous question (9) To pass (5) To refer

The first four motions must be decided without debate.

The motions have precedence in the order listed, except that if the motion for the previous question has been properly made, and if necessary seconded, and the main question ordered, the motion to lay on the table is not in order.

3.11 MOTION TO ADJOURN. A motion to adjourn is always in order except during a roll call.

After a motion to adjourn is made, before putting the question, the Speaker or President may permit any member to state reasons why adjournment might be improper at that time. A statement is not debatable and must be limited to two minutes.

3.12 MOTION TO LAY ON THE TABLE. A motion to lay on the table is not in order on a motion to amend, except that a motion to amend the Rules may be tabled.

3.13 THE PREVIOUS QUESTION. The previous question may be moved by a member who is seconded by 15 members.

If the motion for the previous question is ordered by a majority of members present, its effect is to put an end to all debate and bring the House or Senate to direct vote upon the question.

2019 MODEL ASSEMBLY SESSION

Before the presiding officer submits a motion for the previous question to the House or Senate, a call of the House or Senate is in order. After a majority has ordered the previous question, a call of the House or Senate is not in order before the decision on the main question.

When the previous question is decided in the negative, the main question remains under debate until it is disposed of by a vote on the question, by a subsequent motion calling for the previous question under this Rule, or in some other manner.

All incidental questions of order arising after a motion is made for the previous question and before the vote on the main question must be decided without debate.

3.14 MOTION TO RECONSIDER. After a question is decided either in the affirmative or negative, a member who voted with the prevailing side may move to reconsider it. The motion must be made on the same day the vote was taken or on either of the next two days that the House or Senate meets in session and has possession of the matter. The motion may be made at any time in the Order of Business. It takes precedence over any other question except a motion to adjourn and a notice of intent to move to reconsider. The motion to reconsider, or notice of intent to make it, must not be made if the document, bill, resolution, message, report or other subject of official action on which the vote was taken has left the possession of the House or Senate.

When a member gives notice of intent to move to reconsider the final action of the House or Senate on a bill, resolution, message, report or other subject of official action, the Chief Clerk/Secretary must keep it until the matter is disposed of or the time has expired for the motion. In regular session, notice of intent to move to reconsider must not be made after the final Saturday of session.

On the last day allowed for the motion to reconsider, a member who voted on the prevailing side may make the motion, unless the matter has been already disposed of.

If a motion to reconsider fails, it must not be renewed.

3.15 MOTION TO RESCIND. A motion to rescind is not in order at any time in any proceeding in the House or Senate or in any joint committee of the House or Senate and Senate.

3.20 AMENDMENTS TO AMENDMENTS. An amendment may be amended, but an amendment to an amendment must not be amended.

3.21 MOTIONS AND PROPOSITIONS MUST BE GERMANE. A motion or proposition on a subject different from that under consideration must not be admitted under guise of its being an amendment. A motion, amendment, or other proposition offered to the House or Senate is out of order if it is not germane to the matter under consideration. Whether a proposition is germane to the matter under consideration is a question to be decided by the presiding officer, who may put the question to the House or Senate.

3.22 AMENDMENT TO INCREASE AN APPROPRIATION OR TAX. The concurrence of a majority of the House or Senate, determined by a roll call vote, is required to adopt an amendment increasing an appropriation or a tax.

3.23 CONSTITUTIONAL AMENDMENTS. A constitutional amendment may not be offered as an amendment to a bill on the floor.

ARTICLE 4 - BILLS AND RESOLUTIONS 4.01 BILL AND RESOLUTION FORM. A bill or resolution must not be introduced until it has been examined and approved by the Youth and Government State Office as to form and compliance with these Rules and the Joint Rules of the House or Senate and Senate and the Youth in Government Code of Conduct.

No author may submit a bill of a humorous nature who has not first submitted a bill on a serious topic.

Judgment as to what constitutes a humorous or serious bill shall be made by advisors and State Office staff in consultation with the Speaker or President.

A bill that is divided into articles may include or be accompanied by a table of contents.

4.02 RESOLUTIONS. A statement of facts being forwarded for action to a governmental official, agency, or body or other similar proposal is a memorial and must be introduced in the same form and take the same course as a bill. A joint resolution and any resolution requiring the signature of the governor must be introduced in the same form and take the same course as a bill.

A resolution must not authorize expenditure from any source other than the money appropriated by the Legislature to the House or Senate.

Congratulatory resolutions do not require consideration or adoption by the House or Senate.

A resolution must not be changed to a bill, and a bill must not be changed to a resolution.

4.13 BILLS AFFECTING STATE GOVERNMENT POWERS AND STRUCTURE. The Committee on Government Operations, Government Affairs, or Government Administration Committee has jurisdiction over a House or Senate bill that:

(a) establishes or reestablishes a department, agency, commission, board, task force, advisory committee or council, or bureau, or other like entity;

(b) delegates rulemaking authority to, or exempts from rulemaking, a department or agency of state government; or

(c) substantially changes the organization of a department or agency of state government or substantially changes, vests or divests the official rights, powers, or duties of an official, department or agency of state government or an institution under its control.

Except as otherwise provided in this Rule and Rule 1.14, a bill that is within the jurisdiction of the Committee on Government Operations, Government Affairs, or Government Administration must be referred to that Committee before it receives its second reading. A committee reporting such a bill (other than the Committee on Government Operations, Government Affairs, or Government Administration) must recommend its re-referral to the Committee on Government if reporting before the deadline for action on the bill by that Committee; if reporting after the deadline, the committee or division must recommend re-referral to the Committee on Rules.

4.14 BILLS PROPOSING MEMORIALS. A bill or amendment that proposes to have a memorial placed in the Capitol area must be referred to the Committee on Rules.

4.15 BILLS PROPOSING CONSTITUTIONAL AMENDMENTS. A House or Senate or Senate bill that proposes a constitutional amendment must be referred to the Committee on Rules before it receives its second reading. When reporting such a bill, a committee other than the Committee on Rules, must recommend re-referral to the Committee on Rules.

2019 MODEL ASSEMBLY SESSION 4.30 RECALLING BILL FROM COMMITTE. A bill or resolution may be recalled from a joint committee at any time by majority vote of the House or Senate, be given a second reading and be placed on the General Register. A motion to recall a bill or resolution is in order only under the order of business “Motions and Resolutions.”

4.31 TIME LIMIT TO CONSIDER BILLS. If two legislative days after a bill has been referred to a committee a report has not been made on it by the committee or division, its chief author may request that it be returned to the House or Senate.

The committee or must vote on the bill requested at its next meeting after the request.

If the committee fails to vote on it at the next meeting, the chief author may present a written demand to the Speaker or President for its immediate return to the House or Senate. The bill is then considered to be in the possession of the House or Senate and must be given its second reading and placed on the General Register.

The bill may be re-referred by a majority vote of the House or Senate. If the motion to re-refer is made on the day of the demand or on the next House or Senate legislative day, the motion takes precedence over all other motions except privileged motions and is in order at any time.

ARTICLE 5 - PARLIAMENTARY PRACTICE 5.01 SUSPENSION OR AMENDMENT OF THE RULES. The concurrence of two-thirds of the House or Senate is required to suspend or amend a Rule of the House or Senate, except that any amendment to the Rules reported by the Committee on Rules may be adopted by a majority of the House or Senate.

Except as provided in Rule 5.02, a motion to suspend or amend any Rule of the House or Senate must be made under the order of business “Motions and Resolutions.” If the motion is made at another time, unanimous consent is required before the Speaker or President may entertain the motion.

The rules may not be suspended in full.

A motion to suspend the Rules, together with the subject matter to which it pertains, is debatable, but the previous question may be applied to the motion under Rule 3.13.

5.02 SUSPENSION OF RULES TO ADVANCE A BILL. A bill must be reported at three different times as provided in Rule 1.04, except that in case of urgency, a two-thirds majority of the House or Senate may suspend this requirement. A motion to suspend the Rules to advance a bill for consideration out of its regular order is in order under the order of business “Motions and Resolutions” or at any time the bill is before the House or Senate. The motion must be presented to the Speaker or President in writing and must describe the status of the bill.

5.03 DEFINITIONS. In these Rules the terms “majority vote” and “vote of the House” mean a majority of members present for the vote. The term “vote of the whole House” means a majority of all the members elected to the House.

Singular words used in these Rules include the plural, unless the context indicates a contrary intention.

5.04 AUTHORIZED MANUAL OF PARLIAMENTARY PROCEDURE. “Mason’s Manual of Legislative Procedure” governs the House or Senate in all applicable cases if it is not inconsistent with these Rules or established custom and usage.

ARTICLE 6 - COMMITTEES, DIVISIONS, AND REPORTS 6.01 COMMITTEES AND DIVISIONS. Standing joint committees and divisions of the Sanford House and Knutson Senate must be appointed by the Youth in Government State Office as follows: Commerce Education Development Forests Wetlands and Wildlife Government Operations Human Services Transportation Standing joint committees and divisions of the Humphrey House and Stassen Senate must be appointed by the Youth in Government State Office as follows: Consumer Affairs Ecology Education Services Family Services Government Affairs State Infrastructure Standing joint committees and divisions of the Sibley House and Ramsey Senate must be appointed by the Youth in Government State Office as follows: Economic Development Education Finance Government Administration Natural Resources Public Transit Social Services Standing committees of the respective House and Senate must be appointed by the Youth in Government State Office in consultation with the Speaker or President as follows: Rules 6.02 COMMITTEE MEMBERSHIP. At least one day before the start of a regular session of the Legislature, members shall be appointed to the various committees. A committee of the House or Senate must not have exclusive membership from one profession, occupation or vocation.

6.03 APPOINTMENTS TO BOARDS AND COMMISSIONS. Upon the convening of session, the Speaker or President must notify the members of the House or Senate of each board or commission to which a member of the House or Senate may be appointed by the Speaker or President.

6.04 SUBCOMMITTEES. The chair of a committee must appoint the chair and members of each subcommittee with the advice and consent of the Speaker or President. The chair or the committee may refer bills to a subcommittee. A subcommittee may exercise the authority delegated to it by the chair or by the committee.

2019 MODEL ASSEMBLY SESSION 6.20 COMMITTEE MEETING SCHEDULE; DEADLINES. The Youth in Government State Office, in consultation with the Speaker or President, must prepare and publish a schedule of committee meetings, fixing as far as practicable the regular meeting day and time of each committee.

The chair of a committee must give written notice of a special meeting or a change in the regular schedule of meetings. The notice may be announced from the rostrum. The notice must be given in advance of the change.

As far as practicable, the chair of a committee must give one hour notice of the date, time, place and agenda for each meeting.

Meeting notices must indicate when alternative media will be used to conduct the meeting.

A committee must not meet between 12:00 midnight and 7:00 a.m.

Only the Committee on Rules may meet during a daily session of the House or Senate without leave.

6.21 COMMITTEE PROCEDURES. Meetings of committees must be open to the public. For purposes of this requirement, a meeting occurs when a quorum is present and action is taken regarding a matter within the jurisdiction of the committee.

A majority of members of a committee is a quorum.

The Rules of the House and Senate must be observed in committee if they are applicable.

An amendment offered in committee must be on a subject that is within the jurisdiction of the committee. Whether an amendment is on a subject that is within the jurisdiction of the committee is a question to be decided by the person chairing the meeting, who may put the question to the committee.

A member of a committee may demand a roll call vote on any bill, resolution, report, motion or amendment before the committee. If a demand is made, the roll must be called. The name of the member demanding the roll call and the vote of each member must be recorded in the committee minutes.

A committee may reconsider an action while the matter remains in the possession of the committee. A committee member need not have voted with the prevailing side to move to reconsider the action.

All votes on recommendation of passage shall be taken by hand count if a roll call vote is not ordered. It shall not be permissible to recommend a bill for passage by voice vote.

The chair of a committee, after consultation with the Speaker or President, may establish written procedures for the submission of amendments to the committee, the setting of committee agendas, and other matters pertaining to the conduct of the committee’s business. Before implementing the written procedures, the chair must provide a copy of them to the Speaker or President and must make copies available to others upon request.

6.22 PUBLIC TESTIMONY. Public testimony from proponents and opponents must be allowed on every bill or resolution before a standing joint committee, division or subcommittee of the House and/or Senate.

6.23 OPEN MEETING ENFORCEMENT. A person may submit to the Speaker or President a complaint alleging a violation of the open meeting requirements of Rule 6.21. The complaint must be in writing. On receiving a complaint, the Speaker or President, or a person designated by the Speaker or President, must investigate the complaint promptly. If the Speaker or President concludes, following investigation, that a violation of the open meeting Rule may have occurred, the Speaker or President must refer the complaint to the Committee on Rules for further proceedings.

MINNESOTA YMCA YOUTH IN GOVERNMENT 6.24 COMMITTEE RECORDS. The chair of a standing committee must cause a committee record to be kept, in the form prescribed by the Committee on Rules. The record must include the record of committee proceedings on each bill referred to the committee.

Testimony and discussion preserved under this Rule are not intended to be admissible in a court or administrative proceeding on an issue of legislative intent.

6.30 COMMITTEE REPORTS. The House or Senate must adopt or reject a committee report on a bill or resolution without amendment.

The chair of a standing committee reporting to the House or Senate on a bill or resolution must use the form provided for committee reports. The report must state the action taken by the committee and the date of the action. The report must be authenticated by the signature of the chair.

Before a committee reports favorably on a bill or resolution, the chair must see that the form of the bill or resolution conforms to these Rules and the Joint Rules of the House or Senate and Senate.

6.31 SUBSTITUTION OF BILLS. A standing or special committee or its members must not report a substitute for a bill referred to the committee if the substitute relates to a different subject, is intended to accomplish a different purpose, or requires a title essentially different from that of the bill referred. If the House or Senate is advised that a substitute bill reported to the House or Senate violates this Rule, the report must not be adopted.

6.40 REPORTS OF CONFERENCE COMMITTEES. A conference committee may report at any time and may meet during a daily session of the House or Senate without leave.

A conference committee report must include only subject matter contained in the House or Senate versions of the bill for which that conference committee was appointed, or like subject matter contained in a bill passed by the House or Senate. The member presenting the conference committee report to the House or Senate must disclose all substantive changes from the House or Senate version of the bill.

ARTICLE 7 - OFFICERS OF THE HOUSE OR SENATE 7.01 DUTIES AND PRIVILEGES OF THE SPEAKER OR PRESIDENT. The Speaker or President must preside over the House or Senate and has all the powers and duties of the presiding officer.

The Speaker or President must preserve order and decorum. The Speaker or President may order the lobby or galleries cleared in the case of disorderly conduct or other disturbance.

Except as otherwise provided by rule or law, the Speaker or President has general control of the Chamber of the House or Senate and of the corridors, passages and rooms in the Capitol, State Office Building, and/or Hotel Meeting Space under the jurisdiction of the House or Senate.

The Speaker or President must sign all acts, addresses, joint resolutions, writs, warrants and subpoenas of the House or Senate or issued by order of the House or Senate.

The Speaker or President must appoint the Chief Sergeant at Arms or must designate that officer from among the Sergeants at Arms elected by the House or Senate or appointed by the Committee on Rules.

When an office of the House or Senate becomes vacant, the Speaker or President must designate a person to exercise the powers and discharge the duties of the office.

2019 MODEL ASSEMBLY SESSION 7.02 SUCCESSOR IN OFFICE OF SPEAKER OR PRESIDENT. When the office of Speaker or President becomes vacant, the Chair of the Committee on Rules has the powers and must discharge the duties of the office as necessary, until a Speaker or President is elected by the House or Senate. The House or Senate must elect a Speaker or President when the House or Senate is next called to order.

7.05 SPEAKER OR PRESIDENT PRO TEMPORE. The Speaker or President may appoint one or more members as Speaker or President pro tempore. A Speaker or President pro tempore shall preside in the Speaker or President’s absence. In the absence of the Speaker or President and a Speaker or President pro tempore, a member selected by the Speaker or President must preside until the Speaker or President or Speaker or President pro tempore returns.

7.06 SPEAKER OR PRESIDENT EMERITUS. Any current member having served the House or Senate in the capacity of Speaker or President will, subsequent to that service, be known as Speaker or President Emeritus, and may perform such ceremonial functions and duties as assigned by the Speaker or President.

7.07 CHAIR OF THE COMMITTEE ON RULES. The Chair of the Committee on Rules shall preside over meetings of the Committee on Rules, and shall represent the committee on the floor of the House. In the Chair’s absence, the Vice Chair of the Committee on Rules will serve in the Chair’s place.

7.10 DUTIES OF CHIEF CLERK/SECRETARY. The Chief Clerk/Secretary has general supervision of all clerical duties pertaining to the business of the House or Senate. The Chief Clerk/Secretary must perform, under the direction of the Speaker or President, all the duties of the office of Chief Clerk/Secretary. The Chief Clerk/Secretary must keep records showing the status and progress of all bills, memorials and resolutions.

During a temporary absence of the Chief Clerk/Secretary, the Administrative Assistant has all the usual responsibilities of the Chief Clerk/Secretary and may sign the daily journal, enrollments, abstracts and other legislative documents.

The Chief Clerk/Secretary must supervise the engrossment and enrollment of bills. The Chief Clerk/ Secretary must see that a record is kept, by file number, of the bills introduced in the House or Senate that passed both Houses and are enrolled.

7.20 DUTIES OF THE SERGEANT AT ARMS. The Sergeant at Arms must carry out all orders of the House or Senate or the Speaker or President and perform all other services pertaining to the office of Sergeant at Arms, including: maintaining order in the Chamber and other areas used for the business of the House or Senate and its committees and divisions and members; supervising the entering and exiting from the Chamber and the other areas; and promptly delivering messages.

ARTICLE 8 - CONDUCT 8.01 CODE OF CONDUCT. All members of the House or Senate are subject to the Code of Conduct of the Minnesota YMCA Youth in Government program.

8.05 CAMPAIGN ACTIVITIES. House or Senate equipment must not be used for campaign activities. The Committee on Rules must define the terms of and implement this Rule.

8.10 SOLICITATIONS DURING LEGISLATIVE SESSION. During regular or special session, a member of the House or Senate must not solicit or accept a contribution from a registered lobbyist.

A member must not accept compensation for lobbying.

8.40 NO SMOKING, FOOD, OR BEVERAGES IN HOUSE OR SENATE AREAS. Smoking, food, beverages, and gum are prohibited in the areas of the Capitol, State Office Building, and Hotel meeting spaces under the jurisdiction of the House or Senate, including the House or Senate Chamber and galleries, hearing rooms, minor corridors and offices, and private offices.

ARTICLE 9 – JOINT CONVENTIONS 9.01 GOVERNANCE OF THE JOINT CONVENTION. The Speaker of the House shall preside at all Conventions of the two houses of the Legislature and shall call the members to order. The Speaker of the House may, at his or her discretion, designate the President of the Senate to preside. The Chief Clerk of the House shall be the Secretary and the Sergeant at Arms of the House shall be the Sergeant at Arms of the Convention.

9.02 PRESIDENT’S DUTIES. The President of the Convention shall preserve order and decorum. The President may speak on all points of order in preference to other members and shall decide questions of order, subject to an appeal to the Convention by any member. The President shall rise to put a question but may state it while seated.

9.03 PRESIDENT’S RIGHT TO VOTE. The President shall have the right to vote in all cases except appeals from the President’s decisions. The President shall vote last on all questions.

9.04 STATING QUESTIONS. Questions shall be put to the Convention in the following form: “Those in favor of the question, signify by saying ‘Aye.’” After an affirmative vote is expressed the nays shall be called as follows: “Those opposed to the question, signify by saying ‘Nay.’’” If the President is in doubt or a division is called, those in the affirmative shall rise first and those in the negative afterward.

9.05 ORDER OF DEBATE. When any member wishes to speak to the Convention on any matter, the member shall rise and respectfully address the President, and not speak further until recognized. The member shall speak only to the question under debate and avoid personal remarks. When two or more members rise at the same time, the President shall designate the member to speak first. No member shall speak more than twice on the same question without permission of the Convention.

9.06 CALLING MEMBERS TO ORDER. If any member of the Joint Convention is called to order for offensive words in debate, the member calling to order shall report the words to which exception is taken and the Secretary shall record them. No member may be called to order for any language used in debate if exception is not taken before any other member has spoken or any other business has taken place. A member called to order shall immediately sit down unless another member moves to permit the member to explain. In any case, the Joint Convention, if appealed to, shall decide without debate. Only if the decision is in favor of the member called to order shall the member be at liberty to proceed.

2019 MODEL ASSEMBLY SESSION 9.07 CALL OF THE CONVENTION. Five members may demand a call of the Convention at any time except after voting has commenced. When such a call is demanded, the doors shall be closed, the roll shall be called, the absent members shall be sent for, and no member may be permitted to leave the chamber, unless excused by the President, until the call is lifted. Proceedings under the roll call may be suspended by a majority vote of all the members of the Convention. A call of the Convention may be lifted by a majority vote of all the members of the Convention.

9.08 ELECTIONS. In all elections by the Joint Convention, members shall vote via roll call and the roll of Senate members shall be called first. Whenever there is an election of any officer in Joint Convention, the result shall be certified by the President of the Senate and the Speaker of the House and announced by them to their respective houses. The result shall be entered in the Journal of each house and communicated to the Governor by the Secretary of the Convention.

9.09 JOINT CONVENTIONS FOR PURPOSE OF VETO OVERRIDE. The two houses may meet in joint convention for the purposes of considering the question of whether to override the governor’s decision to veto a bill or bills. In order to comply with constitutional requirements that each house give twothirds concurrence to override a veto, each house shall vote separately, and the vote of Senate members shall be called first. The results of the Senate and House votes shall be reported separately, the President of the Senate and the Speaker of the House shall certify the results and announce them to their respective houses. The result shall be entered in the Journal of each house and communicated to the Governor by the Secretary of the Convention.

ARTICLE 10 – VETO POWER OF THE GOVERNOR AND LIEUTENANT GOVERNOR 10.01 VETO POWER. If the Governor or Lieutenant Governor vetoes a bill, he or she shall return it with his or her objections to the house in which it originated. His or her objections shall be entered in the journal.

If, after reconsideration, two-thirds of that house agree to pass the bill, it shall be sent, together with the governor’s or lieutenant governor’s objections, to the other house, which shall likewise reconsider it. If approved by two-thirds of that house it becomes a law and shall be deposited in the office of the secretary of state. In such cases the votes of both houses shall be determined by yeas and nays. Any bill not returned by the governor or lieutenant governor within one hour after it is presented to him becomes a law as if he or she had signed it, unless the legislature by adjournment within that time prevents its return. Any bill passed during the last hour of a session may be presented to the governor or lieutenant governor during the hour following the time of final adjournment and becomes law if the governor signs and deposits it in the office of the secretary of state within two hours after the adjournment of the legislature. Any bill passed during the last hour of the session which is not signed and deposited within two hours after adjournment does not become a law.

If a bill presented to the governor or lieutenant governor contains several items of appropriation of money, he or she may veto one or more of the items while approving the bill. At the time he or she signs the bill the governor or lieutenant governor shall append to it a statement of the items he or she vetoes and the vetoed items shall not take effect. If the legislature is in session, he or she shall transmit to the house in which the bill originated a copy of the statement, and the items vetoed shall be separately reconsidered. If on reconsideration any item is approved by two-thirds of the members elected to each house, it is a part of the law notwithstanding the objections of the governor or lieutenant governor.
