The MMA Architecture team is pleased to submit our Statement of Qualifications document for the future City of Porterville Public Library. MMA is an Architectural design firm with over 20 years of architectural services experience, and we strive to fulfil our clients’ visions with great design and service. The MMA team (formerly McKently Malak Architects) has provided their architectural services within the last 4-5 years for local Porterville projects as the Architect for the Cornerstone Building and Porters Crossing Shopping Center. Both projects were successful in improving the local community. The MMA team would enjoy continuing our relationship with the city of Porterville by having an opportunity to leave an impact to the surrounding area by being the consultant for the future public library project.

In addition to the Porterville projects mentioned above, MMA has been involved in several local Central Valley projects that have improved their local communities. Our latest project in the City of Hanford involves renovating the Lacey Boulevard Hospital which will be the future home for the County of Kings Behavioral Health Department for the County of Kings. Our subconsultants listed within our Statement of Qualification Document (SOQ) have also been involved with working on similar institutional and library specific projects. MMA along with their sub-consultants have an extensive team of individuals with many years of experience in various project types who will be available to assist with the development of the library project and can provide the projects construction documents within the timeline requested by the city.

MMA along with their subconsultants have reviewed the requirements within the Request for Qualifications and Needs Assessment documents and will be ready to perform the work that is required as the City of Porterville’s consultant for the future Public Library. Within our submitted SOQ document, we have provided the items required for our application, including MMA’s insurance policy which meets the city of Porterville’s insurance requirements.

HANY MALAK , RA PRINCIPAL & PRESIDENT

Hany Malak joined McKently Malak Architects as a Principal after serving as Director of Design with McClellanHunter where he was lead designer on a range of retail, commercial, mixed-use, and hospitality projects. Significant projects under Hany’s direction include: The Beverly Connection in Los Angeles, Chino Towne Center, 68 West Colorado in Pasadena, El Camino North in Oceanside, California and numerous Shopping Center remodel and expansion projects. Hany also has an extensive background in residential design and has been involved with many HUD and assisted living projects. At McKently Malak Architects, he served as Principal in charge of Design and Planning for over 20 years.

In 2023, he became sole owner and president of the firm establishing a new name, MMA, and a new mission for the company. MMA’s mission is to inspire, steward and execute our client’s imagination and dreams into reality for the purpose of serving and transforming marginalized communities into their full potential.

Hany has served for the City of Monrovia as Chairman of the Planning Commission and as a Commissioner for Historic Preservation. Hany earned his degree in Architecture from California Polytechnic State University Pomona and is a licensed architect in California.

As part of the MMA team since 2012, Nick’s experience as a project manager started on smaller remodel projects to new shopping center projects, multi-story office buildings and renovation projects with extensive interior and exterior upgrades. Nick’s previous experience also includes multi-Family projects and LA Unified School District school work.

Within the last 5 years, Nick has been the project manager for many Central Valley projects and local Porterville projects such as the Cornerstone Building Project and Porters Crossing Shopping Center project. Nick is always willing to learn new technologies and building systems such as learning the SIP’s wall and floor assemblies that were used as part of construction for the 3-Story Cornerstone Building in the city of Porterville.

The most recent project that Nick is currently involved with is the renovation of the 112-year-old Lacey Boulevard Hospital Building in the city of Hanford, which will be the future home of the County of Kings Behavioral Health Department and additional departments that provide services for the county residents. Some of the challenges with this project involved fitting the County of Kings programming requirements within a limited available space and upgrading the existing building to meet current accessibility code requirements.

EDWARD DY KEY PERSONNEL AS DESIGN LEAD

With over 25 years of practical experience in commercial, institutional, and private residential development, Edward is a competent design professional, capable of interpreting and implementing company standards, policies and procedures in the supervision, coordination, and review of the work of consultants and other team members.

Edward ensures that all applicable codes, standards, and life safety requirements are met for individual projects by means of thorough research of site development investigation reports, site design, preparation of planning and zoning applications as well as construction documentation

As one of MMA’s Lead Designers, Edward is proficient in both digital and hand-generated sketches – developing building design elevations and renderings, floor plan, fixture and equipment plan to meet clients’ requirements and specific corporate criteria and design objectives. He is involved with the research and selection of building materials and finishes, including applicable installation and details to be part of the construction documentation set.

STEPHANIE CORTES KEY PERSONNEL FOR INTERIOR DESIGN

Stephanie joined the MMA team in November 2022 as a Job Captain. Within the past 5 months, she has completed two projects for new construction and tenant improvement, under the supervision of Project Managers. Although new to the MMA team, Stephanie’s experience in high-end residential, retail, and environmental graphics has equipped her with the skills to contribute to the success of each project in which she is involved.

Stephanie has been involved with the completion of high-end residential and small lot division housing projects within Los Angeles County. Her experience in housing has since led her to operate as a Designer for her own business in ADU design and construction documentation.

Stephanie’s experience in interior architecture for retail spans different types of spaces. Stephanie contributes to the design intent and detailing of such projects through brand and community research, hand-sketching, 3D modeling, material selection, Design Development, and shop drawings. Within the realm of interior architecture, Stephanie also gained skills in environmental graphics for décor, way-finding, and millwork design.

With 9 years of experience in the Architecture and Design industry, Stephanie continues to grow in her profession with enthusiasm as a team player with the drive and willingness to take on complex challenges.

CORNERSTONE BUILDING

PORTERVILLE, CA

The Cornerstone Building is located within the heart of Downtown Porterville. The 3-story office building is situated on a 0.38-acre site and features +/- 44,500 square feet of office and retail space. The building was completed in the spring of 2020 and has been designed from the ground up to meet the specific needs of the County Of Tulare District Attorney and Public Defender Offices.

The exterior of the building has a contemporary design with a large picture window, which allows plenty of natural light to flood into the interior spaces. Inside, the building boasts spacious and well-lit offices, conference rooms, and break areas. The design incorporates the latest in energy-efficient technology, including Structural Insulated (SIPS) Panels, LED lighting and HVAC systems to reduce energy consumption and operating costs. The SIPS panels where specified for the main wall and floor assemblies within the building which allowed the construction schedule to be reduced to meet the County of Tulare schedule for opening their offices. The floors were also supported with large open web steel girders that allowed column spans of large distances. The large span between columns allowed the team to design a flexible office layout for the County of Tulare offices as well as provide a flexible space on the ground level for various tenant layout opportunities.

The District Attorney and Public Defender Offices each occupy their own floors, which provides both departments with separate and secure workspaces. To accommodate the sensitive nature of their work, the District Attorney and Public Defender Offices each have their own separate entrances. Each entrance leads to a secure lobby area, which provides access only to the offices of that agency.

Overall, this new office building provides a professional and functional space for the District Attorney and Public Defender Offices, while also ensuring the safety and security of their operations. Its completion on time and on budget reflects the dedication and expertise of the project team and ensures that the building will be a valuable asset to the community for years to come.

COUNTY OF KINGS BEHAVIORAL HEALTH & HEALTH AND HUMAN SERVICES OFFICES

HANFORD, CA

The County of Kings Office Building in Hanford, CA is a project aimed at transforming a 110-year-old abandoned hospital into office spaces for county departments. The building, which was built in 1910 and expanded in the 1930s and 1940s, has been idle for almost 50 years. The renovation project involves various structural upgrades, including dropping part of the basement floor slab to gain additional ceiling height at the basement level. Structural improvements also include foundation reinforcement at the area where the floor slab was lowered. Additionally, the interior and exterior will be remodeled, and the site will be landscaped to include additional parking areas and outdoor patios for employees. The building is also being improved with various accessibility and egress upgrades to the exterior and interior.

During the project the design team along with the construction team were involved with addressing many field discovered conditions during construction which required immediate attention and solutions to keep the schedule of the project on track.

The project will be the new home for the County’s Human Services and Behavioral Health agencies, and other smaller county departments that were previously housed off-site from the main government center. The renovation is a significant step towards the consolidation of county services, as well as the preservation of the historic building.

The project is a positive development for the community of Hanford, as it will not only bring a local historic building back to life but also provide job opportunities for the people in the area. The project’s groundbreaking ceremony was held on April 13, 2022, and its completion is expected to represent the “past, present and future” of Kings County.

TULARE COUNTY PROBATION OFFICES

VISALIA, CA

The Tulare County Probation offices are located at the Visalia Marketplace in the city of Visalia. This project involved remodeling a vacant K-Mart building to provide a new home for the County of Tulare probation department. The project included providing various interior plan studies for the county of Tulare that required multiple iterations to the interior layout in order meet the demands of the probation department.

The project included various facade improvements to the existing K-Mart entry tower to provide a new look for the building. Interior improvements included new offices, conference rooms, breakrooms, lactation rooms, utility rooms, IT rooms and various rooms to meet the probation department’s needs. New building lighting, interior lighting, and HVAC units we installed as well to provide energy efficient building performance. This project brought added activity to the Visalia Marketplace. The office building includes an outdoor patio area for the county employees along with private and secure parking for the probation officers.

PORTER’S CROSSING

PORTERVILLE, CA

The Porters Crossing Shopping Center is located at the North-East corner of Henderson Avenue and Prospect Street in the city of Porterville. The shopping center was a site redevelopment project that sits on 1.8 acres of land and includes an in-line pad building with +/- 12,500 SF of retail and restaurant tenant spaces. The design of the building has a contemporary and linear look with projecting canopies and louvered awnings at the main tower elements. Various exterior finishes such as composite wood siding and linear wall tile compliment the architecture of the pad building.

This project helped bring new activity to the North-East corner of the busy intersection and includes various national fast-food tenants such as The Habit, Chipotle and Blaze Pizza. The patios for Blaze Pizza and The Habit have tensile-shade structures for their patio shading which allows customers to enjoy the local outdoor environment. Each tenant space involved planning and providing the necessary utility requirements that each tenant required. The project was completed in a timely manner which allowed the landlord to lease out the majority of the available tenants’ spaces soon after construction of the pad building was completed.

Mark has been a principal with FWC since 2002 and has 33 years of structural engineering experience. He has engineered a broad array of retail, hospitality, commercial, healthcare, theme park, and civil engineering structures.

He has extensive experience with both the design of new buildings as well as renovations of existing structures. His hands-on approach to solving structural engineering problems and his ability to clearly communicate his ideas has attracted a diverse set of building owners, contractors and architectural clients to our firm.

The building operates as a new 19,200 GSF single-story community center with a library and gymnasium. FWC designed both the interior and exterior CFS framing. Unique design features include support for telescoping bleachers in the gymnasium and support for an exterior bouldering wall play structure in the building’s courtyard.

Limerick Elementary School Library

Los Angeles, CA

The public elementary school library is a single-story structure that has been designed with wood shear walls and carefully chosen structural steel moment frames to serve as its seismic lateral force resisting system. The use of timber framing adds a distinctive touch to the building, which features canopies, skylights, and a unique stepped roof system. The project has undergone a thorough review and has been submitted for approval to the Division of the State Architect (DSA). The project was completed in 2011.

Rancho Mirage Public Lilbrary

Rancho Mirage, CA

This single-story public library was designed with a steel framed structure with both moment frames and braced frames for the seismic lateral force resisting system. The structure included extensive roof cantilevers and many radiused walls with various finishes. FWC designed both the primary structure frame and exterior light gauge framing system. The project

Fergus Falls Public Library Design Fergus Falls, MN

The Fergus Falls Public Library wanted to expand and improve their space to make it more inviting and functional. The design team worked with the Energy Design Assistance Program and the local utility to develop energy-efficient building systems within the available budget. The team developed a pre-design report outlining strategies and costs, and the library chose a water-source variable refrigerant flow system using a ground-coupled well field with enhanced daylighting and efficient LED lighting and daylighting control. The project met the city’s budget goal and resulted in significant improvements to the library experience and indoor environment.

Hennepin County North Regional Library Hennepin, MN

Hennepin County wanted to update their building plan for the Hennepin library to improve the patron’s experience and address sound issues. The project involved remodeling and refurbishing approximately 38,993 GSF of space, and Ayres was responsible for providing design development plans, confirming MEP code requirements, developing proposed lighting design and fixture types, and preparing pricing documents/reviewing cost estimates from CPMI. The Ayres team also provided construction documents and administration.
