BPE Corinth Mulching Bid Specs

BRIDGE, PHILLIPS, ELAM CREEK DRAINAGE DISTRICTS MECHANICAL VEGETATION TREATMENT STATEMENT OF WORK DIVISION 100 – GENERAL SPECIFICATIONS 110 – Scope of Contract. Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, supplies and perform all work required for the mulching of targeted species using a track-driven machine in accordance with the specifications and provisions of the contract. The Drainage District will furnish no materials, labor, or equipment.

120 – Description and Location. The area to be treated is within the boundaries of Corinth, Alcorn County, Mississippi (See attached map). Treatment area is located along Drainage District canals all located within the boundaries of the Bridge, Phillips and Elam Creek Drainage Districts.

Location: All sites, roads, levees and ditches treated will be prioritized by the on-site Drainage District representative. Priority areas will be determined prior to beginning work based on need and existing weather conditions.

130 – Schedule of Work. Project start date will be coordinated between the contractor and the Drainage District representative based on field conditions. Estimated start date: July 1, 2011. Project must be 50% complete by August 1, 2011. Contractor must be 100% complete with all field work and satisfactorily inspected by the Drainage District representative before September 1, 2011.

DIVISION 200 – TECHNICAL SPECIFICATIONS 210 – Application Instructions. All trees and woody stems smaller than six inches dbh (diameter @ breast height) will be mulched to within three inches of the ground level, unless otherwise agreed upon by the Drainage District representative. Leave trees will be identified by the Drainage District representative. All overhanging limbs less than six inches in diameter within reach of required equipment described below in Section 220 will be mulched. Area to be mulched along levees and road sides will be from the edge to top bank edge side of ditch with total cut area not to exceed 30 feet. All brush and woody vegetation along and within ditches will be mulched from the top bank to the bottom of the ditch area not to exceed 30 feet.

220- Equipment Requirements.

221 - Vegetation control using the mulching method: The two types of equipment used shall be track-driven cutting machines which are designed to cut, chip, and mow brush and small trees without penetrating the top soil. The equipment shall produce mulched vegetation to minimize erosion due to both wind and rainfall. One track-machine will consist of at least a 42” or equivalent mulching head cutting surface, mounted on an

excavator with a minimum 30 foot reach. One track or wheel driven skid-steer type machine shall have at least a 72” or larger head cutting surface. Mower heads will be equivalent to a John Brown and Sons Brontosaurus, FECON, or Denis Cimaf. Tracks will not exceed 5 lbs. psi.

222 - Transportation: The cutting machine may either be crawled or hauled on a lowboy to the designated site as determined the most efficient and best method by the Drainage District representative.

223 - Unsatisfactory equipment: The Drainage District may order the removal and require replacement of any unsatisfactory equipment. The Drainage District reserves the right to inspect bidder’s equipment prior to award of the contract.

224 - Substitute equipment: In the event of equipment breakdown, the contractor shall repair or replace broken equipment within forty-eight (48) hours. Substitution of equipment is subject to prior approval of the Drainage District.

225 - Safety: The equipment shall be equipped with protective canopies and a fire extinguisher and shall meet OSHA standards. When working near or crossing under utility lines, it is the responsibility of the contractor to contact the utility company for specific safety precautions. In all cases the contractor is responsible for the safe operation of equipment around or under utility lines.

226 - Maintenance requirements: The contractor shall furnish all fuel, oil, grease, repairs, and other expenses incidental to the operation of equipment.

230 – Resource Protection.

231 - Protection of Improvements: The Contractor shall take every precaution necessary to prevent damage to any improvement in or near the contract areas, i.e., roads, levees, signs, water control structures, culverts, trails, ditches, fences, etc. The Contractor shall be liable for any damages caused by his operations and shall make repairs promptly.

232 - Site Protection: The Contractor shall prevent digging, gouging, and moving soil.

Exceptions shall be made when shredding/mulching cannot be done in a safe manner.

The Contractor will prevent rutting and compaction by operating his equipment only when suitable soil conditions exist, as determined by the DDR. 233 - Archeological Site: If, during contract operations, new archeological sites are uncovered, the contractor shall cease operations on affected areas and notify the Drainage District for further operating instructions.

234 - Final Clean up: Upon completion of work at each area and prior to moving to the next area, all trash, rubbish and debris generated by the Contractor’s operations shall be removed from Drainage District easements and disposed of properly.

235 - Protection of Streams: Contractor shall use every precaution necessary to protect streams from contamination with harmful chemicals or materials resulting from

equipment servicing. All streams will be kept free of Contractor generated debris. The equipment will not be operated over or in a streamcourse with a defined channel, except at designated crossings or as permitted by the DDR. 236 - Utilities: Contractor shall be responsible for contacting utility companies to determine location of underground lines (gas lines, water lines, telephone lines, etc.).

237 - Other Improvements: Contractor is responsible for protecting fences, cattle guards, gates, as well as painted boundary trees, witness trees, and corner markers.

238 - Access: The Drainage District representative will arrange for Contractor access when work sites are located in restricted areas.

DIVISION 300 – INSPECTION AND ACCEPTANCE 310 - Inspection Procedures: Inspections of the work performed under this contract will be made as the work progresses by the Drainage District’s Representative (DDR) or the designated Inspector. Inspection will be at intervals necessary to insure compliance with the contract.

320 - Satisfactory Treatment: Upon completion of work on an area, the Contractor shall notify the DDR the work on the area is completed and the DDR shall make an overall inspection of the work completed. If the work completed is accepted, the Contractor shall proceed with work on the next area. If the work is not accepted by the DDR, the Contractor shall complete any remedial work required for acceptance prior to commencing work on the next area.

DIVISION 400 – FUNDING, MEASUREMENT AND PAYMENT 410 – Funding. Funds available for this project are not to exceed $ 50,000.

420 – Method of Measurement. Measurement will be made by the vehicles hour meter.

The Hour Meter will be monitored and recorded daily for inspection by the Drainage District representative.

430 – Basis of Payment. Payment will be made at the per hour bid price for the total number of hours completed and accepted.

DIVISION 500 – BID EVALUATION 510 – Evaluation. Bids shall be evaluated based on rated horsepower, cutting capacity and estimated production rate for bid equipment. Commissioners reserve the option of rejecting any and all bids and selecting the lowest and best bid based on realistic performance expectations. In the event of any disagreements, contractors may be allowed to demonstrate their equipment on site in appropriate field conditions, at their expense, to aid in performance evaluations.

The contractor shall provide any and all labor, equipment, supplies, services, permits, insurance and licenses necessary to perform tree, brush and grass mulching with a mulching machine and machine mulch existing vegetation piles. Bids for 2 type mulching machine services are requested, including detailed specifications and performance estimates. Services will be performed along Drainage District canals all located within the boundaries of the Bridge, Phillips and Elam Creek Drainage Districts, all within the boundaries of Corinth, Alcorn County, Mississippi. This is a Performance Based Service Contract (PBSC), Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

One contract will be awarded for each class of equipment with a minimum of $5,000 and maximum of $50,000 work to be done.
