MP’s Diary Mark Celebrates Historic Vote to Ban Khat MP Mark Lancaster has expressed his delight at a historic vote in Parliament to classify the plant known as Khat as a class C drug. Khat is a plant grown in Kenya and chewed mainly by the East African Community in the UK. It contains the banned substances Cathine and Cathinone and the UK is the only Western European country not to have banned the plant to date. The vote came despite opposition from Liberal Democrats on the committee who voted against a ban. Mark was a member of the Committee when the House of Commons voted to endorse the Home Secretary’s decision last July to ban the drug. Mark has been campaigning to reclassify the drug after receiving requests from his Somali constituents. They were concerned at the impact the drug was having on social cohesion and the family breakdown in Milton Keynes. Police enforcement will take the form of an initial caution followed by a £60 fine for drug users with stronger fines and risk of imprisonment for dealers. After the vote Mark said; “I am pleased that the Committee, with the exception of the Liberal Democrats, supported the Home Secretary’s decision to ban Khat. I know that this will be welcomed by many in the Somali community across the UK. We need to be sensitive as the ban is brought in and I look forward to engaging with the community and police as to how this can be best achieved.”

MP gets behind the wheel of the Volkswagen e-up! Mark Lancaster MP received a warm welcome from the team at Volkswagen Group UK in Blakelands, where he was also invited to test drive an e-up!, Volkswagen’s newly launched electric city car. Once at his destination, Mark commented that the e-up! was very comfortable, despite his 6’ frame and he was amazed at how quiet and responsive it was. The Government’s recent investment in plug–in points in Milton Keynes is a reflection of the increasing acceptance of electric vehicles, but the industry is fully aware that it will take time for the public’s confidence to grow in the new technology. The test drive took Mark to Volkswagen Group UK’s National Learning Centre in Wymbush, where every year over 740 apprentices attend 1-3 year training programmes to develop their skills in a number of roles from product advisors to service technicians. Mark said, “I am delighted that an international company such as Volkswagen Group has recognised Milton Keynes as a place to do business, providing employment for up to 2,000 local people and offering exceptional training facilities for its employees”.

his month we visited the Geneva Motor Show so thought we would share some of the fantastic new cars that were launched there this year.
This is still one of the biggest Motor Shows in the world and only a 2 hour flight from Luton, it’s a must for all motoring enthusiasts. It has been going since 1905 (so they know what they’re doing!!), and attracts over three
quarters of a million people over 11 days. This year saw world debuts of the Mercedes S-Class Coupe, C-class, Lamborghini Huracan, Audi TT, and Citroen C1, along with the face lifted Nissan Juke plus loads more. We like to attend this every year so we can advise our clients on model changes and so we know what’s hot and what’s not.

Time Off for Antenatal Appointments
F
rom 1st October, 2014, under Part 8 of the new Children and Families Act 2014, those employees and agency workers who are in a “qualifying relationship” with a pregnant woman will have the statutory right to take time off to attend antenatal appointments with the woman. This new legislation provides the statutory right to attend two antenatal appointments – not all of them and they are not entitled to take any more than 6.5 hours off for each appointment. In addition, the appointments must have been made following advice from either a registered medical practitioner, midwife or nurse. A “qualifying relationship” is considered to be:
It is therefore possible that a partner may qualify for time off work to attend antenatal appointments, even if he is not the child’s natural father. A pregnant woman is entitled to time off with pay. However, those who are in a “qualifying relationship” with a pregnant woman will not be entitled to receive any pay for the time taken. It will not be possible for proof of an antenatal appointment to be shown to employers because the appointment would relate to the mother. However, an employer would be perfectly within their rights to ask for a written declaration from the employee confirming that they qualify as stated above, the time and date of the appointments, etc. Any employee who abuses this right and is subsequently found to have misled or deceived their employer, will be subject to disciplinary action.

his last month has been another busy one. In my speech to open the MK Business Expo, at the MK Stadium, I urged Milton Keynes to put in a strong bid to host the planned new HS2 Skills Academy.
The Academy will deliver specialised training to make HS2 a success and ensure it can be built by skilled workers. It will be the first college of its kind to be built in over 20 years and Mark Lancaster and I will be be working with local organisations to get the Academy built in Milton Keynes. I have also spent time visiting residents and small businesses in Woburn Sands, supporting their entrepreneurship and learning about industries. I welcomed the recent announcements in the Budget to help people who want to save or who rely on their income from their savings. Creating a new ‘pensioners bond’ will offer a higher interest rate than is currently available and help those who have worked hard and provided for their retirement. On top of this, removing the need to buy an annuity will mean that those who are retiring will have much greater flexibility in accessing their pensions. I am also pleased that by creating a new ISA with a higher annual limit of £15,000, saving will be made simpler and more flexible. Following the debate in Parliament that I led a few weeks ago, OFCOM have agreed to one of the suggestions that I made; to review MKFM’s application at an earlier point in the timetable. Hopefully this will mean that MKFM will get their much hoped for permanent FM slot much sooner than they were going to. I was very fortunate to receive a makeover, from Levi’s at Midsummer Place in central Milton Keynes, during the launch of the shopping centre’s new campaign. With some help from the store manager, Lee Warren, I created a new style and while it may not replace my suit and tie when in Westminster or travelling across Milton Keynes, it certainly was an enjoyable experience.
