Local bands and performers will entertain the crowd on an outdoor stage. While the skate, scooter and BMX competitions, which are again part of the South Australian Skate Park League series, will take part on the skate park.

With plenty of prizes on offer, give-a-ways, rock climbing wall, free face painting and airbrush artist, live music, food and drink stalls, there is something for everyone.

Have Your Say on a New Playground at Mitcham Reserve Council is inviting feedback from the community on two draft designs to upgrade the play equipment at Mitcham Reserve.

We invite you to have your say by 5pm Friday 13 October.

The City of Mitcham plans to expand and reimagine the play space and upgrade the play equipment at Mitcham Reserve.

Two designs were developed using feedback from workshops undertaken with children from local schools. Over 50 children participated in a Children’s Voice Workshop held at the reserve in April; their feedback assisted in the development of the concept plans.

The designs feature a mix of nature play and conventional playground equipment. Design A has more nature play features with less formal playground equipment and Design B has more conventional equipment, but less nature play features.

Proposed Play Areas Junior Age Play Area (1-5 yrs) Area identified for junior play and inclusive play experiences due to close proximity to parking, family facilities area and village green. Play area to encompass existing Chinese Elm Tree to utilise natural shade and increase comfort for users.

Reserve Areas Village Green A historical landscape that preserves the original design intent of William Giles in the planning of Mitcham Village. The intent was to create a flexible common area and meeting place for the local community. Due to the historical significance of this area it is deemed unsuitable to host structured play elements however informal and recreational play will continue to be accommodated.

Commemorative and Historical Garden Contains historical war memorials. Ornamental planting of English lavender celebrates a connection to Mitcham England the birthplace of William Giles.

Family Facilities Area

Middle Age Play Area (3-7 yrs)

Contains key facilities to extend duration of visit including toilets and a large shelter; accommodating three picnic settings. Location provides easy access to parking, village green and existing play space.

Area identified for middle age play experiences on southern side of creek.

Encourages freedom to roam and seek independence but within visibility of Junior Play area. Supports age appropriate challenges and risky play.

Protected Biodiversity Zone

Senior Age Play Area (6-12 yrs)

Flood Prone Area

Area identified for senior age play experiences on southern extent of reserve.

Encourages freedom to roam and seek independence for older children. Supports age appropriate challenges and risky play.

Existing swing set to be retained. Existing service infrastructure will be considered in development of final design.

Nature Play (3-12 yrs) Area identified for unstructured wild play experiences that encourage environmental, cultural and historical learning. Elements designed to be within the flood prone area are to be robust and durable.

Areas identified in Mitcham Reserve Heritage Tree Protection Plan.

Road Edge Buffer Area provides a safety and acoustic offset for designated play nodes.

Area contains seasonal inundation that may impact play equipment. Area may be suitable for informal robust nature play elements in context with Brownhill Creek.

Properties on Steep Slopes

Consideration must be given to proper land management principles and in accordance with the Native Vegetation Act.

Many factors influence the loss of life and property during bushfires including:

Fuel Reduction

Amount and type of vegetation.

Good fuel reduction practices are essential throughout the year, especially prior to summer.

Condition and placement of buildings.

Availability of water.

Remove all flammable materials away from around the house and other buildings, and keep bark and mulch to below 10cm, (4ins) in depth.

Physical capabilities of your family to defend the property.

Greater ground clearance is necessary on sloping properties, especially under established trees. A fuel-reduced zone of 30m to 40m is recommended on steep slopes. The intensity of grassfires increases with the height and quantity of grass. If the grass can’t be kept short by grazing animals, it should be slashed well before the Fire Danger Season to allow time for the debris to rot.

All heaps of bark, fallen leaves, undergrowth, mulch and other flammable heaps should be kept well clear of the house, out buildings and from under trees or shrubs.

Prune lower tree limbs and cut long grass within 20m of a residential dwelling and 5m from any other buildings.

The location and accessibility of your property.

Long-term preparation may include changing the layout of your property to include: Strategically placed garden walls.

Driveways, trees and shrubs.

Outbuildings.

These measures may protect your home from radiant heat, significantly increasing the prospect of your survival.

Clean-up now for summer safety and remove all flammable materials from around the house.

Walk around your home and identify potential spots where a fire may start.

Why do Houses Burn?

Many houses survive the fire front only to be destroyed later by fires started from burning debris. Strong winds can break glass or damage roofs allowing flying embers to get inside the house. In a bushfire a house can burn because of: Burning debris landing on or around the house.

Radiant heat from the approaching fire.

Sealing gaps in the roof area along ridge capping and fascia boards.

Removing all plastic, straw or flammable awnings and pergola coverings.

Removing any flammable materials lying near or under the house.

At what point will you actually leave?

What if family members get separated?

What will you do with your pets?

Plan to Survive Make your decision now?

YES - we are staying and are prepared to defend our property.

YES - we are going early as we aren’t prepared to defend our property.

Even if you plan to go, you must prepare your house and property as if you were staying, you may have no option but to stay and defend as there may be no way out of the area.

Bushfire Survival Plan A written and practiced Bushfire Survival Plan is the most important part of your preparation to survive a bushfire.

Thinking ‘I will leave early’ is not enough. You must Prepare to Act and Survive. Your Plan will help you take action and avoid making last minute decisions that could prove deadly during a bushfire.

Why should you have a Bushfire Survival Plan?

The majority of people who die during bushfires in South Australia are caught fleeing their homes at the last minute.

Preparing your Plan allows you to identify the triggers to leave early or prepare to actively defend your property.

Bushfire can be scary and overwhelming. This is not the time to be making major decisions.

Preparing your Plan allows you to make major decisions in advance and will help keep you focused and make better decisions in the event of a bushfire threat.

During a bushfire, you will most likely be worried about your loved ones.

A prepared and practiced Bushfire Survival Plan will help family members know where others are and what they will be doing.

You might find at the last minute that you don’t have the clothing, equipment or resources to enact your plan to leave early or stay and defend.

If Family Members Get Separated

Where to Go

Consider what you will do if a bushfire comes while your children are at school or family members are at work. Find out the school’s policy on bushfires. Do not allow panic to drive anyone into life threatening conditions searching for missing relatives or pets.

Investigate if there is a designated community refuge nearby and what you will need to take.

Alternatively, you may be able to shelter with family or friends in a nearby suburb or even in a well-prepared neighbour’s home. Decide in advance where you will go and ensure that it is a safe area.

When to Leave

Property Access

It may be appropriate to go to your chosen refuge on any day the bushfire danger is extremely high.

Do not wait until a bushfire threatens, monitor the radio and leave well before the fire front arrives.

Never wait until the last moment and follow your Bushfire Plan.

Clear access will allow for the safe movement of fire fighting vehicles. Gateways should be at least three metres wide. Roadways need a well compacted surface with slopes no greater than one metre rise for every four metres, with solid crossings over permanent waterways. Turn areas of 25 metres in diameter are necessary.

SO REMEMBER FIRES CAN THREATEN SUDDENLY AND WITHOUT WARNING. WATCH FOR SIGNS OF FIRE, ESPECIALLY SMOKE, FLYING EMBERS AND FLAMES. KNOW THE FIRE DANGER RATING IN YOUR AREA.

A prepared and practised Bushfire Survival Plan will help you to identify the resources you need.

BE AWARE OF LOCAL CONDITIONS AND KEEP INFORMED.

Bushfires can be unpredictable and the best laid plans can go wrong. A well prepared Plan will include contingencies and back-ups if your primary Plan fails.

It is therefore extremely important to plan for your family’s safety and be self-reliant. Bushfires threaten life and property throughout our state every summer. Making the right decision about whether to stay or go is critical for your own safety and that of your family.

Backyard Burning Backyard burning of rubbish or green waste material is banned throughout the City of Mitcham all year round. A charcoal only fire is permitted for the purpose of comfort or cooking outside the Fire Danger Season provided: It is no larger than one metre square.

There is a four metre clearance of flammable materials.

Parking in the Hills Where and how you park your vehicle is an issue in the hills all year round but more so during the bushfire season. Lives and homes are put at risk if access to fire tracks or the most direct route to a fire is impeded by thoughtlessly parked cars obstructing traffic. When you park your vehicle ensure that there is at least three metres of road clearance alongside your car which will allow other vehicles to pass. This is required by law and you may save a life!

Water Supply Mains water cannot be relied on during bushfires as power could be cut or water pressure dramatically reduced. If you have water tanks, dams or a swimming pool, a portable pump and a hose will be required to provide water reserves for the CFS. Gravity fed water tanks with wide opening outlets enable quick filling of buckets plus the use of portable pumps. To use your pumping equipment fit gate valves to all new tanks. Ideally your water supply should be close to the house and there should not be exposed areas of plastic pipe or hose to melt.

Celebrate Mitcham’s History at our Remembrance Event in November

New Orienteering Course at Hawthorndene Reserve

Join us to commemorate the history of Mitcham and Remembrance Day on Friday 10 and Saturday 11 November at Mortlock Park in Colonel Light Gardens.

Hawthorndene Reserve in Watahuna Avenue, Hawthorndene now has a ‘do it yourself’ Orienteering Course for kids and families.

Mitcham’s Remembrance Event will commemorate Remembrance Day and share stories of the Mitcham Army Camp in Colonel Light Gardens which was home to 33,000 soldiers as they trained for World War I. This moving commemoration will honour and bring to life the experiences of South Australian men and women as they trained and prepared for the European battlefields at the Mitcham Camp.

School children, from across the City, will learn about the camp by sleeping in tents overnight, just as the soldiers would have done so many years ago.

If you are looking for something to do with the kids this school holidays try your hand at orienteering at Hawthorndene Reserve.

Orienteering is a sport where people visit a number of points marked on the ground using a map and sometimes a compass.

The Hawthorndene course is designed for kids and families and has 10 small marker plaques dotted around the reserve. You don’t need a compass for these courses, just a map. Kids and families can navigate themselves and have a great time searching for markers like a treasure hunt.

There are two easy courses that start and finish at the southern entrance of the Apex Park playground. The courses which explore the park, are designed to help kids develop problem solving, map reading skills and navigation skills.

The Orienteering Course at Hawthorndene Reserve was officially opened by Cr Lindy Tauber, Orienteering SA and students from Hawthorndene Primary School.

We are holding a major event at Mortlock Park in Colonel light Gardens on Saturday 11 November "Remembrance Day". School children from local schools will be camped out at Mortlock Park.

Various history lessons including the significance of Colonel Light Gardens as a training ground in the First World War will be explained. We will honour the fallen in an RSL conducted service at 11am. Please consider coming if you can, a history of Mitcham will be a feature of the event.

Spring is upon us. It is a pleasant time of the year with flowers in full blossom. I encourage residents to explore our beautiful gardens such as Carrick Hill.

Council has been briefed on the proposed Blackwood Roundabout upgrade. Work will commence at the end of this year with completion in time for Anzac Day events. I must say the much needed improvements should ease traffic concerns. We acknowledge Minister Hamilton Smith for supporting the funding of these works.

I have been involved with interviews of applicants that will make up the new "Development Assessment Panel". From next month changes to planning mean that only one Councillor will be on the panel with other members being appointed independent members. Applicants have a significant amount of experience and I was very impressed with them all. I must say I think an independent panel could bring a better outcome for all.

I hope to finalise negotiations with a Blackwood property owner for start on a commercial centre upgrade. The confidential negotiations, it is hoped, will be a stimulus for private investment in the area.

Council recently took delivery of a new street sweeper, I approached Engineering with a request for the service to be brought in-house. It seems that this is the type of service that Council should be providing and not outsourcing.

Volunteers I thank the many residents who are volunteers of the City of Mitcham. The volunteers give many hours of their time to help other residents. These services include Community Bus drivers and helpers, personal transport driver support, our library services, and many more.

Mitcham Development A majority of Councillors endorsed a draft plan to assist in the future development of the City of Mitcham. The proposal includes identifying the intersection of Cross Road and Goodwood Road for a mix of housing and business. I advocated for the draft plan to include the development of the Repatriation General Hospital site and surrounds for a mix of all-ages health and aged-care services, including small businesses to support the community. I encourage residents to participate in the public consultation which will begin in February.

Mitcham Memorial Library At the Full Council meeting on the 8 August 2017 the majority of Council, including myself, endorsed the proposed floor plan for the Mitcham Memorial Library Redevelopment. The Library will include large meeting rooms, parents and youth spaces, wide views overlooking the park, and for the first time incorporate the Toy Library within the building. This is an exciting project for the City of Mitcham.

It is exciting to have some action on a few major projects across Mitcham, with Government funding. Very happily, the Blackwood roundabout is being addressed, Springbank/Daws/Goodwood Roads intersection is being sorted out; and the expansion and redevelopment of the Mitcham Memorial Library is exciting. I also hope that in time this passionate focus on library renewal will see much-deserved action at the Blackwood Library too.

I recently attended a “Smart Cities – Building the cities of tomorrow” seminar and as I listened I pondered on the future of Babbage Ward and what it will be in the future. Changes in appearance and amenity of Babbage Ward are happening very rapidly, and I believe to manage the change and influence the future, we each need to take every opportunity to inform ourselves, influence and lead change and remain ambitious and innovative, even if we are not always successful.

A Smart City requires high speed internet (much faster than we currently have). Some local councils are focusing on improving their internet technology and creating technology hubs so that business can flourish and residents can improve their technology skills. The Flinders Precinct with the University and the Medical Centre is a major economic driver for South Australia and the City of Mitcham. I see strong benefits in Council partnering with them to ask for sharing of technology and high speed internet especially with nearby residential areas and commercial zones.

Another aspect of a Smart City is innovative “citizen driven initiatives”. A small but similar example of using that concept is the “Fund My Neighborhood” grants for resident groups, offered by the State Government. I helped Bedford residents to prepare an application for improvements to their local park and St Marys residents have also submitted an application. I wish them luck with their citizen driven initiatives and congratulate them for putting in time and energy to think about what they would like for their community and then acting.

The State Government Development Plan Amendment (DPA) for the Southern Innovation Area and for the Repatriation General Hospital and Surrounding Area, were open for eight weeks consultation, finishing in August. The Southern Innovation Area plan proposed three new zones for Bedford Park - Regional Activity Zone; Suburban Activity Zone; and Open Space Zone. The proposed changes allow higher density development, as well as commercial, retail and mixed use development. I was at the DPTI open day and worked with staff and residents in the affected community to ensure that the Council response to the DPA addressed resident concerns. Council advised the State Government that Council will provide more recommendations after Local Area Planning community consultation is completed. Council will start the Local Area Planning consultation process in October.

In July I attended a presentation showing a proposed plan for the Springbank, Daws and Goodwood Roads intersection upgrade. Since then Council has asked the State Government to research a tram line along Goodwood Road, Fiveash Drive and Ayliffes Road, to the Tonsley precinct. This would improve public transport options through the area. There is only one chance to build the intersection fit-for-purpose for many years, so I hope all future needs are considered not just current traffic movement.

I regularly talk to residents about many issues and I help where I can. Please call me or email me if you want to discuss Council issues.

Recently several people have called me sensible.

There would have been a time in my youth when this could have been the ultimate 'put down' but now in this role I am very pleased to be seen as considered and responsible. I have now been a Councillor for three years and am reflecting on what has been achieved and where I will focus my energies in the final year.

Completed are some very long standing local issues (some 10+ years) which have occurred for a variety of reasons. Examples include assisting the Blackwood Football Club electricity charges problem, the Blackwood Recreation Centre lease, the installation of the Telecommunications Tower on Hewett Reserve, parking issues in Bellevue Heights and agreement across five councils around the Brownhill Creek flood mitigation works and funding.

Well underway are a range of projects most notably advances in pedestrian connectivity for the Blackwood District Centre, the Willora Road, Eden Hills footpath and northern station car park, developing a Public Art Policy and a means by which community gardeners can access funding, providing speed deterrents on Brighton Parade, continuing work on the Sturt River Linear Trail, funding contribution to the Regional Development Australia scoping study into the rerouting of freight trains and plans for the Hewett Clubrooms.

Relationships have been strengthened with nearby councils, government departments and others by taking a regional approach to projects such as Resilient South (climate change planning), Living Well Regional Public Health and Wellbeing Plan and the Adelaide Mount Lofty Ranges - Bushfire Management Area Plan.

Strong collaborations with Flinders University and Urrbrae Campus along with DPTI (South Road, Springbank Road and Blackwood Roundabout upgrades) and with SA Health via the Repatriation and Flinders Hospitals are being forged. A first meeting with the Kaurna Nation Cultural Heritage Association has occurred.

A long term vision and strategies to provide city wide equity and a logical plan has included a Strategic Management Plan update, an Economic Development Strategy underway, Waste Management Strategy, an Integrated Cycle Plan, a Sports Facilities Strategy, Tree Strategy, Access and Inclusion Plan and the adoption of Asset Management Plans for Transport, Open Space and Stormwater.

Emerging projects include the transition to LED street lighting, a Playground Strategy, how Mitcham responds to changes around NDIS and Aged Care and the draft State Government 'Planning and Design Code'. Staff are also deeply involved in the implementation of TechOne to vastly improve our on line communications and to collect data in a much more efficient way. Both of our libraries need attention with the Mitcham Memorial Library upgrade underway. The Master Plan for Manson Oval has progressed but has a way to go.

The above has been achieved while maintaining sound financial management. For the next year consolidating the work on the Blackwood District Centre and Waite Street Reserve will be front and centre in my mind as well as how best to progress heritage matters which are entwined with the new planning laws. I welcome your input.

Many of us have been active enthusiasts for a process to realise greater potential in Blackwood Town Centre, which I think most agree could do with renewal. This has led to fresh focus on this issue, and it’s been exciting to see the manner in which Administration has approached this situation, with serious engagement. The entire Council is committed to seeing this take genuine steps forward, and we look forward to seeing the fruit of it in time.

In the midst of these larger matters, there was some intriguing debate about the relative value of the Mitcham having a tagline. Not a few options were canvassed, with both some tedious and humorous moments, but in the end the English translation of our Latin motto was adopted: ‘Let Us Build for Posterity’. Contrary to common thinking, I think these statements do matter, and I think this is a good statement. It doesn’t sound cliché or too trendy, and has a classic feel and focus. It holds together the balance of ‘building’ for the future, with the ‘posterity’ which is timeless. It’s also names ‘Us’, signalling a reminder that we exist interdependently as a community – no one is an island. Even whilst we each pursue our own vocations and endeavours, we have the opportunity to serve the ‘common good’ through our contributions and relationships to one another.

This can be very practical – such as paying rates – or personal, such looking out for one another in our neighbourhood, or welcoming a new resident (especially if they are new to our country).

This tagline might also help guide possible projects in public art. Generally the best of these around the world have some level of bold audacity and even controversy. We could do with some of that. Great things are achieved because generations have the balance of audacity and wisdom to build for posterity. In all we do, let us do the same.

So now is a great time to explore Brownhill Creek from Brownhill Creek Road to the Brownhill Reserve Summit.

The trail, which has been realigned and the surface improved, has now also been made easier to follow and greener. Trail maintenance volunteers, members of the Rotary Club of Brownhill Creek, the Brownhill Creek Association, The Friends of Brownhill Creek and Bush for Life volunteers gave their time planting over 300 indigenous plants, installed multiple signs and cleaned up waste.

The Peter Nelson Trail links Brownhill Creek Recreation Park and Mc Elligot’s Quarry and is part of the Yurrebilla Trail and the proposed Wirraparinga Loop Trail. The trail was initially established with support from the Rotary Club of Brownhill Creek to honour 1952 Helsinki Olympic Games Cyclist Peter Nelson.

Frank Smith Dam has been repaired Over winter the embankment and footpath at the John Wesley Smith Memorial Lake known as Frank Smith Dam was repaired.

The John Wesley Smith Memorial Lake, known as Frank Smith Dam, is now open to the community following works to repair the dam and path around the lake.

Over winter Council: demolished the existing outlet and constructed a new outlet installed scour protection of the embankment wall

renewed the footpath along the embankment wall around the lake To green the local environment alongside the new path students from Coromandel Primary School planted native plants.

Bin It Right Help reduce your waste going to landfill by introducing a three bin system inside your home.

We are all familiar with our three bins outside, general waste – the bin with a blue lid, recycling – the bin with the yellow lid and green organics – the green bin. Why not introduce the same three separate bins in your kitchen to make it easier to ‘Bin It Right’!

An easy way to help stop your waste going to landfill is to match you bins inside your home with the three bins you have outside. Having separate bins in the kitchen for recycling, food

scraps and waste can help ensure your waste ends up in the correct bins.

Each year we divert 55% of material from landfill, by recycling over 6,000 tonnes of waste and 9,000 tonnes of green waste but over 12,000 tonnes still goes to landfill. We want to meet the State Government’s goal of 70% of material diverted from landfill each year.

Michael Smith Author and Adventurer Join Michael at the Blackwood Library on Thursday 9 November at 6.30pm to hear about his amazing solo journey around the world.

Michael Smith, author of Voyage of the Southern Sun, became the first person to fly solo around the world in an amphibious plane, retracing the 1938 Qantas, Imperial and Pan Am flying boat routes.

With limited flying experience, no support team and only basic instruments in his tiny singleengine flying boat, the Southern Sun, Smith risked his life to make modern aviation history.

Plans to Redevelop Mitcham Memorial Library Begin The City of Mitcham is redeveloping the Mitcham Memorial Library to create an engaging space that caters for the changing needs of our community.

The Library, located at Soldier’s Memorial Reserve on Belair Road in Hawthorn, was originally built in 1965 to provide library services to the local community.

The new design is modern and sleek embracing the view of the reserve and Brown Hill Creek to provide modern spaces and resources for all ages.
