On Monday 27 February we finally had State Government confirmation of funding for the Brownhill Creek and Keswick Stormwater Management Plan.

The consensus was reached nearly two years ago between the five Councils involved in the project. The decision was not to proceed with a dam in Brownhill Creek, instead the creek would be cleared and widened in sections to improve water flows. Unfortunately the State Government views the project as a 20 year programme. In my view this is too long and I hope to reach a more favourable outcome for our residents.

We now have a formalised sports strategy. There are some inequities between clubs with some paying next to nothing and others paying a higher rent to Council. I am a great supporter of sporting clubs and am mindful of economic decisions that Council makes. I believe that we will reach outcomes acceptable to everyone. It was pleasing to hear that two facilities/clubs received funding for improved facilities in the recent round of Federal and State initiatives. Congratulations on their success.

Council has employed a traffic management officer, his expertise will be greatly utilised. Traffic and parking issues are significant concerns in Mitcham. I hope that added resources will help with reaching conclusions acceptable to most.

We are in the midst of the major Darlington Upgrade Project and Council is working with DPTI to achieve better outcomes for our residents.

At Council meetings this year we have had significant debate on access/ egress to and from streets in Bedford Park. Parking controls has certainly been a hotly debated topic.

We are about to move into budget discussions.

Councillors will make decisions about various capital works programmes, new initiatives and of course repair and maintenance of assets such as roads and footpaths. I am a strong advocate for keeping our rates as low as possible. Council like many businesses is not immune from cost increases. Our electricity charges will rise by approximately $250,000 this year, coupled with a similar increase in our government waste management levy it is a tough balancing act.

My new year’s Council resolution was to review our use of consultants and legal advice in Council.

I believe we “consult” too much. I will bring a motion to Council calling on full disclosure of such costs in every discussion motion before Council.

I used my casting vote to defeat a motion to spend $2 million or more on a bikeway from Belair to Mitcham. The gradient would have been at least 15% in places and numerous biking groups and other potential users said this was far too steep to be practical. I really think this would have been a huge cost to ratepayers with a very small group of people physically capable of using the pathway. I feel I have a responsibility to the vast majority of residents when such a large amount of money is involved.

B Part of It Did you know South Australia has the highest rate of the potentially life threatening meningococcal disease in the country?

That is why the City of Mitcham, in partnership with SA Health and the University of Adelaide, are providing free vaccines and throat swabs through local high schools to students in years 10, 11 and 12.

SA Health and the University of Adelaide are conducting a study to look at the impacts of Meningococcal B vaccination in older adolescents.

The study aims to determine whether the Meningococcal B vaccine has the additional benefit of preventing the spread of the meningococcus bacteria from person to person.

Council’s Immunisation Service, through our school immunisation program, is excited to be part of this project to improve the health and well-being of high school students.

What is Meningococcal disease?

It is a life threatening illness caused by a bacterium called Neisseria meningitides, often known as meningococcus. There are six different types, but most infections are caused by the meningococcal B strain. Up to 25% of adolescents carry the meningococcal bacteria in their throat. While this may not cause illness to themselves, they have the potential to spread the bacteria which may cause disease in others.

What does the study involve?

Over a two year period each participant will: Receive two doses of Meningococcal B vaccine Complete a questionnaire (at first and follow up visit) Have two throat swabs taken Receive a $20 iTunes card after each throat swab

What do you need to do to participate?

Students in years 10, 11 and 12 must provide the details requested on the consent card and parents/guardian must sign the form if students are less than 18 years.

South Road Darlington Upgrade Project The City of Mitcham, on behalf of the local community, is continuing to work with the Gateway South Project during the construction of the South Road Darlington Upgrade which commenced in February.

Council is liaising with the Department of Planning, Transport and Infrastructure (DPTI) on changes to noise walls, landscaping, water sensitivity, local traffic management, stormwater drainage and maintenance and responsibility.

Council is seeking changes to noise walls to soften and break up the concrete face and to use landscaping and alternative noise treatments.

The limited variety of tree species and inadequate number of larger trees will be addressed through additional plantings of larger species.

Council continues to advocate for water sensitive urban design. Minor improvements have been included; however Council is seeking further improvements.

Stormwater Drainage Council continues to engage with DPTI to ensure stormwater drains are designed with adequate capacity to provide for major flood events. The realignment of a major stormwater drain and an oil separation system on the southern end of Ragless Reserve is under construction. We are working with the designers to ensure the amenity of Ragless Reserve is maintained.

Construction Initial works including utility service relocations, vegetation removals, temporary pavement and traffic shift and stormwater drainage have been completed.

Construction of the new South Road at ground level has begun. Once completed in mid 2017 traffic will be moved to these surface roads to allow excavation of the lowered motorway and construction of the bridges.

The City of Mitcham will continue to represent the local community during the South Road Darlington Upgrade.

Changes to the design now allow a u-turn facility and access into Brookman Avenue at the Tonsley Boulevard intersection. This will improve both egress to the north and access from the south.

New Parking Controls for Flinders Precinct New parking controls will be introduced in Bedford Park South, Bedford Park North, Bellevue Heights and within Flinders Drive in April following consultation with the local community.

Council School Tours School children can discover the role of Local Government during an education tour of the City of Mitcham.

To support our local schools with their civics and citizenship curriculum Council hosts free education tours. Students have the opportunity to learn about Council services and facilities, the structure of Council and elections, the role of Councillors and the Mayor, meeting procedures, as well as opportunities for role playing and a visit by the Mayor.

Visits can be tailored to the specific needs and learning outcomes desired for the individual class and year level. Whether it’s hosting a secondary school leadership day, as experienced by Urrbrae Agricultural High School earlier this year, or teaching primary school students about the three tiers of Government, each visit is unique.

Visiting the Council can be an exciting, enjoyable and valuable part of the school program.

Mitcham had its own police station from 1892 to 1967. Discover the stories of the local larrikins and lawbreakers, the law enforcers and the do‑gooders. Police artefacts on loan from SA Police Museum.

Jeannie Baker, a picture book author and collage artist, will be talking about her process to create her latest book Circle.

The story of the little-known Bar-Tailed Godwit who, following invisible pathways that have been used for thousands of years, undertakes the longest unbroken migration of any bird, a total of 11,000 kilometres, flying from their breeding grounds in Alaska across the Pacific Ocean to Australia or New Zealand.

This free event will include a student exhibition from local schools inspired

by Jeannie’s work. Students are creating their own collaged books. One lucky school will be awarded a complete set of Jeannie’s books.

Upgrade of Springbank Road Construction of the $2 million Springbank Road Upgrade Project to install a painted median, pedestrian refuges and indented parking and bus bays will commence in April.

The upgrade of Springbank Road will improve road safety for vehicles, cyclists and pedestrians.

Three additional pedestrian refuges will be installed on Springbank Road to make it easier to cross the road. A full time bike lane will allow cyclist to travel safely, indented parking, bus bays and protected right turn lanes into side streets will be installed to ensure traffic flows along Springbank Road.

Previously, I warned of the new "No Rules set of Planning Rules" following passage through Parliament in 2016. The recent fuss generated by the Unley Green proposal for eight storey apartments, now abandoned by that Council after resident displeasure (Eastern Courier 1 March 2017), is likely to be repeated over and over, with the State Government’s Coordinator General able to "call in" or refer applications worth over $3 million to the Development Assessment Commission hence removing any Council oversight.

I wanted to thank all who attended the joint ward forum at St Marys Park. It was encouraging to have so many attend the evening and to be at a venue other than the Council Chambers.

Questions on the night were well responded by all and overall it was a positive night. There were some interesting topics being raised such as ‘why does the garbage truck start so early?’ and ‘what is the latest with the Bunnings application’.

Babbage Councillors were questioned about the achievements to date and how are we supporting Babbage residents. The president of the St Marys Club spoke and provided on what the club is achieving and how well rated the oval is at St Marys, in fact it is one of the best grounds within Adelaide for amateur football. The club was also presented with a donation from the Mayor for the use of the facilities on the night, overall a good night and hopefully we are able to use these facilities again.

Overton Ward is experiencing an increased traffic flow particularly in Winston Avenue in peak hour due to the Southern Expressway development slowly proceeding. Traffic will encroach our area as the construction moves closer north in the near future once streets in St Marys are closed during and after the completion of this development.

Community Forum Our recent forum was a joint Ward forum with Babbage Ward at St Marys Clubrooms. The function was well attended, mostly residents from Babbage Ward, but several Overton Ward issues that related to flooding in Rockville Avenue west and Day Avenue. Council’s Engineering Department has completed plans to create a detention basin in portion of Day Reserve which will commence mid March. New drainage will also be constructed on the northern side in Rockville Avenue, which will better drain the street. This work will commence July / August this year to relieve future storm events.

Repatriation Hospital At the time of writing this article, we are all still unaware of who is going to take over this site, and what will be the future plans. One wonders how much of the original Repatriation Hospital, as we know it, will remain. I suspect very little will be released to the public. SA Health has a lot to answer for as this historic veteran’s hospital closes. Veterans throughout South Australia face the indignity of having to travel all over the City to receive their particular help which has always been at the one site.

Parking Council has recently approved three hour parking for Sunday only, on the southern side of Kegworth Road west. This extra parking will assist the local businesses and the new Christian Church during their service times on Sundays.

Ugly ALDI Building on Belair and Angas Roads The ALDI being built was a State Government Coordinator General’s “call in” referral to the Development Assessment Commission under the existing rules. We can expect even more intrusive building proposals under the new system, which severely limit neighbours’ appeal rights.

The State Labor Government and the Liberal opposition have combined to pass this new Act in a desperate effort to "be seen" to support new developments. Instead, they have combined to damage the best aspects of suburban life in Adelaide.

High Rise on a Block in your Street?

Multi-storey units will be encouraged under the new system, particularly on major transport roads, but the truth is that buried in the new Plan, "within 800 metres of a corridor" is also regarded as open to this type of building.

Adelaide's Main Roads are all 1,600 metres apart, (eg South Road to Goodwood, Goodwood to Belair and so on to Fullarton and Portrush Road, means that the whole area of Mitcham is open to this type of "Development Application".

Who Wants a Bigger Population?

All of the road and infrastructure upgrades being proposed come to naught if travel times to work are increased. The rezoning of Port Road for high rise housing at Thebarton probably caused the closure of the Coca-Cola Factory last week.

If Planning SA destroys workplaces by rezoning, then their claimed aims of encouraging walking/ cycling to work are stymied.

Council is preparing a draft Business Plan and draft Long Term Financial Pan for 2017/2018. The Draft Business Plan outlines the activities Council proposes to undertake over the next 12 months as Council works towards its long term goals set out in its Strategic Management Plan.

In April residents will have an opportunity to share their views for consideration by Council on the draft Business Plan and draft Long Term Financial Plan prior to the adoption of the final plans.

Unfortunately it seems that Bedford Park will remain Bedford ‘Car’ Park for a little longer. I tried to introduce restricted parking for the area but it was decided to ‘do nothing’ until the car park at Flinders is completed. I am going to be watching this one closely as I can’t see how the carpark being built will change people’s attitude from choosing free parking over paid parking but hey I am happy to be proven wrong. The suburb of Bedford (car) Park is going through a lot of change and by the time this goes to print we would have voted on the proposed changes to improve residents egress from their homes. The current changes of the Darlington project have had a significant impact on how residents exit and enter their suburb; hopefully something will be done and decided soon so that we can make it an easier experience for all.

Council’s financial position is still strong and in a positive position, it will be with great concern how the upcoming budget bid season is treated and whether it becomes a spending frenzy.

Council elections will be held in 2018 so it will be interesting to see what money needs to be spent against what money is being spent to please others. Council still has a lot of money that needs to be spent on flood mitigation and drainage as our current infrastructure is not holding up and causing regular flooding of homes. So you will need to forgive if I don’t push for a new footpath in your street or support significantly newer projects within Council until I know that our infrastructure is able to cope and stop flooding our homes.

March 8 was International Women’s Day. This is a day when we are reminded to reflect on and celebrate the social, economic, cultural and political achievements of women. Here in Australia we are very lucky to live in a community that values diversity of all kinds, ethnic, religious, family, language, gender and of course diversity of opinion. So I reflect on this while also being thankful for the opportunities and advantages I enjoy.

Six months since my election to Council and I must say how much I am enjoying the experience.

Meeting residents, getting to know more about my local community and area, working as part of a team, and trying to assist where I can are all aspects about the role that I love. Also, I greatly appreciate being able to make a positive difference, and now have a much stronger sense of belonging, after only three years of living in South Australia.

It’s also worthwhile reflecting on and celebrating how we value diversity in Mitcham. We fly the Rainbow Flag to acknowledge, include, celebrate and stand with gender diverse people in our community. Of course we also fly the Aboriginal Flag in recognition of and to show respect for our first people.

One aspect that particularly interests me is how Council can better consult with its community, given we live in a fast-moving world where everyone's time seems almost fully taken by daily activities. How can Council cut-through to engage its residents? The traditional ways of informing our communities about consultation on an issue don't, to my mind, appear effective or that relevant anymore. Placing expensive notices in our local papers - I believe Council spends upwards of $90,000 a year on this - plus static displays in our Libraries or Civic Centre don't seem to effectively reach people.

In 1980, when I was still a little boy, I emigrated from New Zealand with my family to live in Australia. My father was a highly qualified computing engineer, but in Auckland he needed to work three different low paying jobs just to pay the bills. As a young boy, I was dropped off to my grandparents at 4 am each morning so that both my parents could clean bathrooms at the University of Auckland. A decision was made to move to Australia.

And in 1980, pre the State Bank disaster, Adelaide was the place everyone suggested they go for opportunity and employment.

In 1980, Adelaide was still vying with Brisbane to be Australia’s third largest city. Perth’s population would only overtake Adelaide’s in 1984. Even by 1983, 20 of Australia’s Top 100 Companies were still headquartered in Adelaide (now only one is).

A major copper deposit and the world’s largest single uranium deposit had been discovered near the “Roxby Downs Sheep Station”. So they chose Adelaide. It is still a great city.

But, as a city, few people associate Adelaide with opportunity any more.

The regular news of business closing, and graduates moving interstate, is difficult to bear.

Part of the solution is in making our city attractive to business again, and more attractive in terms of cost of living. This is why I have focused heavily on reducing waste and keeping Council rates as low as possible. In my view, rate rises that for some businesses have exceeded 32% over just a few years have been bad for business.

When I joined Council in 2010, staffing expenditure had doubled (on a cash basis) since 2000 – far in excess of CPI. I have worked to place a cap on staffing increases and implement regular efficiency reviews throughout Council. I have also put checks in place at Council to stop blowouts in Council’s legal expenditure, and worked to move Council to two meetings per month to improve efficiency.

With staffing costs (around 40% of total expenditure) and other expenditure now under control, the 2016-17 rate rise will now be almost half that of previous years. The Mayor also deserves significant credit for this lower rate rise. Other work to revitalise our suburbs is also important.

Blackwood in particular has missed out on far too much for far too long.

I have also worked to revitalise and lease the Mitcham Railway Station – historic buildings currently used for storage. Stay tuned.

The Regional Playspace initiative which I began – the development of a world class playspace for young families at Wittunga Botanic Gardens – has now received in principle support from Council and discussions are underway with the State Government.

I am also pleased that my proposal to re-imagine and expand the playgrounds within Mitcham Reserve now been approved by Council.

There is much more to do. But if we can do our small part to keep rates under control locally, and keep our city vibrant and exciting, we can reignite opportunity in Adelaide.

Looking deeper, do we have a diversity of representation on Mitcham Council so that it is a true reflection of the community it serves? It’s hard to tell without knowing the religious, ethnic and family backgrounds of all elected members.

So my analysis is by necessity superficial.

We have five female elected members in a body of fourteen. That equates to 35.7% representation by women, compared to a state population comprising 50.4% women. I estimate that we have seven elected members who are 60 years old or older. That is 50% of the elected member body compared to 25% of the population of Mitcham being 60 or over. There are more 20 to 34 year olds living in Mitcham than there are 60 to 74 year olds and yet, as far as I can tell, this younger age group isn’t represented at all in our elected member body.

They say that organisations should be a microcosm of the communities that they work within and serve. We know from Mitcham’s most recent annual report that males dominate the workforce at every level with 54% of the staff population at junior levels being male. Female representation reduces with seniority with Mitcham having only one executive position held by a female, which equates to a 20% representation at the most senior levels.

There is some good news. In 2015, we passed a motion that called on Council to celebrate and embrace cultural diversity, recognise the benefits of migration and the contributions made by migrants and be welcoming to migrants from all over the world. Last year Council held its inaugural One Mitcham, Many Cultures event on Harmony Day and this will go ahead again this year on April 2 at St Marys Oval.

Achieving representative and workplace diversity is a lofty aim but is it important to you? Do you care? Will it make any real difference? I’m interested to know how you feel and would love to hear your views.

I puzzled about this during the recent consultation about reducing Library and Toy Library hours.

Being a person who highly values libraries, I figured a large number of residents would probably have a similar position and want to safeguard opening hours. But how do we, as your local elected representatives, ensure that residents know this consultation is currently happening? In the case of the Library hours, I felt so passionately about this that I designed, and paid for, 2,500 leaflets which I then letter boxed within The Park Ward. Obviously, this takes a lot of time and incurs some financial costs, but, in this case, was well justified.

I think the use of modern communication may provide part of the answer. The use of practical apps on mobiles is widespread by all sections in our community and so I look forward to a time when residents can register their specific interests with Council and then be able to install a free 'consultation app' which specifically covers these interests. This would make consultation timely, quick and easily collated. I also realise Council needs to radically overhaul its website to be more user-friendly for both residents and staff, so that necessary information can be readily and logically accessed. This has been acknowledged by the CEO and work is being done to remedy this. Council is also currently installing 'technologyone', a computer system to better locate information like the tracking system used for parcel post but for items such as development assessments and compliance with current legislation. Also, our database of community groups always needs to be up-to-date, with accurate contacts, so we can use these groups to reach members about particular issues likely to affect them.

Open Day at Urrbrae Wetland Enjoy an open day at the Urrbrae Wetland on Sunday 9 April from 1.30 pm to 4 pm.

The Friends of the Urrbrae Wetland invite you to enjoy the naturally beautiful wetlands and urban woodland which is brimming with flora and fauna.

Enjoy illustrated talks, guided walks, self-guided visits and children’s activities with Urrbrae Agricultural High School Students.

Families can enjoy guided walks through the wetland and participate in activities that will allow them to interact with different aspects of the wetland.

Have your heard of Water Sensitive Urban Design?

Council is managing stormwater to improve the local natural environment through rain gardens and reserve soakage systems.

Rain Gardens Rain gardens are designed to collect stormwater from roads to reduce downstream flooding and pollution while improving the local natural environment.

They can also reduce stormwater pit and pipe maintenance requirements by reducing the amount of sediment and litter being collected in conventional drainage systems.

Rain gardens allow stormwater to soak into the ground which keeps the environment greener and their sedges and rushes absorb nutrients which may pollute creeks, rivers and the ocean.

Reserve Soakage Systems Council has recently built stormwater soakage systems on reserves in Netherby, St Marys and Melrose Park. In Thurles Reserve, St Marys over 180 metres of soakage trench collects stormwater from surrounding streets which soaks into the subsoil, providing extra water for established trees and newly planted saplings. As a result a number of the new trees have grown nearly a metre since last winter.

Whole-of-Catchment Benefits of Water Sensitive Urban Design The City of Mitcham is continuing to research stormwater harvesting and water sensitive urban design across the City. Council has been monitoring the amount and quality of stormwater discharged from a 12 hectare drainage catchment in Hawthorn. TREENET Inlets are now being installed to measure their effectiveness in reducing stormwater discharge and improving water quality. This research aims to help us keep our streets and wider environment cleaner, greener and cooler into the future.

Parking Around School Zones

Council promotes a safe and happy community. By parking appropriately when you drop your children off to school, you can help to ensure there is no danger to students and avoid traffic congestion around schools.

Parking restrictions assist to ensure vehicles are stopping and parking in safe areas to provide a safer environment for children.

School Zones School zones are indicated by “School Zone” signs and white zig zag lines on the road with a speed limit of 25 km/h anytime children are present. Slow down to 25 km/h in school zones and check if children are present, only increase your speed at the “End of School Zone” sign.

Parking near an intersection Continuous Yellow Line

Keeping our children safe is everyone’s responsibility.

A continuous yellow line has the same restriction as “No Stopping” signs - you must not stop on a yellow line at any time.

If there are no traffic lights you cannot stop your vehicle within 10 metres of an intersection. If there are traffic lights, you cannot stop your vehicle within 20 metres of the intersection.

No Stopping You must not stop your vehicle on a length of road or in an area where a “No Stopping” sign applies.

No Parking

Parallel Parking

Vehicles can only stop in a “No Parking” or commonly known as “Kiss and Drop” zones to pick up or drop off passengers or goods.

Drivers must remain with the vehicle and must not stop for longer than 2 minutes.

Parallel parking is illegal if there is not 3 metres between the parked vehicles. If the road does not have a continuous dividing line or a dividing strip, you must ensure that there is at least 3 metres of road clearance alongside your car which will allow other vehicles to pass, including emergency service vehicles.

Bus Zones Only public buses are allowed to stop in a bus zone. If there is a bus stop sign but no signs indicating the bus zone, you cannot stop within 20 metres before the bus stop sign and 10 metres after the bus stop sign.

Parking Near or Over Driveways Vehicles can be parked up to the edge of a driveway, unless there are restrictions in place. It is illegal to park over a driveway. Many schools are located in residential areas, please be considerate when parking near driveways. more than 1m

Solid White Centre Line

Children’s School Crossing

You must position your vehicle so there is at least 3 metres between the parked vehicle and the solid white centre line, so the road is clear for other vehicles to pass.

A vehicle must not stop within 20 metres on approach to a crossing or within 10 metres after the crossing, unless otherwise signed with parking controls. It is important you do not park near school crossings as you will block the visibility of children and other pedestrians.

Have You Seen Council’s Speed Indicator?

The City of Mitcham has a speed indicator to educate and remind motorists of local speed limits.

Speed indicators are a great way to reduce speeds by up to 5 km/h on local roads and 10 km/h in school zones during school peak times.

It is important to remember when you are driving in a school zone and children are present you must drive at 25 km/h.

In school zones the speed indicator is programed so that during peak school hours between 8 am and 9 am and 3 pm and 4 pm the speed is set to 25 km/h to remind drivers that children are present.

When approaching the speed indicator you will see your speed. If you are within the speed limit you will see a smiley face.

If you are 5 km/h over the speed limit you will see “Slow Down” in red.
