Consolidation and Isolation Consolidation The goals and processes of the justice and penal system have very physical manifestations. On many scales and effecting many communities, these manifestations simultaneously remove, redistribute, concentrate and isolate individuals. This can be seen through a jail’s site to its individual cells and their involuntary residents. While this assists in the goals of those who detain, they are can become obstacles for the detainees.
