The Governmental Affairs Committee will hold a candidate forum for the six candidates running for three spots on the Ward County Commission Incumbents Shelly Weppler and Jim Rostad are running along with Ashley Gulke, Jedidah Rader, Miranda Schuler, and Ron Merritt
The forum will be held at the Minot City Hall Council Chambers and can be seen on both the city and Chamber EDC social media pages and the city’s YouTube channel. The forum will feature moderator Mark Lyman, Economic Development Specialist from the Chamber EDC, asking questions of each candidate. The public can also submit questions in person or online. The forum will begin at 4 p.m. and wrap up by 6 p.m. if all questions have been answered. Thank you to the City of Minot for providing the council chambers for these forums. The November election is set for November 5.

The Agribusiness Committee toured Minot Milling and learned about all they do for the industry. About a dozen members were suited up with hair nets, goggles, hard hats and ear plugs to take a look inside the multi-story facility. Plant Manager Jason Smette and Head Miller Mike Eide guided the group up to the top floor and worked our way down The plant is a division of Philadelphia Macaroni Company, a fifth-generation family-owned pasta manufacturer founded in 1914 In 1998, to maintain optimum control of the quality of the flour used in their pasta, Minot Milling built a durum milling plant in the center of the world’s finest wheat region, Minot, North Dakota In 2005, Minot added the Bakery Flour Mill and market to the commercial bread baking industry

The Minot Area Chamber EDC (MACEDC) is delighted to be the recipient of two awards during the 2024 North Dakota Main Street Summit The 21stCentury Workforce Award (Urban) was presented for the Minot WayFinders program, and the Economic Diversification Award was awarded for the Minot Intermodal Facility at the Logistics Park of North Dakota
The Main Street ND Awards are a collaborative effort of the Office of the Governor and North Dakota Department of Commerce. A selection committee made up of the collaborating agencies and partners judge the entries to make final awards. Lt. Gov. Tammy Miller and Commissioner Josh Teigen, along with the North Dakota Department of Commerce announced the recipients of the 2024 Main Street ND Awards on August 29 at the Main Street Summit
“We are grateful for the dedication of communities throughout the state who embrace the Main Street Initiative's principles,” Lt Gov Miller said “Building healthy, vibrant communities with strong infrastructure to attract and retain a modern workforce requires collaboration These awards exemplify the success achievable when we work together.”
The 21st Century Workforce Award was presented to Minot as a community of over 10,000 people that offered a unique answer to bringing individuals to the state for employment opportunities Minot's WayFinders program tackles workforce challenges by offering a personalized onboarding experience for newcomers. Launched in 2023, it connects newcomers with community champions ("WayFinders") who act as their "first friend" and resource. This program has already attracted five new residents and their families, boosting the local economy and school system. With recent grant funding, Minot is now expanding efforts to attract young families, recent graduates, veterans, and boomerangs nationwide
The Economic Diversification Award was awarded to a community for efforts in economic growth MACEDC successfully brought intermodal service to the region, diversifying the economy, and increasing export opportunities for North Dakota producers. The Minot Intermodal Facility has seen significant growth in operations since its launch, providing a strategic transportation hub for the state. This facility adds value to North Dakota's agricultural and manufactured products, strengthening the state's economy and enhancing market access.

The Main Street Summit is an annual conference that brings together local leaders, experts, and passionate citizens to come together for discussion and camaraderie as workshops and speakers encourage development of winning strategies, spark fresh ideas, and find creative ways for growth This year’s theme was “Regional Prosperity,” and was hosted in partnership with the biennial Statewide Arts Convening hosted by North Dakota Council on the Arts (NDCA), with sessions that focused on the value of community placemaking through the arts.
The inaugural North Dakota Global Talent Summit took place on August 21, 2024, in Bismarck at the North Dakota Heritage Center & State Museum Keli RosselliSullivan, MACEDC Workforce Development Specialist/Military Liaison attended with many employers from around the state to hear from key government officials, industry leaders, and immigration experts, that shared the critical role of foreign workers in bolstering North Dakota's workforce

The ND Military Commission met in Minot and were also given a tour of Minot Air Force Base Licensing compacts were a focus of the discussion and how we can get all that the Department of Defense are pushing in place in the state North Dakota has six compacts, and the list includes sixteen Outreach is planned to continue to work on this ahead of the legislative session. A discussion around current challenges of military spouses was led by Minot Air Force Base Commander spouses.
The meeting also included a pre-view of The Watch, discussion on the SkillBridge program, strategic plan review, and ended with a tour of Minot AFB. This was Maj. Gen. Alan Dohrmann, ND’s deputy adjutant general, last meeting as he will be retiring, Change of Command is September 15. We want to thank Maj. Gen. Dohrmann for his service and wish him well in his upcoming adventures.

Minot Area Chamber EDC (MACEDC) Task Force 21 is excited to announce the speaker lineup for the North Dakota Nuclear Triad Symposium, titled “Enhancing Nuclear Deterrence Amid Great Power Conflict,” scheduled for Friday, September 20, 2024, in Washington, D C
This annual event gathers leading experts from the U S Air Force, Navy, and other key sectors to discuss the significance and future of the U S nuclear triad, which plays a crucial role in our national defense.
Secretary of the Air Force Frank Kendall will headline the symposium, sharing insights on his role overseeing the U.S. Air and Space Forces, managing a $173 billion budget, and ensuring the readiness of nearly 700,000 personnel.
Attendees will also hear from Gen. Thomas A. Bussiere, Commander of Air Force Global Strike Command, as well as experts on international relations with China and Russia speaking on newly bolstered nuclear capabilities of our top adversaries, and North Dakota Congressional Delegation will discuss their efforts to support the modernization of the nuclear triad
“The strength of our nuclear triad is a testament to the dedication and innovation of our men and women in uniform,” said Gen. Thomas A. The Minot Area Chamber EDC will host a luncheon Monday, September 23 at noon at the Sleep Inn & Suites discussing Effects of Measure 4 - Property Tax Elimination featuring Senate Majority Leader David Hogue
North Dakota voters will decide this fall whether to eliminate property taxes in what would be a first for a state and a major change that officials initially estimate would require more than $1 billion every year in replacement revenue.
According to the Associated Press, Secretary of State Michael Howe’s office said that backers submitted more than enough signatures to qualify the constitutional initiative for the November general election Voters rejected a similar measure in 2012.
The ballot measure would present a monumental task for the Legislature’s budget writers, who would have to rethink funding of myriad items, said Republican state Rep. Don Vigesaa, who leads the House Appropriations Committee. The Legislature’s research agency already has put together a tentative list of areas and programs where funding could be taken, such as the state’s “Operation Prairie Dog” infrastructure fund, he said.

A ballot measure to repeal property taxes based on assessed value wouldn’t just eliminate standard residential, commercial and agricultural property taxes it would also impact six special tax categories, according to Tax Commissioner Brian Kroshus. This includes taxes on mobile homes, electric generation, distribution and transmission taxes, a forest conservation tax and other kinds of payments in lieu of property taxes implemented by local governments
Taxes on electric generation companies, electricity distributors and transmission lines accounted for about $30 8 million of taxes collected by the state in 2023 The state collected around $4 4 million in mobile home taxes in 2023 In 2023, North Dakota received roughly $1 million from local in-lieu-of property taxes and the forest conservation tax, which owners of forested land can pay instead of property taxes in participating counties While these are separate from traditional property taxes, the ballot measure would erase the sections of the North Dakota Constitution that make them legal, Kroshus said. The ballot measure would repeal sections four, five, seven, nine and 10 of Article 10 of the state constitution.
Kroshus said the oil and gas gross production tax which oil and gas companies pay in lieu of property taxes would not be impacted by the property tax measure.North Dakota collected $1.4 billion in residential, commercial, agricultural and other value-based property taxes in 2023.
The ballot measure, if approved by voters in November, would require the state to at minimum reimburse local governments by an amount equal to the property taxes they collected in the 2024 tax year Kroshus last week told a group of lawmakers that North Dakota can expect the ballot measure to cost anywhere between roughly $3 04 billion and $3 15 billion over the 2025-2027 budget cycle if it passes

Minot State University, the Minot State Alumni Association, the MSU Development Foundation, and MSU Athletics invite the public to celebrate Homecoming 2024 with multiple events held during the week of Sept 11-14
“Homecoming is a special time of year for our alumni, faculty, staff, students, and friends of the University,” said Courtenay Brekhus, Minot State’s director of alumni engagement. “With a variety of fun events planned, we are very excited to welcome everyone back to campus.”

MSU volleyball plays host to the University of Jamestown at 6 p.m. at the Dome, while MSU women’s soccer battles Montana State-Billings at 6 p.m. at Herb Parker Stadium. The MSU Alumni Association will cap Friday off with a Homecoming Reunion Social starting at 7 p.m. at Sports on Tap.

Minot State University’s School Psychology program proudly celebrated a significant milestone this spring, graduating its largest class of 10 students Penny Craven, director of the School Psychology program, has been a great asset in returning the program to its full potential
“Eight is the biggest graduating class that we’ve had so far We’re at 10 this year, and once our incoming cohort graduates, we could be looking at 14,” Craven said. “I came to Minot State in 2021, and the program had shut for a while. The legislature and superintendents of the state were interested in keeping it alive because we are the only program in the state. Tamara Waters-Wheeler was brought on, but she works full time in K12, and Dr. (Paul) Markel started to put the beginnings of the program. When I got here, there was one class in the process, and since then, we’ve really ramped it up This is the first cohort I was here to take in and the second class to graduate since I joined the faculty It’s pretty exciting ”
As the only program in North Dakota, the School Psychology program aims to sustain this growth, increasing the number of graduates each year. “We’re proud that the class is so big and that we’ve been able to come so far in three years,” Craven said. “From four students in the previous cohort, to now 10 graduating, and now taking in 14 in this current cohort. We should be hitting the goal of biggest class every year, for the next three years.
“As faculty, we are really proud of this class and what they’re going to do to help children ”The largest graduating class was the first to benefit from the North Dakota School Psychology Service Grant (ND SP Service Grant) This $4 4 million grant has been instrumental in the program's rebuilding efforts, overcoming obstacles for future students. With a shortage of school psychologists, especially in North Dakota, Craven wanted to help share her knowledge with future psychologists.
“I have 20 years of experience in the field and wanted to come back because of the training deficits I saw in young school psychologists We have such a shortage,” she said “It's a $4 4 million grant to help students remove barriers so they basically walk away debt-free It pays for tuition fees, books, and mileage per diem, and we take them to the NASP (National Association of School Psychology) Conference ”
Among the accomplished graduates are two participants of the ND SP Service Grant, whose dedication and hard work have been instrumental in reaching this achievement. Each year of funding the student receives will correlate to a year of service to the state, making a significant impact in North Dakota. Kandace Desjarlasis and Braden Cox are the first students to benefit from the grant.
“The grant has definitely been helpful financially with covering tuition, but also to cover unique opportunities that I don’t think I would have been able to take advantage of otherwise,” Cox said “Like the National Association conference that we could attend, we got to do different pieces of training there that were crucial to bring to North Dakota for the other school sites
“Also, having that face-to-face connection with other school psychologists from other areas was a really nice experience.”

“When searching for colleges with opportunities, Minot State had exactly what Cox was looking for in a program.
“I was looking for something just a little more personal, and I thought Minot State would definitely provide me that,” Cox said “The professors that we have are all really experienced not just in academia, but also, they bring a lot of field experience that they can apply with our instruction, and during our classes and meetings, all of them have been out in the field for quite a while and in different school environments. I appreciate that because they gave a well-rounded perspective on what we might see no matter where we go.”
Excited to enter their field, the graduates encourage future students to pursue the same opportunities they had at Minot State.
“The best thing about school psychology is that it just combines everything from knowledge and science to service It's really for anybody interested in pursuing knowledge or if they want to help people,” Cox said “My biggest selling point for school psychology is that it can work with just about anybody ”
“I'm grateful that I was able to be a part of both the program and the grant, so it's definitely going to have a lasting impact on me.”

As part of the ongoing efforts to improve the infrastructure and flood protection measures in Minot, 8th Street NE will be closed to traffic as shown on the updated 2024 Construction Zone Map. The intersection at 6th Avenue NE and 8th Street NE needs to remain closed to through traffic for further work on the project and anticipate the EastWest intersection will open to traffic on September 6th There are additional traffic flow changes due to the start of Minot Public Schools and continued work on the project
Access to Roosevelt school will be impacted by this closure. A one-way traffic flow was developed to have traffic turn south onto 8th Street NE from 8th Avenue NE, and turn west on to 7th Avenue NE. During school hours, 7th Avenue NE is closed to through traffic to allow the playground south of 7th Avenue to be used during the school day See the included 2024 Construction Zone Map outlining the proposed detour route During this period, access to local businesses and residences will be maintained Signage will be in place to guide motorists through the detour routes and ensure smooth traffic flow around the construction zone
The closure of the 6th Avenue intersection is part of the larger Phase MI-5 Northeast Tieback Levee Project, a critical component of the Mouse River Enhanced Flood Protection Project This phase includes the construction of earthen levees, arterial road changes, a dry stormwater pond, floodwalls, a city greenway feature, and a stormwater pump station Once completed, this project will connect with the first four phases of the MREFPP and provide long-term flood protection to Minot, protecting approximately 60 percent of residents from the proposed FEMA floodplain, including offering protection from a flood event similar to the record flood of 2011 plus three feet of freeboard. The attendants were brimming with anticipation as they awaited Heupel’s arrival, which was slightly delayed as he scrambled to position wet floor signs in the store after Wednesday’s downpour The room erupted into applause when Heupel finally entered, nearly bowling him over as he took it all in
“Craig’s well traveled He’s touched a lot of people His enthusiasm and passion for grocery, I think everyone in here can talk to it and has seen it Everything that you do, you really are deserving of the award, so congratulations,” Zac Miller, senior store director, said Heupel began his career in 1990 in the produce department at the Dakota Square Miracle Mart, advancing through a number of positions and Marketplace locations in Minot in the following years “I don’t feel like Grocer of the Year It’s just what we do, day in and day out,” Heupel said “I was not expecting this at all ”
The award was presented by John Dyste with the NDGA, who commended Heupel for the excitement and positivity that he brings to his job every day.
“You don’t always see that. I don’t hear any complaints from you. I don’t hear any gripes. That’s the one thing that’s always stuck with me is you’re always excited about your job, you’re excited about Minot and the business you have. I appreciate that very much,” Dyste said.
Heupel said the excitement he brings to the job is drawn from his daily interactions with customers and the relationships that have grown with them.
“In the grocery business, there’s always something to look forward to as the next thing comes up You roll into the holidays You roll into the Super Bowl You roll into Valentines Day and then summer comes Everyone loves to eat Who isn’t happy to find food Usually when people come to the grocery store, they’re in a good mood It’s always fun to find new things for people to try, because there’s always the latest and greatest,” Heupel said Heupel took a moment to thank everyone in the room and said he appreciated the history and experiences he has shared with them over the years
“I can’t do anything alone. There’s so many people that helped train me, and that drove me. I just think back to the days of them teaching me little things along the way. The Minot Area Community Foundation (MACF) is excited to announce their 7th Annual Donation Station Challenge Grant to benefit local food pantries Area organizations are invited to utilize the Donation Station in the coming months to collect items and stock area food pantries for a chance to win additional grant dollars for one of the eligible local food pantries
Participating organizations are asked to set a goal of collecting 1,000 pounds of food or more during a single collection drive for a designated food pantry. If the organization’s collection of 1,000 pounds is successful, the designated food pantry will receive a $1,000 grant from Minot Area Community Foundation’s Arnold I. Besserud Fund
“The continued pressure of higher grocery prices has put an additional strain on all consumers including our local food pantries who are seemingly doing more with less By awarding $1,000 for 1000 pounds or more collected, we hope to offset some of the inflationary impacts those organizations are experiencing”, states Jason Zimmerman, President of MACF
Last year, 10 organizations participated in the challenge with a total of 11,919 pounds of food collected and $8,000 granted back to area food pantries. This year’s challenge grant will again run from September 1st –December 31st, 2024, but kicks off early with a Souris Valley United Way food drive for school food pantries that will take place on Thursday, August 22nd. Organizations are invited to facilitate food collection events between September 1st -December 31st and must utilize the Donation Station to be eligible for additional grant dollars. Local food pantries must be approved by MACF staff, and rural communities wanting to participate will be evaluated on a case-by-case basis.

“Home of Economy has been in business for 85 years, founded by my grandparents Bob and Jean Kiesau,” CEO Scott Peterson said in a release. “When we decided it was time to sell the company, it was vital to us that we found a partner who would carry on our legacy of providing every customer with the products and services they need at guaranteed lowest prices We have confidence that Runnings is that company ”
Home of Economy currently has stores located in eight North Dakota communities, including Minot, Williston, Rugby and Devils Lake The transaction is expected to close in September, and the stores will continue to operate under the Home of Economy banner for a limited time period as they transition to the Runnings brand.
The owners of Home of Economy are planning to continue to operate The Amish Gallery, a high-quality
furniture retail store and will be relocating the business to a new independent location in Grand Forks
Home of Economy, founded in 1939 in Thief River Falls, Minnesota, is considered by many to be the first discount store, as free-trade laws at the time required retailers to sell automotive parts at high, fixed prices. Founder Bob Kiesau innovated a fleet discount program to serve farmers and founded a buying and distribution group in the 1950s called Mid-States, of which both Home of Economy and Runnings are members.
“We have known Home of Economy and the Kiesau family for decades These stores and communities are very similar to the markets we presently serve, including our six other North Dakota locations Their products and services are also comparable After discussions with Home of Economy’s leadership, both companies knew this would be a great fit,” Runnings President Brian Odegaard said Runnings currently has six stores in North Dakota, including one in Bottineau.

The Minot State University School Psychology program will have a new, yet familiar, face among its teaching ranks this fall. Charles Barrett, a nationally certified school psychologist (NCSP) and district-level administrator in Virginia who serves as an adjunct professor at several universities, will bring a mix of class and real-world experiences to MSU.
“I love giving students the balance of what the principles or theories really mean in practice because I’m still in schools, still working with kids, and still involved in evaluations,” Barrett said “All of those things have a lot of real-world examples that make the content really speak to students as they are learning ”
While Barrett just started his first semester with Minot State, he has known MSU adjunct professor Tamara Waters-Wheeler for multiple years, guest lectured for various classes, and met MSU students at the 2024 National Association of School Psychologists Conference.
“I always try to do whatever I can to support students and to support programs, so the process to come on as an adjunct at Minot State was pretty simple, they asked and I said yes,” he said “It’s really through my time with Tamara, her initial introduction, that I became aware of Minot State ”
Barrett admits he wasn’t aware of school psychology early in his academic career but found psychology out of necessity pursuing a full-ride scholarship After getting the opportunity, he met school psychologist and professor Raymond DiGiuseppe “I always say he changed my life in five minutes,” Barrett said of DiGiuseppe “He was a really cool guy, and I got to know him, trusted him, and he was the one that ultimately said he thought I would like it. I got to grad school, did my training, and 17 years later, I’m still loving it.
“I’m passionate about developing the next generation, so I started teaching undergrads at a local community college, and that started me down a path of teaching adjunct classes.”
The author of multiple books, Barrett believes his initial foray into being an author was equally by chance as his path to school psychology. “I joke that it was another stumbling into something bigger,” he said. “The book I’m using now started from simply posting thoughts about my day, and it would end with a hashtag, ‘It’s always about the children ’ After about 10 years in the field, I wanted to give people a window into how I think about the field and approach to serving students I also wanted to make it broad enough that teachers, principals, and school sites can use it ”
He uses the book in his class to this day “A bunch of public schools and school psych graduate programs have adopted it and provided it for their staff, for which I am grateful,” he said
While much of his work has been in a suburban setting, Barrett is equally as passionate about working with students from a more rural setting, “There is a national shortage of school psychologists, and that has been happening over the last couple of years,” he said. “We hear a lot about the urban areas and cities, and it is a challenge there, but we don’t often talk about rural communities, some of our communities that are serving tribal nations, and that is equally important. The inequities that children experience in those settings are just as significant. ”I’m very excited to be a part of developing psychologists in Minot and in North Dakota.”

Blaine DesLauriers, Board Chair, announced that Chris Haseleu has been named the next CEO of Kalix, effective upon the retirement of Borgi Beeler on September 13, 2024. Borgi took the CEO position in 2007, and her departure follows a 39-year career at Kalix. Blaine commented, “the Board thanks Borgi for her leadership during the last 17 years and looks forward to continued success with Chris at the helm.”Haseleu joined Kalix in February and has been serving as Chief Operating Officer. Haseleu said he looks forward to “improving the lives and [expanding] services for people in North Dakota so they can be active participants within their communities “ He is committed to the Kalix mission: privacy, dignity, and purpose for all people
Before arriving at Kalix, Haseleu served as the Executive Director at Minot Health and Rehab He has an extensive history in healthcare administration and brings valuable experience to Kalix from numerous leadership roles, from direct patient care to facility operations Haseleu is originally from Fargo, where he attended North Dakota State University and earned a Bachelor’s of Science in Nursing (BSN) He worked as a Registered Nurse for five years before going on to earn his Master’s in Health Administration from the University of Mary in Bismarck. He then completed a Doctorate of Nursing Practice (DNP) with an emphasis in Organizational Leadership in 2022. Haseleu is happy to call Minot home with his wife and two children.
Minot State University’s Nursing Program has long been a cornerstone of healthcare education in North Dakota, and at the heart of its success is the dedicated faculty who have shaped the program into what it is today.
Of the 15 nursing educators, over half are proud graduates of the very program they now lead, bringing a unique blend of personal experience and professional expertise to their roles. Collectively, they boast over 100 years of experience in nursing education at MiSU Before transitioning into teaching, these educators worked in critical areas such as emergency care, ICU, maternal newborn, mental health, public health, NICU, geriatrics, and more Additionally, all faculty members hold master's degrees, and many have earned doctorates, underscoring their commitment to lifelong learning
Several of our faculty members continue to work as RNs at the bedside in addition to their teaching responsibilities, maintaining a strong connection to the realities of clinical practice.
Since our first graduating BSN cohort in 1973, the Minot State Nursing Program has been a vital contributor to the nursing workforce in North Dakota Currently, we graduate around 48 students each year The program has produced a significant number of nurses, with most choosing to remain in the state to practice, thereby directly supporting and strengthening local healthcare
MSU’s NCLEX pass rates are consistently above state and national averages, with a perfect 100% pass rate in 2023 Additionally, the BSN Completion program offers flexible options for two-year RNs to obtain their BSN, a degree that, while not required for RNs, significantly enhances patient care and career advancement opportunities. Furthermore, many of our nursing students actively participate in collegiate sports, exemplifying their ability to balance rigorous academic and athletic commitments- a testament to their dedication and time management skills.
Nursing education presents unique challenges compared to typical classroom work, particularly due to the extensive clinical experience required, which is directly supervised by nursing faculty. Clinicals demand hours of 1:8 instruction, and our students benefit from more clinical hours than those in other programs, making them highly sought after upon graduation.
The faculty’s impact extends far beyond the classroom. They are not only educators but active contributors to the nursing profession through their involvement in professional organizations such as Sigma, the North Dakota Board of Nursing (NDBON), the North Dakota Nurses Association (NDNA), The North Dakota Nurse Research Collaborative (NDNRC), the Council for the Advancement of Nursing Education and Administration (CUNEA), and the National League for Nursing (NLN) Their commitment to service, scholarship, and research is evidenced by their extensive community outreach efforts, published works, and ongoing research projects aimed at advancing healthcare in our region.
