The Minot Area Chamber EDC (MACEDC) hosted the 13th Annual Task Force 21 Nuclear Triad Symposium on September 20 at the Capitol Hill Club in Washington, D C , drawing nearly 200 attendees, including military officers, defense experts, department of defense contractors, ambassadors, and government officials. The event centered on the importance of nuclear modernization and deterrence in safeguarding U.S. national security.
“When you hear from top experts on the state of our national defense, it’s eye-opening,” said MACEDC President | CEO Brekka Kramer “Minot Air Force Base’s role in global security cannot be overstated and it’s important we host events like this symposium to ensure we are doing everything we can to educate and advocate for the nuclear triad”
Retired Admiral Charles Richard, former U S Strategic Command Commander, provided insights into the current state of the nation’s nuclear infrastructure and the critical role of strategic deterrence North Dakota’s legislative leaders, including U.S. Senators Kevin Cramer, John Hoeven, and U.S. Representative Kelly Armstrong, spoke about the importance of supporting nuclear deterrence efforts.
Author and expert Gordon G. Chang addressed U.S.China relations, while James R. Gen Thomas A Bussiere, Commander of Air Force Global Strike Command, delivered the afternoon keynote, emphasizing Minot’s pivotal role in U S nuclear deterrence “Minot is the most important base in the Department of Defense,” Gen. Bussiere remarked, “where Minot goes, the Air Force goes, where Minot goes, the department goes.”
Task Force 21 Chair Mark Jantzer closed the event, stressing the urgency of continued advocacy. “The word ‘urgency’ came up repeatedly today,” said Jantzer. “We need to talk to our national, state, local and public leaders and members about these important issues ”

INTERMODALFACILITY
North Dakota Lieutenant Governor Tammy Miller toured the Minot Intermodal Facility on September 11, with Mark Lyman, Economic Development Specialist, and Chris Rehder, Rail Modal Group (RMG) Operations Manager, providing access and information about the ongoing success of the containerized shipping that is occurring on-site. The Minot Intermodal Facility has been operational for nearly four years now, under the new ownership of MACEDC, and being operated by RMG staff. Current use of the facility is exceeding initial expectations, as three to four unit-trains of containers are being shipped each month. Each train averages 220-240 40-foot containers, with products from around the region including dried distillers grain, sugar beet pulp pellet, wheat, soybeans, identity preserved specialty crops, leonardite, and other products In total, an average unit train hauls more than 12 million pounds of product from the state to Seattle/Tacoma ports for transport onto vessels that can carry the containers anywhere in the world

The Minot Area Chamber EDC (MACEDC) is pleased to receive recognition this month for the Minot Intermodal Facility The International Economic Development Council (IEDC) selected the facility as a finalist for the “Best in Show” award during the 2024 IEDC Conference. To be placed in the Top 14 out of more than 500 submissions, the Minot Intermodal Facility first earned a Gold Award this summer in the category of Public-Private Partnerships for communities with populations between 25,000-200,000.

Minot Intermodal Facility
The Logistics Park North Dakota (LPND) is 800+ acres situated in Minot, North Dakota and includes an inland, intermodal port transfer facility (Minot Intermodal Facility) spanning 136 acres and featuring more than three miles of rail track serviced by BNSF Railway. The facility, operated by Rail Modal Group, organizes containerization and shipment for regional exporters of various products and commodities. The Minot Intermodal Facility is strategically located in northcentral North Dakota and serves as a central hub for shippers that would otherwise transport goods by truck over exceedingly long road and highway distances.
The purpose of the Minot Intermodal Facility is to facilitate improved access for agricultural and manufactured products from North Dakota and throughout the Upper Midwest to more lucrative, larger international markets The effort by MACEDC, the State of North Dakota, and the private sector to accomplish this goal has been underway for nearly two decades This goal was accomplished when MACEDC removed barriers, purchased the assets and entered into a long-term lease with an operator For nearly two decades, parties worked to build intermodal service out of North Dakota After financial challenges and years of no containerized movement, MACEDC established relationships with BNSF Railway and The Northwest Seaport Alliance (Ports of Tacoma and Seattle) to identify an operator and bring together the project The Minot Intermodal Facility is now nearly four years into the successful, on-going delivery of unit trains to West Coast terminals for delivery around the world.

Four local groups unveiled Destination Development grant-funded projects during a September 11, event hosted by Visit Minot.
The groups outlined 2025 plans to launch attractions that will enhance the city's appeal to visitors The projects received a combined $1 million in funding from the North Dakota Department of Commerce They include:
Aurora Nights: An exploration of culture featuring unique, educational, and celebratory culinary experiences curated by the Prairie Sky Breads team and culture bearers from under the Aurora Borealis, including Scandinavian, Indigenous, and GermanRussian cultures, and local growers.
No. 18: A marketplace featuring a farm-to-table eatery,games, entertainment, and more in a historic downtown building.
Citizens Alley: A pedestrian-only public plaza featuring a fountain, splash pad, art installations, and seasonal amenities
Atypical Bier Hall & Igloos: An expanded all-season event space featuring geodesic igloos and a heated pergola that offers year-round activities
"We're excited about the potential of these innovative projects to elevate Minot s appeal as a travel destination,” said Stephanie Schoenrock, Executive Director, Visit Minot “Each of the groups used a strategic destination development approach to create attractions that will give visitors and area residents more reasons to explore and experience our downtown, benefiting the community as a whole."

The Norsk Høstfest is North America’s largest Scandinavian festival, drawing attendees from all over the world for 4 days of delicious food and fun Their mission is to celebrate, preserve, and deepen the impact of Scandinavian culture and heritage in the social fabric and economy of the Minot area. The Høstfest team supports a wide variety of programming outside of the festival itself, including Høstfest in the Schools, Scandinavian Youth Camp, Skien-Minot sister city relationship, and more. Minot Area Chamber EDC hosted a roundtable with ND Public Service Commissioner Julie Fedorchak Fedorchak has served on the Public Service Commission since 2013 and heads the pipeline, electric transmission and energy conversion siting; gas economic regulation, railroad safety and regulation portfolios and is the state’s liaison to the Midwest Independent System Operator and the Organization of MISO states.

Approximately 80 community members joined us for lunch on Monday, September 23 at the Sleep Inn & Suites in Minot to hear more information about the initiated measure tied to property taxes that North Dakotans will be voting on this year
North Dakota Senate Majority Leader David Hogue's presentation outlined the proposed property tax measure on North Dakota, Measure 4, and explained the way that those funds would need to be replaced and reorganized if the measure passes
"I think either way, whether it (Measure 4) passes or not, property tax relief is going to be a priority in the upcoming session," said Senate Majority Leader David Hogue. "The reality is, on a 8-city aggregate level the property taxes that you have paid on your home have gone up 42% over 10 years, while CPI (consumer price index), the rate of inflation, is 39%. So, property taxes have not gone up materially faster than the rate of inflation."

The Economic Development Association of North Dakota (EDND) honored the new AGT Foods –Extrusion Center in Minot with the 2024 Economic Development Project of the Year Award at the EDND Fall Conference this month. The Extrusion Center, which opened earlier this year, continues to put AGT Foods and Minot at the center of innovation in both pulse-based ingredients and now extruded products such as gluten free pasta

With the renovated multi-million-dollar facility, AGT Foods’ long-term goal is to position the location and the region as the center of gluten-free pasta production and packaging in North America.
The Extrusion Center currently features one production line with more than 9 million pounds of capacity with the ability to expand to more than 40 million pounds of gluten-free pasta, making the Minot facility one of the largest gluten-free pasta production facilities in the world.
The Extrusion Center joins more than $100 million in existing AGT Foods facilities in Minot and the area that have offered services for producers in the region and state for more than a decade

Air Force Global Strike Command Civic Leaders were invited by General Thomas Bussiere to attend the fall Senior Leadership Conference at Dyess Air Force Base This engagement generates targeted initiatives with an emphasis on Airmen and family readiness or tomorrow’s fight. The conference began with endeavors our command is facing to enhance the quality of life for our Airmen and families followed by base achievements and community collaborations and a China scene-setter. The Greater North Dakota Chamber met for their policy summit, discussing several measures that could affect business interests in the state. A panel was assembled to discuss measure 4, the property tax elimination bill.
Senator Brad Bekkedal from Williston was on the panel. He says, if the measure passes, the state will have to pick up the bill, and that could cost 3.15 billion dollars; over half of the current general fund spending.
Bekkedal says the measure could do a lot more than just raise other forms of taxes. "We have to fund state government first, so that's what you're going to see happen if the measure passes. You'll also see elimination of capital projects and equipment purchases because you can't afford to buy anything new if you don't have them the ability to afford to manage what you already have. And this is the same in other government entities and businesses as well You'll probably see no new employees and no new programs established You will then go to reduce or eliminate grants informing your distributions to the political subdivisions For most political subdivisions, if that is a large target, you will see a net reduction in money going back to political subdivisions "
Another panelist, Representative Vicky Steiner has served on the finance and taxation committee for the state She doesn’t believe the measure will pass, but she says North Dakota is equipped to handle whatever happens "The sky is not falling if it passes, the sky is not falling if it's defeated We are able to work with it on either side "
The panelists speculated on other ways the state could change if measure 4 passes and they went through ways the state could relieve some of the burden of property taxes.
Representative Steiner recommended soft caps on taxation and an increase in gas taxes, which would spread the burden around more evenly. "Whether the measure passes or if it's defeated, I think it's dangerous to ignore the fact that this is a passion for these voters; even if it's defeated, we cannot ignore it."

The Minot State University Department of Nursing has signed an articulation agreement for guaranteed admission with Lake Region State College
The agreement confirms all students admitted to the Lake Region State ADN (Associate Degree in Nursing) program will be given the additional option of guaranteed admission into MSU’s online Bachelor of Science in Nursing (BSN) Completion Program, provided all Minot State admissions and BSN Completion Program requirements are met.
“MSU is proud to partner with LRSC as we work collaboratively on workforce solutions through a guaranteed admission program in such a vital field as nursing,” said Minot State President Dr Steven Shirley “A similar agreement was signed last year with Dakota College at Bottineau, and this new agreement furthers our commitment of ensuring access for North Dakota students to the outstanding nursing program we have at Minot State.”
Courses completed from Lake Region State College are considered equally transferable to Minot State’s BSN Completion Program, and students with an associate of arts, associate of science, or a bachelor’s degree from an accredited degree-granting institution are considered general education complete.
This partnership emphasizes the importance of a well-educated nursing workforce, which includes BSNprepared nurses.
“With the ongoing nursing workforce shortage, advancing education at every level LPN, RN, and BSN is more critical than ever,” said Amy Lee, chair of the Minot State Department of Nursing “BSN-prepared nurses play a key role in improving patient outcomes and adapting to the complexities of modern healthcare This agreement between MSU and LRSC offers RNs a vital pathway to earn their Bachelor of Science in Nursing, ensuring they are well-prepared to meet the demands of today’s evolving healthcare landscape ”
Through this partnership, students will be provided:
A clearly defined and easily understood pathway from the Lake Region State ADN Program through the Minot State BSN Completion Program
and coordinated advising between institutions and students to ensure timely completion
Early admission to meet the Feb 15 deadline for Minot State general and nursing scholarships
A complete review of transcripts to assure credit for past academic coursework with appropriate course substitutions and equivalencies
Minot State will also provide faculty academic advisors to Lake Region State nursing students throughout their ADN program
The Minot Area Community Foundation (MACF) has granted $2,400 to Central Middle School to establish a school food pantry. The grant was made possible through the Minot Area Community Foundation’s Arnold I. Besserud Fund, which is dedicated to serving food pantries, soup kitchens and humanitarian needs along with other priority needs in the community.
With the transition to a middle school this fall, Central school staff recognized that they would be starting from the ground up, needing to rebuild many resources that had previously supported students at their former middle school
Central Middle School serves several of Minot’s lower socioeconomic neighborhoods and about 50% of families are at or below the poverty level When students face challenges like food insecurity, they are often not able to focus on learning and just being a kid The newly established school pantry is stocked with grocery items that are sent home with students each Friday, to ensure these students have meals over the weekend
The pantry also houses snack items for student and classroom use Shannon Ostrom, Dean of Students at Central Middle School shares, "We are so grateful to the Minot Area Community Foundation for making it possible to start our school year out with a fully functional pantry to help meet the needs of our students and families. It's been so exciting and fulfilling to see this come together."
The grant funding was designated to purchase equipment to get the school pantry up and running and to effectively store the food items that are distributed to students each Friday. Equipment needs included shelving, storage items, a refrigerator & freezer and cooler bags for safe and discreet food transport. Currently, 16 students benefit from the weekly grocery program, and staff are confident that participation will continue to grow. “
The ongoing pressure of inflation continues to drive food insecurity issues,” states Jason Zimmerman, MACF President “It is critical that we provide support to these efforts that make sure our developing youth have what they need to grow and be successful ”
The Starving Rooster is excited to invite the public to a party and street dance celebrating the restaurant’s 10 Year Anniversary on Saturday, October 5th from 6PM to 12:30AM The event will be taking place inside the restaurant and on the street outside in the cozy downtown location at 30 1st St NE in Minot
The Starving Rooster opened its doors on October 14th, 2014 to a menu that included pizza, soups, salads, sandwiches, paninis and appetizers. While the menu has seen an evolution over the years, most recently with the addition of new sandwiches and bowls, the restaurant’s main draw is still the fresh, brick oven-roasted pizzas and ingredients that are an homage to local farmers and ranchers.
“The history of Minot is very important to us. All of us have a strong history of farming through our families,” Jeremy Mahany said when the restaurant opened in 2014, and the building’s history and repurposed materials that were used as decor are just as extraordinary as they were a decade ago.
The journey of The Starving Rooster has seen its ups and downs, just like any business. Dakota Business Lending (DBL) has been selected by the U.S. Treasury Department's Community Development Financial Institution (CDFI) Fund to receive a $50 million New Markets Tax Credit (NMTC) award. This is their third NMTC allocation, following two $30M awards received in 2021 and 2022. They remain the first and only North Dakota-based financing entity to be chosen and one of the country’s top 100 community-focused organizations recognized this year.
NMTC is run and administered through the U S Department of Treasury This year, the program allocated a total of $5 billion to 104 of the 196 Community Development Entity (CDEs) applicants across the nation through a competitive and challenging application process, who then use their NMTC awards to further the mission of the program: to encourage and jumpstart investments in low-income census tracts to create jobs, bring new opportunities to qualifying areas, and fill a financing gap for transformative projects DBL’s NMTC priorities remain the same in assisting small businesses in low-income or distressed areas and creating employment opportunities in those areas through jobs that are both quality and accessible
To date, DBL has allocated a total of $60M in NMTC awards to seven qualifying small businesses located in low-income/distressed areas in Bismarck and Fargo. These allocations have had a $148.2M+ direct project impact and helped create and retain 556 permanent jobs for citizens across the state. “We are honored and excited to receive a third NMTC award and will continue to be good stewards of the program by using it to further solidify our commitment to helping small businesses in areas across ND that need it most,” commented Steve Dusek, President & CEO. “Our goal is to continue growing as the leading NMTC provider in the region, ensuring that this impactful program reaches its fullest potential for the businesses and communities we serve It’s a great opportunity for DBL and an even better opportunity for small businesses in the state ” DBL continues to maximize and spread economic impact by encouraging the “pay-it-forward” concept, asking businesses assisted through the program to “repay” the kindness by financially supporting local organizations in need The seven businesses that have utilized DBL’s NMTC program have donated more than $350,000 to 14 local non-profits so far

DBL has several projects in the pipeline for consideration and is also working on the application for the next round of funding. “Minot State is proud to announce Dr. Vicki Michels and Dr. Jacob Schillo as members of the Academic Hall of Fame,” said Laurie Geller, MSU vice president for academic affairs. “Both Vicki and Jacob are exemplary scholars and leaders who have made significant contributions to their disciplines We are proud of their accomplishments and are excited to honor them both ”
The duo joins 11 other past recipients Becky Becker ’91 and Tim Henry were the most recent members of the Academic Hall of Fame, enshrined in 2020 Veronica (Cavallo) Pinnick ’04 was inducted in 2019, Robert Hubbard ’91 in 2014, Kim Baldridge ’82 in 2013, Robert Holmen ’83/’88 and Joe Alme ’68 in 2012, and Carrie Forshner Evans ’90, Lisa Feldner ’86/’90, Delane C. Kristky ’65, and Rosanne Olson ’72 were a part of the inaugural class in 2011.
Michels received her bachelor’s degree, majoring in psychology, from Minot State University, and her doctorate from the University of Wyoming in clinical psychology She is a licensed psychologist, professor, Department of Behavioral Sciences and Criminal Justice Chair, and the director of the Addiction Studies Program at Minot State
She was part of the team that helped establish Trinity Health Center’s outpatient behavioral health unit Michels has served as the president of the International Coalition for Addiction Studies Education, the president of the North Dakota Board of Addiction Counselor Examiners, he chair of the National Addiction Studies Accreditation Commission Board of Commissioners, and the editorial board for the journal Substance Abuse. Schillo, a native of Iowa, served six years as a nuclear weapons specialist in the U.S. Air Force. His military service brought him to North Dakota, where, after completing his service, he pursued a bachelor’s degree in biology and chemistry from Minot State University. During his time as an undergraduate student at Minot State, he began his cancer research career under the mentorship of Heidi Super, focusing on how chemotherapies affect DNA structure in leukemias
He then pursued a doctorate in genetics at the University of Iowa, where he developed novel genetic sequencing technologies that advance our understanding of cancer evolution Currently, as a scientist at Yale University, Schillo is working to uncover the mechanisms driving lung cancer metastasis, developing new therapeutic regimens to combat the disease.

Westhope Public School students have new technology and new STEAM learning opportunities, funded in part by a Rural Development Finance Corporation (RDFC) grant matched by SRT Communications
RDFC awarded a $750 grant to Westhope School, which SRT matched with an additional $750, to use toward new printers, filament, and related supplies to grow and sustain the school’s 3D printing program
The program began when teacher Casey Mills and his 5 th grade class started putting an available 3D printer to use. The 5th graders set up their own 3D print shop to sell their items, researching sustainable pricing and the most effective packaging. All proceeds go back into purchasing supplies so they can keep printing in the classroom.
The students’ creations grew so popular that the program needed to add printers with newer technology Mills also wanted to introduce 3D software, so the students could progress from downloadable templates to designing their products Soon they were creating original such as headphone holders & a clock with a batt
Branching out from the classroom setting, stu visited local businesses to ask what challeng needs they have. Then they headed back to cla create solutions, which included a napkin condiment holder, a magnetic paperclip h custom-sized shelves, and signs displaying hours.
Through this school-based enterprise, the students practice technology, creative design, small business operations, marketing, and advertising “It's been an amazing experience seeing how excited kids are about these skills,” Mills said. “We appreciate this opportunity and SRT’s support of our vision. These students will be able to take the problem-solving, innovation, and business acumen they develop today into their future careers.”
Mills also credits the application of 3D printing to deepening interest and enjoyment in other coursework For example, students learn about the Renaissance and Shakespeare by creating 3D prints of Michelangelo’s Pietà sculpture and a Globe Theatre replica

Minot State University reported its Fall 2024 enrollment as 2,751 students, a 0 4% increase over its Fall 2023 semester enrollment
The University saw its biggest growth area in transfer students, with a 7 1% increase and its largest fall transfer class since 2020 A total of 271 students transferred to Minot State for the fall semester, combined with 353 new freshmen and 84 new graduate students, for 708 new students attending in the fall.
“We are excited this fall to see an increase in students attending Minot State University,” said Minot State President Dr. Steven Shirley. “This is our second consecutive semester of year-over-year growth at MSU, and it is encouraging to have more students choosing from the breadth and depth of outstanding academic programming at MSU as part of their educational plans. With our largest enrollment of transfer students since 2020, it is also heartening to see a significant number of students who initially began at another institution now opting to continue their education at MSU ”

Tom Rafferty has been appointed to the Town & Country Credit Union Board of Directors. Tom fills one of three Minot Seats on the Board of Directors.
Tom is a Minot native who has been a member of Town & Country Credit Union since 2001. He is the Member Services Manager for Verendrye Electric Cooperative, overseeing member programs, member engagement, public relations, and communications. He holds a bachelor’s degree in economics from Minot State University and a master’s degree in public administration from the University of North Dakota He brings over 20 years of experience in communications and member relations to this role

As a part of MI-7-Roosevelt Park and Zoo phase of the Mouse River Enhanced Flood Protection Project (MREFPP) the next steps in construction have started in the park and will continue for the next 4-6 weeks.
Playground equipment in the north end of the park has been removed and stored until it can be placed in the park at the end of construction. Excavation for the Magic City Express Building and main park restrooms are starting this week In early October excavation for the new location of the Discovery Barn will start in the park and inside the zoo Along with excavation of these areas, to prepare for the spring construction season, there will also be heavy equipment in the parks for two additional pre-consolidation piles One of the final fall construction items will be tied to moving the Theodore Roosevelt statue to his permanent home in the south Roosevelt Zoo parking area Please be cautious if you see equipment and work occurring in the parking lot directly south of the zoo entrance
While the park will not be closed in the next month, we are asking all citizens to use extreme caution while being within the park, because of the larger equipment and large truck traffic to complete the work This work is critical in the next steps of this project to move forward as scheduled in the spring of 2025. We appreciate your cooperation to ensure safety and make sure the process can be completed by the required deadlines.

Domestic Violence Crisis Center (DVCC) is shining a light on a terribly common, yet overshadowed topic this October: domestic violence. October is Domestic Violence Awareness Month (DVAM), a time dedicated to remembering victims of domestic violence, celebrating survivors, and bringing communities together to identify and eliminate domestic violence
This fall, DVCC the Minot-based domestic violence service program, is spreading the message that “Every1KnowsSome1” to highlight how common domestic violence is in the community They say that more than 1 in 4 women will experience sexual violence, physical violence and/or stalking by an intimate partner during their lifetime (CDC)
According to the North Dakota Domestic & Sexual Violence Coalition (NDDSVC), in 2023 alone, 6,131 new victims of domestic violence were served by 19 advocacy centers across North Dakota. In 2023, 4,594 services were provided by Domestic Violence Crisis Center. Survivors, their children, and pets found their way to support, and 3,647 nights of safety were made possible by the generosity of local donors
DVCC encourages community members to support survivors, have informed conversations about domestic violence, challenge unhealthy and abusive behaviors, and join anti-domestic violence advocates in the belief that all community members must be a part of the solution to end domestic violence
"We are asking our community members to join us in raising awareness around domestic violence by amplifying our messages, understanding the signs of domestic violence, and highlighting the importance of supporting those affected by it," said Cambree Smith, Public Relations and Education Specialist.
