SENATORHOEVENVISITSWITH TASKFORCE21

Senator John Hoeven, a member of the Senate Defense Appropriations Committee, held a roundtable at the Minot Area Chamber EDC with Task Force 21 to review the recently passed Defense Appropriations Bill, which provides strong support for the nation’s military while bolstering North Dakota’s roles in the nation’s defense For Minot, the funding advances modernization of the nuclear triad, including missions at Minot Air Force Base, the nation’s only base with two legs of the nuclear triad.

Specifically, Hoeven outlined FY24 funding important to Minot Air Force Base including:

Sentinel Land-Based Intercontinental Ballistic Missile (ICBM)

$4 5 billion for ongoing research and development and early procurement of key components of the new ICBM, as well at $200 million to increase capacity for silo construction

$1 billion in the FY24 Energy and Water Appropriations Bill for the W87-1 warhead, the payload that will be carried on Sentinel.

B-52 Upgrades

$1 billion for ongoing updates to the B-52, including $600 million to support new engines, as well as modernization of the radar and upgrades to the secure communications equipment carried on board.

Long Range Standoff Weapon (LRSO)

$969 million for development and engineering on the new LRSO, which will be carried on the B-52. $1 billion in the FY24 Energy and Water Appropriations Bill for the LRSO warhead, the W80-4, to ensure warhead development keeps pace with the missile

MH-139 Grey Wolf Helicopters

Continues procurement of the Grey Wolf, the replacement for the Vietnam-era Huey helicopters, with Minot in line to receive the Grey Wolf in the coming years

$138 million in military construction funding over the past five years for a new helicopter facility at Military Air Force Base to accommodate the Grey Wolf Construction started on the facility last summer and is expected to completed in late 2026

Additionally, Hoeven updated Task Force 21 on his discussions with Air Force Chief of Staff David Allvin, where they discussed the Air Force’s FY25 budget request and the outlook on various nuclear modernization programs

The Minot Area Chamber EDC (MACEDC) reflected on an incredibly successful 2023 and looked to the year ahead during the 2024 Annual Meeting on Monday, March 11

North Dakota Department of Commerce Commissioner Josh Teigen delivered a keynote address to roughly 200 attendees at the Sleep Inn & Suites In his presentation, Commissioner Teigen spoke highly of the Minot area, the importance of having strong leaders, and state’s key economic drivers and business growth. A focused emphasis on the role North Dakota can play not only in the United States, but the entire world. Commissioner Teigen praised the work MACEDC is doing to drive development and strengthen the local economy.

“It’s an understated tool that we have a business climate where you can actually ‘do it’ here ” Commissioner Teigen said “The ability we have to foster our own people to build North Dakota - to build the next North Dakota, is more ripe than it's ever been ”

“There are tremendous opportunities here,” Teigen continued as he discussed growing technology and steel industries in North Dakota, likening it to the state’s own Industrial Revolution. “I think now is the time to take big risks. The opportunity in front of us is too big not to, and we have the ability to chart a history that nobody sees coming, where North Dakota is the epicenter of economic activity for the nation and for the world.”

Cassidy Hjelmstad, 2024 MACEDC Board Chair, shared her excitement for the year ahead and shed light on 2023 successes, thanking outgoing Board Chair Kevin Black for his incredible leadership and guidance

“Our community continues to act on strategic events and initiatives, modeling the way for other communities across the state for Minot to be ‘the place’ to do business,” Hjelmstad said “As we build on this positive momentum, my goal as chair is to put a focus on how each and every member investor contributes building blocks for MACEDC We are grateful to our member investors for your business support of our mission.”

Outgoing Board Chair Kevin Black took the stage, giving thanks for what he calls “the honor and unique privilege” of serving as 2023 Board Chair. He reminisced on 2023 being the first full year the MACEDC’s new strategic plan was implemented, and provided highlights from each of the five pillars, Economic Development, Community Development, Workforce Development, Member Investor Services, and Military Support, that helped shape where MACEDC is today

“At the end of the day, the Minot Area Chamber EDC is able to fulfill its mission because of you, our member investors,” Black said “We don’t exist unless there is a membership We care deeply that member investors are represented and that we provide value to all of you ”

MACEDC President | CEO Brekka Kramer recapped 2023 successes The year kicked off with the reimagining of Minot’s downtown with sixteen North Dakota State University architecture students, an initiative brought forward by Kevin Black and ending with the honor of receiving the Barksdale Trophy, a coveted award given for outstanding community support to an Air Force Global Strike Command base. Kramer thanked outgoing Board Chair Kevin Black for his steadfast leadership & drive to bring forward new initiatives

“Minot Air Force Base has the largest number of first-time airmen,” Kramer said while presenting the award “Tonight’s recipient learned many of those airmen don’t have an opportunity to go home for the holidays That can create lonely times when you’re away from loved ones That’s when they took action and came up with a plan to help spearhead an effort to make sure those airmen were able to make it home for the holidays. The effort, which included other partners, sent 115 airmen home for the holidays.”

As part of the 2024 Annual Meeting, the Minot Area Chamber EDC (MACEDC) also presented its second annual Impact Awards to four recipients MACEDC received several nominations from the community in February and March MACEDC President | CEO Brekka Kramer and Board Chair Cassidy Hjelmstad presented the awards

The Minot Area Chamber EDC is thrilled to announce that a record-breaking total of $111,855.21 was raised at the 37th Annual Prairie Warrior Auction to support Team Minot!

The funds come from a combination of live auction, silent auction, VIP table sales, games, and cash donations Proceeds from the auction will be used to help squadrons at Minot Air Force Base fund events, meals, and other morale-boosting activities aimed at improving day-to-day life for Team Minot In addition, a significant amount of the funds raised will send airmen Home for the Holidays.

The Prairie Warrior Association helps squadrons at Minot Air Force Base pay for events, meals, and other morale-boosting activities aimed at improving day-to-day life for all who serve. Home for the Holidays is a program administered by MACEDC to send first-term airmen home throughout the November and December holiday season

The auction was open to the public and cost $25 per person, while active-duty military and spouses were encouraged to attend the event at no cost.

The evening was filled with food, fun, and bidding! Not only did we have an exciting 50/50 raffle, but new to the event this year was a heads or tails paddle game hosted by the Minot Air Force Base commanders Col Daniel S Hoadley, 5th Bomb Wing, and Col Kenneth C McGhee, 91st Missile Wing, who were ecstatic to flip the custom Minot Air Force Base wooden coin created for the event.

Verendrye Electric Cooperative was the presenting sponsor of the event for the second year in a row.

“Verendrye is extremely proud of the service the airmen at Minot Air Force Base provide in protecting the nation and we want to do everything we can to support our friends and neighbors,” said Tom Rafferty, Chair of the Minot Area Chamber EDC Military Affairs Committee “A sincere thank you to all who contributed to this year’s event, including the airmen who crafted unique militaryinspired items and who volunteers their time ”

On March 14th, our Start Up Minot attendees were treated to wonderful discussions by Miranda Nichols, owner of Nickel & Dodge, and Melinda Howe, owner and provider at Ascend Wellness as they shared their stories and answered questions on being health and wellness providers in Minot.

Miranda began the morning by talking about how she grew as a business owner and the importance of caring for employees to have a successful workforce

Melinda then took the stage to share her story and engaged in a discussion about being a provider, owning a practice, and exploring options for primary care

Minot Area Chamber EDC (MACEDC) Task Force 21 announced they will host a nuclear triad symposium in Minot, North Dakota Tuesday, April 23, 2024. The symposium will focus on sustaining credible nuclear deterrence amidst growing challenges while speakers cover modernization including the Sentinel and B-52 projects, the state of nuclear deterrence, and our adversaries.

The event’s keynote speaker is career space and missile officer Lt Gen Michael J Lutton, the Deputy Commander, Air Force Global Strike Command (AFGSC) and Deputy Commander, Air Forces Strategic-Air, U S Strategic Command, Barksdale Air Force Base, Louisiana Prior to his current assignment, Lt Gen Lutton commanded the Twentieth Air Force, AFGSC, F E Warren Air Force Base, Wyoming From June 2014 – June 2016, he served as Minot Air Force Base 91st Missile Wing Commander

“We know that Minot Air Force Base serves an important role as the bedrock of nuclear deterrence by being the only base with two legs of the nuclear triad,” Brekka Kramer MACEDC President | CEO shared “Together, it is imperative that we continuously educate and build understanding and advocacy around the importance of nuclear deterrence and what Minot Air Force Base does for our nation, allies, and partners. It is critical that leaders understand the role we play, the threats that face our nation, and importance of modernization.”

Major modernization projects are underway for bombers, missiles, and weapons systems. In addition to the advocacy and education efforts of Task Force 21, there is a focus on preparing the state for the Sentinel project. Sentinel is the weapon system to replace the aging Minuteman III intercontinental ballistic missile (ICBM) system representing the modernization of the land-based leg of the U.S. nuclear triad. What makes Sentinel unique is the off-base construction and footprint it covers, including 15 missile alert facilities and 150 launch facilities

The National Defense Industrial Association (NDIA) Northern Tier Chapter is an event partner bringing in experts on Russia and China, along with NDIA President and CEO Hon David L Nordquist James P (Phil) Wisecup, Vice Admiral, U S Navy (ret), will provide a briefing on China while Dr Anna Batta, Associate Professor of International Security Studies Air War College, will provide a briefing on Russia

Maj. Gen. U.S. Air Force (ret) Williams A. Chambers will discuss the final report of the Congressional Commission on America’s Strategic Posture Commission Report. A Sentinel briefing will be given by Col. Tytonia S. Moore, Deputy Director of Intercontinental Ballistic Missile Modernization, Site Activation Task Force, Barksdale Air Force Base.

U.S. Senator John Hoeven, U.S. Representative Kelly Armstrong, and ND Governor Doug Burgum are also scheduled to speak.

The Minot Area Chamber EDC was awarded a $250,000 grant to support workforce by bringing more people to the state through the WayFinders program The North Dakota Department of Commerce announced in March that eighteen organizations were approved for $4,191,640 through the Regional Workforce Impact Program (RWIP) in round 1. The RWIP provides grants to regional workforce entities in North Dakota to design and implement innovative plans to address their region’s most demanding workforce challenges.

"The RWIP is a great opportunity for communities and regions in North Dakota to create lasting solutions for our workforce challenges," Commerce Workforce Director Katie Ralston Howe said "We're excited to announce the recent recipients of this first round and impressed by the innovative, impactful, locally led solutions they proposed We're eager to see how these projects unfold!"

WayFinders is a platform designed to make community onboarding easy, a network to facilitate connections between newcomers and people, a program to facilitate connections between newcomers and place, and a way to help everyone discover the magic that Minot has to offer!

Specifically, a WayFinder is someone who can answer questions about the Magic City, or connect newcomers to resources that will better find the answer Additionally they serve as a “first friend” to those who move to the community, make connections to things to do, offer the best places to see, and introduce people who can help new residents settle in.

Our WayFinders are trained to answer a variety of different questions about the area, such as providing information on schools, things to do, which neighborhoods or areas might be a good fit for newcomers and their families, and where to look to answer other questions that anyone coming to the Magic City might have. Their goal is to offer any and all information needed to comfortably and quickly make Minot a wonderful new home. In addition, WayFinders can help connect people with careers that might be a good fit, or direct them toward resources for job-seeking on their own

Brekka Kramer, President | CEO, and Mark Lyman, economic development specialist, joined dozens of elected officials on a City of Minot hosted tour during the North Dakota League of Cities 2024 Spring Workshop & Elected Officials Training session in mid-March Kramer and Lyman provided information during the first portion of the afternoon tour, as they discussed the Logistics Park of North Dakota (LPND) and the adjoining Minot Intermodal Facility. These two unique properties in the state provide a backbone of support fo the export and growth needs of our state’s producers, processors, and shippers. The Minot Intermodal Facility portion of the tour provided elected officials with a chance to see how containerized shipping can help add value to crops and products produced throughout the state Currently, the Intermodal Facility is shipping a full unit train (200+ containers) on a near-weekly basis to ports in Tacoma/Seattle, where they receive special dockside service on to vessels that can reach international ports in less than two weeks from leaving the U S

The Logistics Park of North Dakota portion of the tour focused on the value of anchor tenants like AGT Foods, and the value of marrying available property with high quality rail service from partners like BNSF Railway. The available land at LPND is owned by the Minot Area Chamber EDC, with lots currently available for purchase.

City of Minot staff and leadership led the remainder of the tour, as visitors heard the latest on the Mouse River Enhanced Flood Protection Project, the City’s expanded Water Treatment Plant, as well as the downtown Façade Improvement projects and other area highlights

President | CEO Brekka Kramer and 2024 Board Chair Cassidy Hjelmstad were invited to celebrate the base’s best of the best for each wing in 2023 with Minot AFB leadership in March Hjelmstad attended the ceremony for the 91 Missile Wing, and Kramer was invited to the banquet for the 5th Bomb Wing, where she was given an award for community support The MACEDC is honored to be included in such exciting ceremonies, and we are so thankful for such a wonderful relationship with Team Minot

The location opened in September 2023, but owner Melissa had not yet gotten the chance to have a ribbon cutting. Chamber Ambassadors were excited to join her to cut the ribbon and kick off the event. Located inside of Minot Country Club, 1685 features a menu that offers the perfect blend of Southern and Modern American flavors. The restaurant is open to the public, and there are no club memberships needed to enjoy this awesome location.

First International Bank & Trust (FIBT) is happy to announce a $7,500 donation was awarded to Project BEE from the Minot Employee Fund, which is a fund that employees contribute to each month through voluntary payroll deduction

The donation will be directed toward Project BEE’s goal of keeping its Winter Warming Center open until the end of April. The shelter provides a safe place for people and families experiencing homelessness to get out of the cold and shower, wash their clothes, have meals, and rest at night.

Due to personnel and financial issues, Project BEE abruptly closed its doors on December 20 before reopening in January. The organization’s board of directors has since introduced transparent fiscal policy and reduced its operations to a minimum to focus on keeping the Winter Warming Center open.

“Wintertime in Minot can be long and brutal,” says FIBT’s Minot President Brock DesLauriers. “We are grateful that organizations like Project BEE have made it a priority to offer a space for unhoused people to escape the elements in a safe and secure way We also understand that Project BEE is depending on donations to achieve its goal of keeping the shelter open through April We hope this donation from FIBT’s Minot-based employees will inspire others to support this cause as well ”

Before presenting the donation, FIBT employees were given a tour of the Winter Warming Center by Project BEE volunteer board member and FIBT Mortgage Loan Officer Amanda Geinert “These funds will go a long way toward our goal of staying open for people in need until April 30,” Geinert says “Our staff, board members, and volunteers are grateful to the FIBT employees in Minot who made this contribution possible ”

The North Dakota Department of Commerce and North Dakota Gov Doug Bergum announced Launching Leadership was honored as a recipient of the 2023 Future Leaders Empowerment Award, presented at the 2023 Mainstreet Awards on March 18 at the Governor’s Residence

Launching Leadership, a leadership institute for high school students in the northcentral region of North Dakota, was offered through a partnership between Strengthen ND, Minot State University’s Looyenga Leadership Center, and the North Dakota Department of Commerce. The first conference was at MSU in October 2022, and the second event was in November 2023.

“This was a very collaborative project that was strengthened by the cooperation of so many great people in the community,” said Jim Sturm, director of the Looyenga Leadership Center “The end product was a program which, among other things, gave our college students a chance to act as group leaders and mentors for high school students It was very uplifting to see the positive impact that this experience had on both groups.”

The program provided education specific to leadership development and introduced participants to local communities, businesses, organizations, and leaders. Attendees learned essential leadership pillars and developed a list of local and regional issues they were concerned about in their own communities

The Future Leaders Empowerment Award recognizes a community that seeks to engage students in creating a healthy and vibrant community through leadership development, community planning, or workforce exploration in community industries

“Launching Leadership provided opportunities for North Dakota high school students to learn about the different types of community leadership that exist in both urban and rural communities,” said Beth Odahlen, Strengthen ND director of community engagement and solutions. “Through partnerships with Hilltop Farms, Black Butte Trails, Esther's Acres, and Visit Minot, students had a number of opportunities to connect with community leaders and learn about the amazing opportunities to lead in the communities where they live

“This program also supported these young leaders, assisting them in the development of their leadership skills and opportunities to utilize these skills in their own communities Overall, the impact on these students was substantial and I can't wait to see all the amazing ways they impact the communities in which they live.”

The Minot Area Community Foundation (MACF) has granted $10,000 to the Western ND Honor Flight. Funding was made possible through the Donald & Genevieve Roush Endowment Fund.

The Mission of the Western North Dakota Honor Flight is “To transport America’s Veterans to Washington, DC to visit those memorials dedicated to honor the service and sacrifices of themselves and their friends” The Western ND Honor Flight takes veterans from across Western North Dakota to Washington D C and currently, the program serves WWII, Korean, and Vietnam war veterans The program is run by volunteers, and all funds stay local to celebrate ND veterans by inviting them to share in a trip of honor Currently, there are over 330 Veterans on the waiting list, and the grant funds will be used to support flights for Minot area Veterans on this waiting list

“At the Western ND Honor Flight, we do our best to ensure our WWII, Korean Era and Vietnam Era Veterans receive the long-delayed recognition they deserve,” states Dennis Burdolski, Western ND Honor Flight Board President. “We are thrilled and honored for the generous donation from the Donald & Genevieve Roush Endowment Fund and special thanks to the Minot Area Community Foundation for making this happen.”

The Western ND Honor Flight is part of the Honor Flight Network, which is a national network comprised of independent Hubs working together in furtherance of the Honor Flight mission. A common goal is to show our nation’s veterans the appreciation and honor they deserve. Participation in an Honor Flight trip gives veterans the opportunity to share this momentous occasion with other comrades, to remember friends and comrades lost, and share their stories and experiences with other veterans. All honored veterans travel at no cost to the veteran The next ND Honor Flight is scheduled to take place April 14-15, 2024, with an additional flight taking place in October 2024

Within the MI-7-Roosevelt Park and Zoo phase of the Mouse River Enhanced Flood Protection Project (MREFPP) the process of tree removal, cleanup of debris, and site restoration occurring for the past few weeks This preconstruction process involved both MI-6 Downtown and MI-7 Roosevelt Park and Zoo from Central Avenue through Roosevelt Park to Burdick Expressway by the Roosevelt Park Zoo parking lot

The contractors have completed this work, on Wednesday, March 27th Roosevelt Park will reopen and can allow citizens back in the park for walking and other activities. The availability of some areas will depend on weather and ground conditions, but we will keep the public updated on changes as they occur. Please note tree stumps are still present within the park, so please be careful when walking throughout the park on sidewalks and pathways. These stumps will be removed in the next portion of construction within Phase MI-7. We appreciate your cooperation to ensure the safety of the public.

Minot State University President Dr Steven Shirley has announced the MSU Athletic Department and Minot State Student Affairs will undergo an administrative restructuring effective immediately

The University has eliminated the athletic director position and expanded the role of Kevin Harmon, current vice president for student affairs, into the newly established position of vice president for student affairs and intercollegiate athletics

“Kevin has deep and long-standing ties to Minot State University going back to his days as a Beaver student-athlete, coupled with a distinguished career as a senior administrator on campus,” Shirley said. He has guided both areas with a steady

Along with over 15 years of service to the University as dean of admissions and vice president for student affairs, Harmon is a 1989 elementary education graduate and a former student-athlete, competing for the Beavers in wrestling. He has deep ties to MSU and the community.

Shirley noted Harmon’s long-standing relationships in the athletic community in Minot, his time spent as interim AD, and the synergy between student affairs and intercollegiate athletics as catalysts for the restructuring MSU will likely elevate additional positions to take on added roles and responsibilities as a result of this change

Harmon previously worked in K-12 education for 19 years as a teacher, administrator, and coach in Minnesota and North Dakota. Harmon and his wife, Leisa, have strong ties to Minot State University as graduates and long-time employees. The Harmons have three grown daughters, two of whom also hold MSU degrees.

Phase 1 renovations were completed in 2022 and consisted of upgrading the western façade, replacing dated and damaged materials. Phase 2 includes moving restrooms to create better accessibility, and removing walls to open up the lobby space, making it safer and more welcoming.

Minot Junior Golf Association (MJGA) is pleased to announce the hire of Parker Bartels, to fill the role of Director of Golf Programming Parker grew up in Oxbow, ND and has golfed from a young age He has a range of experience both playing and coaching and will graduate from Saint John's University (MN) this spring before making the move to Minot

Parker states, "Junior golf has always been a huge passion of mine and I am excited for the opportunity to grow the game of golf in Minot."

The MJGA mission is to foster youth golf and personal skills through the game of golf. Hiring a Director of Golf Programming will allow the

organization to offer consistent golf instruction for all ages. A range of opportunities for golf instruction will be available with group lessons, leagues, and tournaments geared towards the high school age group, all the way down to grade school and below. Currently, golf programming has been centered around Jack Hoeven Wee Links which the MJGA helped to construct and continues to support. The MJGA Board of Directors has identified a need for indoor training facilities to offer year-round options for golf instruction for the junior age group. Many options have been discussed over the years, and 2024 is the year that the dream of a dedicated indoor training facility will come to fruition.

This winter, a building was leased and construction for The Bunker began The Bunker will be located at 305 17th Ave SW, Minot This indoor training facility will be operated similar to Wee Links - low cost to help make golf accessible to all who want to learn Adults will be welcome if they are accompanied by a junior golfer The Bunker features three Full Swing simulator bays as well as a custom 1,000 sq ft putting green with state-of-theart PuttView technology Opening date, rates and hours will be announced in the coming weeks

"We are extremely excited to have Parker oversee junior golf programming at both The Bunker and Jack Hoeven Wee Links," says Reed Argent, President of the Minot Junior Golf Association. "Parker will be a huge asset to MJGA and will assist in furthering our mission to promote junior golf in the Minot area year-round."

The Bunker will open next month, and Jack Hoeven Wee Links will open when weather allows. Montvidas is no stranger to wild rides He moved to the Netherlands after college, where he began what was supposed to be a one year journey playing baseball Instead, Montvidas built a life and career for himself in Europe. He has also coached a softball team in Italy and ran clinics in China, Italy, Japan, the Czech Republic & Botswana.

Throughout his career Montvidas' has been able to assist in expanding women’s sporting opportunities to all corners of the globe, but his admiration for female athletes is home-grown “It started with my sister who‘s five years older I’d get to tag along all the time when she played sports She was a great athlete and she just didn't have the opportunities that I had I didn’t realize it at the time, but that really stuck with me ”

The North Dakota Department of Commerce today announced the launch of the Automate ND Grant Program, a new initiative designed to help North Dakota businesses overcome workforce shortages and increase productivity through automation.

The program, funded with $5 million from the American Rescue Plan Act (ARPA), will provide grants of up to $500,000 to North Dakota Primary Sector Certified (PSC) businesses, such as those in manufacturing and agricultural processing. These grants can be used to cover up to 50% of the cost of purchasing or leasing machinery, equipment, and software for automation projects

"North Dakota businesses are facing a significant workforce shortage," Head of Investments and Innovation for Commerce Shayden Akason said "The Automate ND Grant Program will help these businesses invest in automation technologies that can increase their productivity and allow them to expand without needing to hire additional staff "

The program aims to achieve several key objectives:

Increase productivity per employee: Automation can help businesses produce more goods and services with fewer workers

Create upskilling opportunities: Businesses can use grant funds from the Technical Skills Training Grant (track C) to conduct a feasibility study on the purchase of automation equipment and train their employees on how to operate and maintain the new equipment.

Improve employee satisfaction: Automation can help to reduce repetitive tasks and create a safer work environment for employees.

Boost state GDP: Increased productivity from automation can lead to higher company profits and increased economic growth for North Dakota

To be eligible for the Automate ND Grant Program, businesses must:

Be registered in North Dakota

Be a Primary Sector Certified business

Have fewer than 500 employees (tourism businesses are not eligible)

Complete a third-party feasibility study that assesses the project's impact on productivity, workforce needs, and return on investment (ROI).

The Souris Valley United Way (SVUW) has wrapped up their 2023 campaign and had their best year yet! Through donations, pledges, and in-kind donations, SVUW finished with a total of $797, 897.19, just under their goal of $800,000.
