DTI-DavOr promotes coffee industry MATI CITY, Davao Oriental – The Department of Trade and Industry (DTI) office here has a unique way of promoting the coffee industry in the province.

While October is a significant month for coffee and consumers, the agency has made it more memorable with the conduct of its first-ever “Pa-Kape Para sa Konsumante” recently.

The International Coffee Day was first declared in 2015, marking the 1st day of October of every year as the day of the annual celebration.

It is celebrated not only to commemorate one of the most loved beverages in the whole world, but more importantly, to honor the people behind each

cup of aroma-filled drink that rejuvenates coffee drinkers in every sip.

On the other hand, Presidential Proclamation No. 1098 dated September 26, 1997 declared the whole month of October to as the “Consumer Welfare Month” to give due importance to consumer rights and responsibilities.

With the “Pa-Kape Para sa Konsumante” information campaign, the DTI-Davao Oriental was able to hit two birds with one stone, so to speak, as it transformed the main entrance of the ER Supermall in Mati City into a nook for coffee lovers while highlighting both celebrations “Coffee, being one of the

province’s emerging industries, we want to maximize its potential. With its development, we could realize a domino effect – from contributing to the economy to generating investments and creating more job opportunities,” DTI-Davao Oriental provincial director Rommel R. Cozo said.

So far, the province has 5,687 hectares of coffee plantation, which have been producing an average of 1,663 metric tons per year. In the meantime, there are 4,544 farmers involved in coffee farming in the entire province.

The trade official added that offering the product to the consumers for free is a good marketing strategy to introduce

it to potential buyers.

“What we want for our coffee industry is for it to widen its market consistently. And we can only do that if we are consistent with our efforts to promote it,” he said.

The “Pa-Kape Para sa Konsumante” featured the coffee products of the micro, small and medium enterprises (MSMEs) from Lupon, Manay, and Baganga and the services of Jay’s Artisan Coffee, a popup café. It was served to 109 consumers, who were also provided with information materials on how to protect themselves in the digital realm, particularly against the risks of internet scams and other forms of deception.

“This year’s Consumer Welfare Month theme is ‘Digital Consumers: The New Normal.’ So we saw the activity as a venue where we can strengthen our consumers’ awareness of their rights and responsibilities as users of digital platforms,” Cozo shared while encouraging the public to become vigilant and empowered consumers.

Provincial Director Rommel R. Cozo stated that the Department will continuously provide support to local MSMEs, especially those in the priority industries like coffee, cacao, and coconut, by enhancing, improving, promoting and patronizing their products. Seminars and training will be provided to develop or improve products in terms of labeling, packaging, and shelf life. Market promotion will also be intensified to ensure that local products find their way in the market, be it physical or online.

The provincial head of DTI also committed to provide support both to the coffee industry and consumers continuously. No Pinoy hurt in knife attack inside Tokyo train MANILA – No Filipino was among the casualties in the knife attack on a train in Japan on Sunday night, the Philippine Embassy in Tokyo said on Monday.

Reports said at least 17 persons were injured in the attack by a man dressed in a Batman's Joker costume at the Keio Line train in Tokyo, as people are gearing up for Halloween gatherings in the Japanese capital.

Police arrested the suspect, a 24-year-old man who identified himself as Kyota Hattori, who also started a fire inside the train.

Bolivar noted that the attack is still a developing story

where authorities are checking the mental health condition of the suspect who purportedly said he "wanted to kill people and be given the death penalty".

About 283,000 Filipinos are living in Japan while more than 34,000 are residing in its capital city, Tokyo.

Are we there yet?

ON THE morning of last Sunday, my son and I traveled from our residence south of the city, to my father’s house in Bajada about 21 kilometers away. It has been three weeks since we last visited the old man and we’ve come bearing gifts.

The view outside from the safety of the car really makes one wonder, is the pandemic finally on its final leg? Must be, the presence of more people on the streets creates the impression that it must indeed be so. Oh sure, their face masks were still in place, along with their accompanying face shields, though conveniently propped over the wearers’ head like a headband or a sunroof. Last year, when travel within the city was allowed, our visits to my father had always been dotted with scenes of almost empty streets and too few pedestrians and vehicles. Now, the scenes outside the shopping malls along the way exude a pre-Covid, typical Sunday morning ambience, with people lining up at the entrance waiting for their turn, while some lazily while away the time chatting by the sides. Come to think of it, it’s also near Christmas, and with the last hurdle of All-Saints’ and All-Souls’ almost over, there was no stopping the yuletide season. Not even covid it seems.

areas than during the past months. (At last, the usage of “positive” here marks a welcome return to mean “a beneficial outcome”, compared to last time, when it used to always refer to the scary affirmative presence of covid.

Yet one may ask, are we really there now, on that much-anticipated homestretch run to winning through?

One news item I read recently reported a close to 66 percent of the city population having been vaccinated.

At face value, that may appear to be a welcome development. From personal experience, and I know it may not account too much when put alongside official statistics, I have heard of several covid deaths within the circle of friends and acquaintances who by far, still do not believe in vaccinations. This “closer-to-home” knowledge continually tugs at my inner strings, in the key of F, as in fear. If indeed, we look at numbers and predict that covid is finally going, its nearly-defeated frame must just be around my vicinity then, hiding and prepping up for one final assault!

Finally, as I go back to one case where a friend’s kin has lost her life to covid, I recall a passage I can’t quote verbatim. Yet it hints that the greatest regret is knowing that one could have done something but had refused to do so because of unbridled pride and stubbornness.

************************ This billionaire Sen. Manny Pacquiao, in trying to justify his “vote buying” spree every time he goes out in advance campaigning, says he should not be chastised for his “generosity” because ever since he became a top money earner in boxing he has been giving money to people.

Manny should be taught how to delineate his giving of the usual “balato” from the multi-million winnings, from that of doling out cash after filing his certificate of candidacy, especially that for President. The money he is using for the dole-out, although it still is taken from what the senator may have won from his boxing matches, is not anymore out of his immediate purse. And in his previous “generosity” there was no other motive behind it but to put something on the many arms with open palms begging for a crumb from his income. And when he gives money now, it is clear he already wants something in return – the recipient’s vote. Whether the boxer-senator likes it or not, it is one subtle way of skirting the so-called vote buying methodology.

Of course, there is a chasm of difference between a mind-using boxing champion to defeat his adversary inside the ring, and that of a mind-using President in leading his country. The former only has to use his mind to enhance his skill and in finding or creating the best opportunity to win a fight. The latter is of course using his or her mind in balancing the interest of the nation and in all the deals he has to enter into or use as tools in developing the country and the lot of the people. *************************** In Davao City we would not know until the sample ballots are printed as to who are in the official line-up of the administration. What we have now are names of candidates claiming to have been endorsed by the leader of the parties posing to be against each other. We have the names of people in the city’s three congressional districts all claiming to have the endorsement of Mayor Sara, thus they claim to be part of the local slate of the administration.

On the other hand, there are those who filed their certificate of candidacy for councilor positions who are clearly not identified with the ruling Hugpong ng Pagbabago. It is likely that they may only be waiting if they can be included in the official list, or hoping to be carried officially in the ticket of the better of the three other candidates for mayor of the city. We are pretty sure that if these filers could not get into Mayor Sara’s line-up they expect to be officially carried in the ticket of the opposition groups like that of Ruy Elias Lopes, that of Dr. Elizalde, and those of the two others. That is, if indeed they will be able to come-up with some kind of a ticket.

Truth to tell, however, those who have filed their certificate of candidacy may already be fervently hoping they’ll be included in the final list of names under the administration ticket. None could have been wishing to be part of the opposition. Why, because they see the futility of it all to be identified as against the present local dispensation. Besides, being with the party with the most moolah is one big assurance of being able to campaign in every corner of the district he or she is trying to represent.

Outside of it is some kind of a political suicide. That is, aborting their political rise even before they can attempt to make a take-off. ****************************************** Political mudslinging is now the dominant post of social media. Toxics watchdog welcomes DENR’s new policy regulating cancer-causing Cadmium THE TOXICS watchdog group EcoWaste Coalition has welcomed a new policy issued by the Department of Environment and Natural Resources (DENR) that seeks to protect human health and the environment from cadmium, a highly toxic chemical and a known human carcinogen.

Signed by Secretary Roy A . Cimatu on May 6, 2021 and recently published in a national newspaper last October 22, DENR Administrative Order 2021-08, also known as the Chemical Control Order for Cadmium and Cadmium Compounds (CCO), seeks to reduce the risk of exposure to human health and the environment from cadmium and related compounds used in industrial processes.

Classified as one of the “10 chemicals of major public health concern” by the World Health Organization (WHO), “cadmium exerts toxic effects on the kidney, the skeletal system and the respiratory system and is classified as a human carcinogen,” according to WHO. “We welcome this policy issuance by the DENR regulating industry use of cadmium as this can contribute to safeguarding the health of workers and the general public from the adverse effects of exposure to this highly toxic element,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition.

The EcoWaste Coalition has been lobbying since 2016 for the adoption of a CCO that will prohibit or restrict the use of cadmium and its compounds to reduce exposure, especially among workers and consumers, and to minimize, if not eliminate, cadmium emissions and discharges from

The CCO, which will take effect this November, requires any person or entity engaged in the importation, manufacture, distribution and industrial use of cadmium and cadmium compounds to register with and obtain importation clearance from the Environmental Management Bureau (EMB).

Applicants are further required to meet the specified requirements pertaining to importation, manufacturing, chemical management plan, emergency and contingency plan, labeling, workers’ training, handling, transport, treatment, storage and disposal.

The CCO further requires any person or entity involved in the transport, recycling, treatment, storage and disposal of cadmium-containing wastes to register and comply with all the applicable provisions of the rules and regulations on hazardous waste management under Republic Act 6969, or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990.

“The tightened regulation on the management of cadmium-containing wastes is essential to prevent and reduce cadmium releases into the environment from the

recycling, open dumping, landfilling, open burning and incineration of such wastes,” noted Dizon.

“As the CCO does not cover cadmium and cadmium compounds in batteries, ceramics, cosmetics, electronics, jewelries, plastics, toys and others, we hope that other regulatory agencies will adopt and/or enforce health protective controls or restrictions on the cadmium content in products and materials under their jurisdiction to protect consumers and the environment,” said Dizon.

Considering the global concern on plastic pollution, the EcoWaste Coalition will continue to push for a prohibition on the use of cadmium and its compounds as a colorant or as a stabilizer in plastic materials, noting that the European Union has already banned cadmium in plastics starting December 2011 to protect the health of their citizens and reduce pollution.

According to the United Nations Environment Programme (UNEP), “products containing cadmium are not typically collected separately from the general waste stream in developing countries. Therefore cadmium discards will end up in municipal waste and disposed of in landfills, incineration, open burning or indiscriminate dumping.”

“Some of the cadmium in these products will be released to the environment, the extent of which depends on disposal method, control technologies applied and other factors,” stated the UNEP’s “Final Review of Scientific Information on Cadmium.”

Can COP26 deal with the issue of the Climate Wall?

DAVAO CITY (MindaNews) – As we go to press, 120 world leaders and 25,000 delegates coming from 200 countries have converged in the Scottish city of Glasgow in the United Kingdom to join in the deliberations of the 2021 Climate Summit – known as the UN Climate Change Conference of the Parties (COP26) – which is scheduled until November 12. Notable absentees are Xi Jinping, China’s leader, and Russia’s Vladimir Putin.

The host, UK Prime Minister Boris Johnson, was quoted in the press as the Conference was set to start that “this is the moment of truth for all countries in the world.” And at the G20 Summit in Rome, no less than Prince Charles told the leaders that when they would have convened at COP26, they could no longer ignore “the despairing voices of the youth of the world!”

In the past three days, since COP26 opened, the major networks have gotten the youth all over the world to voice out what they hope would be achieved at this historical Conference. Greta Thunberg, the 16-year-old Swedish environmental advocate has arrived in Glasgow, along with thousands of other ordinary Europeans, some of whom walked for days to reach this city in order to express their expectations of what decisions should be made.

The main goal of COP26 is to keep global temperature from rising to no more than 1.5 degrees Celsius. Letting temperatures to go any higher would threaten the survival of the planet and humanity. The scientists and the UN have warned world leaders that unless they manage to work together to reach this goal, the world will face more disasters due to climate change. This summer alone, countries from Africa to Europe to North America suffered droughts, forest fires, hurricanes, floods, landslides and storm surges.

This means that the world’s leaders should exert a lot more political will both in curbing the production of fossil fuels as well as shifting to green ecology in terms of alternatives like solar and air power. The worst polluters of the world – the rich countries of North America,

It is a known fact that seven-eighths of emissions attributed to carbon producers is from use of their products: gasoline, diesel, jet fuel, natural gas, and coal. And one-eighth from extracting, refining, and delivering finished fuels.

Thus the leaders will need to confront the fossil fuel producers. Just the 20 top companies comprising this group collectively produced the fuels that led to 480 billion tonnes of carbon dioxide and methane (GtCO2e) being emitted from 1965 to 2017. This amounts to 35% of all global fossil fuel emissions in that time (1.35 trillion tCO2e). These include: Saudi Aramco (Saudi Arabia), Chevron (USA), Gazprom (Russia), National Iranian Oil Co. (Iran), ExxonMobil (USA), BP (UK), Royal Dutch Shell (The Netherlands), Coal India, PEMEX (Mexico), Petro China, Total SA (France) and BHP Billiton (Australia).

The reason why these companies have been huge dollar-earners is because they have benefited for decades from hundreds of billions of dollars in government subsidies incentivizing fossil fuel development, as well as regulatory preferences such as lax pollution controls, favorable leasing for resource extraction on public lands, and other taxpayer-funded costs, such as military protection for shipping lanes. Banks have also been in complicit with these corporate firms backed up by State apparatuses.

The sad fact that humanity has to face squarely is that only 1% of the world has hugely benefited from these arrangements – heads of corporate firms, bank executives and top government officials. Their accountability is so huge compared to the fact that all other 50 poor countries

The other day we read a post saying that he is very much against having a gay President. Whoever is the Presidential candidate being insinuated to, we can only scratch our head. Is there really one, or two?

Assuming that there is one or two candidates and if any one of the two wins, is being gay enough indicator that this gay President is not a good leader and is not capable of effectively leading the country? We do not think so.

Of course this one claim of a Presidential candidate’s

supporter is revolting to the stomach. This leader, if he or she is to successfully lead this country, he/she must be brave. Meaning the candidate is not one who runs away from any fight if it is for his leadership style and for his country as it is for himself. And the focus was on a candidate who escaped from the Philippines while a warrant was issued against the said candidate while he was still facing major charges in the Philippines. So, that is brave for you?

What are the ecological advocates’ expectations of COP26? Walk the talk of reducing the global temperature to as low as 1.5C. Start to strictly cut down on pollution, especially the use of coal. This will be hardest to implement in China, as presently they are mainly relying on coal for their energy needs, considering their need to fuel their industrial revolution. Discipline the corporations and the banks to curb their fossil fuel productions and invest more in alternative and renewable sources of energy.

And keep their promise to raise US$100 billion a year to be apportioned to poor countries heavily burdened with the impact of climate change so they can find ways to help curb pollution and emission of greenhouse gas in whatever way they could (e.g., reforest their depleted forests, decentralize urbanized areas) and dealing with the impact of disasters. After all, these countries that have contributed less to the gas emissions suffer most the consequences of climate change, although lately, highly developed countries have had their share of climate catastrophes.

Does the world – as led by the industrialized developed countries of the North – possess the political will to face the truth that the entire humanity is bound for a dystopian future unless right now at Glasgow they can collectively respond to the urgent ecological challenge?

The voices of the despairing youth is being heard today across the various media platforms as this Conference is in progress. Only time will tell if our leaders are listening intently! If not, they will be blamed by future generations for their failure to walk the talk while there is still time!

GenSan police exec relieved for allegedly abusing subordinates GENERAL SANTOS CITY – A police official here was relieved from his post on Tuesday for allegedly abusing four subordinates.

Col. Gilberto Tuzon, the city police director, said he ordered the temporary relief of Capt.

Nemecio Calipjo Jr. as chief of the police precinct 8 in Barangay Tinagacan, in the wake of an investigation into his reported abusive acts.

He personally issued the relief order to Calipjo in a visit to the police station around 1 p.m. on Tuesday.

“Yes, effective today,” Tuzon said in a text message to PNA confirming the relief.

Calipjo’s sacking came two days after he supposedly punched and slapped four police noncommissioned officers assigned at police station 8.

One of the complainants, who asked not to be named pending the investigation and other related proceedings, said in an interview the incident happened after Calipjo reportedly arrived drunk at the police station around 1:30 a.m. last Sunday.

The abuses, especially the punching and slapping, allegedly took about an hour and with Calipjo holding an M16 Armalite rifle, which reportedly went off at one point when the latter put it down.

The complainant alleged Calipjo was angry after they failed to act on a concern brought about by a local resident, who is reportedly close to the police official.

Calipjo has yet to issue any statement to the media regarding the incident.

numbers went futile, with a voice prompt saying that it "cannot be reached."

Lt. Clarizel Perez, city police office spokesperson, said they are still waiting for the filing of a formal complaint by the four concerned policemen, whose identities were initially withheld.

She said the probe will be fair and the concerned parties will be given the chance to give their sides.

“Rest assured that the city police office will not tolerate any wrongdoing by any of our officials and personnel,” she said.

Minor dependents of PNP personnel get Covid-19 shots MANILA – Minor dependents of Philippine National Police (PNP) personnel aged 12 to 17 have started to receive their coronavirus shots as the pediatric vaccination for this group rolled out nationwide.

The vaccination rollout to the pediatric population aged 12 to 17 with comorbidities started last October 15 and was eventually expanded to

For police personnel, Vera Cruz said out of the 2,884 unvaccinated, 859 have "valid" reasons, mostly medical ones, for not getting the life-saving shots.

Based on the latest PNP data, around 200,812 police personnel out of 224,021 are fully vaccinated, with only 20,335 waiting for their second dose.
