BOC raids CDO warehouse, seizes P5-M worth of onions

ARMED with a Letter of Authority and Mission Order from Commissioner Rey Leonardo Guerrero, the Bureau of Customs-Port of Cagayan de Oro (BOC-CDO) raided a warehouse located in Dacudao, Corrales Extension, Barangay Puntod, Cagayan de Oro on October 22, 2021.

The Bureau of Customs led by CIIS-CDO Field Station Chief Oliver Valiente together with an ESS representative, Philippine Coast Guard, Philippine National Police, and barangay officials were acting on an intelligence report that the warehouse contains imported agricultural products.

During the raid, the warehouse gates were already closed and no representatives were found; prompting the team to seal the gates until further physical examination.

The following day, authorities resumed the conduct of inspection in the presence of the warehouse representa-

tive which further revealed the presence of imported agricultural products such as garlic, onion, mung beans, carrots, and other assorted imported goods. The agricultural products shall be subject to seizure and forfeiture proceedings under Section 224 of the Customs Modernization and Tariff Act if the necessary import documents are not presented within 15 days.

However, sacks of red onions with an estimated value of 5 million pesos were seized after the Department of Agriculture verified that it has not issued an importation permit for the red onions hence considered to be smuggled goods and will be recommended for the issuance of a Warrant of Seizure and Detention.

MANILA – South Korean firm ENPlus Co. Ltd. is investing PHP5 billion in the Philippines to put up its electric vehicle manufacturing facility, the Philippine Economic Zone Authority (PEZA) reported Friday.

PEZA director general Charito Plaza said ENPlus will be the first e-vehicle manufacturer in the PEZA ecozone.

ENPlus’ e-vehicle factory here will be located in Negros Occidental, Plaza added.

Its operation will involve the manufacturing of electric cars and electric jeepneys.

Plaza and ENPlus chief executive officer and chair Young Yong Ahn signed a memorandum of understanding on Wednesday for the joint venture between PEZA and the Korean firm.

Vaccination must be mandatory in select industries: Palace exec MANILA – A Palace adviser wants to make mandatory the vaccination against the coronavirus disease 2019 (COVID-19) among workers in labor-intensive and highrisk businesses.

The Making of Legends NAAWAN, Misamis Oriental (MindaNews) -So nothing is absolutely bad at all. Despite, or because of, the outrageousness of the Duterte regime, two Filipinos have reached the pinnacle of glory and brought honor and prestige to our blighted land, namely, Olympic gold medalist Hidilyn Diaz and Nobel Prize awardee Maria Ressa.

President Duterte will go down in history, too, with the historic achievements. The future generation will learn that without him, the course of history might be different. It will be known by all and sundry that the legendary achievers rose from the heap of muck and trash thrown at them by his repressive regime and came out shinning, vindicated.

Nonetheless, Hidilyn braved through the chilling episode and brought home the gold.

Maria Ressa, on the other hand, founder and CEO of Rappler, an online publication, was also red-tagged apparently for having inconvenienced the Duterte regime with its critical stories on the drug war and human rights violation, unbridled corruption, incompetent response to the pandemic, cowardly response to Chinese aggression in the West Philippine Sea and other issues and concerns of national interest. For standing for press freedom and truth, she has been charged with cyberlibel crime for an alleged offense committed months before the passage of the cyber-crime law; was arrested, convicted (on appeal); and banned from leaving the country. Ressa and Rappler are faced with around a dozen of lawsuits that include several violations of tax law and rules and regulations of the Security and Exchange Commission, all obviously aimed to silence her and shutdown the news organization for good. Moreover, Ressa and her staff were viciously trolled – threatened with rape and physical violence, and the burning of their headquarters.

Maria Ressa stood tall, from the repression and humiliation, and plucked the Nobel Prize.

Now floods stoke even in the uplands WHEN the current national administration started working on uplifting the physical appearance of the badly deteriorating condition of the Manila Bay by covering the same with pulverized dolomite stones environmentalist aided with some politicians were making a lot of noise all against the project. They said that it would be a waste of money by the national government and will not in any way solve the deterioration of the once famous bay. In fact they opined that the dolomite sand would even produce substances that will further destroy the underwater habitat.

So tense was their desire to stop the project that they even threated to elevate their cause to the Supreme Court. Assuming that they did go up to the highest court of the land we believe that eventually the High Court may have finally given its imprimatur to the project since the government did proceed on it. And last week the completed portion was finally opened for strolling by the public.

Perhaps stunned by the people’s terrific response and appreciation to the new appearance of the “dolomited” portion of Manila Bay the temporarily silent environmentalists were suddenly awakened and immediately issued yet another bombastic and eerie warning of negative consequences of dolomites. Again they say the project did not undergo consultations with appropriate agencies like the Bureau of Fisheries and Aquatic Resources (BFAR) which they insinuate could have given the proper inputs on the effects of dolomite to the aquatic resources along the bay.

Of course we may not be waiting for a longer period of time with which the environmentalists ally politicians will grab the opportunity to lambast those who are or feeling responsible for the success of the project. The 2022 election season is very well in our midst and these politicians will be more than willing to grab whatever opportunity they have to paint a demonic picture of their political adversaries.

Indeed in Philippine politics any which way one takes or any development project a politician does, there will always be one who’ll block the way or oppose the project, all for self or group’s convenience and interest. ***************************** Talking of environment, we could help but ponder

quite deeply what is happening to our place in the secluded barangay of Talandang in Tugbok district, Davao City. It is more or less 31 kilometers from the city’s downtown.

It is an elevated barangay bounded on each of its sides with a huge valley that stretches up to Davao River at the Callawa boundary, and on the other side a ravine with a creek that has a continuous water flow from its upstream tributaries. The creek also empties its water to the Davao River.

Up until middle of 2019 we never had any experience of flash floods in the place. But as of late that year when our family was virtually residing in our farmhouse after our retirement, we already experienced sudden avalanche of murky flood waters inundating residences up to floor level. In 2020 the flood occurrence became even more frequent and the water became deeper. This year, specifically in the evening of July 8 and only last Friday night we found out the flood came in faster and much deeper.

The barangay’s designated evacuation center which has boundary with our house compound was submerged in knee-deep water. The central portion of the barangay was like a lake dotted with houses. Our own residence with the floor elevated from the ground surface by about a foot, was already flooded. And to think that the strong rains poured intermittently for only about an hour and a half.

While waiting for the water to subside we had to shut off some circuit breakers of the power inside our house

for fear that the water will eventually enter some of the lowly-installed outlets. That also gave us some time to ponder what is happening to our barangay that we once thought as beyond reach of such cataclysmic incidents as flood. We did some kind of mental environmental scanning. We then realized that the primary culprit is the recklessly-planned, if not totally unplanned introduction of development projects in our place.

Yes, the concreting of the road towards our place and the entry of water service as well as the use of one lane of the road leading to Calinan as underground passage of the 60-inch diameter pipe for a bulk water supply project are most welcome. But somehow with the ease in travel towards our barangay, the city also allowed the entry of poultry plants and a box manufacturing firm nearby. The many poultry establishments in our barangay has led to the leveling of large ground surface, cutting of existing coconut palms and cacao plants, as well as the wiping out of a once sprawling rubber plantation.

We realized to our chagrin that this wanton destruction of natural environment protection was the cause of the unabated erosion of soil in the higher grounds of the barangay even as the flow of rain water gets unhampered.

And the latest development that seems to worsen the floods in our place especially at the vicinity of our residence, and the school site is the expansion of the concrete road by about a foot and a half on both sides. When one of the road sides was excavated for the pouring of concrete, the contractor’s worker simply dumped the debris on the open canal that serves as the drainage. This resulted to the shallowing of the canal’s depth and the constricting of its width.

What then is expected of such a condition of the drainage but the immediate overflow of water when strong rains come? And the excess water inundates the road and moves at a fast pace toward the side where there are a number of houses including ours. So, in only an hour or even less, the flood water would already be lapping at our elevated floor but already submerging other houses nearby.

Wow! This one is such an undesirable fruit of development since the number of sufferers is far more than that of the beneficiaries.

EcoWaste Coalition detects banned lead in industrial paints QUEZON CITY -- The new report “Lead in SolventBased Industrial Paints Sold in the Philippines” launched today in time for the UN-backed International Lead Poisoning Prevention Week shows that industrial paints with high concentrations of lead are still available in the market despite the completion of the six-year phase-out period for such paints that ended on December 31, 2019.

The report provides the first publicly available data on the lead content of industrial paints in the country.

The results of the said analytical study conducted by the EcoWaste Coalition and the Sweden-based International Pollutants Elimination Network (IPEN) provide a compelling basis to strengthen compliance monitoring to the country’s lead paint ban, the groups said.

“The results of our investigation points to the importance of monitoring compliance to the national ban on lead paints,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition. “As some of the extremely leaded industrial paints found were produced during the phase-out period, we urge concerned manufacturers to initiate a systematic retrieval of such paints to stop their sale and use.”

“Despite the detection of non-compliant products, our joint study with the EcoWaste Coalition reaffirmed the capability of the local paint industry to produce paints, including industrial solvent-based products, which do not pose lead-based paint hazards,” said Manny Calonzo, Adviser, IPEN Global Lead Paint Elimination Campaign.

“Eliminating the use of lead compounds in the manufacture of all paint categories is indeed doable.”

For this study, a total of 68 samples of solvent-based industrial paints representing 49 paint brands from 30 manufacturers were purchased from retail stores in 15 cities in Metro Manila, as well as from online dealers and paint manufacturers. The paint samples, including automotive acrylic, enamel, and lacquer paints, epoxy enamel paints and primers, anti-corrosive primers, traffic paints,

floor paints, marine or anti-fouling paints, and a zinc-rich primer, were subsequently analyzed for total lead content

by US-based SGS Forensic Laboratories.

Of the 68 samples of solvent-based industrial paints, 21 bright-colored paints (31 percent of paints) were found to be lead paints, or paints containing lead concentrations above the maximum regulatory limit of 90 parts per million as per the DENR A.O. 2013-24, or the Chemical Control Order for Lead and Lead Compound.

Moreover, 13 of these leaded paints contained extremely high lead concentrations above 10,000 ppm (nine of which had lead concentrations at or above 100,000 ppm). The highest lead concentration detected was 220,000 ppm in yellow epoxy paint.

On the other hand, 47 out of 68 solvent-based industrial paints (69 percent of paints) contained lead concentrations at or below 90 ppm, suggesting that the technology that produces paint without leaded ingredients exists in the Philippines.

To address the problem of lead in paint, the EcoWaste Coalition and IPEN propose the following recommendations: 1. For the national government to review and strengthen monitoring and enforcement measures that will ensure strict compliance to the ban on lead in all paints, including conducting random product tests, issuing product recalls and public health warnings, seizing non-compliant products, and penalizing errant manufacturers and traders.

2. For paint companies that still produce lead paints to expeditiously stop the use of leaded paint ingredients

in paint formulations, and for paint companies that have shifted to non-lead paint production to get their products certified through independent, third-party verification procedures to increase the customer´s ability to choose paints with no added lead.

3. For paint consumers to demand paints with no added lead from paint manufacturers and retailers, as well as full disclosure of a paint product’s content. Individual, household, institutional, commercial, and industrial consumers should ask for, consciously buy, and use lead-safe paints for all uses.

4. For public health groups, consumer organizations, and other concerned entities to support the elimination of lead paint, and conduct activities to inform the public and protect children from lead exposure through lead paint, lead in dust and soil, and other sources of lead.

5. For all stakeholders to come together and unite in promoting further policies and programs that will contribute to preventing and reducing lead exposure among children and other vulnerable groups from lead paint and other sources.

The EcoWaste Coalition and IPEN have already notified the manufacturers of lead paints as determined in the said study. Seven companies have so far responded.

While citing different reasons why lead was detected in their analyzed products, the companies signified their commitment to abide by the country’s lead paint regulation.

Despite their differences in political leanings, officials of the province, headed by Gov. Edwin Jubahib, have signed a position paper calling for the takeover of the electric cooperative’s remaining area in the province by the private company. Only one mayor, Eufracio Dayaday Jr. of Asuncion, did not sign the petition.

The petitioners accused the cooperative of inefficiency in providing power in the province even as

they called on President Rodrigo Duterte to help them achieve their goal of canceling its franchise in the province.

Aside from Davao City, Davao Light has been servicing Panabo City, the towns of Sto. Tomas, Carmen and Braulio Dujali in Davao del Norte.

Energy Secretary Alfonso Cusi also recommended two years ago the cancellation of the franchises of 17 cooperatives, including Daneco, because of their problems.

It was during the term of Edgardo Masongsong at the NEA when Daneco was delisted from the ailing list.
