Vax deployment depends on storage capacity: DOH MANILA – Areas with cold chain facilities and vaccine refrigerators are more likely to receive highly sensitive vaccines Pfizer, Moderna, and Sputnik V. All three require sub-zero temperatures, Department of Health (DOH) Undersecretary Myrna Cabotaje said on Thursday.

"We give the appropriate vaccine to those who have the appropriate cold chain," Cabotaje said in a briefing with Philippine officials and three visiting Israeli health experts in Taguig City.

The Sinovac and AstraZeneca vaccines can be deployed anywhere else in the country, she added.

Cabotaje said the government's vaccine deployment strategies amid limited global supply are done through sectoral prioritization.

"The next prioritization is geographic in areas where there are economic hubs. So we have our focus and expanded areas," she added.

The government is currently focused on areas under National Capital Region Plus (Cavite, Laguna, Pampanga, Batangas, Rizal, Bulacan, Metro Davao, and Metro Cebu).

"We expand these areas to those experiencing cases surge," she said.

Geographical challenges Adam Nicholas Segal, one of three visiting Israelis and who is experienced in resolving complex supply chain

challenges, recommended that the Philippines use a "combination of strategies" to address the geographical challenges in terms of vaccine deployment.

"The challenges that the Philippines is facing are enormous in terms of a geographic situation so I don't think it's so much of strategies or of things that we need to build together.

We have some lessons that we learned from Israel, obviously not all of them can be implemented but we'll work with the task force and DOH representative to think what are the right ways, the right steps that can be implemented

and what can't be translated to the Philippines," she said.

Vaccine confidence On the local government units’ problem on vaccine hesitancy, Segol said leaders should be "engaged more in informing the public about the importance of receiving two doses of COVID-19 vaccines”.

"I think, first, they can look at Israel as a study case.

For us, there was a great impact and great importance of getting two doses. That was the way for us to triumph and reduce morbidity," she said.

Segol said health care workers also helped Israel boost the public's confidence in the vaccination program.

"We had a medical staff in the front talking about the effectiveness of the vaccine, explaining the resources, and giving all the information to the public to reduce hesitancy," she said.

Segal commended Taguig for setting up conducive vaccination sites, like the Lakeshore hub which they visited.

"If I may add, congratulations Mayor Lino Cayetano and the team here. The level of professionalism we saw in this vaccination center definitely adds to the confidence of whoever wants to get a vaccine. A place like this, if this is the level you see throughout, I think your city and the entire Philippines, I think people will be confident in getting proper treatment and getting a vaccine in a very professional manner," he said.

COTABATO CITY – A lawmaker in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has filed a bill before the Bangsamoro Transition Authority (BTA) plenary to operationalize a Bangsamoro gazette for transparency and accountability in all of the regional government's official acts and transactions.

BTA Parliament Member Rasol Mitmug Jr., a lawyer and author of the bill, said Friday he filed Parliament Bill 108, or the Bangsamoro Gazette Act of 2021, to serve as the official journal of the Bangsamoro government.

Every Bangsamoro, as stated in the bill, must have

access to information, official records, public records, and documents and papers relating to official acts, transactions, or decisions, as well as to research data used as the basis for policy development.

It will also publish all legislative acts and resolutions, executive and administrative issuances of general application, and significant Sharia Court rulings.

"It is therefore submitted that it is high time and apt for the Bangsamoro government to publish its official gazette to be published in print and electronic form," Mitmug said in his explanatory note.

A gem in the East Coast OUR recent journey around Davao Oriental took us to the municipality of Cateel. This laidback town near the tailend of Davao Region was where the Spanish explorers first landed in Mindanao.

In 1582, the Spaniards explored the coast of Cateel, and docked at the mouth of Rio de Cateel or Cateel River. They say they christened the place "Cateel" after they found some members of the Mandaya tribe splitting rattan vine. Cateel is a type of rattan that was abundant in the area.

One of the legacies of the Spaniards in Cateel was the construction of the Church of Señor Santiago Apóstol (St James the Apostle), which occupies one full block in the poblacion area.

The church was built by the Spanish Jesuit missionary in 1894 on an official parochial decree, and was later remodeled by the Canadian PME missionary in 1952. In 1994, it was renovated by a Filipino diocesan clergy on the celebration of its centenary.

After Pablo ravaged Cateel in 2012, the more-than-a-century old tree trunk pillars of the church persevered, and are still on display to this day. The trunks were gathered from distant barrios and brought to the poblacion on forced labor policy back in the day.

The rest, as they say, is history.

Perhaps, Cateel's most popular emerging destination right now is Cream Sand Long Beach, a 9-kilometer stretch of pristine, yellowish white colored beachline along barangays Baybay and San Antonio.

During our stay at Dagat ni Tatay Beach Resort, we met Siargao-trained surfer Benedict, who teaches surfing to guests. Later, we found out that he is actually from Davao City. A thriving surfing community, the beach is likened to Luzon's San Juan in La Union.

Cream Sand Long Beach may not be white - obviously but it is immaculately clean and has one of the finest and softest sands my feet have ever sunk in. Resorts have started to mushroom in the area that even famous Canadian YouTuber Kulas has made it his second home.

"We are making sure that these destinations are all ready to receive tourists safely as we move forward in the new normal," said Cateel Mayor Erlinda Nunez during our visit.

Mindanao officials, civil society leaders honor former president Noynoy Aquino CAGAYAN DE ORO (MindaNews) – Philippine flags in several government buildings and military camps in Mindanao were already flying at half-mast Thursday in honor of the late former president Benigno “Noynoy” Aquino III even if his family has yet to make an official announcement of his death.

Local officials and civil society leaders also praised the late president for his contributions to the Mindanao peace process and other achievements.

Aquino III reportedly passed away at 4:30 a.m.

Thursday at the Capitol Medical Center in Quezon City.

He was 61.

In Marawi City, Lanao del Sur Gov. Mamintal Adiong Jr. ordered the flag at the provincial capitol to be flown at half-mast for the “initiator of the peace process between the national government and the Bangsamoro.”

“We deeply mourn the death of former President Benigno “Noynoy” C. Aquino, III,” Adiong said.

At Kampo Ranao, headquarters of the 103rd Infantry Brigade, also in Marawi, Brig. Gen. Jose Maria Cuerpo said their flag will fly at half-mast starting tomorrow.

“We have already raised the flag this morning and following protocol it cannot be lowered. So we start tomorrow,” Cuerpo said.

In Cagayan de Oro, Mayor Oscar Moreno, a political ally, ordered the flag at City Hall to be flown at half-mast.

The local government of Zamboanga city also lowered their flag to half-mast, crediting Aquino for his handling of the standoff with the Misuari faction of the Moro National Liberation Front in 2013.

“At the height of the siege, he held office in Zamboanga City for 21 days to personally oversee the operations, as government forces fought to defend the city from the MNLF,” the LGU said on its Facebook wall.

“Zamboanga City joins the nation in mourning the demise of former President Benigno Simeon “Noynoy” Aquino III, the 15th president of the Philippines from 2010-2016,” Mayor Maria Isabelle Climaco said.

“Highlight of his contributions to Zamboanga City was the rehabilitation of areas affected by the 2013 siege with the allocation of P3.7B under the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) project, now 80% complete. At the height of the siege, he held office in Zamboanga City for 21 days to personally oversee the operations, as government forces fought to defend the city from the MNLF,” Climaco said.

“Fondly called PNoy, the late President Aquino established Memorandum Order 11 on December 22, 2010, directing a moratorium on the transfer of regional offices of all departments and agencies from Zamboanga City to Pagadian City. The order suspended the regional center transfer at that time until the matter was formally decided several years after,” she said.

"We remember with a deep sense of gratitude his contribution in establishing the self-governing political entity now called the BARMM. He was bold and brave enough to meet with the then rebel and Chairman of the MILF in a third country, a first in the history of the Moro struggle," he said.

The meeting hastened the pace of the negotiations and led to the signing of the FAB and CAB, he added.

On June 16, 2015, Aquino and Moro Islamic Liberation Front Chair Al Haj Murad Ebrahim inspected the 70 firearms decommissioned in Sultan Kudarat town in Maguindanao.

“His administration showed its commitment to working with the Bangsamoro people and facilitated a peace process that help ease the burden of armed conflict and displacement of the Bangsamoro people,” Bangsamoro Member of Parliament Zia Alonto Adiong said.

Basilan Governor Jim Hataman Saliman expressed his “deepest condolence to the bereaved family.”

“The completion of the circumferential road of Basilan was a support that was given to us Basileños, when I was then the representative of the lone district of Basilan, and the appointment of (then Autonomous Region in Muslim Mindanao) regional governor Mujiv Hataman paved the way for us in the defunct ARMM to at least realize that all is not hopeless. “We are deeply saddened to hear the sudden and untimely demise of our 15th President. His leadership and services to the country will never be forgotten,” Dipolog City Mayor Darel Uy said, adding, “Paalam Former President Benigno Simeon “Noynoy’ Aquino III.” The local governments of South Cotabato and General Santos City also joined other LGUs in mourning the passing of former President Benigno Aquino III on Thursday.

South Cotabato and GenSan flew the Philippine flag at half-mast to grieve and pay tribute to the contributions of Aquino to the Filipino people.

Tributes from civil society leaders Meranaw leader Samira Gutoc said she was saddened by the death of the former president.

“He was a calm leader, an epitome, the one who believed first and foremost in reforms in a post-Ampatuan era of the autonomous region,” Gutoc said.

Moro Consensus Group Chair Drieza Lininding said the Bangsamoro people should credit Aquino for not launching a bloody military operation in Mindanao.

Lininding said the Mamasapano raid that left 44 police commandos, 17 MILF fighters, and five civilians dead in January 2015, was targeted against Malaysian terrorist Zulkifli bin Hir alias Marwan.

Even during the Zamboanga standoff in 2013, Lininding said Aquino stayed in the city for 21 days to ensure that the fighting would not spread.

“I have to give it to President Noy, as a critic (but I have no personal enmity) of his administration for what happened (Mamasapano and Bangsamoro Basic Law), but compared to others, I think he was the only one who did not launch a war against Moro communities or did not kill Moros unlike now,” Lininding said.

Balay Mindanaw Foundation Chair Charlito Manlupig said they remembered they played host to Aquino as he made his journey of discernment in Mindanao before the 2010 elections.
