ted another $5 million to strengthen institutions and enhance Mindanao’s peacebuilding process at the community and institutional levels.
As Mindanao is also vulnerable to natural disasters, USAID invested $4 million to boost disaster preparedness and response of communities and institutions.

BUTUAN CITY – At least 465 former New People’s Army (NPA) rebels received aid in 2022 through the Enhanced Comprehensive Local Integration Program (ECLIP).
Based on the 2022 Annual Report by the Department of the Interior and Local Government in the Caraga Region (DILG-13), obtained by the Philippine News Agency on Friday, the agency released PHP12.1 million in livelihood funding for 242 former rebels at PHP50,000; 460 received PHP21,000 each in reintegration assistance, or a total of PHP9,660,000; and PHP15,000 each to 461 surrenderers totaling PHP6,915,000 as immediate assistance.
“Of the 465 former rebels eight were from Butuan City, 118 from Agusan del Norte,
169 from Agusan del Sur, 25 from Surigao del Norte, and 145 from Surigao del Sur,” the report indicated.
Over PHP10.4 million payments were disbursed to 135 former NPA combatants
“The amount of the remuneration depended on the appraised value of surrendered firearms,” the report said.
The E-CLIP helps surrendered NPA combatants rebuild their lives and their families as they return to their communities.

Meanwhile, 50 former NPA rebels completed a twoday deradicalization activity on Friday, the Police Regional (PRO-13) said.
In a statement, PRO-13 said the activity forms part of the mainstreaming process that surrenderers need to
undergo in preparation for their reintegration into their communities.

Salient points included inputs on psychosocial and mental health; lectures oncial literacy; and measures in countering terrorism and the into different sectors.
The ex-rebels were also trained in peacebuilding and in improving their livelihoods.

BUTUAN CITY – Agusan del Norte’s provincial government and the United Nations Development Program (UNDP) signed a memorandum of understanding (MOU) Thursday to build institutional and community resilience programs and services in the province.
The MOU signing, held in this city, was led by Governor Maria Angelica Rosedell Amante and UNDP deputy resident representative Edwine Carrie as witnessed by Vice Governor Enrico Corvera and municipal mayors of the province.
The agreement aims to enhance the capacities of the local government units (LGUs) in disaster response and climate change and will be implemented through the SHIELD program spearheaded by the UNDP, its
partners, and the Australian government. SHIELD, which stands for Strengthening Institutions and Empowering Localities Against Disasters and Climate Change, currently covers 11 provinces that are considered most vulnerable to disasters and climate change.
Under the MOU, both parties will pursue cooperation in the implementation of informed and inclusive resilience actions, including risk-based land use and development planning, budgeting, and investment
programming.
The parties will also develop bankable project proposals for climate and disaster-relevant activities, and establish multi-stakeholder partnerships in the planning, implementation, and monitoring of resilience actions.
For the next six years, the partnership is also expected to establish data ecosystems to support risk-informed planning, resource allocation, and decision-making processes, as well as the establishment of monitoring, evaluation,
and learning systems.
“The expertise and guidance of the UNDP, through the SHIELD under this MOU, will help us in our disaster response efforts, especially in the formulation and implementation of climate-resilience
programs and services,”
Amante said in her message during the signing activity.
She also urged the municipal mayors to study the content of the MOU and appoint a focal person who would focus on the implementation of the
SHIELD program in their localities.
