PBBM backs higher tax on luxury goods

MANILA – It is "reasonable" to impose higher taxes on luxury or nonessential goods, President Ferdinand R. Marcos Jr. said on Tuesday.

In a media interview, Marcos backed Albay Rep. Joey Salceda's proposal to raise the nonessential goods tax from the current 20 percent to 25 percent and expand the list of luxury items.

"So, palagay ko naman (I think), it’s reasonable that we will tax the consumption side of those

consuming luxury items," he said on the sidelines of the Bureau of Internal Revenue's (BIR) event at the Philippine International Convention Center in Pasay City.

To date, Section 150 of the National Internal Revenue Code imposes a 20-percent tax on the price of jewelry, perfumes and yachts.

Under Salceda's House Bill (HB) 6993, the tax rate on non-essential goods will be adjusted to 25 percent.

DAVAO CITY (MindaNews)—The provincial government of Davao del House Bill 6740 seeking to expand the franchise area of the Aboitiz-owned Davao Light and Power Company (DLPC) to eight additional areas.

Davao del Norte Governor Edwin Jubahib, in a statement on Tuesday, said that the proposed measure is a “necessary piece of legislation” to address the

perennial problem of power supply and exorbitant power rates encountered by residents of the province.

“HB 6740, if enacted into law, is a major milestone for the province of Davao del Norte as the expansion of the energy services provided by Davao Light will bring about a positive change to the lives of our constituents, providing them with reliable and efficient power supply,” he said.

He added that this would lead to a more sustainable and productive environment, driving economic growth and development in the province.

The new bill, authored by Puwersa ng Bayaning Atleta (PBA) Partylist representative Margarita Ignacia B. Nograles, was months after President Ferdinand Marcos Jr. vetoed HB 10554, which sought to amend Republic Act 11515,

HB 10554 would have placed Tagum City, Island Garden City of Samal, and the municipalities of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod under the franchise area of DLPC.

MANILA – Two Japanese nationals who are alleged members of a crime ring behind a series of violent robberies in their home country were deported on Tuesday.

In a statement, Bureau of Immigration (BI) Commissioner Norman Tansingco said Toshiya Fujita and Kiyoto Imamura, both 38, boarded a Japan under maximum security.

Fujita, apprehended by the BI Fugitive Search Unit in Barangay Anilao Proper in Mabini, Batangas on Feb. 21, 2021, has been tagged by Japanese authorities as a senior member of an organized fraud group engaged in a phone-based scam.

The Long Week’s End

LIFE is good after all. For a while longer, I set aside Buddha’s drop-dead claim that it is otherwise. His Life is cruel starting line staved off for one weekend. Apparently, it started with an unexpected private message from a former tennis buddy and a very close friend during the 70s who had then moved to faraway lands. More than a few days prior, he and his wife were in town for a order for us three.

Our lunch date eventually led to another invitation to attend a tennis activity, something we had not done together in so many years. The event turned up to be a reunion of old friends, racquetnow-extinct facilities which was once called public tennis courts. As these courts gave way to city government buildings, our specie had dispersed in all directions, later settling in subdivision courts and other facilities mostly provided by the private sector.

The way all reunions go, the actual hours for playing time naturally became loosely interspersed with raucous recollections of decades-old antics and stories, not to mention a nostalgic review of Davao as it was during the 70s and onward. Then late in the evening, like clockwork the happy gathering of old friends with beer and what else, karaoke.

Part of the weekend likewise entailed what others amusingly refer to nowadays as the happy-wife-happy-life savvy. Not so with me in this case. My partner had asked if I could accompany her to watch a cinema reload concert of BTS, one of her favorite Korean antidotes for stress. While not really keen on modern-day music trends, I was admittedly curious what the buzz was really all about.

After all, what had gone in the back of my mind was Mr. Leoncio Deriada’s booming reprimand in our high school year.

The now-late moderator had once said ”one does not deserve to have a say on something one has not experienced.” I have read a lot of bashers and I wondered if they even got to see what they openly and loosely criticize.

In a nutshell, the experience of a BTS concert had surprised me tremendously. Not so much for the drone-camera weaving into their intricate dive patterns and the artistic cinematic editing the production involved created, but for the Korean audience’s participation which featured the latest techno sync available. Not to be outdone, the local fanatics, most of whom came with their own light sticks (you’d have to research what’s this) shrieked in unison and for some moments, it felt like they were actually in Busan watching live. Incidentally, later on, my matey told me, the viewers’ spectrum spread widely, from grannie, to mom, their daughters, some boyfriends and an old man sitting in one corner. A weekend like no other. Just so glad to experience it. Life is good.

WE have some members of the present Sangguniang Panlungsod of Davao City who we would consider friends because of our profession, by our friendship with their father of mother who also served in previous Councils, and because of our personal interactions with them when we were still working with an electric utility in the city.

We know that some of our acquaintances in the local lawmaking body are chairmen, vice chairmen, or members of the various committees of the Sanggunian.

We do not know if we are correct in what we learned that the chair of the Committee on Environment and Natural Resources is our friend Councilor Tek Ocampo unsolicited recommendation for his committee to review the existing ordinance on the city government’s mode of taxation which was revised several years ago. It is our take that some taxes levied on certain businesses and related endeavors are already outmoded and not any more attuned to the present time.

To cite one such area of outmoded taxation level is on charges collected from concessionaires of sand, gravel, mountain mix, lime stone, and above all stone boulders. Under the present taxation ordinance of Davao City how much is collected from each truckload or cubic meter of these resources? How much is the business permit fees being levelled on concessionaires?

We suggest that our friend Councilor Tek go over the business is drawing so much of the city’s natural resources but paying so measly amount to the local government.

Only about three years back, or shortly before the onset of the CoViD pandemic, we had a friend who worked or CENRO. He is now working in another local government nearby after having married a resident of that city. He was once assigned in a checkpoint somewhere in the third district to check on the number of dump trucks loaded with the natural resources we have earlier mentioned here.

The giant dump trucks are owned by a concessionaire the 3rd district side of that famous natural waterway. And these trucks, mind you, are so huge that in our estimate one full load could be about 10 cubic meters.

And since the start of the pandemic until at present we had been more or less permanently residing in our rural residence which is along the road where the trucks pass by, we had the opportunity to monitor the number of trips the concessionaire’s vehicle have in just one day – roughly from 10 to 15 at most trips.

From what we learned the boulders are reportedly supCoastal Road project, or are delivered to a stone crushing plant where these are converted into small rough pieces which are ideal for mixing with concrete for building construction purposes.

Our friend once told us that it is on the hauling that money are made by some individuals from the CENRO and even at the Barangay government levels. Most of the people manning CENRO checkpoints allegedly do not declare the true load volume but in the process get some reward money from the concession operators.

Assuming that the load volume is say, ten cubic meters of sand, gravel, mountain mix, lime stone or stone boulders and what is declared is only 5 cubic meters, how much does the city lose and how much goes to the pocket of corrupt individuals.

And the concessionaire who has that area along Davao River 3rd district side has been for years, made the milkdays that the barangay and SK elections are drawing near.

Stories and Thoughts in My Life Journey

A Glimpse into a Person’s Soul A SOJOURNER’S VIEW

The world today has been labelled VUCA by a few social scientists, that is, it is a world that is volatile, unorganized, confusing and ambivalent. Especially as a result of the health scare brought about by COVID-19 pandemic, the string of devastating natural calamities, the Ukraine War, the economic crisis and instability of many governments, one can understand why mental health has become a major area of concern across the world. We are all bombarded with stress and anxiety as life on Earth seems to have moved towards a dystopian future.

We need a respite from a life lived in fear, grief and worries. Not through an escape into an existence that wallows in various addictions (alcohol, drugs, and promiscuity) or mainly spent in escapist entertainment. Not through staying put in our own little comfort zones enjoying the luxuries of life without any care about the needs of others, societal ills, and environmental degradation. But by digging deep into a deeper appreciation of what are still the positive elements making our lives meaningful and mobilizing our inner strength to sustain our commitment to make the world a better place for all creatures!

This invigorating process can be assisted through various ways, including reaching out to the needy and most abandoned, prayer and contemplation, a walk in the forests, playing games with children and reading a book. One book that can be recommended for this purpose has just been published and the reader who gets a copy of this book could be inspired to face the challenges posed by the VUCA world of today.

The title—So Much Goodness: Stories and Thoughts in My Life Journey—captures what this book is all about, namely, a celebration of life’s goodness that one person has been gifted with. It is thus a eulogy to one’s life, detailing all that one needs to be grateful in life, highlighting the positive in the midst of life’s travails and pointing out the blessings that make such a difference in our human existence. It thus generates energy towards living a life with a purpose!

The author, Bert Cacayan, is a true blood Mindanawon. Born and growing up in a working class family in a rural town (Buenavista, Agusan del Norte), acquiring an education in mostly schools in Agusan and Davao, he had had an extensive exposure to the ugly and harsh realities among the poor and oppressed—from Mindanao to various Southeast Asian countries where he later on served in various development agencies.

Cacayan’s book celebrates! And one has to read the autobiography or memoirs, although after reading the book one does have a fair idea who Bert Cacayan is and what his life is all about. But it is a rare book that allows us to penetrate through the brilliant mind of the author, but also provides us a glimpse of his soul. For there are parts of the book that Cacayan speaks from the depths of his heart and one needs to read slowly the texts so as not to miss the inner meanings.

So what kind of a book is So Much Goodness? Back to his roots, early on it was quite clear that Bert had the makings of a scholar whose brilliant mind will be tapped for development work. In both high school and college, he graduated as valedictorian. He studied philosophy and theology at the St. Francis Xavier College Seminary and the Regional Major Seminary of Mindanao in Davao City, and the Loyola School of Theology in Quezon City, Philippines.

He was elected as the Executive Secretary of the MSPC Secretariat from 1980 to 1983, and soon after, became a management consultant to funding agencies in Europe, such as NOVIB-Oxfam, Cordaid (Catholic Organization for Relief and Development Aid), and CIDSE (International Cooperation for Development and Solidarity), particularly its program for Vietnam, Laos, and Cambodia. Cacayan followed management courses in the Netherlands and in Germany. Meanwhile, he became a member of Ecumenical Association of Third World Theologians (EATWOT) ) and a founding member of the Lay Forum Philippines and the Lay Organization in Mindanao (KALAMI).

Later, he founded the Managing Alternatives Group Incorporated (MAGI), a management training-consultancy institute based in Davao City, and the Amaya Lay Foundation Incorporated (ALFI), which served the needs of widows and orphans of spouses and fathers who perished during Martial Law in Mindanao.

From 1997 to 2017, Cacayan worked with terre desnances and supports projects working for children’s rights, women empowerment, and environmental protection, serving as the Philippine Country Coordinator; and for 11 years and then worked as the Regional Coordinator for Southeast Asia, while being based in Bangkok, Thailand.

The book—with a total of 225 pages which have photos and drawings (by Nonoy Rodriguez)— is handsomely packaged by Doris Lois Rifareal. Abraham Garcia’s cover is also impressive. Five chapters and an Epilogue constitute the book’s content. Chapter 1 is a collection of poems. From the titles of the poems, one can tell that the poet-author’s thoughts centered on a number of themes: human goodness and positive values, life’s brutal realities, positive character traits, self-care, theological discourses and concern for country.

In Chapter 2, the author shares stories and thoughts of past engagements that remain relevant and meaningful until today. The four articles in this chapter include a spirituality of hope in the context of poverty and opprespastoral experiences during the martial law years (19751986), particularly in lay empowerment, community organizing, and building basic communities. In Chapter 5, the author shares Learning from the Wisdom of the Andeans, followed by—A Call for Solidarity the People of Myanmar—Bert wrote about the recent history of Myanmar. He has had a few visits to this country and would have been exposed to the realities of their grassroots before the coup. With how the situation has further worsened, he is one voice advocating greater solidarity with the struggling Myanmarese people. In both articles, the author is clearly a person who is very contextualized locally, but has been also engaged globally. This chapter ends with an article on his Pilgrimage Walk in Camino de Santiago.

Clearly it is a life full of blessings in the actual persons he has known (family, friends and colleagues, exposure due to work opportunities, opportunity to serve the most abandoned, courageously surviving life’s adversities, including the risks and dangers of martial rule, and For all these, we can truly understand why he shouts out to the world – There is so much GOODNESS out there!

Which is why a person like Cacayan cannot be but a kind and caring person, compassionate and committed to be at the service of others. While clearly, Cacayan can easily belong to the list of a group of young men and women whose clarity of vision, strength of commitment, courage of purpose, brilliance of ideas, authenticity of spirit, kindness and graciousness and a deep sense of hope make them stand out as that generation’s model, it is this deep seem of care and compassion for others that make him stand out. In the book’s Epilogue the author leaves the reader with these inspiring words:
