COTABATO CITY (MindaNews) -- Women groups across the six-province, three-city Bangsamoro Autonomous Region in Muslim Mindanao are asking Members of Parliament (MPs) to use the languages in the region through translation of the draft legislative measures and during public consultations.
These were some recommendations aired by women’s groups during a series of consultations conducted by the regional government.
“We have to admit there exists a communication gap,” said Faija Taalil, commissioner of the Bangsamoro Women Commission (BWC) in Basilan.
“Sad to say many women could not understand English, the language used during consultations, and because of that, they are not … interested,” Taalil said.
Ranisa Salahuddin, BWC commissioner in Tawi-Tawi, shared Taalil’s observations.
“Legislators use tech-
nical terms and ordinary folks in the countryside could not understand,” she said, adding that if these are translated to the languages in the region, “people will surely show interest and will actively participate in moral governance.” She said MP and Deputy Speaker Omar Yasser Sema noted that the draft legislations are in English and this has been the normal procedure from national level to the regional and local legislative bodies.
“This is the norm and typical in the country’s legislative process so we also seek the help of local government executives in the smallest local government units to help in bridging the gap,” he said.
Sema said local chief executives have lawyeradvisers who can review the materials provided them before the public consultations.

As the same MindaNews report said, the watershed, which was declared as forest reserve by President Fidel Ramos through Presidential Proclamation 282 dated October 25, 1993 serves as the only source of potable water for the 20 villages of San Francisco. The SFWD and the local government unit can cite the above provision in the IPRA and the general welfare clause in the Constitution to contest assertions by the claimants to include the watershed as part of the ancestral domain.
Don’t get me wrong; I have always been an advocate of IP rights and welfare. I was even involved in processing a CADT application in Malaybalay City while working heart also bleeds for the farmers who would suffer if the ancestral domain claimants were allowed to have their way. I also believe the SFWD is the best choice to act as guardian of San Francisco’s only source of potable water.

This recent incident has brought some attention to the issue of teen suicides in the country. Recent studies show disturbing numbers of youth suicides or suicide attempts in the Philippines. In 2013, it was reported that 3 percent of Filipino teens tried ending their life. In 2021 the percentage rose to 7.5 percent. Unfortunately, six out of 10 of those who ever thought of committing suicide did not reach out to anyone. Of those who sought out help, only 4 percent sought professional help.
On Jan. 24 of this year, the House of Representatives passed on second reading a proposed measure seeking to strengthen the promotion and delivery of mental health services in the education system, for the hiring and deployment of mental health professionals. The authors urged their fellow legislators for the bill's quick passage to address the rising incidence of emotional, psychological and mental health issues among students these days.
Studies have shown that the primary cause of suicides or suicide attempts is severe depression. Depression can occur because of psychological disorders and other biological origins. These factors contribute to severe forms of depression, which often lead to self-harming actions and suicides. When mixed with alcohol and drugs, things become worse. School psychologists advise parents to observe the tell-tale signs of bullying other than bruises such as (1) mood swings, (2) changes in eating habits, (3) less to no friends, and (4) sudden failing grades. Rather than be angry or disappointed, parents are told to reassure and support their kids and see them as stable allies.
The question that many people, especially those from Generation X, are asking is why are incidences of teen suicides and severe depression due to non-biological factors also increasing? Are kids today less resilient, more sensitive, more prone to taking offense? Bullying, rejec-
tion, family problems, and failure have been around for ages. Why are kids today more affected? Why are more kids taking their lives because of these? Why are more kids overriding the normal biological mammal instinct of survival and self -preservation?
Some people are asking if we have raised our kids wrong. The concepts of helicopter parenting or participation trophies have been blamed. Have we failed to toughen up our kids? Have we failed to teach them how to stand up against those who bully them? Have we failed to teach our kids how to handle failure and rejection?
Has media, too, contributed to this fascination with depression and overthinking?
Last week, I discussed how the positive traits of those born under the Year of the Rabbit should be emulated. Unfortunately, the rabbits among us allegedly have some negative traits which may become prevalent. According to some Feng Shui experts, those born under the year of the rabbit are prone to anxiety, depression, insecurity, and being overly sensitive. The year of the rabbit can allegedly increase the possibility of these traits affecting even those non-rabbits. Will the incidence of depression also increase because of this?
We may have different opinions and views on the issue of kids and depression these days. What is clear, however, is that these issues must be tackled and dealt with by everyone. These are our kids that we are talking about.

A total of 18,617 nursing graduates from the Philippines took the US licensure examination for hopes of practicing their profession in America, Quezon City Rep. Marvin Rillo, vice chairperson of the House committee on higher and technical education, said in a news release
on Sunday.
“In 2022, we had the highest number of Philippine-educated nurses taking the NCLEX in 14 years, in terms of firsttime takers,” Rillo said, National Council of State Boards of Nursing Inc. (USNCSBN).
The USNCSBN administers the National Council Licensure Examination, or the NCLEX, for registered nurses in America.
The 18,617 represents a surge of 90 percent com-
pared to the 9,788 Filipino nursing graduates that took the NCLEX for the counting repeaters, Rillo said.
“The number of Philippine nursing graduates taktime is a reliable indicator as to how many of them are eagerly looking for employment in America,” Rillo said.
Rillo renewed his call for Congress to invest more compensation funding to retain Filipino nurses in
public hospitals and to discourage some of them from leaving the country.
