But it was not immediately known whether the MILF raid would have an effect on the peace process, but previous skirmishes between rebels and security forces had grounded the negotiations aimed at ending decades of bloody fighting in the country’s restive South.

Last year, the peace panels signed the Bangsamoro Framework Agreement which would pave the way for the Muslim homeland.

Under the accord, the Bangsamoro government would take a ministerial

form, where members of the legislature who would be elected by the people and in return they would elect a chief minister among themselves.

Negotiators are still locked on how to go about the power-sharing which represents the heart of the peace negotiations since it contains the list of powers reserved for the central government, powers exclusive to the envisioned Bangsamoro government, and concurrent or shared powers between the two.

Any delay in the peace talks would impede the working timeline of the Bangsamoro Transition Commission, the body tasked to draft the Basic Law. (Mindanao Examiner)

Police arrest Zambo sawmill operator, seized illegal lumber ZAMBOANGA DEL SUR – Police arrested a sawmill operator and seized over 240 pieces of illegal lumber in Tambulig town in Zamboanga del Sur province in Mindanao.

Chief Inspector Ariel Huesca, a regional police spokesman, said police forces swooped down at Purok Uno in the village of Lower Liason and raided the sawmill following reports of illegal cutting of trees in the area. He said the lumber yard was owned by Rogelio Palong-Palong, of Molave town also in Zamboanga del Sur. Ex-Senator Panfilo Lacson named 'rehab' czar in post-Haiyan efforts in Philippines TACLOBAN CITY - President Benigno Aquino has appointed former Senator Panfilo Lacson as the government's rehabilitation czar in areas in central Philippines ravaged by typhoon Haiyan.

Some P130 billion in funds have been made available for the rehabilitation projects as international relief efforts con-

tinue in Tacloban City in the province of Leyte.

Lacson, who was a former Philippine police chief, said he accepted the offer and vowed to do his best.

Many politicians and various groups welcomed Lacson's appointment as rehabilitation czar, citing his outstanding records as a former senator.

More than 5,000 people had died from the devastation of the typhoon which hit a large part of central and southern Philippines. ZAMBOANGA CITY – A group of gunmen held up an appliance store near downtown Zamboanga City in southern Philippines and carted its sales and collection money, reports said.

The gunmen barged into the A.L. Gonzales & Sons along the busy Veterans Avenue and threatened its employees as they robbed the store, which also sells cooking gas.

The assailants escaped after the heist. The robbery occurred just several meters away from junction manned by traffic policemen. It was unknown whether the store has a security camera or not.

Pipe bomb recovered in Basilan store BASILAN – An improvised explosive was discovered at a baggage counter of a small shopping store in Isabela City in Basilan province in southern Philippines, police said.

The explosive, a small pipe bomb rigged to a cell phone and concealed in a cardboard box, was recovered at the New Mabuhay Trading a week after it was left there by an unidentified shopper. The discovery came after an employee noticed the unclaimed baggage and informed the

store owner.

Members of the army’s anti-ordnance unit disarmed the explosive. It was not immediately known why the bomb did not explode or whether the explosive had malfunctioned.

No individual or group claimed responsibility for the failed bombing, but extortionists and rebels are actively operating in Basilan and have been largely blamed for attacks on civilian targets.

BASILAN – Gunmen have killed two merchants in an attack in the restive province of Basilan in the Muslim autonomous region in Mindanao, police said.

Police said the two victims – Arnel Diad and Levi Altuvero – were travelling on a motorcycle when gunmen attacked them in

the village of Languyan in Mohd Adjul town. The motive of the attack or who were behind it is still unknown, but rebels are actively operating in the province.

The victims were natives of Zamboanga Sibugay province who were selling assorted

kitchen products in Basilan.

It was not the first time that travelling merchants had been targeted in the troubled province. In January 2011, Abu Sayyaf rebels also ambushed a truck and killing 5 merchants selling mattresses; and other attacks that targeted civilians.

Zambo City finally lifts curfew ZAMBOANGA CITY’s crisis management committee headed by Mayor Maria Isabelle Salazar has finally lifted a four-hour curfew here imposed following a failed rebellion in September.

“Crisis Management Committee now lifts Citywide curfew starting today, December 2, 2013,” the committee said on the local government’s official twitter page.

The announcement was also made at ceremony giving tribute to fallen and living “heroes” that helped quell the rebellion launched by the Moro National Liberation Front in Zamboanga City. The committee passed a resolution lifting the curfew following the recommendation of police and military authorities.

The committee imposed the curfew since September following three

weeks of deadly street battles between security forces and separatist Moro National Liberation Front rebels who stormed several villages in Zamboanga. The fighting, which started September 9, had killed and wounded over 400 people and forced more than 100,000 villagers to flee their homes.

Various sectors in Zamboanga have been complaining on the continued imposition of curfew and members of the City Council also called for the lifting of this. Local legislators had questioned the continued imposition of curfew and its economic effects on Zamboanga, a month after military and police quelled the rebellion.

Salazar has originally imposed a 9-hour curfew and after the fighting she reduced the curfew to 5 hours – from 12 p.m. to 5 a.m. –

PAGADIAN CITY – Motorcycle gunmen opened fire on a branch of hamburger chain Jollibee in Pagadian City in Zamboanga del Sur province, police said.

Police said the attack damaged the windows of the restaurant which is at

Pajares Avenue in Santiago District. At least four shots were fired on the restaurant and that investigators recovered shells of .45-caliber pistol in the area.

No individual claimed responsibility for the attack and police said it is inves-

tigating the drive-by shooting.

There was no statement from the restaurant owner, Jollibee Foods Inc. about the shooting, but gun attacks are not uncommon in Pagadian.

Every night, dozens of civilians are being apprehended by the police for violating the curfew and many of them are briefly detained after interrogations.

Even media workers need to get a so-called “curfew pass” from the CMC for them to be able to do their job at night. But the curfew pass is not a guarantee that journalists and reporters, especially those working for radio stations, would not be apprehended. A group of reporters from dxRZ Radyo Agong was briefly held by the police. And not even their media cards were honored.

Groceries and supermarkets were also forced to reduce store hours, and hotels and restaurants and other night establishments are also affected by the curfew. Provincial buses from Cagayan de Oro and Pagadian cities have cut off its trip to Zamboanga at night because of the curfew hours.

The night scene in Zamboanga during curfew was a reminiscent of what the city looked like 20 years ago – dark and silent with just dogs roaming on the streets - and yet the local government has been appealing to residents to help rebuild Zamboanga from the ashes or war, and recently from the devastations brought about by natural calamities. Zamboanga war refugees protest relocation plan ZAMBOANGA CITY – Tens of dozens of villagers displaced by war in September in Zamboanga City in southern Philippines have protested a government relocation plan, saying, it would be extremely difficult for them to rebuild their lives.

The villagers, many Muslims and indigenous Badjao tribe engaged in fishing, were being relocated to the village of Tulungatung after being displaced by three weeks of fierce fighting between separatist Moro National

Liberation Front rebels and security forces in Rio Hondo and other areas.

The government said it has built bunkhouses as temporary shelters to those affected by the violence, but it also warned that villagers who are not natives of Zamboanga would not be allowed to return to their former abode, unless they can provide certificates to show they are landowners.

Gunmen rob finance firm in Zambo province PAGADIAN CITY – Two gunmen barged into a financing company and held up its employees in the southern Philippines, police said.

Police said the assailants, armed with .45-caliber pistols, carted over P46,000 and two mobile phones from employees of Radio Finance Company Inc. in the village of Culo in Molave town.

The gunmen escaped on a motorcycle with their

loot, police said. No individual or group has claimed responsibility for the heist, but the increasing robbery incidents in the province has alarmed small companies.

DIPOLOG CITY – Police launched a manhunt against a man who stabbed his drinking buddy and his partner after a heated argument in the town of Sindangan in Zamboanga del Norte province in southern Philippines.

Police said Marciano Maglangit III was accused of stabbing Luciano Ansanal, 44, and Susan Agas, 34, in the village of Benigno Aquino. Maglangit stabbed Ansanal in

the stomach with a hunting knife at the height of their argument.

Ansanal’s partner then rushed to help the victim and shielded him from further attacks, but Maglangit also stabbed the woman several times.

Maglangit escaped after the attack.

Probe on for broadcaster’s slay CAGAYAN DE ORO CITY Police have began an investigation into the murder of a radio broadcaster, who was shot and killed by two motorcycle gunmen in the southern Philippines.

Joas Dignos, a block time commentator at dxGT Radyo Abante in Maramag town, was shot in front of the CAP Building along Sayre Highway in Valencia City in Bukidnon province.

The motive of the murder is still unknown, but

Dignos had been receiving death threats. In June, the same radio station was also lobbed with a grenade by an unidentified man and the explosion damaged its studio.

Dignos is the 19th members of the media killed under the Aquino administration.

The killing if Dignos came barely days after government spokesman Herminio Coloma insisted there is “no more culture of impunity” in the country.

Coloma's statement was challenged and even criticized by various media groups. The Freedom Fund for Filipino Journalists (FFFJ) said Coloma was reacting to allegations that the Aquino administration has pulled ahead of past administrations because of the number of journalists killed during the first three years of Aquino's watch.

"When they’re killed in the course of their work or for their work, it has an impact on the state of the

press and media because the killings serve as a deterrent against other journalists’ doing their jobs without fear," FFFJ said.

"Impunity is the name for the fact that only one gunman and no mastermind has been tried or even arrested in 18 out of the 19 killings of journalists from 2010 to 2013, and for the continuing harassment many journalists have to contend with in the course of their work." (Mindanao Examiner)

Frail and weak, a police patrol recovered Baker Atyani in the village of Igasan in Sulu’s Patikul town and was rushed to the hospital for medical examination.

Atyani, who works for the Arabic television news channel, Al Arabiya, has gone inside camps of the terror group along with his two Filipino assistants Rolando Letre ro and Ramelito Vela, to film leaders of the Abu Sayyaf that author ities have linked to al-Qaeda and Jemaah Islamiya, but had been taken prisoner on June 12, 2012.

Atyani’s Filipino assistants had been freed in February this year.

Al-Arabiya has confirmed Atyani’s release.

“Concerted efforts that lasted for 18 months led to the release of Al Arabiya correspondent Baker Atyani held in captivity under militant groups in the Sulu Islands in the Philippine province of Mindanao,” Al Arabiya News Channel said.

It said Atyani is “suffering from health problems due to his long period of his captivity.”

Atyani was released after several calls by the Cairo-based al-Azhar, Jerusalem Grand Mufti and the Islamic scholars of Mindanao, the Organization of the Islamic Cooperation, Palestinian

Last year, the Philippine militar y said it would Atyani for espionage.

“We will arrest him as soon as he gets out of the Abu Sayyaf - for espionage – and interrogate him about his mission,” Col. Jose Johriel Cenabre, then deputy commander of naval forces in southern Philippines, told the regional newspaper Mindanao Examiner.

He said they were investigating the true intention of Atyani’s clandestine interview with terror leaders. “Atyani is freely moving in the hinterlands with Abu Sayyaf terror ists and we are monitor ing the situation,” he said.

Cenabre was removed from his post and transferred to Manila after his statement came out in the press and he later denied making such a report.

Other reports alleged that Atyani was a conduit for the Abu Sayyaf and that the ransom demand was only a cover to hide the flow of funding

to the terror group, including Jemaah Islamiya, blamed for the str ing of attacks and bombings in the Philippines.

Military and police said Atyani arrived in Sulu on June 11 last year and went to the Abu Sayyaf the next day to secretly interview terror leaders and other rebel commanders, including Jemaah Islamiya militants hiding on the island.

The Jordanian journalist had made prior arrangement with the Abu Sayyaf to film a documentary about the terror group.

Author ities said Atyani also deceived local officials after he claimed to be filming government projects in Sulu, one of five provinces under the Muslim autonomous region.

Provincial officials had repeatedly warned Atyani against interviewing the Abu Sayyaf, but the trio went ahead and secretly met with terrorist leaders, among them Nadzmie Alih.

They were first reported missing after failing to return to their hostel in Jolo town, but phoned local officials two days later to say that they were still filming a

documentary on the Abu Sayyaf.

Atyani, who had previously interviewed alQaeda terror leader Osama bin Laden in Afghanistan months before the September 11, 2001 attacks on the United States, contacted his colleagues to say that they are being held against their will.

The military’s Western Mindanao Command in Zamboanga City said Atyani had previously filmed in secret the Abu Sayyaf in Sulu province.

It said Atyani had been in and out of Sulu in the past and secretly interviewing terrorist leaders.

Just this year, the Bethlehem-based Ma’an News Agency reported that Atyani’s wife, Um Khalid, has appealed to rights organizations and officials to help secure the release of her husband.

Atyani’s own family also appealed to the Palestinian President and King Abdullah of Jordan to help secure the freedom of the journalist.

Atyani’s wife and her four children live in Jordan while the journalist’s family is from Anza village in the northern West Bank.

The Abu Sayyaf is a small, but the notorious rebel group whose original members were mostly fighters of the Moro National Liberation Front which signed a peace accord with Manila in September 1996.

Training turns tribe members to entrepreneurs in Southern Cotabato SOUTH COTABATO Young artisans and crafters of indigenous groups learn how to create and maintain a stable livelihood through an entrepreneurship project run by the Allah Valley Landscape Development Alliance (AVLDA) in partnership with the Local Governance Support Program for Local Economic Development (LGSP-LED).

AVLDA is a local government units alliance of the provinces of South Cotabato and Sultan Kudarat. LGSP-LED, on the other hand, is a program under the Department of the Interior and Local Government which is funded by the Department of Foreign Affairs, Trade, and Development (DFATD) of the Government of Canada. Through tapping or forming LGU alliances, such as AVLDA, LGSP-LED builds the capacities of tourism stake-

holders in order to stimulate Local Economic Development (LED).

In an effort to fuel LED in the provinces of South Cotabato and Sultan Kudarat, AVLDA in partnership with LGSP-LED, launched a series of Entrepreneurship Development Trainings in T’boli, Lake Sebu, and Isulan scheduled to run for 2-3 days a week from mid-November to mid-December 2013.

The [LGSP-LED’s] Project on Eco-Cultural Tourism [Development in Allah Valley] values the indigenous knowledge and practices of the T’boli, B’laan, and Teduray people. Culture and arts in Allah Valley is an important component of the local project, said Alfred Allaga, LGSP-LED’s Partnership Adviser for AVLDA. Tourism in Allah Valley centers mostly on its attraction sites such as

Lake Sebu and Seven Falls but much of the landscape’s unique character that appeal to tourists come from local culture and works of art such as weaving, brass casting, and embroidery.

“There is however a need to provide input to these artisans on latest trends and innovations… in order to penetrate the premium market, without losing their identities,” Allaga said in a statement sent to the regional newspaper Mindanao Examiner.

He said experts from Manila Collectible Company; Center for International Trade Expositions and Missions; and, Department of Trade and Industry shared their expertise with the youths in product development and business development and management.

Cebu creates task force for rehab efforts in storm-hit areas CEBU CITY - A task force to oversee the rehabilitation of storm-hit areas in northern Cebu has been created following the shift in government efforts to rehabilitation phase for typhoon Yolandaaffected regions.

Cebu Gov. Hilario Davide III announced in a press briefing today that he has set up a task force to supervise the rehabilitation and construction efforts for northern Cebu.

“It is important to have a coordinating body to oversee all rehabilitation efforts within the next few months,” said Davide. The task force is expected to craft contingency plans for rehabilitation and reconstruction activities.

Davide said local chief executives of local govern-

ment units (LGUs) affected by typhoon Yolanda (international name: Haiyan) are also included in the task force. “They have contingency plans and it is important that all rehabilitation and reconstruction activities should be coordinated with them and implemented properly, efficiently, and effectively,” he said.

The governor added that the coordinating body will also work with disasterprone localities to advise LGUs how they can better prepare against calamities, such as ordering village residents living near coastal zones to move to safer ground.

The task force is under the direct supervision of the Provincial Disaster Risk Reduction and Management

Council (PDRRMC) and composed of officials from the provincial and regional levels as well as key national government agencies and private sector.

Davide disclosed that the provincial government continues to undertake relief operations for Yolanda’s hardest-hit LGUs in the province. The provincial government continues to receive requests from affected barangays and individuals who claim that they haven’t received relief goods until now. “We will verify these first with the DSWD,” he said.

To date, the governor said more than 200,000 family food packs have been distributed for over 100,000 families affected by the typhoon across the province.

AN 18-YEAR WOMAN died after falling from a motorcycle she was driving in Pagadian City in Zamboanga del Sur province in southern Philippines, police said.

Police said Charity Tejada, apparently lost her balance and fell from the motorcycle and hit her head on the concrete road in the village of Tuluangan.

Tejada, was a resident of Purok 4 in Bagalupa village in the neighboring town of Labangan, was heading home when the accident occurred.

Tejada was not wearing a safety helmet at the time of the accident, police said.

Motorcycle gunman kill 1 in Zambo town PAGADIAN CITY – One person was killed and another wounded after two motorcycle gunmen attacked them in the town of Guipos in Zamboanga del Sur province in southern Philippines, police said.

Police said the victims – Rodolfo Sarmiento, 55, and Rolando Remorosa, 44, - were on a motorcycle driven by Ronald Sarmiento when the gunmen, who were tailing them suddenly opened fire.

The shooting killed Sarmiento and wounded

the Department of Public Works and Highways has started to build temporary shelters in five towns and islands in Eastern Samar.

At least 35 bunkhouses will be built in Guiuan, three in Victory Island, three in Campoyong, two in Salug, two in Tubabao and one in Lupok, according to Melquiades. Several police officers stationed at an outpost in Barangay Mercedes have also started rebuilding their office.

Some district hospitals are also operational as Melquiades assured of sufficient supplies of medicines. Big establishments, however, are not yet operational as looting remains a concern to residents here.

Melquiades said they are expecting business and trade to normalize soon as police forces have already been augmented in the town.
