No other details were made available by the military at the meeting, but the number of Abu Sayyaf in the province is dwindling following the government’s campaign against the militants and the mass surrender of its members in the past years. The MNLF under the former Libyan firebrand Nur Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, he said there was a widespread disillusionment with the weak autonomy they were granted. Under the peace

agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. In January 2020, President Rodrigo Duterte appointed Misuari as the country’s Special Envoy to the influential Organization of Islamic Cooperation (OIC). Duterte first announced his choice of Misuari in December 2019. Muslims in Mindanao, especially in Misuari’s stronghold in Sulu, welcomed Duterte’s official designation of the former rebel leader, saying, his expertise in Islamic diplomacy will greatly boost the Philippines’ relations with Arab and Muslim countries. Duterte vowed to continue talking peace to Misuari and both have agreed for the establishment of a coordinating committee between the MNLF and the national government. Misuari has previously asked Duterte to include OIC in the peace talks. I will personally accompany you there so you can see for yourself how the people live in peace in these places and how they work hard to earn a living. What Robles did was a demonization of Mindanao and an insult to its people, who also deserve to experience the gains of the Duterte administration over the past six years. Robles clearly wanted to undervalue everything that the Duterte administration has done in keeping the peace and security in Mindanao and ensuring that concerns caused by terrorist organizations, including kidnap for ransom groups, are addressed appropriately with the help of local governments and leaders of communities,” Duterte said. She said since 2016, the kidnapping operations by Abu Sayyaf in Mindanao have been significantly reduced compared to the previous years — and the authorities have successfully rescued all victims. All other incidents concerning Abu Sayyaf had been about the arrests and surrenders of their members and leaders. “As a Filipino, Robles should be ashamed of herself for dangerously trying to stoke and encourage terrorist groups to target tourists in Mindanao,” Duterte said. China completes donation of broadcast equipment

Chinese Ambassador to the Philippines, Huang Xilian. BEIJING HAS completed its donation of broadcast equipment worth some P140 million to the Philippine government. The donation was coursed through the Chinese Embassy with Ambassador Huang Xilian leading the turn over of the equipment. Huang said since 2019, China-aided broadcast equipment, among

them a transmitter, has successively arrived in Davao, Cebu and other cities, helping to improve the reporting quality and efficiency of many local TV and radio stations. Because of the donation from China, the Philippines is able to heighten the skills and knowledge of communicators in government and expand reach in communicating

the programs, services, and responses of the government to the public. Part of the donation is a 10-kilowatt FM band digital audio broadcasting transmitter that will be placed in the Manolo Fortich town in Bukidnon province. Cop busted in drug sting ZAMBOANGA CITY – Police arrested a local cop during an undercover drug sting where agents seized crystal meth worth at least P34,000. Col. Alexander Lorenzo Jr, the chief of police, said Carl Anthony Burgas Tabo-Tabo was arrested following the drug bust in the village of San Jose Gusu last week. He said the 26year old cop is currently assigned at the central police station under temporary status.

“The suspect was tagged as a high-value individual,” he said, adding the operation was mounted by members of the Police Station 10 and City Drug Enforcement Unit where Tabo-Tabo is detailed. “The operation was part of the PNP’s ongoing intensified cleanliness policy aimed at penalizing erring members of the organization defying strict directives and other policies,” Lorenzo said. “The Zamboanga City

Police Office urges the public to continue to support the government's nation-building efforts, particularly our battle against illegal drugs and criminality and to report any illegal activities in the area of responsibility to the nearest station,” he added. Interior Secretary Eduardo Año reported that the Philippine National Police and the Philippine Drug Enforcement Agency, including the National Bureau of Investigation have seized nearly P1 billion worth of crystal meth and cannabis in recent weeks. Duterte previously called on the President-elect Bongbong Marcos to continue the anti-drug campaign. ICC probe Last September, the ICC’s Pre-Trial Chamber I said it has granted Prosecutor’s Fatou Bensouda’s request to commence an investigation in relation to crimes within the jurisdiction of the Court allegedly committed in the Philippines between November 1, 2011 and March 16, 2019 in the context of the so-called “war on drugs” campaign. It can be recalled that on June 14, 2021, Bensouda filed a public redacted version of the request to open an investigation, initially submitted on May 24, 2021, requesting authorisation to commence an investigation into the situation in the Philippines, as provided for in Article 15(3) of the Rome Statute. Before her term ended in June, Bensouda sought authorisation from The Hague tribunal to open a full investigation into Duterte’s ongoing war on drugs that reportedly killed thousands of people, including innocent children. Bensouda said a preliminary probe that began in February 2018 determined “that there is a reasonable basis to believe that the Crime against Humanity of murder was committed” in the Philippines between July 1, 2016 and March 16, 2019, which was when Duterte ordered that the Philippines withdraw from the court. The suspected crimes happened “in the context of the government of Philippines ‘war on drugs’ campaign,” Bensouda said

in a statement announcing that she was seeking judicial authorisation to proceed with a full investigation. “Information obtained by the Prosecution suggests that state actors, primarily members of the Philippine security forces, killed thousands of suspected drug users and other civilians during official law enforcement operations,” she said. Drug Suspects Duterte launched his deadly campaign against narcotics shortly after his victory in the May 2016 presidential election. He ran on a single issue of fighting crimes in the Philippines, and during his campaign and later as president, Duterte repeatedly urged police to “kill” drug suspects. The latest government data shows that as of the end of April 2021, police and security forces have killed at least 6,117 suspected drug dealers during operations, although earlier government figures showed at least 8,600 deaths. A police report in 2017, however, referred to 16,355 “homicide cases under investigations” as accomplishments in the drugs war. As early as December 2016, Al Jazeera had already reported more than 6,000 deaths in the drug war, raising questions about the inconsistency of the government’s numbers. The Pre-Trial Chamber I is composed of Judge Peter Kovacs, Presiding Judge Reine Adélaide Sophie Alapini-Gansou and Judge Maria del Socorro Flores Liera, examined the Prosecutor’s request and supporting material. The Chamber also considered 204 victims' representations received pursuant to Article 15(3) of the Statute. In accordance with Article 15(4) of the Statute, the Chamber found that there is a reasonable basis to proceed with an investigation, noting that specific legal element of the crime against humanity of murder under Article 7(1)(a) of the Statute has been met with respect to the killings committed throughout the Philippines between July 1, 2016 and March 16, 2019 in the context of the so-called “war on drugs” campaign, as well as with respect to the killings in the Davao area between November 1, 2011 and June 30, 2016. The Chamber also emphasised that, based on the facts as they emerge at the present stage and subject to proper investigation and further analysis, the so-called “war on drugs” campaign cannot be seen as a legitimate law enforcement operation, and the killings neither as legitimate nor as mere excesses in an otherwise legitimate operation. Rather, the available material indicates, to the required standard, that a widespread and systematic attack against the civilian population took place pursuant to or in furtherance of a State policy, within the meaning of Article 7(1) and (2)(a) of the Statute. The Philippines, State party to the Rome Statute since November 1, 2011, filed a written notification of withdrawal from the Statute on March 17, 2018. While the Philippines’ withdrawal from the Statute took effect on March 17, 2019, the Court retains jurisdiction with respect to alleged crimes that occurred in the Philippines while it was a State Party, from November 1, 2011 up to and including March `6, 2019.

While the relevant crimes appear to have continued after this date, the Chamber said it noted that alleged crimes identified in the Article 15(3) Request are limited to those during the period when the Philippines was a State Party to the Statute and was bound by its provisions. Human rights groups said the number of deaths could be at least 27,000, and accused the authorities of carrying out summary executions that killed innocent suspects including children. Countless people were also killed by “unknown” gunmen. Police said the suspects were killed when they resisted arrest and became violent, but there have been documented cases of suspects being executed, or survivors saying police shot unarmed civilians. The drug war killings have also continued even in the middle of the coronavirus pandemic and lockdown, as Duterte vowed that there is no stopping in pursuing suspects. Bensouda said prosecutors also reviewed allegations of “torture and other inhumane acts, and related events” dating back to November 1, 2011, “all of which we believe require investigation.” Duterte’s drug war, she said, shows “a State policy to attack civilians”. Those allegations center in the city of Davao, where Duterte served as mayor for about two decades. In 2017, a retired police officer had linked Duterte and his men to nearly 200 killings in Davao. Will Not Cooperate Former Presidential spokesman Harry Roque previously dismissed the decision as “legally erroneous and politically motivated,” saying: “The President will never cooperate until the end of his term on June 30.” He also said that the ICC “has no jurisdiction” of the alleged crimes, adding that the police officers have “the right to defend” themselves using “reasonable force” during drug operations, “and therefore, justified by the principle of necessity and proportionality.” In an address recorded a week before the news of Bensouda’s request broke, Duterte called on human rights organisations to take a closer look into his war on drugs. “You would notice that there are really people who die almost daily because they fought back,” he said, warning drug dealers: “Do not destroy the country. I will kill you.” Amnesty International welcomed the ICC probe and described it as a “landmark step” after noting that the killings continued unabated. “This announcement is a moment of hope for thousands of families in the Philippines who are grieving those lost to the government’s so-called ‘war on drugs’,” said Agnes Callamard, the Secretary General of Amnesty International. “This is a much-awaited step in putting murderous incitement by President Duterte and his administration to an end.” Duterte had previously called Bensouda “that black woman,” while calling Callamard as “skinny” and “malnourished.” The “war on drugs” has been a cornerstone of Duterte’s presidency since he came to power promising to crush crime, despite criticism from opponents and human rights groups of widespread abuses. The Department of Health also rolled out a fourth dose or the second booster of Covid-19 vaccine, but this is initially available for senior citizens (Priority Group A2) and frontline health workers (Priority Group A1). It said the second booster shot is primarily mRNA vaccines such as those manufactured by Moderna and Pfizer which will strengthen immunity against the virus, including the latest Omicron subvariant BA.2.12.1. Following the earlier grant of an Emergency Use Authorization by the Philippine Food and Drug Administration and recommendation by the Health Technology Assessment Council, the DOH released Interim Operational Guidelines on the Administration of the second booster shot for senior citizens and frontline healthcare workers ages 18 years old and above. “This is the moment we have all been waiting for. After careful study and consideration of the best available evidence, we shall now roll out effective

immediately the second booster for our frontline health workers and senior citizens. This is part of how we fight back against the virus,” said DOH Undersecretary Myrna Cabotaje. The DOH guidelines said the following are under Priority Group A1: Workers in essential health services and all people 60 years old and above; Priority Group A2: Senior Citizens. The vaccines are to be given at least four months after the administration of the first booster dose. “The second booster for our health workers and senior citizens will enhance protection given by the first booster and the primary series against all variants, including the recent Omicron subvariant BA.2.12.1. Against whatever variant there is out there, the second booster fortifies the defense of health workers and highly vulnerable seniors. British man finds UFO pics after hacking into NASA

Gary McKinnon has shared his findings after hacking NASA files. (Image: Alamy via Lad Bible) A BRITISH hacker has shared his findings after breaking into NASA files two decades ago. The US tried to extradite Gary McKinnon after he gained access to NASA files, and threatened the 56-yearold hacker with 60 years behind bars. Following lengthy appeals, then-home secretary Theresa May blocked McKinnon’s extradition, and he recently opened up about exactly what he found on NASA computers. Speaking to The Sun, McKinnon claimed to have unearthed ‘thousands’ of images, one of which showed a cigar-shaped alien spacecraft. McKinnon gained access to the images between February 2001 and March 2002 and is certain the space agency is ‘covering up evidence of alien life’. He explained: “It’s a fact that there are objects we don’t understand flying around in our skies, it’s also a fact that there are scientific, intelligence and military departments that study these objects. “I was absolutely gobsmacked and those folders had thousands more images.”

At the request of US authorities, McKinnon was arrested in 2002 then again in 2005, and told his hacking had racked up more than $700,000 worth of damage. When blocking McKinnon’s extradition in 2012, May cited McKinnon’s Asperger’s syndrome and Keir Starmer – who was director of public prosecutions at the time – confirmed McKinnon would not face charges in the UK. McKinnon is certain that evidence of UFOs is being hidden in the US and was inspired to hack into NASA files after Donna Hare, a former NASA employee, claimed that the space agency had been ‘scrubbing images of UFO evidence’. In a bid to verify Hare’s claims, McKinnon got access to NASA files and claims to have seen four folders marked: Filtered; Unfiltered; Processed; and Raw. However, due to his slow internet connection, McKinnon was only able to grab one image from the space agency’s folders – that being the picture of a cigar-shaped spacecraft. LADbible has approached NASA for comment. In May, the space agency announced it would step

up its efforts to hunt for UFOs. NASA confirmed it would assist the US government’s investigations into the search for extraterrestrial life following the first congressional hearings into ‘Unexplained Aerial Phenomena’ (UAPs) in more than 50 years. During a 90-minute meeting in Washington late last month, officials told those in attendance that reports of UAPs had doubled in the last year. It was decided that the US military would start considering unknown aircraft sightings as a matter of national security and an anonymous US government source confirmed the move will see NASA gather evidence from astronauts who claimed to have seen unidentified objects in space. The source told MailOnline: “I suspect it will be a combination of efforts that will include perhaps firsthand eyewitness testimony of NASA employees and astronauts, and then perhaps a review of old archival footage to assess if there are some findings within the NASA archives that can help [the UAP task force].” (Aisha Nozari, LadBible)

Facebook finally shut down e-Sabong pages FACEBOOK or Meta Platforms, Inc. has finally shut down several social media pages operating illegal online cockfighting or “e-Sabong,” according to Interior Undersecretary Jonathan Malaya. “While this Department acknowledges Facebook’s take down of illegal e-sabong pages and accounts (recently), its much delayed response to the request of Philippine authorities is emblematic of the culture that has embraced Meta Platforms, Inc.,” he said. Malaya said despite official requests and public appeals made by the government, Meta Platforms ignored the pleas for Facebook to comply with Philippine laws and only acted belatedly. “It appears to have dragged its feet on stopping illegal and harmful activities in its social media platform. In the race for profits, they should never put growth above and before the safety of its users,” he said. The Philippines is currently considered the social media capital of the world by amount of use. Some 80 million people use social media on average about four hours a day and the Philippines is one of Facebook’s biggest markets, accounting for 93% of the country’s social media market share. Since it dominates the Philippine market, it generates considerable profits especially in the last national and local elections, according to Malaya. “Therefore, Facebook and other technology companies have to be made responsible and accountable for stopping illegal activities, like e-sabong and child abuse, especially on live streaming and video call platforms. Up to now, online predators increasingly use live-stream because most tech companies have not done enough to detect or stop this type of abuse.”

Maturity is Not Measured

WE CAN grow old but don’t grow up. An elderly grandfather at the age of 70 who goes home in a drunken frenzy throwing house items to the grandmother is hardly someone living up to his age. Whereas a teenage boy at a tender age of 13, who gets to become the breadwinner of the family because the father has been incapacitated and the mom is just a laundry woman with 3 siblings to feed, is surely more responsible than the grandfather. Age is not the measuring stick for maturity. What is the standard then for maturity? Maturity is not measured by age but by the practice of virtues. You can be young and yet mature. “I understand more than the aged, for I keep thy precepts.” (Psalm 119:100) What are virtues? Virtues are good habits. And the opposite of virtue is vice. Vices are bad habits. We humans are a creature of habits. Whatever habits we develop ultimately defines our character. Examples of virtues are humility, hard work, patience, trustworthiness, persistence, chastity, generosity, discipline and detachment from material things. Vices on the other hand are more familiar to us because they are the ones that often hit the headlines. The more notorious ones are stealing, drunkenness, addiction, materialism, womanizing, graft and corruption and lying. Vices also includes pride, jealousy, laziness and the rest of the villains of the seven capital sins. The great philosopher Aristotle (who was born before Christ) said that to be truly happy in this life we have to practice the virtues. This was confirmed by Christ in his Sermon in

the Mount. Christ called those who are poor in spirit, those who seek righteousness, those who are pure in heart and the meek as blessed meaning happy. (Matthew 5:3-12) If virtue makes us happy then vices bring us misery. We can observe this from people who are into vices especially those addictive in nature (gambling, drugs or alcohol). They seem to be having a good time but deep inside they are hurting. Hurting because of guilt, as well as the feeling of enslavement. Being a slave to a person is something terrible but being a slave to an item or to an activity is worse. Vices offer only fleeting pleasure. The problem with pleasure is once the pleasurable activity is over and done with, the pleasure ceases as well. That’s the reason why the vice has to be repeated many times and with increasing dosage (and with increasing expense). What a folly to be engaged in it, whereas virtues offer a better and more lasting happiness. Virtues may not offer immediate pleasure but will do so in the long run. It may be hard at the first few tries, but the satisfaction is more lasting, plus it makes you more successful in life. Virtues can make you intelligent, rich, and happy. Virtues are derived from the Ten Commandments and the Beatitudes. Those two sets of moral standards are our compass to navigate in this world, so that amidst the confusion and chaos in this life, we find our true goal and end in God. “Blessed is the man who walks not in the counsel of the wicked. Nor stands in the way of sinners, nor sits in the seat of scoffers. But his delight is in the law of the Lord, and in His law, he meditates day and night.” (Psalm 1:1-2)

True Charity Surpasses Our Human Systems by Fr. Roy Cimagala (Cebu) “I TELL you, unless your righteousness surpasses that of the scribes and Pharisees, you will not enter into the Kingdom of heaven.” (Jn 5,20) Words of Christ that warn us of the danger of self-righteousness as exemplified by the scribes and Pharisees of his time and that undermine the true charity that comes from God who is the very essence of love as fully manifested by Christ. We have to understand that this charity surpasses whatever human standard we have about love. This charity is a love without measure, given without calculation, without expecting any return. It just gives and gives, even if along the way it encounters difficulties, rejection, suffering. It embraces them, not flee from them. By its nature, it is given gratuitously. Love engenders generosity and its relatives: magnanimity, magnificence, compassion, patience, pity, etc. This is the language of love, the currencies it uses. It thinks big, even if the matter involved is small according to human standards. In fact, it’s love that makes small, ordinary things big and special. That’s in theory. In practice, though, there can be elements that put limits and conditions to that love. This can be due to a number of reasons. One of them is because man grows by stages, and his capacity to love also develops in stages. It goes through a development timeline, much like one’s growth timeline from childhood to adulthood and maturity. We have to understand that to be able to love, we need to be with God, for God is love. He is the source, pattern and end of love. All our loves here

on earth, to be real, have to be inspired by that love that is in God. Otherwise, they are fake. It stands to reason then that we need to go to him, to pray and meditate on his love—how he created us and endowed us with the best things in life, making us his image and likeness, and in fact children of his. We need to realize deeply that his love goes to the extent of forgiving us for our sins and stupidities, and not only by decreeing things, but by assuming even our sinfulness and dying to it. We need to feel that love in a very direct and immediate way, which can only be achieved first of all with his grace, but also with our effort. We need to feel that such love is the one that inspires, directs and energizes our loves here on earth. So, we really need to spend time entering into this reality, first of all, by praying, by meditating, then by studying the doctrine of our faith, since God’s love is not mere sentiments. It involves truth whose substance is passed on to us through the doctrine revealed and lived by Christ, and now authoritatively taught by the Church. We need to outgrow our tendency to fall for an unrealistic and sugary understanding of love, so common these days, especially among the young, or worse, associating love with the purely carnal and selfish. Unfortunately, there are many caught in this kind of predicament. When we have this kind of love, we will spring into action, always with joy and peace. Sadness, feeling lazy and the like are dregs and signs of selflove. God’s love, on the other hand, makes us very alive even in the midst of so much trials and suffering.

WE REJOICE in the Trinity as the Holy Spirit is sent unto us! This was a sought after Feast, a great feast, especially in the Charismatic Movement. The reception of the Holy Spirit brought boldness and courage to give testimony to God’s loving providence and mercy in the struggles and successes of life. Last week, we began the day with the priest rejoicing at a Dental Clinic blessing on the birthday of the Church’s ministry. A comparison of Dr. Ella Falcasantos’ start of her work as dentist. God’s grace has been a constant guide in all our trials in life. We go to the Holy Spirit to infuse us with wisdom to think, speak and act in all our undertakings. Looking back at my life from 18 when my brother and I acknowledged the Holy Spirit through a baptism, commitment and renewal, we surrendered to God our struggle with our mother who battled cancer. I testify to the work of the Holy Spirit, the source of wisdom who gave me my voice, shy as I was, fearful and a late bloomer. May we recognize the Holy Spirit who showers God’s enlightenment on us, in all

we do. “Come, Holy Spirit, fill the hearts of your faithful and kindle in them the fire of your love.” It is God’s love that has guided me. As I end my term as Mayor in the City, I am made aware of love that is the source that moves us to act. After Mass, Fr. Moga asked: “So Beng, what will you do now?” By God’s grace I hung on to the Holy Spirit’s wisdom. I welcome this REBOOT in life and surrender my life constantly to the Lord. With it, I offer my pains to Jesus. What’s it like? I feel like entering into a dark casket like an MRI and Mammogram combined, pressing in heavily on my chest. All is a suffocating darkness. I awake during Easter with the Angelus, Queen of Heaven Rejoice! The most difficult Easter 2022 in my life. I hung on to Mary, our Mother who cradles me with Jesus in the Pieta. As the Father has sent me, so I send you.” And when he had said this, he breathed on them and said to them, “receive the Holy Spirit. Whose sins you forgive are forgiven them, and whose sins you retain are retained.”

Collaboration toward resilience As a key figure in the private sector, Sy and his dedication to environmental protection continues to serve as a testament to how Philippine businesses can usher positive change toward disaster resilience and risk reduction management in the country. In 2012, Sy joined the United Nations Private Sector Advisory Group for Disaster Reduction. In 2015, he was also inducted as the first and only Filipino member UNDRR ARISE (Private Sector Alliance for Disaster Resilient Societies) International Board. He currently serves as co-chair in the ARISE-Philippines network and National Resilience Council of the Philippines, representing the private sector. He continues to help develop multi-sectoral partnerships in the country to strengthen the ability of corporations, including MSMEs, to prepare and respond to disasters brought about by natural hazards such as earthquake. “Climate change is looming over our Mother Earth. If we can contribute no matter how little and if I can get everybody to be aware of it, I think we will make an impact.
