Among those who surrendered were field commanders and high-ranking rebel leaders of the three armed groups. “We are happy that they finally decided to come out and surrender together with their followers. They will receive livelihood assistance,” Uy said.
The rebels also surrendered various firearms, mostly high caliber automatic weapons and even grenades, anti-tank rocket launchers and sniper rifles. All those who surrendered were brought to the 6th Infantry Division headquarters in the town of Datu Odin Sinsuat, according to Uy. “They will all be processed as a routine measure,” he said. Rosario commended the soldiers under Uy and branded the mass surrender of rebels as a “laudable accomplishment.” “I commend the troops of Joint Task Force Central led by Maj. Gen. Probe In September last year, the pre-trial Chamber I of the International Criminal Court said it has granted Prosecutor’s Fatou Bensouda’s request to commence an investigation in relation to crimes within the jurisdiction of the Court allegedly committed in the Philippines between November 1, 2011 and March 16, 2019 in the context of the so-called “war on drugs” campaign. It can be recalled that on June 14, 2021, the Prosecutor filed a public redacted version of the request to open an investigation, initially submitted on May 24, 2021, requesting authorisation to commence an investigation into the situation in the Philippines, as provided for in Article 15(3) of the Rome Statute. Before her term ended in June last year, Bensouda sought authorisation from The Hague tribunal to open a full investigation into President Rodrigo Duterte’s ongoing war on drugs that killed thousands of people, including innocent children. Bensouda said a preliminary probe that began in February 2018 determined “that there is a reasonable basis to believe that the Crime against Humanity of murder was committed” in the Philippines between July 1, 2016 and March 16, 2019, which was when Duterte ordered that the Philippines withdraw from the court. The suspected crimes happened “in the context of the government of Philippines ‘war on drugs’ campaign,” Bensouda said in a statement announcing that she was seeking judicial authorisation to proceed with a full investigation. “Information obtained by the Prosecution suggests that state actors, primarily members of the Philippine security forces, killed thousands of suspected drug users and other civilians during official law enforcement operations,” she said. Suspects Duterte launched his deadly campaign against narcotics shortly after his victory in the May 2016 presiden-
tial elections. He ran on a single issue of fighting crimes in the Philippines, and during his campaign and later as president, Duterte repeatedly urged police to “kill” drug suspects. Human rights groups said the number of deaths could be at least 27,000, and accuse the authorities of carrying out summary executions that killed innocent suspects including children. Countless people were also killed by “unknown” gunmen. Police say the suspects were killed when they resisted arrest and became violent, but there have been documented cases of suspects being executed, or survivors saying police shot unarmed civilians. The drug war killings have also continued even in the middle of the Covid-19 pandemic and lockdown, as Duterte vowed that there is no stopping in pursuing suspects. Bensouda said prosecutors also reviewed allegations of “torture and other inhumane acts, and related events” dating back to November 1, 2011, “all of which we believe require investigation.” Duterte’s drug war, she said, shows “a State policy to attack civilians”. Those allegations center in the city of Davao, where Duterte served as mayor for about two decades. In 2017, a retired police officer had linked Duterte and his men to nearly 200 killings in Davao. Will not cooperate Then Duterte’s spokesman, Harry Roque, dismissed the decision as “legally erroneous and politically motivated.” He said: “The President will never cooperate until the end of his term on Jun 30, 2022.” He also said that the ICC “has no jurisdiction” of the alleged crimes, adding that the police officers have “the right to defend” themselves using “reasonable force” during drug operations, “and therefore, justified by the principle of necessity and proportionality.” In an address recorded a week before the news of Bensouda’s request broke, Duterte called on human rights organisations to take a closer look into his war on drugs. “You would notice that there are really persons who die almost daily because they fought back,” he said, warning drug dealers: “Do not destroy the country. I will kill you.” Duterte had previously called Bensouda “that black woman,” while calling another international human rights investigator, Agnes Callamard as “skinny” and “malnourished.” Callamard is now the Secretary General of Amnesty International. The “war on drugs” has been a cornerstone of Duterte’s presidency since he came to power promising to crush crime, despite criticism from opponents and human rights groups of widespread abuses. Because of the probe, Duterte withdrew the country from the International Criminal Court in March 2018. The decision came into force a year later. However, the International Criminal Court still has jurisdiction over the alleged crimes that happened while the country was still a member of the International Criminal Court. Duterte defended his drug crackdown, saying in a 15-page statement that it is “lawfully directed against drug lords and pushers who have for many years destroyed the present generation, especially the youth.” Callamard said Bensouda’s announcement “is a moment of hope for thousands of families in the Philippines who are grieving those lost to the government’s so-called war on drugs. This is a much-awaited step in putting murderous incitement by President Duterte and his administration to an end.” While the Philippines
has long faced issues with impunity prior to the Duterte administration, the situation significantly worsened with the widespread and systematic killing of thousands of alleged drug suspects since 2016. “The ICC’s intervention must end this cycle of impunity in the country and send a signal to the police and those with links to the police who continue to carry out or sanction these killings that they cannot escape being held accountable for the crimes they commit,” Callamard said. Former Justice Secretary and now Senator Leila de Lima welcomed the ICC’s full-blown investigation of the thousands of killings under the Duterte regime's murderous war on drugs. “Sabi ko naman noon pa, hindi pang-habangbuhay ang kapangyarihan. You can't just play with the law of humanity and use your own set of rules. Kahit pa ang pangalan mo ay Duterte. So the International Criminal Court is now at your door, behind it are thousands of victims of your bloodbath,” she added. De Lima said Duterte’s days are coming to an end, stressing that the only question now is whether Duterte’s own death will come as a boon and save him from the trial and judgment of the ICC for his crimes against humanity. “He might actually be entertaining that notion now, better to die first than to suffer the humiliation of being dragged in chains to The Hague as one of the few individuals in history to be tried as hostis humani generis, an enemy of mankind,” she said. Pray for Duterte De Lima, adding insult to injury, further said that Filipinos should pray for Duterte's long life and good health because his death would be unfair to the thousands of poor Filipinos killed under his orders. “It would be an injustice for him to escape his coming trial and conviction by the grace of an early departure from this world. No, that should not happen. Let us all pray for Duterte's long life and good health, so that he may go through the ICC trial that would follow his arrest after the start of the investigation of the Office of the Prosecutor," she said. “All power, no matter how absolute, is always fleeting. Future looks bright for sericulture industry

(Nef Luczon, PNA) CAGAYAN DE ORO CITY – Two years ago, Alfredo Angcop used a hectare of his farmland to venture into planting mulberries in Claveria town in Misamis Oriental province but months later, he started rearing silkworms, but why? Here is his story: In his town, there are 20 of them who are engaged in sericulture, but it was not easy for starters like him. "You need to plant mulberries and grow them for at least seven months, after that you get those (silkworm) larvae," he said. Angcop said feeding the silkworm larvae needs attention and close monitoring, a routine he had to adjust to for months, not like the other crops that he was used to. "Mulberries are organic. They are not sprayed with pesticides otherwise, it will affect the silkworm. In feeding them, there are required schedules, or else they will not produce thick cocoons," he explained. He said mulberry farms are important as the leaves are necessary for the silkworms to feed on. They would later create a cocoon that is the source of silk materials. For three harvest cycles, Angcop said he was able to sell these to the Department of Science and Technology - Philippine Textile Research Institute (DOSTPTRI) in Villanueva town where he had a contract under the program "Seda Pilipinas." Silkworm processing Seda Pilipinas is DOSTPTRI’s Philippine Silk Road Program, which aims to help farmers and partner industries in the textile sector through science and technology train-
ing and intervention. DOST Secretary Fortunato de la Peña led the formal opening of its filature facility, which houses four spinning and reeling machines from India worth about P10 million. The machines were bought last year and with the acquisition, farmers can process the silkworm cocoons into silk. Prior to the arrival of the machines, suppliers had to bring the cocoons to the Visayas for processing. "We are aiming to upscale or increase the volumes, like this sericulture that produces silk. We are looking forward that someday, we can find more areas that can be planted (with mulberries) and expansion of sericulture production areas," De la Peña said. He said there has been an increased demand for silk and while there are cheaper sources in other countries, he said the silk industry in the Northern Mindanao region and the country is necessary for farmers to find additional income. Apollo Pacamalan, head of Misamis Oriental Provincial Agriculture Office, said the provincial government has committed to pouring in an additional P2 million worth of support for sericulture farmers with a 50-hectare mulberry farm. Livelihood In a housing community managed by the local government in the village of Balubal here, some 40 women have been engaged in sericulture since 2018. Kris Buntag, the division's project coordinator, said 12 of them have undergone train-

Everyone Has a Story to Tell Beef Broccoli with Carrots by Engr. Carlos V. Cornejo (Cebu) ALMOST EVERYONE feels that their opinions are good, otherwise they would not share them with you. From each person we can always learn something we don’t know because each one is unique and unrepeatable. Adam Grant says, “Learn something new from each person you meet. Everyone knows more than you about something.” You are not in another person’s world so when he or she shares something from his or her world it’s worth listening to because it surely is something new. Whether that person is a president of a company or one of its janitors, we all can learn from their unique points of view. One of the destructive things that many of us do sometimes is compare someone else’s opinion to our own. And when it doesn’t fall in line with our belief, we either dismiss it or find fault with it. It is said that we don’t have enough time to experience everything this world can offer. God helped solve that by having others who can share their experiences to us. We can learn from the successes of other people as well as their failures. You don’t have to try out addictive drugs for example to find out that it’s not really good for you. You just have to hear the horrible stories of people who succumbed to it and have regretted getting hooked with it. It’s also the reason why some people write books. They want to share their experiences, good ones and bad, that we could learn from. That’s why it’s good to read many books because it’s like knowing many other people’s personalities from different places around the world.
Knowledge is a game changer in our lives and there are only two main sources of it, books and people. Charlie Jones said, “You will be the same person in five years as you are today except for the people you meet and the books you read.” We can learn from the simplest people that we meet. From a gardener of a technical school where I used to teach, I learned that he has a unique instinct of knowing danger is coming and that he had to flee from it right away. He was once in a bakery in his barangay, and suddenly he felt some anxious foreboding telling him to leave immediately. And true enough, there was a brawl that happened among loafers who were there, just right after he left. He said, it’s God’s way of steering him away from danger. He said he always prays to God to keep him safe. From a taxi driver, I got a good lesson about marriage and fidelity (from a story told by a priest in a homily, when this priest rode a taxi). This taxi driver said he would know right away by instinct, if the couple riding in his taxi sitting at the back are married or in an illicit relationship. He said, married couples have special intimacy unmarried couples don’t possess. And those who are in an unlawful relationship would always appear uneasy. When the priest asked him, “Would you be in an unlawful relationship too, someday?” The priest was trying to find out his opinion on marriage. He replied “No way Father, I can’t betray my wife. She is very kind to me and to our kids.” It’s a lesson on how a good wife makes a good husband. (Carlos Cornejo)
INGREDIENTS : • 1 ½ lbs beef sirloin thinly sliced • 1 Knorr Beef Cube • 1 cups broccoli floret • 2 carrots sliced • 3 tablespoons soy sauce • 2 tablespoons oyster sauce • 1 teaspoon sesame oil • 2 teaspoons brown sugar • 2 tablespoons cornstarch • 1 ½ cups water • 1 onion chopped • 1 tablespoon garlic minced • 3 tablespoons garlic-infused oil • 2 teaspoons toasted sesame seeds • Salt and ground black pepper to taste INSTRUCTIONS : 1. 2. 3. 4. 5.
Heat oil in a pan. Sauté onion and garlic. Add beef once the onion softens. Continue cooking until the beef turns light brown. Pour the soy sauce into the pan along with the oyster sauce and sesame oil. Stir. Add Knorr Beef Cube. Pour water into the pan. Cover and then cook in low heat for 25 minutes. Add brown sugar, carrots, and broccoli. Cover the pan and continue cooking for 5 minutes.

Siyempre ang mapupulang karot, kalabasa at kamatis (3 K’s) ay may taglay na vitamin A para sa mata. Ang dilaw na pakwan ay may sangkap na lutein na kailangan din ng mata. Ang pagkain ng matatabang isda tulad ng tuna, tamban at tanigi (3 T’s) ay mahalaga din. 2. Magsuot ng sunglass. Bukod sa pagiging

Siguraduhin mababa ang iyong blood sugar sa pamamagitan ng ehersisyo at gamot. 9. Umiwas sa nakasisilaw na bagay. Huwag tumitig sa araw at maliwanag na ilaw. Security forces told to stay vigilant CEBU CITY – Counter-terrorism analyst Rommel Banlaoi warned security sector in central Philippines to stay vigilant on the possible spill over of terrorist threats from Mindanao while preparing for any eventualities in the contested West Philippine Sea. Banlaoi said terrorist organizations in the southern Philippines are still capable of staging attacks, citing some incidents occurring even after the May 2017 Marawi siege by pro-ISIS militant groups Dawlah Islamiya and Abu Sayyaf, among other terror groups. He said the decades-old communist insurgency remains a persistent terrorist threat in Mindanao and the Visayas. Security forces are still fighting several fronts in the restive southern region where pro-ISIS militants and Maoist rebels are actively operating. “Terrorism in the Philip-
pines is not disappearing. It is not disappearing because we have to understand terrorism in the Philippines in the context of our domestic security threats. Domestically, we have been experiencing prolonged internal armed conflict associated with communist rebellion initiated (and) led by the New People’s Army and Moro separatist group, especially the Abu Sayyaf, the various factions of the Bangsamoro Islamic Freedom Fighters, and other proISIS elements now operating in the Philippines,” he said. Low vax turnout seen during local poll campaign THE NATIONAL Vaccination Operations Center (NVOC) is looking for ways to ramp up the mass vaccination program as it raised the possibility of a lower turnout due to the start of the local campaign period. “We are anticipating a possibility of a fewer output of our local government units because of the election and during the campaign period, therefore, we’re also looking at other means to vaccinate,” said Dr. Krezia Lorraine Rosario, NVOC co-lead. Rosario said all regions and provinces nationwide have enough supply of Covid-19 vaccines for them to inoculate their target population. There is an equitable vaccine distribution nationwide, she added. She also reiterated the government and the health authorities have targeted to fully vaccinate at least 90 million by June 30. “We are in the last mile of our vaccination, it means we are nearing in accomplishing a certain population group like for example in our adult population we only have few
