Covid-19. The President has since been tested for Covid-19, and while the results of the test came back negative, he is currently observing mandatory quarantine protocols.” “The Chief Executive continues to work while in quarantine, and is in constant communication with the members of the Cabinet in order to ensure that urgent matters are addressed, and to monitor the implementation of his directives, partic-

ularly with regard to the government’s Covid-19 response,” the Palace said. No other details were released by the Palace about his health condition, but Duterte has previously said he used to take fentanyl to relieve pain because of a spinal injury caused by motorcycle accidents when he was younger. He also admitted in the past to using marijuana to keep him awake because of his hectic sched-

ule. Duterte also suffers from headaches and Buerger’s disease, also known as thromboangiitis obliterans, which is characterised by inflammation of blood vessels. The exact cause of Buerger’s disease is unknown, however tobacco use is strongly linked to its development. Hayudini is also the brainchild of the “clean and green” program called ProtekTulong sa Kapaligiran in all the town’s 27 villages. Two years since it was launched, government officials and residents never fail to clean their villages every weekend and even doubled their efforts at the start of the Covid pandemic. The program was eventually adapted in other towns.

The municipal government was also awarded the “Ideal Functionality Rating” during the recently concluded “2021 Local Government Functionality Appraisal.” Last year, Maimbung also won the same award. The local government achieved excellence when it topped the seven elements of functionality assessment. Hayudini said this distinction is an additional impetus for Maimbung to tirelessly continue providing the best services at its disposal to cater to the needs of the constituents even under trying times and circumstances. take into consideration that we are still currently battling an enemy that thrives in gatherings. We expect LGUs and the PNP to strictly enforce the poll guidelines,” Año said. He said the police are called to maintain order and security and to impose strict observance of health protocols during any election-related campaigns in coordination with the barangay officials, tanods, and the Barangay Health Emergency Response Teams. “Kailangang pagalawin ng mga LGU ang lahat ng kanilang law enforcement units upang tiyakin na magiging ligtas at malayo sa Covid-19 ang mga makikiisa nating kababayan sa mga kampanyang ito,” Año said. “Please avoid partiality and bias in granting approval for these campaign activities. For Alert Level 1, there is no limit to the number of companions the candidates can have. Also, for in-house campaigning, entering any private dwelling during house-to-house campaigning, even with

the express permission of the homeowner; and, crowding, or allowing crowds that violate MPHS around the candidate and his or her companions are not allowed. For caucuses, meetings, convention, rallies, and Miting de Avance, 70% of the operational capacity of the venue, whether indoor or outdoor is allowed for Alert Level 1; 50% of the operational capacity of the venue, whether indoor or outdoor for Level 2; 50% of the operational capacity of the venue for enclosed outdoor only for Level 3; 30% of the operational capacity of the venue for enclosed outdoors only for Level 4 while for Level 5, none among the gatherings mentioned are permitted. During motorcades in all category levels, stopovers, layovers, and other similar stoppages for the conduct of other election campaign activities are likewise not permitted. Blue Ribbon bares report on controversial Pharmally deals Continued from page 1 Corporation in 2022. The Blue Ribbon Committee chaired by Senator Richard Gordon recommended the filing of anti-graft and corruption, plunder, tax evasion, and procurement violation cases against former PS-DBM officer-in-charge Lloyd Christopher Lao and Procurement Director Warren Rex Liong, while an additional document falsification case will be thrown against Liong. “The pre-meditated plunder commences with appointing an allin-one trusted election supporter, a bent lawyer who reports and is accountable only to the President and to no other, is plentifully corrupt, and one who has a deplorable sense of indifference to the suffering of others, to a low-profile, but which turns out to be a highly-lucrative government posting,” detailed the report, referring to Lao. “As concertmaster, he ensures that the contracts are given mostly to a favored or favorite supplier even if the corporation will not even qualify technically, legally, and financially,” the report added. Following Lao’s involvement in the Pharmally deal, he applied to become Overall Deputy Ombudsman, but reneged at the last minute. “After all the major contracts had been consummated and paid for, the need for protection, in case the plot is discovered, had become imperative. There had to be a rear-guard action to cover the retreating conspirators from any legal peril that could surface later. A getaway plan must be put into action,” the report said. It may be recalled that Lao and Liong allegedly engineered the partnership between Pharmally and the PSDBM, awarding the upstart company with a multi-billion peso contract from March 2020 to July 2021. Pharmally, which has only P625,000 in paid-up capital, is questioned for its technical, legal, and financial capability. Gordon said: “Ang aking panawagan sa mga kasamahan ko sa Senado at mga mamamayang Pilipino (ay) magtulungan tayo upang tuluyang panagutin ang mga nagdulot

According to a CNN report, the Blue Ribbon committee has recommended the filing of criminal charges against Health Secretary Francisco Duque and several others linked to the government's allegedly anomalous purchase of Covid-19 pandemic supplies. In the partial committee report released on February 2, senators tagged Duque for violations of the anti-graft and corruption law, as well as plunder over the supposed misuse of the crisis response funds. The lawmakers particularly noted how the Health chief moved over 40 billion from his agency to the PS-DBM to supposedly hasten the purchase of medical supplies. “Even after the multi-billion peso inter-agency transfer, DOH was purchasing supplies at considerably lower prices than that of PS-DBM,” read the 113-page committee report. Duque, for his part, said if ever the report is adopted, his camp will fully cooperate with the court's processes as they have nothing to hide. The Blue Ribbon committee also recommended charges against Lao, former presidential economic adviser and Chinese businessman Michael Yang, and several other officials of the embattled Pharmally Pharmaceutical Corporation. Lao was the head of the PS-DBM when it awarded the supply contracts to Pharmally in 2020. Yang, on the other hand, was tagged as the firm’s financier. The Senate's draft report also recommended the deportation of Yang, whom the committee called out for being evasive during hearings. “Financing the Pharmally contracts was a sure way of washing his cash. He, for all intents and purposes, is the co-conductor of this horrible mess,” it said. Yang's camp maintained that the report findings have no legal

basis. Atty. Ferdinand Topacio, who represents Pharmally executives, also expressed confidence that his clients would be exonerated. The panel lamented how public funds were plundered as the country continued to struggle due to the health crisis. It also highlighted how the government purchased overpriced materials from what it labeled as an unqualified and undercapitalized firm. “Instead of ensuring that crucial supplies were made available, the public servants who were supposed to be responsible for the people's welfare lined their pockets. There is always an opportunity in crisis, indeed,” the report said. Senators also noted that charges must be considered against Duterte when he steps down from office. “After all, he was the one who appointed all the people who approved these transactions and aggressively protected and defended them when they were caught in this horrible crime against our people,” they said. Duterte also betrayed public trust for defending and not holding his appointees accountable amid the Pharmally controversy, the lawmakers claimed. The House Committee on Good Government and Public Accountability also recommended charges against a number of Pharmally officials over the government deal. However, the panel said it found no overpricing in the purchase of the supplies. Both the Senate and House are expected to endorse their respective reports to the Department of Justice and the Office of the Ombudsman. “On the part of the DOJ, it will make a preliminary evaluation to determine if there is a need to refer the reports to the NBI (National Bureau of Investigation) for validation of the evidence. If in the affirmative, the NBI will be directed to conduct its investigation and build, if necessary, on the evidence already gathered by the Congress,” said Justice Secretary Menardo Guevarra. Army launches anti-Sayyaf ops SECURITY FORCES were deployed in the southern town of Patikul to hunt Abu Sayyaf militants following recent clashes that left a terrorist and a soldier dead. Maj. Gen. William Gonzales, commander of the 11th Infantry Division, said the operation is relentless in the town, a known stronghold of the pro-ISIS group. “All troops in Patikul are on high alert as the JTF Sulu ground forces conduct pursuit operations to neutralize the remaining members of the said terrorist group,” he said. “We will remain relentless in our operations to finish off the Abu Sayyaf group, and we will do our very best to bring peace in the region. Our efforts to pursue peace and development in Sulu will only be possible with

the active participation and cooperation of our people, who are the ultimate reason why we are serving in this part of the country,” he added. Last week’s fighting killed Pfc. Jay Clint Pasingan and wounded Sgt. Michel Bagunu and Pfc. Celestino Tano, according to Gonzales. He said the dead militant was only identified by his alias Omar Yakan, a follower of Abu Sayyaf sub-leader Ellam Nasirin whose group was behind the January 25 ambush of a military truck in Patikul town that killed a Muslim soldier, Pvt. Joefrazen Tawasil, a member of the 45th Infantry Battalion. “One terrorist was killed following an allout offensive operations launched by the Joint Task Force – Sulu against the Abu Sayyaf bandits

in the village of Bangkal in Patikul town. One soldier, Private First Class Jay Clint Pasingan was reported killed in the incident, while two more soldiers identified as were wounded, but they are now in stable condition at Camp General Teodulfo Bautista Station hospital in the capital town of Jolo,” Gonzales said. He said troops tracked down the group of Nasirin and clashed with the militants and killed one of them. Soldiers also recovered the slain militant’s Korean-made K3 light machine gun or squad automatic weapon which is also being used by the army. Be careful with what you buy on sponsored Facebook pages ZAMBOANGA CITY – The regional newspaper Mindanao Examiner has warned the public against buying on sponsored pages on Facebook selling various products after one of its videographers was scammed. The staff placed an order for one unit of Zhiyun gimbal stabilizer for mobile phones for P1,699 after the online store “Jurera” offered a 40% discount from its original price. It even posted video clips and photos of the product with this description: “Multi-function mobile phone anti-shake support, live broadcast, video, photo, high image quality without shaking, light weight, easy to carry.” In the promotion, the seller also posted this and it leads to an order form: “1699 This is the ordering network, if you like, click the link below to place an order. https:// zwj6.brwect.online/?m=Item&a=show&id=16615.” The product was delivered February 2 by Ninja Van after informing the customer through a text message at this cell phone number 0915-4821499. Excited by his purchase, our staff opened the package with markings “Mobile phone stabilizer” only to find out that what was delivered is a cheap plastic cell phone holder sold online for only P299. The videographer quickly phoned the Ninja Van delivery driver to return the item, but the man refused, saying, all returned deliveries will be charged against them. Our staff also complained to the Customer Service of Ninja Van on its Messenger platform, but was told to file a complaint with the seller and email them. “I do understand your concern po, what we suggest po that you may coordinate po ito sa inyong seller through email po 640435583@qq.com and if hindi po ito ng reply within 5 days you may email na po ang aming support team support_ph@ninjavan.co para matulungan po kayo sa inyong refund,” replied Ninja Elghie. Pasta Carbonara INGREDIENTS : • 1 lb. fettuccine • 5 strips bacon chopped • 68 grams Knorr Cream of Mushroom • 1 cup heavy cream • 2 tablespoons Parmesan cheese • 4.5 ounces button mushroom sliced • 2 cups water • 1 tablespoon butter INSTRUCTIONS : 1. 2.

Cook fettuccine according to package instructions. Set aside. Make the creamy pasta sauce by mixing Knorr Cream of Mushroom and water. Stir until completely diluted. Set aside. Heat a pan and add chopped bacon. Cook until the bacon becomes crispy. Add butter. Let it melt and then add mushrooms. Cook for 1 minute. Pour cream of mushroom mixture into the pan. Stir and continue cooking until the sauce thickens. Add heavy cream and Parmesan

DOH to vaccinate children 5-11 years old CEBU CITY – Health authorities urged parents to have their children age five to 11 vaccinated against Covid-19, especially now that the highly contagious Omicron variant is now the dominant Covid-19 variant in the country. But Dr. Mary Jean Loreche, Department of Health chief pathologist, said parents or guardians must give their consent

Loreche said during a recent meeting she attended with the members of the Philippine Pediatric Society (PPS)-Central Visayas, they recommended that parents allow their children to get vaccinated. “Pediatricians who attended the PPS meeting also recommended that children with comorbidities be inoculated in hospitals where they can easily be monitored in case of adverse events,” she said. She said children with heart disease, diabetes, essential or juvenile hypertension, cancer such as leukemia, or an autoimmune disorder need special attention at a medical facility where there are physicians specializing in their ailments. “As much as possible, they need to get vacci-
