Matatandaang tumiwalag ang Pilipinas sa Rome Statute noong Marso 2018 matapos na maglunsad ang ICC ng preliminary examination sa mga krimen na may kinalaman sa war on drugs ni Duterte noong Pebrero 8, 2018. CAGAYAN DE ORO CITY - The City Government of Zamboanga mourned the death of Dr. Abelle Cajita, a USAID-SURGE Program Coordinator for Zamboanga City, and was instrumental in the implementation of various projects there.

Mayor Beng Climaco, who condoled with Cajita’s family, said the well-respected official died on July 28 in Cagayan de Oro City, her hometown where she was assigned after her stint in

Zamboanga.

“Through her guidance, the USAID-SURGE provided technical expertise in urban planning and development for the formulation of the City’s Comprehensive Land Use Plan, Zoning Ordinance and the Comprehensive Development Plan and the Executive-Legislative Agenda of Zamboanga,” Climaco said.

“It was also through the USAID-SURGE that Zamboanga City accomplished the Geoportal

Project and achieved DILG’s 2017 Seal of Good Local Governance. The long list of innovations in various fields that USAID-SURGE introduced is proof of Dr. Cajita’s tireless efforts to help Zamboanga; and the City Government is forever grateful.

U.S. donates 3 million doses of Moderna vaccine

THE UNITED States, through the COVAX facility, donated some 3 million doses of Moderna vaccine to the Philippines as part of its worldwide effort to help end Covid-19 pandemic.

COVAX refers to Covid-19 Vaccines Global Access facility, a global initiative to support equitable access to Covoid-19 vaccines. This is Washington’s second bilateral vaccine donation to the Philippines, following its July delivery of 3.2 million one-shot Johnson & Johnson vaccines to the country.

The vaccines arrived on August 3 at the Villamor Air Base. The donation came at a time that the country has reported

a spike in Covid-19 cases due to the Delta variant which was first detected in India and quickly spread around the globe.

“Recent outbreaks in the region remind us all this pandemic is not yet over, but the science is clear – the best way to stay healthy, to keep your loved ones safe, and to bring this pandemic to an end is to get vaccinated,” said U.S. Embassy Chargé d’Affaires John Law. “The United States is working, and will continue to work, with the Philippines to make safe, effective vaccines widely available throughout the country,” he added.

The Philippines has now received more than 13.3 million vaccine dos-

es through the COVAX Advance Market Commitment (AMC), a global initiative run by Gavi, the Vaccine Alliance to support equitable access to Covid-19 vaccines. The U.S. is the largest monetary contributor to Gavi, having already provided nearly P100 billion ($2 billion) to the Alliance.

The U.S. has worked closely with Philippine stakeholders throughout the pandemic to protect public health and support the local response to Covid-19. To date, total U.S. government Covid-19 assistance to the Philippines amounts to over P1.37 billion ($27.5 million).

Continued from page 1 would house an Automated Teller and Cash Deposit Machines (ATM and CDM) at the Capitol compound in Patikul town in an effort to provide efficient access to electronic banking services.

CDM enables a client to deposit cash directly into own bank account while an ATM dispenses cash from own bank account.

The building, which is adjacent to the office of the Commission on Elections, is expected to be inaugurated soon. Governor Sakur Tan inspected August 4 the new building which will be used by the Land Bank of the Philippines and will benefit not only government employees, but civilian clients as well.

The construction of the ATM and CDM building has been welcomed by civil workers and praised Tan for helping the banking sector.

Six years after leading banking institutions operating in Sulu pledged to install more ATMs in the capital town of Jolo to better serve their depositors, the problems remain the same – the long queues at ATM terminals especially during paydays is a headache to many customers.

Tan had previously met with bank executives to discuss with them the need for more ATMs in Jolo. He noted that government employees and private citizens withdraw their salaries from ATMs, causing long queues and affecting traffic during payday periods. He said the provincial government is fully supportive of the banking institutions in Sulu.

Among the major banks that are operating in Sulu are the Development Bank of the Philippines, Al-Amanah Bank, Allied Bank, Metropolitan Bank

and Trust Co., the Philippine National Bank and Land Bank of the Philippines.

Tan said many people would queue up, rain or shine, outside the banks’ branches during payday just to be able to withdraw money from ATMs. “We want these banks to put in more ATMs so they can accommodate more clients,” he said.

He said government agencies in Jolo such as the Department of Education, the Philippine National Police and the Armed Forces of the Philippines should have ATMs at their provincial headquarters to make it easy for employees and security personnel to get their salaries.

If implemented, it would also lessen the number of people withdrawing money from ATMs in downtown Jolo, he said. Land Bank, Allied Bank and Metrobank assured Tan that more ATMs would be installed in Sulu, including at the Capitol compound, to provide the public more efficient banking services.

Nahdin Jubaira, who works at the Sulu provincial government, asked this question after photo-

graphs of people queuing at an ATM outside the PNB went viral on Facebook.

“The million dollar question is: This has been going on for a long time. This demands appropriate attention by the Bangko Sentral ng Pilipinas,” he wrote on his Facebook page, and accompanying it are the pictures taken by Nidz-Har Usman.

Usman also wrote this on his Facebook page and appealed to bank managers to resolve the shortage of ATMs in Jolo and calling it a very old problem: “Kamu manga namamarintaiban manga managers sin bank ha Jolo, address niyo kunuh in very old problem pag pila ha ATM. Put more ATMs da in solution ha problem.”

Putting more ATMs is the solution to the problem.)

Residents also decried the lack of cell sites in the province and most of the time mobile phone reception is poor and so is the Internet connection.

Continued from page 1 Patarasa who is a liaison officer of the Abu Sayyaf group, and is facing a string of criminal charges and wanted in the province of Basilan. He is also the brother-in-law of slain Abu Sayyaf leader Isnilon Hapilon, whose group operated in Basilan.

Patarasa was arrested recently following an “intelligence-driven operation” by various police and military units.

Eleazar said the police are investigating how Patarasa was able to work for the police and to determine if there are other police personnel involved with the Abu Sayyaf. “Patuloy ang imbestigasyon kay NUP Patarasa para malaman kung mayroon pang ibang PNP personnel na kasapi ng bandidong Abu Sayyaf group,” Eleazar said.

“Hindi malayo ang posibilidad na may iba pa siyang kasama kaya dito nakatutok ang ating fol-

low-up investigation. Kasabay nito, aalamin din natin kung ano-ano ang mga kasong kinasangkutan nila. Atin din aalamin kung paano nakapasok sa PNP itong si Patarasa na sangkatutak pala ang mga arrest warrants at kasong kinakaharap kaugnay ng kanyang pagiging miyembro ng Abu Sayyaf,” he added.

Eleazar said Patarasa joined the Abu Sayyaf under Khadafy Janjalani in 2001 and later on moved to Sulu and served under another terrorist leader Radulan Sahiron. Patarasa also acted as liaison for Malaysian Jemaah Islamiya terrorist and ISIS fighter Mohammad Amin Baco, who was killed by troops in Marawi City in Lanao del Sur also in 2017.

“Patarasa is an active non-uniformed personnel of the PNP presently assigned at Banguingui Municipal Police Station in Sulu, but was also found out to be a finance and lo-

gistic liaison officer of the Dawlah Islamiya (Islamic State) and Abu Sayyaf, and included in the Martial Law Arrest Order No. 1 during the Marawi siege in 2017,” he said.

He said Patarasa was also reported to have received funds from terrorist Almaida Salvin, who was captured in Zamboanga City in April 2019. Salvin was included in the U.S. Treasury’s sanctions blacklist after she was accused of providing terror funds to Dawlah Islamiya.

Eleazar said he ordered the immediate dismissal of Patarasa as a civilian employee. “Inatasan ko ang IAS (Internal Affairs Service) na madaliin ang summary dismissal proceedings upang agad na matanggal bilang NUP (non-uniformed personnel) si Patarasa habang hinaharap sa korte ang patong-patong na kaso laban sa kanya,” he said. Mula noong 2016, nakapaghain na ang DFA ng higit 100 diplomatic protests laban sa iba’t ibang aktibidad ng China sa West Philippine Sea. Ang iba pang mga miyembro ng ASEAN ay kumikilos na rin.

Ngayong taon, nagsumite ang Malaysia ng isang diplomatic protest matapos mamataan ang kahina-hinalang eroplano ng mga Tsino sa South China Sea sa labas lamang ng Borneo. Noong 2020, iniulat na pinag-aaralan din ng Vietnam na maghain ng isang international arbitration case laban sa Tsina.

“Dapat silipin ng ASEAN ang lahat ng ligal at diplomatikong pamamaraan upang labanan ang labis na pag-angkin ng China sa mga karagatan. Ang pagiging passive ay hindi makakatulong sa ating kaso, lalo na sa harap ng isang bully. China deliberately targets weaker states unable to effectively resist, thus the need for unified and concerted action. Ang ating rehiyon ay tahanan ng ilan sa pinakamagaling sa larangan ng international law at diplomasya, kaya’t pagsama-samahin natin ang mga talento na ito para mailagay ang China sa kanyang lugar,” wika pa ni Hontiveros.

Bukod sa mga banta ng pambansang seguridad sa ASEAN, sinabi din ni Hontiveros na ang presensiya ng Tsina sa West Philippine Sea ay nakadadagdag sa pagkasira ng likas na yaman sa mga pinag-aagawang teritoryo. Ayon sa mga ulat, nawala sa Pilipinas ang mahigit sa P800 bilyong halaga ng marine life at resources dahil sa Tsina.

Idinagdag ni Honti-

veros na ang mga mangingisdang Tsino ay nahuli rin na iligal na kumukuha ng mga taklobo sa West Philippine Sea na maaaring mangyari rin sa ibang mga bansa sa Southeast Asia. PhilHealth to compensate for vaccine injury, death KIDAPAWAN CITY - The Philippine Health Insurance Corporation (PhilHealth) has introduced a compensation package for those who will develop serious adverse effects following inoculation for Covid-19 that will lead to hospitalization, permanent disability or death.

PhilHealth said the compensation package is only available to those who received Covid-19 jabs through the government’s vaccination program. The package is capped at P100,000 for hospitalizations to cover remaining charges after deduction of PhilHealth benefits, mandatory discounts, and other coverage provided by private health insurance companies and health management organizations (HMOs).

Similarly, a lump sum of P100,000 per beneficiary in case of permanent disability or death. However, PhilHealth clarified that it will cover patients who received

inoculations through other initiatives, especially in the private sector, if the vaccines were sourced from the government’s vaccination program.

The compensation covers claims filed from March 3, 2021 to March 2, 2026 or until completion of the vaccination program, whichever comes first.

Those who will avail of this package must have had at least one vaccine received through the vaccination program. In addition, it must also be established that the vaccine does not have a Certificate of Product Registration at the time of inoculation; the beneficiary has not received compensation from COVAX Facility no-fault compensation program; and the result of the causality assessment must be “vaccine product-related reaction” or vaccine quality defect-related reaction.”

Hospitalization benefits can be availed of more than once if the cap of P100,000 has not been reached yet.

However, coverage for permanent disability or death can only be claimed once.

Among the requirements for compensation claims for hospitalization are proof of Covid-19 vaccination (vaccine card or slip); vaccine injury assessment survey; statement of account; medical certificate; and official receipt indicating deductions of PhilHealth benefits, private insurers or HMOs, and outof-pocket expenses.

Other supporting documents such as duly signed physical examination reports describing the disabling manifestation or death certificate should also be included for permanent disability and death claims, respectively.

He said the local government will coordinate with the police and the military to ensure security and monitoring of compliance to public health protocols during the cash distribution.

Sabuga-a said about 9,950 family food packs were distributed to employees who lost their jobs at the onset of the ECQ. The companies that closed were also tapped to distribute the family food packs to their former employees.

The Department of Health said over a dozen Delta variant cases had been reported here and was likely the cause of the spike in Covid-19 infections. The variant was first detected in India and has spread around the world.

THE AirAsia Philippines said it would introduce a digital application or platform where passengers could easily upload travel requirements.

AirAsia spokesman Steve Dailisan said the app will be like a one-stop shop, where passengers could upload a copy of their vaccination card and RT-PCR (reverse transcription-polymerase chain reaction) test result.

He said having the platform would enable the airline to check the veracity of the documents and simplify the check-in process upon arrival at the airport.

Dailisan said AirAsia plans to roll this out soon.

Arbon said there is no need to panic, adding, “There is more than enough oxygen supply as medical grace oxygen producers are maintaining a range of 4 to 14 days inventory levels during normal times and not counting the

unused capacity,” she said, adding, “if fear takes over our action, we would succumb to panic buying. The resultant effects would be artificial shortage and hoarding.”

She said hoarding is punishable with a penalty of imprisonment for a period of not less than 5 years nor more than 15 years, and a fine of not less than P5,000 and not more than P2 million.

Bernadas cautioned the public on the “danger of home use of medical oxygen without supervision of doctors and the storage hazards”.

Representatives of oxygen manufacturers and dealers - Mandaue Compressed Gases Corp., Superior Gas and Equipment Co., Inc. and Linde Philippines - who attended the meeting, assured Garcia of an adequate supply of the medical oxygen in the province which is now under General Community Quarantine with “heightened restrictions”.
