The Delta variant was first detected in India, but quickly spread to over 120 countries and territories.

But Zamboanga City remains free from the virulent Delta variant due to the strict border control and health protocols being implemented by the local government.

Zamboanga City Health Officer Dr. Dulce Amor Miravite the threat posed by the Delta variant is high. “Even if you are fully vaccinated, there is still the possibility of getting infected with the other variants,” she said.

Mayor Beng Climaco, head of the local Covid-19 task force, ordered stricter control in all borders, even at airports and seaports.

She repeatedly warned holders of fake RT-PCR test results after security forces intercepted at least 8 policemen and civilians from Basilan province entering Zamboanga with fake RT-PCR papers.

Several groups in Basilan protested the strict health protocols and quarantine measures in Zamboanga. But many local governments are also

imposing the same stringent measures as ordered by the Department of the Interior and Local Government.

Climaco previously ordered security forces to intensify patrols and prevent the entry of people without the necessary health requirements after receiving intelligence reports that travellers are using Simariki Island off Zamboanga to sneak into the city without negative RT-PCR tests.

Simariki Island is populated by mostly indigenous people.

She said all travellers and even individuals are required to present their negative RT-PCR test results upon entering Zamboanga City as part of stricter health protocols in combating the spread of the deadly virus.

Citing reports, the mayor said motorized boats operated by unscrupulous individuals make at least 3 trips to the island where they transport passengers who do not have negative RT-PCR tests and other requirements. Most of the passengers would then enter coastal barangays.

“Zamboanga City is strictly implementing the No RT-PCR Test, No Entry Policy for all travellers, including those from Sulu, Tawi-Tawi, Basilan, Zamboanga Sibugay, Zambo-

anga del Norte and Zamboanga del Sur,” she said.

Climaco said travellers must have negative Covid-19 test results – whether by Saliva RT-PCR test or nasopharyngeal RT-PCR test.

She previously issued Executive Order 651-2021 that mandates all inbound passengers, whether APOR (Authorized Persons Outside Residence) or private individuals, regardless of reason or purpose of entry, including transit travellers to present negative RT-PCR test result within 5 days from date of specimen collection and their valid identification cards before they can enter Zamboanga City.

“These are temporary measures designed to curb the sudden spike in Covid-19 cases in order to promote the health and safety of the general welfare of the citizens,” the mayor said.

Zamboanga, which has a long coastline, is dotted by over two dozen islands and islets which makes it extremely difficult for security forces to guard. The city is near the provinces of Basilan, Zamboanga Sibugay, Zamboanga del Sur and Zamboanga del Norte.

“I urge the DILG and the PNP to implement the existing protocols with greater urgency and necessity. It is only by imposing these restrictions that we can fight the threat of Delta variant. Now, remember that the reason why the security forces of the government are very strict is not because they want to be strict and they want to make it hard for the people move rather they are strict because they want to protect the country from a very contagious disease and maybe cause more deaths more than the lives that we lost in the past,” ani Duterte.

The Anti-Terrorism Act was cited as a top 3 project by over a fifth of respondents.

The survey, PUBLiCUS Asia said, is non-commissioned, national poll covering 8 modules measured the state of the economy and economic prospects; Covid-19 vaccine tracker; national issues; scorecard for national leaders and institutions emotional

quotient of incumbent and prospective leaders; media consumption habits and responses to media campaigns; predisposition, and the Duterte administration scorecard.

The same survey also showed a dip in Senator Manny Pacquiao’s overall approval rating of 37% from 66%.

Moreover, his disapproval rating surged from 12% to 35%.

But Senator Grace Poe garnered the highest performance rating at 50%.

Children not allowed outdoors again 3,500 aspiring teachers to take PRC exam in Sulu

KIDAPAWAN CITY – The national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) has recalled its order to allow children 5 years old and up to go outdoors after medical experts warned about the dangers posed by the Delta variant of the Covid-19 in the country.

The recall of the order came after the Depart-

The PRC team headed by Jorge Duterte, who is in-charge of the Regional Licensure Examination, said those who will take the BLEP will be divided into four batches.

He said the first batch of examinees is set to take the BLEP in September and the second batch in January next year and the third and last batch in March and

June, respectively, in compliance with directives of the national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases on the conduct of professional examinations.

Tan thanked the PRC for holding the BLEP again in Sulu and urged aspiring teachers to prepare themselves for the rigorous examination. It was Tan who sought the holding of professional examinations in the province in an effort to lessen the burden and expenses of the examinees in going to Zamboanga City just to take the PRC exam-

inations.

He also funded the review of the examinees, hiring top caliber and professional educators from Manila; and many times in the past even provided allowances when they go to Zamboanga.

Now, police and military recruitments and examinations are also being held in the province because of Tan, who repeatedly vowed to uplift the welfare of the Tausugs and those who want to pursue their dreams to become professional in the career they chose to pursue. (Mindanao Examiner)

“This is an honor for the country and we have a Zamboangueña weightlifter Olympic gold medallist,” said Sammy Dantes, who works out at the Sky Gym in Zamboanga City.

Diaz’s family was elated by the victory and said God was behind it all. In August 2018 when Diaz won a gold medal in the Asian Games in Jakarta, her father, a former motorcycle taxi driver, Eduardo said “It was God’s answer to our prayers and we thanked God for the graces he showered us, especially Hidilyn, who really trained hard for

this games.”

He said Hidilyn gave him enough money to start a small fish pond business in their village, Mampang, about 10 kilometers from downtown Zamboanga.

Diaz also built a small gym in her village. “I now take care of our fish pond, it is not too big, just about two hectares,” Eduardo said.

His tricycle, which bears a painting of Hidilyn lifting a barbell, was then being driven by a relative.

The family also has a small car which was given by the Universidad de Zamboanga to Hidilyn for winning silver in the Rio Olympics in 2016.

Eduardo said his daughter started lifting weight at age 9 and had been training hard with her cousins in the family’s backyard and sometimes in a private gym if she had extra money. “She started training at nine years old with her cousins, who influenced her to join them and lift weights,” he said.

IATF-MEID releases LGUs quarantine classifications COTABATO CITY – The national government’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATFMEID) has placed the following areas in different quarantine classifications based on the number of active Covid-19 cases and the risks posed by the virulent Delta variant.

President Duterte approved the IATF-MEID recommendation, including the extended Enhanced Community Quarantine (ECQ) classification of Iloilo City and Iloilo province in Region 6; and Cagayan de Oro City and Gingoog City in Region 10 until August 7.

Under Modified Enhanced Community Quarantine (MECQ) classification are Ilocos Norte in Region 1; Bataan in Region 3; and LapuLapu City and Mandaue City in Region 7 until August 15.

The General Community Quarantine (GCQ) with

“heightened restrictions” classification of the National Capital Region has been imposed until August 15, according to IATF-MEID. It also placed under GCQ with heightened restrictions from August 1 to August 15 the following areas: Ilocos Sur in Region 1; Cagayan in Region 2; Bulacan in Region 3; Laguna, Lucena City, Cavite and Rizal in Region 4-A; Naga City in Region 5; Antique, Aklan, Bacolod City and Capiz in Region 6; Negros Oriental in Region 7; Zamboanga del Sur in Region 9; Misamis Oriental in Region 10; Davao City, Davao del Norte, Davao de Oro and Davao Occidental in Region 11; and Butuan City in CARAGA. On the other hand, Baguio City and Apayao in the Cordillera Administrative Region; City of Santiago, Isabela, Nueva Vizcaya and Quirino in Region 2; Quezon and Batangas in Region 4-A; Puerto Princesa in Re-

gion 4-B; Guimaras and Negros Occidental in Region 6; Zamboanga Sibugay, City of Zamboanga and Zamboanga del Norte in Region 9; Davao Oriental and Davao del Sur in Region 11; General Santos City, Sultan Kudarat, Sarangani, North Cotabato and South Cotabato in Region 12; Agusan del Norte, Surigao del Norte, Agusan del Sur, Dinagat Islands and Surigao del Sur in CARAGA and Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao are placed under GCQ classification from August 1 to August 31.

DOH worries over surge in Covid cases

Coronavirus covid-19 CAGAYAN DE ORO CITY The Department of Health (DOH) said it is closely monitoring the Covid-19 situation in the country and immediately flagging areas with increases in rates of virus transmission based on two-week growth rates (TWGR) in affected population as per average daily attack rate (ADAR).

It also noted the observations of independent expert groups, but maintains that such observations should be carefully verified.

Based on current data analysis by the DOH Epidemiology Bureau and FASSSTER, the National Capital Region is showing a 19% increase for its TWGR and ADAR of 6 cases per 100,000 population, which is at moderate risk.

While Makati, Las Piñas, Pasay, Pasig, Taguig, Paranaque, Manila, Valenzuela, Navotas, Marikina, and Caloocan all have positive TWGR - a trend reversal from negative two-week growth rates 3-4 weeks ago. Additionally, Makati, Las Piñas, and Pasay have high risk ADAR. FASSSTER refers to the application “Feasibility Analysis of Syndromic Surveillance using Spatio-Temporal Epidemiological Modeler.” It was developed by the Ateneo de Manila University for visualizing the spread of diseases, using data from the Philippine Integrated Disease Surveillance and Response system, Elec-

tronic Medical Records, and SMS-based reports of primary care facilities.

“In terms of our health care capacity, nationally we are seeing low health care and intensive care utilization rate. We are also closely monitoring pending ER admissions. While we have enough capacity as of now as evidenced by the low risk HCUR and ICUR, we must continue our preparations to strengthen local health system capacities and further augment the needed resources to maintain these low risk levels. We need to make sure that we have enough capacity to cope with the demand in the event that cases continue their upward trend,” said DOH Undersecretary Maria Rosario Vergeire.

HCUR refers to “health care utilization rate” ICUR means “intensive care unit utilization rate,” and ER is short for “emergency room.”

Vergeire said the DOH works closely with the Metropolitan Manila Development Authority, Metro Manila Center for Health Development, Regional Epidemiology and Surveillance Unit, and City Epidemiology and Surveillance Units to ensure that these signals of increase in cases are immediately flagged, investigated, and addressed as soon as possible.

“We acknowledge that there is an increase of our case metrics which is why we urge people to contin-

ue adhering to the minimum health standards and get vaccinated, and for our local government units to strictly implement our protocols. Otherwise, we might see daily active cases in NCR to reach 11,000 by the end of September 2021 based on the projections calculated by FASSSTER with the assumption that the Delta variant is 60% more transmissible, a conservative estimate of how fast the Delta variant will spread,” she said.

She said the DOH values the work of independent experts, but appealed to them to be more careful in making pronouncements in terms of the national situation, as this may cause more panic and fear. “While we acknowledge the differences in the metrics and methods of analysis used by these independent groups, we share the same goal to keep the case numbers down and improve the healthcare system of the country,” Vergeire said.

The DOH has been accused by some “independent experts” of underreporting Covid-19 cases in the country, especially now that there are over 100 cases of the Delta variants. The lack of vaccine supplies despite the huge amount of loans from local and foreign creditors for the purchase of Covid-19 vaccines is also among the many issues raised against the DOH. ‘Red alert’ out for cheap lipsticks DIPOLOG CITY - The EcoWaste Coalition, a toxics watchdog group, issued a red alert following its discovery of cheap lipsticks, mostly made from China, that are heavily contaminated with lead, a chemical banned in cosmetics.

It warned consumers against the proliferation of what it calls as “poison lipsticks,” or lipsticks containing “outrageous” levels of lead that are sold at rock-bottom prices, particularly in the market.

“We advise the public to refrain from consuming cheap, but unauthorized poison lipsticks such as imitation ones that may contain lead and other impurities, which are invisible to the naked eye. Don’t get easily swayed by its low prices. Lead-containing lipsticks are hazardous to health and should not be made, sold and used,” said Thony Dizon, the group’s Chemical Safety Campaigner.

Environmental health scientist Dr. Geminn Louis Apostol, from the Ateneo School of Medicine and Public Health, was also quoted by the EcoWaste Coalition, as saying: “Consumers, particularly women of child-bearing age, should not wear lead contaminated lipsticks. A pregnant woman may ingest lead as she applies and reapplies a lead-containing lipstick on her lips. Unknown to her, she may be exposing the baby in her womb to lead as this substance is able to cross the placental barrier and accumulate in fetal tissues.”

According to the World Health Organization, the exposure of pregnant women to high levels of lead can cause miscarriage, stillbirth, premature birth and low birth weight.

As part of the EcoWaste Coalition’s continuing campaign to protect children and women from harmful chemicals lurking in consumer products, it has purchased a total of 125 red lipsticks costing from P8.75 to P60 per canister from budget beauty product shops, and street vendors in Caloocan, Makati, Malabon, Manila, Pasay and Quezon cities and these were subsequently screened for lead using a handheld X-Ray Fluorescence device.

It said of the 125 samples, 38 products were found to contain lead up to 45,400 parts per million (ppm) which is in excess of the maximum allow-

able limit of 20 ppm under the “ASEAN Guidelines on Limits of Contaminants for Cosmetics.”

Heavy metal impurities, according to the guidelines, may be derived from the quality and purity of raw materials, and the manufacturing process.

Lipstick brands found to contain lead include Baolishi, Dexz, Koko Kollection, Meiya, Monaliza and eight variants of Qianxiu. Among the items with the highest lead concentrations per brand were: 1. Meiya Lipstick with Vit C #1, 5,266 ppm 10. Dexz Lipstick with Vit A&E #5, 3,667 ppm 11. Monaliza Series #20, 3,017 ppm 12. Qianxiu Pink Panther #1, 519 ppm 13. Baolishi Lipstick #1, 186 ppm The samples are unauthorized cosmetic products which have not gone through the notification process of the Food and Drug Administration (FDA).

The agency has repeatedly warned that the use of such violative products may pose health risks to consumers.

To prevent exposure to lead contaminated lipsticks, the EcoWaste Coalition urged consumers to visit the FDA Verification Portal at https://verification.fda. gov.ph/Home.php and check if the lipstick has the required Certificate of Product Notification.

It also suggested buying lipstick from licensed retailers and asking for an official receipt and warned consumers of counterfeit products, particularly those with incredibly cheap prices, faulty fonts and logos, grammatical and spelling mistakes, poor packaging and other signs of adulteration.

It said parents should monitor lipsticks bought by teenage girls, and should not let children play with lipsticks. To halt the proliferation of poison lipsticks, the EcoWaste Coalition also urged authorities to run after errant manufacturers, importers, distributors and retailers of products laden with lead. Beef Stir Fry

panlasangpinoy.com INGREDIENTS : • 1 lb. beef tenderloin thinly sliced • 3 tablespoons oyster sauce • 1 teaspoon soy sauce • 1 ½ tablespoons cornstarch • 1/2 teaspoon ground black pepper INSTRUCTIONS : 1. Combine beef, oyster sauce, soy sauce, and ground black pepper.

Mix well. Let it stand for 5 minutes.

2. Add cornstarch into the bowl. Mix until all ingredients are well distributed. Set aside.

3. Heat oil in a pan. Fry bell peppers for 1 minute. Stir once in a while.

Remove bell peppers from the pan.
