The mayor has repeatedly appealed in public for residents to follow the health protocols after health authorities noticed a drastic increase in Covid-19 cases from only about 3 dozen in March to more than 2,000 this month.

Many residents were complacent and did not follow the health protocols such as the wearing of face masks and face shields, and even ignored physical distancing in public places.

Just last month, Climaco said the national government may place Zamboanga under a stricter quarantine measure unless residents fol-

low health protocols religiously.

Climaco said if the Covid-19 situation becomes uncontrollable due to the continued violations of the health protocols and complacency of residents, the national government’s Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) could impose severe measures just as it did last year at the start of the pandemic.

“This is the reason why the City Government is intensifying enforcement of preventive measures such as wearing of face masks and face shields by residents, practicing hand hygiene and physical distancing, to include restricting mobility of people and even temporary closure of beaches and resorts to curb transmission of Covid-19,” she said.

“Otherwise, if the (Covid-19) cases become unmanageable then the national government might declare ECQ and we do not want to be under ECQ because of its effects on the livelihood of people,” she added, referring to the strictest Enhanced Community Quarantine status.

Police continue to apprehend daily hundreds of health protocols violators despite the rising cases of Covid-19.

The local health situation quickly changed after the IATF-MEID relaxed its travel protocols across the country and allowed people to go from one place to another without medical certificates and RT-PCR tests.

Local hospitals have put up additional wards to address the spike in the number of patients with the deadly respiratory disease. The Zamboanga City Medical Center has already converted other wards to accommodate Covid-19 patients with nurses working at least 12 hours per shift and no day’s off. Other hospitals also added Covid wards or are full.

Climaco stressed that in confronting the pandemic, the government has to balance medical science, facts and opportunity for people to be healed. She reiterated that people have to fully cooperate and support the government in the fight against Covid-19 to prevent further increase in the number of infections here.

Eleazar also served as police chief of San Pedro town in Laguna province and became provincial officer of the Criminal Investigation and Detection Group in Batangas and Laguna; and chief investigator of the Police Anti-Crime and Emergency Response, the forerunner of the Anti-Kidnapping Group where he figured prominently in the neutralization of various kidnap-for-ransom groups.

He was eventually designated as the CIDG regional chief in Central Luzon and Central Visayas, where he waged relentless campaign against organized crime groups and other threat groups.

At the PNP national headquarters, Eleazar was assigned to various administrative positions in the Directorate for Logistics and Directorate for Comptrollership. He would later take com-

mand of the PNP Anti-Cybercrime Group and led the PNP’s campaign against online sexual exploitation of children, and internet-based fraud and criminal activities.

In 2016, he took the helm of the Quezon City Police District (QCPD) where he waged relentless anti-crime and anti-narcotics operations that led to the arrest of notorious criminals; dismantling of notorious robbery and holdup groups; and capture and neutralization of drug suspects, including rogue policemen involved in various crimes.

Under his leadership, the QCPD was recognized in an independent survey authorized by the National Police Commission as the “Most Trusted Police District in the National Capital Region Police Office” and Eleazar became the PNP regional director for CALABARZON and Metro Manila.

CALABARZON is an administrative region comprising the provinces of Batangas, Cavite, Laguna, Quezon, and Rizal.

Eleazar also served with distinction as the Deputy Chief for Operations, where he concurrently headed the Joint Task Force COVID Shield as the law enforcement and public safety arm of the national government’s Inter-Agency Task Force on Emerging Infectious Diseases. And later on as Deputy Chief for Administration he led the Administrative Support to Covid-19 Operations Task Force.

Aca said his art piece was originally for the 2018 exhibit “From Manila to Dhaka” held at the National Commission for Culture and the Arts Gallery in Intramuros in Manila, and was eventually bought by the Bangladesh Embassy.

The artwork, Aca said, is a juxtaposition of the images of Bangabandhu Sheikh Mujibur Rahman, who is considered as the “Father of the Nation of Bangladesh,” and Rizal.

Aca said he was inspired by his experience during a visit in Bangladesh in 2018 where he came to know Bangabandhu, also known as Mujib.

“He is known as their Hero For All Seasons. He had almost the same missions as with our very own Dr. Jose Rizal, and both of them faced a tragic death. This inspired me to put them

together in one artwork,” he said.

Bangabandhu fought for nationalism, secularism, democracy and socialism, known as “Mujibism.”

“Bangabandhu and Rizal shared the same tragic fate for their countries.

On August 15, 1975, Bangabandhu and his family were killed by a group of army officers, who invaded the Presidential residence.

Rizal, on the other hand, was sentenced to death by firing squad and executed on December 30, 1896 for exposing the dark aspects of the Spanish regime” Aca said.

He said both deaths unified and prompted revolutions that led to their country’s independence.

“My visit to Dhaka, Bangladesh in 2018 was a very memorable one. We were warmly welcomed by their people, together with other artists from all around the world. There were three of us from the Philippines, I together with Tres Roman and Esme Abalde,” Aca said.

The Filipino artists represented the Philippines for the 18th Asian Art Biennale. There were workshops and tours to Bangladesh’s historical sites, and performances from international artists.

“We also have learned a lot from their culture,” Aca said. “Heroes are those who are willing to sacrifice their own life for the greater good. They have a certain purpose and they believe in what is right. A hero, for me, does not do things only for himself, but for other generations to benefit what he does as well.”

The art piece, along with books, photos, and other materials, is part of the two-month-long exhibit on Bangabandhu (Friend of Bengal) at the Museo ni Jose Rizal as part of the birth centenary celebration of Bangabandhu Sheikh Mujibur Rahman.

WHO recently issued a global medical product alert on a falsified Covid-19 vaccine with the product name “BNT162b2” which claims to be manufactured by Pfizer Biontech.

The product contains the lot number “783201” and stated an expiry date of “AUG 24.”

The fake vaccine was first discovered in Mexico,

according to WHO which is currently conducting laboratory analysis of its contents. It will provide updates as soon as the results are available.

Police hunt for shooter, 2 drug suspects in Zambo ZAMBOANGA CITY – Police were hunting down a gunman who shot and wounded two undercover cops and rescued a pair of drug suspects in a daring assault last week in Zamboanga City.

The policemen brought the two suspects at the Zamboanga City Medical Center in the village of Santa Catalina for a routine medico-legal report, and were heading back to their office after buying cup noodles at a store nearby when the attack occurred.

The policemen are members of the Regional Drug Enforcement Unit.

One of them managed to shoot back at the attacker, but it was not immediate-

ly known whether he hit the gunman or not who escaped on a van along with the duo.

Maj. Shellamie Chang, a regional police spokeswoman, identified the policemen as Cpl. Nicolo Leon Luna III and SSg. Bobby Judan and the two escaped suspects as Jonar Jul-Asri, 25; and Moner Jul-Asri, 24.

“The victims brought the suspects to Zamboanga City Medical Center for medico-legal examination. Upon leaving hospital, they were about to embark their private vehicle when suddenly, one unidentified male person shot Cpl Nicolo Leon Luna III and SSg Bobby Judan,” Chang said.

“The latter was able to retaliate and fired upon the gunman who ran towards Veterans Avenue and embarked in a white van together with the arrested suspects of buybust operation,” she added.

Luna was shot at the back of his head while Judan sustained a lone gunshot wound in his neck. “Recovered from the scene were eleven empty shells of caliber 9mm (pistol) and one empty shell of .45-caliber (pistol). The Zamboanga City Police Station 11 is conducting thorough investigation and follow-up operation for the arrest of suspects,” Chang said. (Mindanao Examiner)

Migrant advocacy network praises Saudi abolition of ‘kafala system’ THE MIGRANT advocacy network, Churches Witnessing With Migrants– Philippines praised Saudi Arabia for abolishing the “kafala system,” saying, it is a positive step that will protect Filipino and other migrants workers.

The kafala system is used to monitor migrant laborers, working primarily in the construction and domestic sectors in Gulf Cooperation Council member states and a few neighboring countries - Bahrain, Kuwait, Lebanon, Qatar, Oman, Saudi Arabia, and the United Arab Emirates. It gives Arab nationals and companies in those countries with sponsorship permits to employ foreign laborers, instead of recruitment agencies.

“We welcome the recent announcement of Saudi Arabia’s Ministry of Human Resources and Social Development abolishing the notorious kafala

system. For us, who have long been advocating for the rights and welfare of migrants, this is a positive step for the protection of our Filipino migrant workers, and other migrant workers as well. We hope that this will set precedent to other countries in the Gulf region who has implemented the same,” said Rev. Marie Sol Villalon, the spokesperson of Churches Witnessing With Migrants–Philippines and also coordinator of the Anti-Human Trafficking and Migrant Ministry of the United Methodist Church-Manila Episcopal Area.

Villalon said the abolition of the kafala system covers expatriate Filipinos and other foreign workers in Saudi Arabia to be employed and have mobility in and out of the Kingdom without the approval of a Saudi national as sponsor.

di’s Prince Mohammad bin Salman, who is seeking economic reforms in the country, “the network urges the Kingdom of Saudi Arabia to extend this action to domestic or household workers, who bear the brunt of the kafala system.

“While recruitment through agencies is not an absolute assurance of protection to migrants deployed in these countries, the kafala system has brought the discrimination of domestic workers in a more horrific and grim state,” Villalon said, adding, “in essence, this system has defined the relationship of domestic workers with their employer. They were practically under their employer’s monitoring, supervision, and mercy, subjecting them to further exploitation, and slavelike working conditions.”

This initiative, it added, paves the way for the distribution of milled US 88 rice in standard 25-kilogram sacks to retailers, which in turn sell the commodity to the consumers.

Manager, Raj Nuñez, said: “They are linking farmers who seek higher price for their US 88 harvests with millers that prefer premium-quality rice. Most millers find it a win-win deal because US 88 palay mills into long-grain rice, which is also perfectly soft when cooked—ideal for the meticulous rice consumers.”

He said the company also provides specially designed milled rice sacks to millers and traders. The commodity is branded as US 88 Premium Quality Rice (classified as hybrid Dinorado), which is

fast gaining popularity in the market because of its highly appreciated qualities.

This strategy, according to Nuñez, is aimed at further helping uplift the quality of lives of local rice farmers, who are constantly facing challenges.

He said US 88 has been proven to significantly increase yield up to about 15 metric tons per hectare in optimal conditions from the national average of just 4.08 metric tons based on December 2020 data released by the Philippine Statistics Authority.

SeedWorks President, Carlos Saplala, also said this strategic program is currently rolling out in Mindanao, Central Luzon, and Bicol and will soon bring it to other regions to help rice farmers and support the country’s rice self-sufficiency program.

President Duterte’s policies in the WPS

Carpio PRESIDENTIAL SPOKESPERSON Harry Roque praised President Duterte’s policies in the West Philippine Sea (WPS) as “careful, calibrated, and calculated.” In contrast, Roque assailed proposals from former foreign secretary Albert del Rosario and myself as “illegal, impractical, and irresponsible.”

Let us examine President Duterte’s policies in the WPS from the lenses of the criteria specified by Roque.

First, in November 2016, a few months after the issuance of the landmark July 12, 2016 arbitral Award, President Duterte declared: “I will set aside the arbitral ruling. I will not impose anything on China.”

President Duterte set aside the Award in favor of some $22-24 billion in loans and investment from China. In law, to “set aside” an award or a ruling is to abandon or reverse the award or ruling. The President has no power on his own to abandon or reverse the Award which affirmed the sovereign rights of the Philippines in its exclusive economic zone (EEZ) in the WPS. Setting aside the Award is not only illegal and unconstitutional; it also demonstrates a reckless, ill-informed and irresponsible act. To date, less than 5 percent of China’s promised loans and investments have materialized. No further loans and investments from China are expected in the remaining 13 months of the President’s term of office. President Duterte gave his full trust and confidence to President Xi Jinping whom Mr. Duterte trumpeted had promised to protect him from mutinies by the Philippine

military. Obviously, the wily President Xi hoodwinked Mr. Duterte.

Second, in September 2016, President Duterte announced that the Philippine Navy shall patrol only the territorial sea of the Philippines facing the WPS and shall not patrol Philippine EEZ in the WPS. President Duterte stated: “[T] he territory is limited to the 12-mile limit. Hanggang diyan lang tayo.” This is clearly an illegal directive, being in patent violation of the Constitution which commands that the “State shall protect the nation’s marine wealth in its xxx exclusive economic zone.”

Unless the Philippine Navy and Coast Guard patrol our EEZ in the WPS, we cannot stop Chinese ships from conducting seismic surveys for oil and gas in our EEZ in the WPS. We cannot also stop Chinese fishermen from poaching in our EEZ in the WPS. This directive of President Duterte is not only unconstitutional; it is also ill-conceived and irresponsible.

Third, President Duterte announced in July 2019 that he had entered into a verbal fishing agreement with President Xi allowing Chinese fishermen to fish in Philippine EEZ in the WPS. This verbal fishing agreement is illegal, being in clear violation of the Constitution which commands that the State “shall reserve the use and enjoyment” of the marine wealth in Philippine EEZ “exclusively to Filipino citizens.”

Filipinos fish in the WPS with small wooden boats fitted with outriggers, while the Chinese, who have the largest fishing fleet in the world, fish with huge modern trawlers. We now import galunggong from China, the same galunggong Chinese fishermen take in the WPS. This verbal fish-

ing agreement is not only unconstitutional, it is also plain dumb.

Fourth, President Duterte has announced repeatedly that “China is in possession of the WPS.” The President made this announcement on the following occasions: the November 2018 Asean-India Summit in Singapore, his July 2019 and 2020 State of the Nation Addresses, and most recently in a late night TV address last April 19, 2021. This is, of course, grossly factually incorrect, because China is actually in possession of only eight geologic features in the Spratlys plus Scarborough Shoal.

The territorial seas of these geologic features— where territorial seas are applicable—constitute less than 7 percent of the total maritime area of the WPS. The freedom of navigation operations of the US and its allies in the WPS forcefully demonstrate that China is not in possession of the WPS. To concede that China is in possession of the WPS is not only grossly irresponsible; it is also clearly illegal because it is in derogation of our sovereign rights in the WPS. Finally, President Duterte announced in his July 2019 State of the Nation Address that he is “inutile” when it comes to defending the WPS. In law, this statement is res ipsa loquitur — the statement speaks for itself: a betrayal of national interest. (Originally published May 6, 2021 in the Philippine Daily Inquirer. Divided we sink

by Senator Panfilo Lacson AMID THIS pandemic, our situation has gone really bad it might take three administrations after President Duterte‘s term ends next year to turn the country around. That is, assuming we are led by a Lee Kuan Yew, an Angela Merkel and a Jacinta Ardern in the next 18 years.

Being a deeply divided nation doesn’t help.

It has been said that we Filipinos are not only our own harshest critics; we are also our own worst enemies. Sadly, we find this to be true so many times in our recent history — even at times when we see ourselves facing a common threat.

Although we appear “united” in showing our national pride when we cheer for our fellow Filipinos’ victories in international competitions, why can’t we seem to find that unity at times when we really need it — such as asserting our right to our territory in the West Philippine Sea (WPS) amid China’s repeated incursions?

The truth hurts, but here it is: we are so divided, largely due to the so-called DDS (Diehard Duterte Supporters) and Yellows (post-EDSA revolution groups) bickering about any issue, as in anything. Worse, they wrongly assume that everybody else is their proxy. Right or wrong, they assert that either you’re with them or against them.

I am among those who experience the effects of this deep political division: when I call out shortcomings of the administration, even when I propose sensible solutions, I am branded a “Dilawan” by the DDS and promptly bashed online.

Similarly, when I express approval or support for what the administration does right — or when my views simply do not jibe with those who are against this administration, I get a similar treatment from the “Yellow” group and their allies, who call me Duterte’s “enabler,” among other baseless names.

For instance, when I tweeted: “Nasaan ang bakuna?” earlier this year, I was incessantly bashed online by the DDS. When I publicly defended the Philippine Identification System Act of 2018 and the Anti-Terrorism Act of 2020 being an author and the principal sponsor in the Senate from unfair criticisms, I get similar treatment from the Yellows.

When I explain that I take the side not of person-

alities but of what is right, I still get thrashed online, this time with both camps branding me a “balimbing” — or even spreading fake news against me. One can only imagine how other ordinary Filipino Netizens who do not identify with either the DDS or the Yellows are similarly bullied.

Interestingly, there are signs showing both camps are dominating the conversation on various national issues with the use of troll farms. Having been on the receiving end of online bashing for so long, I have observed so many accounts lazily using the same arguments, sometimes word for word; or using the same set of memes (aka copy-paste).

It doesn’t matter how flawed and irrational their logic is, or if there is any logic in what they say at all.

What matters is they flood your inbox or social media feed with their insults and hateful messages. Joseph Goebbels would have been proud — or may even be turning in his grave.

To those who may not be aware, one available defense weapon, at least on Twitter, is the block feature of this particular social media site. In my case, I have so far blocked almost 2,000 Twitter accounts, mostly trolls.

All that being said, is it now a case of having to choose between the two sides? Hell no! There are many among the mostly silent majority of Filipinos who would still choose to speak their own minds.

There are tens of millions of Filipinos who are independent-minded, who are neither Yellows nor DDS. You can find them in the academe, the professional sector, in the business community, even in civil society organizations.

All these Filipinos have formed their own opinion on various important issues, including the WPS, based on their own experiences and backgrounds.

Maybe their voices, like mine and of many others, are being “drowned” by the DDS and Yellows and their respective troll farms — but still, there they are.

And more importantly, they may have something to contribute to our national interest.

This is why I continue to call on the larger segment of our population not to be intimidated anymore by the noises deliberately being created by these two camps.

In the case of the WPS, we must speak our minds of what we and our future generations will lose if we allow the situation there to

continue. Since the 1990s, China has already made three incursions into our exclusive economic zone (EEZ): Scarborough Shoal, Panatag Shoal and now, Julian Felipe Reef.

The latest reports coming from the National Task Force for the West Philippine Sea claim that seven Chinese militia vessels were spotted just more than a week ago at the vicinity of the Sabina Shoal located at some 130 nautical miles west of Puerto Princesa, Palawan.

They dispersed after a series of challenges from the Philippine Coast Guard (PCG). The Armed Forces of the Philippines Western Command and the PCG must continue to watch over the shoal.

What is sad — and alarming — is that instead of having one voice to assert our territorial rights in the WPS, we bicker among ourselves.

In the midst of all this finger-pointing, China is just watching us bicker, and may even be applauding, having ignored the numerous diplomatic protests filed by the Department of Foreign Affairs as if nothing were filed at all, treating the protests as not even at the level of a “point of information.”

At the risk of sounding like a broken record, we need to strengthen our alliances with the more militarily powerful countries like the United States, Australia, and even Japan and some European Union countries to maintain the balance of power in the West Philippine Sea. Given the current situation, it is unthinkable for the Philippines to match China’s military presence within our EEZ. These countries have openly expressed their willingness to assist, but we cannot expect them to be more aggressive than us in this regard. It is our territorial integrity and sovereignty being assaulted, so we, not them who must take the initiative.

I am sure many Filipinos — not only those who are neither DDS nor Yellows, but even some from either political camp, whether they admit it or not — share some, if not all, of these views. We should thus continue speaking our minds independently, especially in pursuit of our national interest.

‘Gulayan sa Barangay’ breeds communal resiliency CEBU CITY – When people come together to build a common livelihood for the entire community, that is resiliency in the making amid difficulties of the pandemic, with nature giving them a bountiful harvest.

While this sounds too good to be true, this is happening at Purok Tulingan in the village of Kawit in the northernmost town of Medellin where husbands, wives, mothers, community leaders, and residents come together to establish a communal garden called “Gulayan sa Barangay.”

While the husbands are out to catch the bounty of the sea, the wives make themselves busy from dawn till dusk, tending to their communal vegetable garden. These wives and mothers found that gardening is their new source not only of income, but of inspiration as well because it complements their usual day-to-day activities.

Despite the health crisis that everyone is facing, these wives feel that farming has come out as a good source of livelihood, especially that it complements their husbands’ fishing that brings good catch from the sea.

“We are not really used to farming as some of our family members are fishers. When we started our small garden, we don’t even know how to properly tend it,” said Virgie Rosos, president of the

ARMM

15-member core group of the community garden.

For them, the Gulayan sa Barangay is not just a communal garden, but a social activity brought about by the “bayanihan” spirit as it fosters responsibility and a sense of belongingness during this difficult time.

The communal garden has not only taught them unity, but also the importance of eating healthy and nutritious food. Despite coming from various levels of economic standing, residents have dedicated themselves to work as one and committed to cultivating the garden no matter what time of the day.

“Some of us will be here as early as six in the morning to tend our garden and will go home as late as seven in the evening. We take turns in cultivating our crops and vegetables,” Rosos said, noting that their garden’s produce are all organic or chemical-free.

Rosos said that they went through a lot of challenges when they started their garden. As they say, “some people will pull you down” but these things did not dampen their spirit to continue what they have started, she said.

The Department of Agriculture (DA-7) said it has seen these efforts and visited to check how the project is going.

Recently, during a project monitoring visit by the DA-7 staff, technical working group, and private

volunteer members of the Integrity Circle of the agency’s Agriculture Dialogue and Information Network Groups (ADING) program, the communal garden is like a haven of fresh and nutritious green, leafy vegetables. The department officials have seen that the garden serves as a convergence of the villagers.

Beaming with pride, Rosos together with her members toured the ADING members to their garden planted with different varieties of vegetables green pepper, Chinese cabbage, eggplants, tomatoes, and spinach, among others, all from the vegetable seeds given by the DA-7.

The garden is adorned with the different colors flashed by varieties of vegetables. Indeed, the garden is not just a good source of fresh and nutritious food, but also a good source of savings and livelihood.

“We have saved money because we just get food from our garden. We also save the other income of the garden for the group’s future expenses,” Rosos said.

The group thanked the DA-7’s Gulayan sa Barangay, saying members have been reaping good harvests from their naturally-grown vegetables. Still, the members seek to avail of more assistance such as training and seminars from the DA to enhance their knowledge and skills in farming.
