Fighting for the West Philippine Sea and the Filipino People

by Prof. Victor Andres Manhit THE RECENT Chinese incursion in the Julian Felipe Reef has been strongly condemned not only by the Philippine government, but by the full spectrum of Philippine society. It is clear that the sentiment of the Filipino people is for our government to be resolute in protecting our sovereign rights and territorial integrity.

The persistent and deliberate swarming maneuverings of their maritime militia vessels in Philippine waters reveals China’s expansionist ambitions and renders false their pronouncements to safeguard peace and stability in the region.

They continue to instigate deceptive rhetoric and acts that undermine the precepts of peaceful

resolution and stability in the region.

The Stratbase ADR Institute firmly rejects China’s invasive claims in the West Philippine Sea. China does not have any jurisdiction over the maritime resources of our Exclusive Economic Zone.

The Philippines has every right to exercise its sovereignty over these waters.

We have the right to patrol, protect, and harness its resources as established by international law and the 2016 arbitral ruling.

We strongly condemn the disrespectful conduct of the Chinese Embassy whose recent pronouncements have offended our officials. This behavior is unbecoming of its official engagement as diplomatic guests of the Republic of the Philippines.

We call on the Duterte administration to re-pivot its foreign policy stance where “paramount consideration shall be national sovereignty, territorial integrity, national interest”, and where its “prime duty is to serve and protect the people” as stated by the 1987 Constitution.

We support the move to forge stronger ties with regional partners and allies in maintaining regional peace and stability through joint efforts of maritime patrol and military exercises. Sayyafs still a big threat in Basilan Pro-ISIS groups hunted CAGAYAN DE ORO CITY – The hunt for pro-ISIS groups continues in the southern Philippines following a recent firefight that killed a terrorist leader and wounded his wife in Marawi City in Lanao del Sur province.

The clash also injured 7 policemen and an army soldier, according to Army Brig. Gen. Jose Maria Cuerpo II, commander of the 103rd Infantry Brigade.

He said security forces tracked down the hideout of Usop Nasif in the village of Guimba, but fighting broke out after the terrorist and his followers apparently sensed the arrival of soldiers.

He said Nasif was a sub-leader of the notorious group Daulah Islamiya.

The fighting lasted 30 minutes and killed Nasif, also known by his nom de guerre Abu Asraf within the Daulah Islamiya or Islamic State. His wife Almaira Panduma was captured and brought to hospital.

Cuerpo did not say whether the woman fought soldiers side by side with Nasif, who was tagged by the military as a “notorious” sub-leader of the Daulah Islamiya. He did not say how many of Nasif’s followers were able to escape the fighting or how.

Cuerpo did not give details of the daring operation. But Army Lt. Gen. Corleto Vinluan Jr., chief of the Western Mindanao Command, said security forces tracked down the terrorist hideout after civilians tipped off the military on the presence of Nasif’s group in the village.

“Combined elements of the 103rd Infantry Brigade and Lanao PNP acted on information provided by the residents of Guimba regarding the presence of the notorious DI sub-leader Usop Nasif in their locality. Operating troops proceeded to the location of Nasif’s hideout and while they were approaching, the target and his followers opened fire thereby resulting in a firefight,” Vinluan said

“Nasif incurred fatal wounds during the 30-minute firefight. He was immediately rushed to Amai Pakpak Medical Center but was declared dead on arrival by the attending physician. The encounter also resulted in the wounding of seven PNP personnel and one soldier. Their identities are withheld pending notification to their next of kin,” he added.

Nasif was also linked to the murder of 3 soldiers - Corporals Albert Saura and Bryan Binayug, and Private 1st Class Albert Soriano – in Poona Piagapo town in the restive province of Lanao del Norte in January this year.

“With the neutralization of Nasif, we are hopeful that his followers will be convinced to lay down their arms and end their armed struggle,” Vinluan said. (Mindanao Examiner)

Vinluan said a group of soldiers were patrolling the village when an improvised explosive went off. “A roadside IED exploded which resulted in the wounding of one of our valiant soldiers and one civilian,” he said, adding, the injured were immediately given first aid and evacuated to hospital in Lamitan town and are both in stable condition now.

No individual or group claimed responsibility for the bombing, but Vinluan blamed the attack on the Abu Sayyaf group which is actively operating in the province.

Vinluan branded the attack as “horrendous act” and condemned the bombing. “We are utilizing all available resources to prevent the lawless elements from wreaking havoc in the peaceful communities and victimizing our soldiers and the innocent civilians,” he said.

“The Abu Sayyaf group tends to conduct desperate attacks since their weakened manpower and capability can no

longer withstand the military’s all-out offensives.

They engage in inhumane attacks to gain popularity and to show off their potentials,” he added.

Vinluan also called on the locals to stay vigilant and help authorities prevent similar attacks by reporting suspicious persons or abandoned baggage which may contain explosives.

“I urge the peace-loving people of Basilan to remain vigilant and immediately report any suspicious person or object in their vicinity. Do not allow the evil-doers to destroy the peace and tranquillity in your respective community. Rest assured that your armed forces will persistently work toward for everyone to enjoy lasting peace and sustainable development,” he said.

Last month, Abu Sayyaf terrorists bombed a bridge in Basilan’s Sumisip town, but failed the blast failed to destroy it.

The attack occurred after the bridge’s contractor allegedly failed to pay extortion money to the Abu Sayyaf.

The terrorist group sent a letter to the project contractor and demanded money, according to authorities which tagged Abu Sayyaf commander

In October 2019, government forces thwarted planned attacks by Abu Sayyaf terrorists under Furuji Indama to bomb the circumferential road in the province following a clash with gunmen in the village called Calang Canas in Maluso town and troops had recovered 6 improvised explosives.

But a suicide attack a year earlier by Moroccan ISIS fighter Abu Katheer al Maghribi in Basilan’s Lamitan City left over a dozen casualties. Authorities said 11 people were killed when a car bomb exploded at a security checkpoint in Bulanting village, about 2 kilometers away from downtown Lamitan.

The powerful explosion obliterated the vehicle and left a huge crater and among those killed were a woman and a child; and the militia commander whose unit is under the supervision of the Philippine Army. Five soldiers and several civilians were also wounded in the explosion. (Mindanao Examiner)

But a young boy was not convinced that a president should be cursing and badmouthing people in order to be respected.

“As president, don’t you think you should be a role model for good manners and right conduct? I hope that you will change your attitude. Then maybe I will respect you more.

His mother explained her son wrote the letter as part of a school assignment and that she was very surprised when she read it. “He was asked to write a letter to our dear president … Our children are also aware of how a good leader should lead a country. God bless the Philippines,” Skye’s mother told the Baguio Chronicle.

She also said her son was undergoing home-schooling because of the pandemic, so had watched the president giving speeches on television on occasions.

Many Catholics praised the child’s letter.

“Awareness of what is wrong and correct at this early age … indicates what kind of values he will have in his future. The next generation of Filipinos can surely by hopeful

because of someone like him. I wish there were more Skye’s in our country to call out erring leaders,” said Jab Cordero, a Manila parishioner.

Another doubted whether Duterte would ever change his ways. “He will not change. As the saying goes, you cannot teach old dog new tricks.

An old dog like him? Next to impossible,” said Geraldine De Leon, a parish worker in Quezon City.

In December 2015, Duterte, who was then presidential aspirant, publicly cursed Pope Francis during a speech in Manila. He told his supporters: “Gusto kong tawagan, Pope, putang ina ka, umuwi ka na” after he was stuck for 5 hours in heavy traffic during the Pontiff’s first state and pastoral visit to Manila.

He said he even peed in his car and also blamed the government’s incompetency for the traffic.

While his supporters applauded his cursing of the Pope, many Filipinos, mostly Christians, were not happy with Duterte’s foulmouthed statement on the Pope.

The Catholic Bishops Conference of the Philippines also condemned

Duterte’s expletive statement and called it a “great shame.”

And in June 2018 after his tirades against Catholic priests, Duterte cursed God and called God stupid for the concept of “original sin” in the Old Testament, retelling the story of Adam and Eve and how they ate the fruit from the forbidden tree and thus brought original sin upon humankind.

“Kinain ni Adam then malice was born. Who is this stupid God? Istupido talaga itong putang ina kung ganoon. You created something perfect and then you think of an event that would tempt and destroy the quality of your work,” said Duterte, who claims to be a Muslim, but eats pork which is forbidden in Islam.

“There is a part of me which is Islam actually.

Diabetes in fishes?

Did you know that highblood glucose level or diabetes also occurs in fishes?

Aquatic organisms are considered diabetic as they cannot utilize dietary carbohydrates. This condition depends on the fish’s food consumption.

Carnivorous fishes, which are meat-eaters and generally require live foods, are on top of the list of diabetics.

Nile tilapia, which is considered omnivorous and moderately able to cope with high dietary carbohydrates, is found to benefit from low dosage (0.02%) of benfotiamine, a human food supplement similar to Vitamin B1 or thiamine.

Omnivorous animals eat a variety of both meat and vegetable matter.

With this information, the University of the Philippines Visayas-National Institute of Molecular Biology and Biotechnology (UPV-Biotech) conducted

a pilot feeding trial wherein the project team supplemented benfotiamine in the tilapia’s diet.

The trial yielded higher gross income, profit, and profit margin compared with either commercial or high-carbohydrate diet.

The results of the trial were reported by Dr. Augusto E. Serrano, Jr., Professor 12 and Director of UPV-Biotech during the online project monitoring and evaluation organized by the funding agency, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD).

Benfotiamine is similar to Vitamin B1 in structure but is considered more available and better absorbed by the body than thiamine. Supplementing benfotiamine in the diet of tilapia can accelerate fish

growth due to increased utilization of carbohydrates by 40% and above.

Dietary carbohydrates are the cheapest components in aqua feeds. However, the use of dietary carbohydrates should be limited as it has a negative effect on fish body growth.

Active Davao Covid-19 cases going down, testing continues DAVAO CITY – The local health office has urged residents to participate in the “surveillance swabbing” in an effort to prevent the further spread of the deadly Covid-19 disease as the number of infections continues to decrease.

Dr. Ashley Lopez, of the City Health Office, said Covid-19 cases is decreasing following the local government’s stringent health and safety regulations, including active-case finding and surveillance activities in communities.

Some 3,000 people had been tested for Covid-19 in recent weeks since the implementation

of the surveillance swabbing and showed a low positivity rate.

Lopez also encouraged everyone to avail of free consultation at their nearest barangay health districts if they manifest influenza-like symptoms such as colds, cough, and fever to prevent the further transmission of the disease.

Sulu employees receive blessings in time for Ramadhan SULU – Provincial employees thanked Governor Sakur Tan for “all the blessings” they received at the start of the Holy month of Ramadhan.

Employees said they received three months of salary differential, half of their 13th month pay on top of regular salaries, and a sack of rice. Tan’s benevolent acts have been a long time tradition not only during Ramadhan, but also in time of needs of his people.

Duterte eyes 20 million doses of Russian Covid vaccine

Image:(Kirill Kukhmar/TASS) THE DUTERTE administration is eyeing to purchase at least 20 million doses of the Russian Covid-19 vaccine, Gamaleya Sputnik V, following a recent phone conversation between the Filipino leader and President Vladimir Putin.

Both Duterte and Putin have agreed for a greater collaboration to combat the Covid-19 pandemic.

During the 30-minute talk, Duterte and Putin reaffirmed their strong commitments to further enhance cooperation to defeat the pandemic.

They also discussed both global and regional landscapes, noting that vaccines such as Sputnik V must be made available to countries needing it, and they stressed the importance of ramping up global vaccine produc-

tion and supply.

Duterte expressed his gratitude to Putin for Russia’s commitment in bolstering cooperation in various areas including combating pandemic.

“The Philippines eyes to procure 20 million doses of Sputnik V from Russia,” according to Manila.

Aside from tackling the present health crisis, the two leaders also noted the steady progress in defense and security cooperation between the two countries fostered by regular exchanges between their militaries, vowing to sustain the momentum gained over the last five years.

“President Putin highlighted the trajectory of Russia-Philippines relations and emphasized the many opportunities for greater cooperation in the field of trade and

investments, agriculture and energy development even as both countries work on further enhancing political-security cooperation,” the Palace statement said.

Duterte reiterated his invitation for Putin to visit the Philippines as soon as circumstances allow, which the Russian leader welcomed.

The Food and Drug Administration has approved Sputnik V for emergency use, as the country struggles with a surge in infections.

The two-dose vaccine has been developed by Russia-based Gamaleya Institute. Interim data indicated that the Russian vaccine had shown an efficacy of 91.6% in people aged 18 years and above. (With additional reporting from Rhoderick Beñez.)

Para maiwasan ang pagdurugo muli: 1. Huwag muna suminga o yumuko ng mga ilang oras pagkatapos ng pagdurugo. Panatilihin na mataas ang iyong ulo kesa sa puso. Huwag muna humiga, at huwag kalikutin ang ilong.

2. Kapag umulit ang pagdurugo, marahan isinga para mawala ang bumarang mga namuong dugo. Pwede i-sprayan ang magkabilang butas ng ilong ng decongestant nasal spray na naglala-

Valentina Razola is one of the successful beneficiaries of the DSWD’s Sustainable Livelihood Program in Cebu. She works for her association’s egg-laying business funded by SLP. CEBU CITY – Women are now empowered in Cebu and have become successful in their business undertakings, particularly those who are recipients of the government’s Sustainable Livelihood Program (SLP) under the Department of Social Welfare and Development (DSWD).

DSWD said that since last year, some 18,547 women became beneficiaries of the livelihood program amid the Covid-19 pandemic.

DSWD has led in the provision of opportunities for income-generating activities and livelihood development through the SLP implementation since 2011.

The objective of the program is to reduce poverty and inequality by generating employment among poor households and by moving highly vulnerable households into sustainable livelihoods and toward economic stability.

SLP has two tracks - the micro-enterprise

development track which provides participants with access to funds and training to set up their own microenterprise and the employment facilitation track which provides employable individuals access to locally available jobs through public-private partnerships.

Beneficiaries of the Pantawid Pamilyang Pilipino Program are the target population, with about 80% of participants in the program. Other beneficiaries are poor families identified by the Listahanan national household targeting registry.

Valentina Razola said being a member of the Barangay Biga Women Workers Association (BBWWA) in Toledo City gave her a chance to earn and provide for the needs of her family. Razola said she now manages her time well as a worker and a provider for her family after her husband, a construction worker, was forced to stop working due to the pandemic.

She and other members of the association have worked and served their community through their business that was funded by SLP. Razola does her work assignment in their egg-laying business.

Another DSWD beneficiary, Irene Antenero, a mat weaver from San Francisco town in Camotes Islands, was one of the recipients of the agency’s Livelihood Assistance Grant who received a P5,000 cash assistance from SLP. She said mat weaving is a laborious job as it takes a lot of effort to do one mat, and the profit was just enough.

The price of the regular size mat is P100 while the double size mat is P150. These mats are also brought and sold in Danao City in Mindanao. Antenero and her husband have been in this business for 15 years, but the pandemic has affected them, making it more difficult for their business to sustain.

“Our life was hard. We just took crops from our backyard like camote tops or banana plantains and sell them to our neighbors to make money. It was hard earning a living during the pandemic. Orders for our native mats are scarce. We need to improvise to survive,” she said. “It is a relief I now have the money to buy materials for the mats. Even if we were still in community quarantine, I continued weaving mats so that, when the situation would normalize and the quarantine lifted, I already have stocks of mats to sell.” (Carlo Lorenciana)

The IATA Travel Pass is a mobile application that helps people travel with ease while meeting government travel requirements for Covid-19 tests or vaccines. It can be used by users to create a digital passport, verify their tests or vaccinations with regulatory authorities, and submit require-

ments such as test results or vaccination certificates to facilitate travel.

The initiative also features a “Lab App” that would allow authorized Covid-19 testing centers and laboratories to securely send test results or vaccination certificates to passengers. The DOT, however, did not provide any timeline when the IATA initiative will be adapted in the Philippines.

“Once the country’s

adoption of the IATA Travel Pass is put into motion, the DOT hopes to safely reopen our tourist destinations to international visitors and revive the tourism industry as a whole. But this will be done only when the time is right,” Puyat said.

Food and wine festival slated in Cebu CEBU CITY – Cebu’s hospitality players have come together to stage the first-ever Cebu Food and Wine Festival (CFWF) in an effort to revive the pandemic-ravaged tourism and culinary industries in the province.

The non-profit group Ministry of Wine and Food organized the CFWF and will run from April 18 to May 2.

Restaurateur Kate Anzani, who leads the CFWF, said the festival - in cooperation with the Department of Tourism, Cebu City Tourism Commission and in line with the 500th Quincentennial commemorations here - is a recovery project for the hospitality industry in the province.
