THE Unit 2 of Steag State Power, Inc. (SPI) that owned the Mindanao Coal-Fired Power Plant in Villanueva in Misamis Oriental has officially been synchronized to the Mindanao grid at 8:58 in the morning on November 10.

The Steag managed to restore its Unit 2––the 105 megawatts (MW)––15 hours ahead of the schedule following the 12-day planned prevention maintenance shutdown that started on October 29. On Sunday last week (4 November 2012), the Steag’s Unit 1 also came online 10 hours ahead of schedule, boosting power supply in Mindanao. Unit 1 underwent a relatively long scheduled preventive maintenance shutdown from October 6 to November 4. Steag officially declared

The PMS activities were successfully carried out as planned and completed approximately 25 hours ahead of schedule for both units. Carrying out the necessary preventive maintenance as planned and scheduled will bring long-term benefits

Senatorial candidate Cynthia Villar believes inclusion in the “Magic 6” of Makabayang Koalisyon ng Mamamayan (Makabayan), which extols almost 4 million membership nationwide, will boost chances of winning in the 2013 midterm elections. Aside from Villar, Makabayan also endorsed the candidacy of re-electionists Senators Loren Legarda, Francis “Chiz” Escudero and Aquilino “Koko” Pimentel III, and former MTRCB chairman Grace Poe Llamanzares. “Yes, they will reinforce our candidacy rather than us reinforcing their candidacy,” said Villar. She noted that Makabayan has several organizations and partylist groups campaigning all over the nation. “Of course, we hope to get the support of members and supporters of the organizations under Makabayan,” said Villar. Brunei mission explores site for Phividec LNG

By Mike Baños of Mindanao Daily News

THE energy mix in Mindanao could be further diversified with natural gas if plans push through for its introduction by the next six years. The Phividec Industrial Estate-Misamis Oriental hosted an exploratory mission from Brunei Darussalam late last month which visited the area to take a closer look at the proposed location for a liquefied natural gas (LNG) facility. TAGUM City––Local officials in Davao del Norte and Compostela Valley have said there is nothing wrong with so-called dynasties in local politics “as long as they have the support of the voters.” Tagum City Mayor Rey Uy, whose son De Carlo is running to replace him in next year’s elections, said it is the voters who still decide whether to put a certain clan or family into office through an election. “Since we are in a democratic country, it’s still the voters who have monitors | page 10 the final say in putting certain family

Maria Carmen Zamora, on the other hand, said everyone is given by law an equal opportunity to choose his or her would-be leaders as well as the chance to run for public office. The lady lawmaker, whose father, former Rep. Manuel “Way Kurat” Zamora Jr., guns for the vice gubernatorial seat in the province, said they are not creating a dynasty. “We are simply presenting ourselves as candidates. It’s the choice

of the people whether to vote for us or not,” she said. The younger Zamora is running without an opponent. Compostela Valley Gov. Arturo “Chiongkee” Uy, who is the ruling Liberal Party’s standard-bearer and also unopposed, has a son, Tyrone, who is running for the provincial board. Last-termer Davao del Norte Gov. Rodolfo del Rosario’s son, Antonio Rafael, is running for second term as representative for the province’s 1st congressional district.

a homemade shotgun and assorted bullets. On Thursday, the Sultan Kudarat Police Provincial Office filed illegal possession of firearms and explosives charges against the suspects before the Prosecutor’s Office in Isulan town. Law enforcers warned local businessmen and other possible kidnapping targets in the area to remain vigilant and take the necessary security precautions.

GENERAL SANTOS CITY -- Police have foiled an alleged kidnapping plot on several prominent families in Region 12 or the Soccsksargen Region with the arrest on Wednesday of four suspected kidnapfor-ransom gang members in Isulan town in Sultan Kudarat. Sr. Supt. Rolen Balquin, Sultan Kudarat police director, said Friday they received reports that the suspected kidnappers led

by its leader Ismael Lintangi were out to get one of their alleged targets when they were nabbed at a checkpoint in Barangay Kenram in Isulan. T he of f i c i a l s ai d a prominent family, whom he refused to identity for security reasons, informed them that they earlier re-

ceived kidnapping threats from the group. “(The family) coordinated with us after they were given some warning that they will be kidnapped and that (the suspects) will be asking a big amount of ransom,” Balquin said. He said they are pres-

ently looking into the possible involvement of the suspects in recent kidnapfor-ransom incidents in the region, specifically the case involving a gasoline station owner in Libungan town in North Cotabato last month. Lintangi and alleged cohorts Kaharudin Kasan,

Jimmy Lambayong and Benjar Salik were on their way to Tac urong City aboard a blue Tamaraw FX with license plate UKB 849 when they were arrested. The suspects, who were all residents of Maguindanao province, yielded two fragmentation grenades, a .357 Magnum revolver,

pong said. Services include access to the latest news and happenings and weather forecast in the region. Aside from being an information provider, the texting hotline can also serve as a reporting hotline where valid concerns, complaints and requests can be directed to and will be given appropriate action. “It is your ARMM government made more acces-

sible,” Mambuay-Campong added. For Globe and other network users, the hotline will also be made available to their network soon. It took effect on June 1, 2012 that resulted in the cancellation of Magna Carta health benefits to 170 doctors and nurses of SSS. These benefits include hazard, subsistence and laundry pay. The complainants said that on June 20, 2000, the Commission on Audit already classified all medical units of SSS as public health workers. “The act of Mr. Emilio De Quiros Jr. as President of SSS, of arbitrarily declaring that the undersigned and all other medical specialists/physicians and nurses of SSS branches are not public health workers and therefore not entitled to Magna Carta benefits without approval of the Secretary of Health was done in utter bad faith, contrary to the Magna Carta for Public Health Workers, its implementing rules and jurisprudence interpreting it,” the complainants said.

ARMM execs declare war against human smuggling COTABATO City––The Autonomous Region in Muslim Mindanao (ARMM) started on Friday a comprehensive campaign against human trafficking with the launching of the ARMM Council Against Trafficking (ACAT). The ACAT was formed in response to the high incidence of human trafficking in the ARMM. Lawyer Anwar Malang, ARMM executive secretary, said a strategic plan specifying actions to address different facets of human trafficking in the region has been adopted by the ACAT following the signing of the executive order formally creating it. In addition to being home to some of the most

susceptible groups such as women and children in conflict, ARMM has under its jurisdiction a leading jump-off point to human traffickers – the islands of Tawi-Tawi, which long serves as backdoor entry to Sabah, Malaysia. The Inter-Agency Council Against Trafficking (IACAT), the national counterpart of ACAT, reported that as of August this year, 157 of the 850 repatriated Filipino migrant workers come from the ARMM. Malang said the council will coordinate, monitor and oversee actions intended not only to stop human trafficking and prosecute violators but also help victims get rehabilitated and regain a

healthy life. Majority of victims in the ARMM come from the province of Maguindanao, ICAT records show. During the 1970s armed conflict and uprising of Moro rebels in southern Philippines, hundreds of thousands of Mindanaons migrated to Malaysia and nearby countries to avoid hostilities. When the host governments decided to run after illegal aliens, many Filipinos who were illegal aliens were rounded up, jailed and beaten up. Many of them decided to stay in Malaysia, Indonesia and Borneo while some were sent back home and became jobless.

THE Social Security System (SSS) said it has not violated any policy on lending nor overcharged its member-borrowers contrary to reports that came out in media recently. SSS Assistant Vice President for Lending and Asset Management Ma. Luz C. Generoso in a statement said emphasized that the computation, which the SSS uses to calculate the interests on loans is based on a policy that

was approved by the Social Security Commission (SSC) in 2000. “In compliance with the SSC resolution, we started deducting in advance the payments for interests of salary loans in 2000 to improve the yield of our investments on member loans.” Generoso said. “The interest computation was a regular and accepted method in credit-granting,” she added.

In a previous statement, Generoso said that the statepension fund has now revised its guidelines to keep the fund in-step with the prevailing interest rate environment. “We wanted to align our loan interests with the market so we reviewed and made necesssary amendments in our salary loan guidelines. We forwarded this to the SSC, which they approved last April,” Generoso said.

Fratmen in hazing not off the hook: Escudero By Jelly F. Musico

THE 27 members of Lex Leonenum Fraternitas from the San Beda College of Law will still have to “face the music” even after their school expelled them. “Their expulsion is only the administrative consequence of their actions. Their responsibility does not end here. It’s just the beginning,” Sen. Francis ‘Chiz’ Escudero said. The senator said the filing of appropriate criminal charges against the 27 persons will be handled by the Department of Justice. They were implicated in the death of 21-year-old freshman law student Marc Andre Marcos caused by hazing last July 30. Marcos underwent initiation rites by the fraternity on a farm in Cavite province. He succumbed to severe injuries while being treated at De L a Salle University Medical Center.

Earlier, Escudero condemned the death of Marcos. “It cannot be business as usual anymore when it comes to fraternity violence. Senseless deaths such as Marcos’ from hazing goes against the very grain of the brotherhood that fraternities should exemplify and in fact contradict it,” he said. Escudero chairs the Senate Committee on Justice and Human Rights. The senator renewed his call for stricter monitoring of fraternities, especially those that have a track record of excessive initiation violence. He said his committee is now studying possible measures to address fraternity hazing including amendments to the AntiHazing Law and reviewing the budgets of state colleges and universities to see how the institutions can help curb such activities perpetrated by recognized fraternities.

Of Korean noodles, FDA, and tall condos

LIFE’S INSPIRATIONS: “… God’s voice thunders in marvelous ways; he does great things beyond our understanding. He says to the snow, ‘Fall on the earth,’ and to the rain shower, ‘Be a mighty downpour.’…” (Job 37:5-6, the Holy Bible). -oooFDA DID NOT CHECK THE KOREAN NOODLES FIRST? The real i ssue that the Food and Dr ugs Administration (FDA) must resolve over the entry into the Philippines of cancerous Korean noodles is this: how come those cancerous noodles managed to find their way in our malls and markets in the first place, and then sold everywhere in the country without any hitch later? Did not the FDA check those noodles first before they were allowed to be sold to Filipino consumers, as mandated by law? -oooIS FDA JUST INEFFICIENT OR WHAT? And talking about toxic and cancerous foods and drinks flooding Philippine mar-

kets especially now that Christmas 2012 is upon all of us, what is the FDA doing to protect Filipinos from embalmed (read this, processed), thoroughly salty and overly sweet, food and drink products which, in reality, cause grave illnesses among consumers? Is the FDA merely inefficient in its job of screening food and drink products to weed out the undesirables, or its inaction is caused by some other reasons? -oooIS FDA THAT INUTILE? Of course, FDA officials may say this inability to protect Filipino consumers is not the problem of the Philippines alone, because the proliferation of toxic and cancerous foods and drinks is being experienced in a much larger scale in China, as shown by the questions propounded by an 11-year old student reporter to officials of the Chinese Communist Party Congress last week. That notwithstanding, the question remains: is the FDA really that inutile in

Any regrets THINK a minute. In 1974, a retired U.S. soldier sent a note to the U.S. government that read: “I’m sending $10 for blankets I stole in World War II. My mind cannot rest until I do this.” He went on to say, “Sorry it’s late, but I want to be ready to meet God.” The U.S. government put that retired soldier’s $10 into what is called the Conscience Fund. This Conscience Fund receives about $45,000 each year from different soldiers who have finally been forced by their own guilty conscience to pay back money to the government for the things they had stolen. So far, this special fund has received more than $3 million of returned stolen money! Regret is a powerful thing. The people who returned this stolen money were so happy and relieved

Think A Minute Jhan Tiafau Hurst to finally be free from their guilt. Feeling guilty is actually a good sign, because it means our conscience is healthy. But then we must follow our conscience and do the right thing to try and right our past wrongs. Otherwise, we will keep living with our painful guilt and regret. Maybe it’s apologizing and telling someone you’re sorry because you wronged and hurt them. Or paying back money and things you’ve stolen. You might need to forgive

someone else who wronged and hurt you, because you realize now that being right is not as important as your friendship with that person, or worth living with anger and unforgiveness in your heart. But just as important as it is to try and right our past wrongs with others, doing these things alone cannot make us right and give us peace with our Maker, God. Just like drinking Diet Coke doesn’t take away all the calories in the French fries and ice cream we just ate.

This is why Jesus Christ is our only hope. Jesus Himself said that the only way anyone can get completely free from their guilt and regrets to have peace with God their Maker, is we each must ask Jesus for His gift of forgiveness. Since you and I on our own cannot make all our past wrongs right by trying to be a good, even religious person. If we could, then God the Son would not have needed to become a human being to die and pay the penalty for all our wrongs. So won’t you ask Jesus to forgive you and set you free from all your guilt and regrets? Then ask Him to take full control of your life, so you can start living with a clear conscience and peace of mind for the rest of your life. Just Think a Minute.

Incumbent City Mayor Vicente Emano is standardbearer of UNA-Padayon Pilipino political party in the city. Gov. Oscar Moreno of Misamis Oriental is the candidate of the Liberal Party-NP coalition. We have no idea on how to address Moreno. Is he a former Governor of Misamis Oriental or a resigned Gov. of the province? Is it not awkward to address Moreno as governor while at the same time he runs for the mayoral post in Cagayan de Oro City? Calling Moreno former Governor of Misamis Oriental would probably give justice to his mayoral candidacy in Cagayan de Oro City. However, Moreno has not resigned his post as Governor in Misamis Oriental. Is Moreno running for mayor in Cagayan de Oro City fair to the people of the province? That is another issue. At this time, discussions on the chances of candidates to win an election in the city are exciting. A random interview of local residents had candidates of the UNAPadayon alliance enjoying an upper hand over candidates under the Liberal Party-NP ticket. LP-NP candidates might quick to say that the observation is discriminatory. Well, ‘truth hurts.’ The truth is most candidates of LPNP ticket in Cagayan de Oro City are facing credibility problems. The problem started when the LP hierarchy in Manila picked out candidates to complete their slot in the city. It is of public knowledge that candidates of the current LP-NP ticket in Cagayan de Oro City are not authentic LP members. A maxim in Latin said ‘committitur eam iniuriam, eam concludit iniuriam’ (start wrong, ends it wrong). React: crisguardian@yahoo.com

New US citizen savors first vote By Kate Woodsome of voanews.com

SILVER Spring, Maryland–– Katrina Dizon says she has not been sleeping well this week. She’s been anxious about the U.S. elections and her role in them. “I set my alarm for 6 a.m. but I’d been up since 5:00, just kind of lying there waiting for my alarm to get off,” she said Tuesday outside her polling station in Silver Spring, Maryland, a suburb of Washington, DC. The 29-year-old Philippine American says she was worried she would break the voting machine when casting a ballot for the first time, just three months after becoming a U.S. citizen. “But everything went smoothly. And I’m definitely very excited, especially since I worked so hard on this campaign. I knocked on doors. I made phone calls with my friends. And just the fact that I got to be a part of it, it means so much to me. I’m very, very happy,” she said. Dizon, who supports D e mo c r at i c Pre s i d e nt Barack Obama’s reelection, moved to the United States from the Philippines when she was three years old. Her family came on a tourist visa and spent several years as undocumented immigrants before attaining legal permanent residency and, later, citizenship. Dizon says it was that

experience that propelled her to work in the labor movement, becoming a voice for immigrants, and to vote for Obama. “I think overall [Obama] shares the values that I’ve been brought up with. I’m very close with the work I do with the Asian-American community. I think he’s worked hard for us to earn the rights and a voice in the

workplace and the country,” she said. The opinion of AsianAmericans is gaining new weight in U.S. politics, since they’re one of the fastest growing racial groups in the United States. Dizon says other members of the area’s Philippine community, many of whom are Catholic, are voting for former Massachusetts

Governor Republican Mitt Romney for president because he shares their values. Whoever wins, Dizon says she plans to remain an outspoken labor advocate, especially now that she feels the added confidence of being a U.S. citizen. “Not being a citizen, you kind of feel like you’re a second class citizen. You definitely don’t have as

many rights. So when I finally naturalized in August, I feel like it was a great weight off my shoulders. Like I finally made it; I’m free,” she said. Standing outside her polling station, wearing an Obama T-shirt and an “I Voted” sticker on her blazer, Dizon said she feels that voting somehow made her citizenship more official.

“It was a great feeling of accomplishment because I feel like I earned it, and I feel like my parents earned it for me, too. And it’s something I’m grateful for and will never ever take for granted,” she said. That is an accomplishment she wants other immigrants to the United States to understand, regardless of who wins the presidency.

Globe posts Q3 growth despite highly competitive market Globe Telecom, Inc. closed the nine-month period with consolidated service revenues of P61.3 billion, up 6% from last year’s P57.7 billion. Sustained topline growth was underpinned by strong performances of the mobile, broadband, and fixed line data businesses which grew 6%, 14%, and 9% over last year’s results, respectively. Mobile revenues outperformed previous year’s levels to end the nine months of the year with P49.9 billion. Growth was largely driven by the success of the Company’s revolutionizing customizable postpaid plans, supported by rising demand for mobile browsing and voice services that continued to thrive with the prevalence of unlimited and value promotions. To date, Globe has a total of 32.1 million mobile subscribers, up by 10% from 29.1 million in the same period last year. Increasing demand for internet connectivity, fueled in part by the popularity of social networking sites, coupled with technological advancements that bring about improved internet connection speeds continue to drive growth in the Company’s broadband business. Globe has officially launched its LTE broadband service this period to further trigger sales and enhance its line-up of Tattoo Broadband products. As of end-September, Globe has total broadband subscribers of over 1.6 million, up by 20% against 1.4 million in the same period in 2011. Against the second quarter, Globe extended its gains to once again deliver a record-breaking performance despite a traditionally lean period. Consolidated service revenues improved by about P36 million from the second period to settle at P20.6 billion in the third quarter. While mobile business fundamentals remained intact, unrelenting pressures from competition coupled with capacity constraints on the existing network held off mobile revenues at P16.6 billion, slightly lower by 1% from the second

quarter peak of P16.7 billion. Fixed line data and broadband revenues, on the other hand, increased by 4% and 7% to close the third quarter with about P1.1 billion and P2.2 billion, respectively, and countered the decline in mobile and traditional fixed line voice revenues. Consolidated EBITDA for the nine-month period improved from last year’s level by about P129 million to P27.2 billion with revenue gains from both the mobile and fixed line and broadband segments outpacing the overall rise in expenses. Operating expenses and subsidy increased by 11% year-on-year from P30.6 billion to about P34.2 billion mainly due to sustained investments in subsidy and marketing to acquire and re-contract new and existing postpaid subscribers as well as to support the various product and service launches. Network-related costs were also up year-on-year to support an expanded mobile and broadband network. This year’s operating costs likewise included additional charges related to the network modernization and IT transformation program. As a result, consolidated EBITDA margin as of September stood at 44% compared to 47% in the same period in 2011. Coupled with the increase in depreciation charges arising from ongoing efforts to upgrade the networks, net income after tax declined by 15% from about P8.0 billion a year ago to P6.8 billion this period. Excluding foreign exchange and mark-to-market gains and losses, as well as non-recurring items such as the accelerated depreciation charges, however, core net income was up by 7% yearon-year from P8.2 billion to about P8.8 billion. On sequential basis, consolidated EBITDA was up 5% from P9.0 billion in the second quarter to P9.5 billion following a 4% decline in operating expenses. Third quarter operating expenses and subsidy were down by about P400 million from last quarter to P11.1

billion primarily due to lower marketing and subsidy costs. Congestion and capacity constraints on the existing network triggered by the surge in voice and data traffic prevented the Company to push services that partly resulted to a slowdown in subscriber acquisitions in the third quarter. As a result, consolidated EBITDA margin in the third quarter improved to 46% from 44% in the second period. However, with higher depreciation charges stemming from the larger scale network modernization initiatives, net income after tax declined by 19% from P2.3 billion to P1.8 billion in the third quarter. Excluding foreign exchange and markto-market gains and losses as well as non-recurring items, however, core net income in the third quarter increased by 6% to P3.1 billion from P2.9 billion last quarter. “Despite the very challenging competitive environment, our business remains fundamentally strong. We were able to build on our earlier triumphs with customer focus being our key differentiator,” Ernest L. Cu, President and CEO of Globe Telecom, Inc. said. “Going against a traditionally lean season, we sustained our growth momentum once again in the third quarter. We still managed to post another record quarter considering that we had to confront capacity constraints on our existing network due to the spike in voice and data traffic, which only reinforced our drive to modernize our entire network and IT infrastructure. We expect competition to escalate especially after the gains that we have realized, but we are prepared for the challenge and will be in a much better position to deliver overall enhanced value to our stakeholders upon completion of our network upgrade and with the new capacities coming on- stream,” added Mr. Cu.

In the third quarter, Globe stepped up its efforts in delivering value to its loyal subscriber base through the various innovative service offerings across the domestic and international fronts of the mobile business, supported by the launch of its latest broadband service utilizing the LTE technology as well as exploring new channels for its mobile commerce business, GCash. Amid an intensely competitive environment, Globe remained focus and committed to its thrust of providing the best service offerings anchored on differentiating customer service. In the third quarter, the Company announced its initial and exclusive line-up of smartphones that will run on the mobile LTE network in the fourth quarter. The LTE-powered smartphone devices consisting of the Samsung Galaxy S III LTE, HTC One XL, ZTE T81, and Huawei Ascend P1 LTE, which provide subscribers with faster mobile browsing speeds as well as better quality SMS and voice experience, will be available starting at Plan 999 and will come with bundled services such as unlimited surfing, consumable amount for calls and texts and other freebies. The Company also started offering the revolutionary Nano-SIM in its Globe Stores in anticipation of the high demand from subscribers especially when the latest generation of smartphones that run with Nano-SIMs is launched in the market. Globe is offering the Nano- SIM to both Globe Postpaid and Globe Prepaid subscribers. To counter competition and respond to subscriber preference, Globe Prepaid introduced its strongest unlimited promo to date, GoUnli30, which provides unlimited all-network SMS, unlimited on-net calls, and unlimited Facebook browsing for an affordable rate of only P30 for one day. On the other

hand, to address the growing demand for mobile internet usage, Globe Prepaid and TM boosted their mobile browsing offerings with the launch of 3 data packages that cost only P20 per subscription: Social20 for 1 day unlimited access to Facebook, Twitter, and Multiply, Fun20 for 1 day unlimited access to Facebook and YouTube, and Mail20 for 1 day unlimited access to Facebook, Yahoo Mail and Gmail. Meanwhile, for the mass market brand, TM, the Company boosted its value offerings with Combo 10 which gives subscribers unlimited text and 10-minute bucket voice services within the TM and Globe networks as well as 50 all-network SMS for as low as P10 for one day subscription. On the international front, Globe enhanced its services to now include an unlimited data roaming plan, Bridge Data Roam Unlimited and Bridge Data Roam Unlimited Plus, whenever Globe Postpaid subscribers are logged on to Bridge Alliance operators’ networks in the Asia Pacific Region as well as in partners’ networks in USA, China, and Europe. For Globe Postpaid roamers in Thailand, on the other hand, the Company launched a special all-unlimited roaming service which is available in three denominations: US$10 for 1 day of unlimited mobile internet browsing, US$30 for 1 day of unlimited mobile internet browsing and voice service, and US$40 for 1 day of unlimited mobile internet browsing, voice and text services. Alternatively, to get 7 days of bucket international call and text services, Globe Postpaid subscribers may subscribe to the Bridge Voice SMS Roam service while traveling across Bridge Alliance operators’ and partners’ networks. outage rate of less than one percent. Despite the relatively long PMS conducted for Unit 1 beginning last month, SPI is confident it can still achieve an availability rate of 92 percent by the end of 2012. SPI’s power plant has two identical power generating units each with a net capacity of 105 MW each. The power station is considered as the most modern and the biggest in Mindanao on a per unit capacity. More than 8.3 billion kilowatt hours (kWh) of electricity had been delivered so far to the Mindanao grid since November 2006, representing about 20% of the island’s generation mix. SPI is a special purpose company established to build, operate and maintain Mindanao’s first coal-fired power plant. The company is principally owned by Steag GmbH which is one of the largest electricity producers in Germany and a market leader in clean coal technology and biomass power plants.

in Macajalar Bay off the proposed site. The mission visited the proposed site in Sitio Balacanas, Bgy. Villanueva, Misamis Oriental upon the invitation of the national government to “have a serious look at the LNG prospects in Mindanao” during the 20th Asia Pacific Economic Cooperation (Apec) leaders’ summit held in Vladivostok, Russia last September. The energy ministry of Brunei Darussalam has expressed interest to put up LNG facilities in Mindanao, including the construction of a 300-megawatt gas-fired power plant at the country’s largest industrial estate to serve as an anchor load. Should the proposed investments push through, the LNG project in Mindanao would be Brunei’s first LNG power generation facility in the Asean region. Industry sources said the energy minister of Brunei not only wants to supply LNG but also expressed interest in downstream initiatives. A World Bank feasibility study identified Davao, General Santos, Iligan, Cagayan

de Oro and the Phividec industrial estate in Misamis Oriental as parallel markets that would also use natural gas for industrial, commercial and transportation applications sector to help sustain the proposed LNG terminal since the power demand in Mindanao is not yet big enough to serve as anchor market for the LNG facility. Former Energy Secretary Jose Rene Almendras said DOE was eyeing LNG as one of the solutions to the Mindanao power shortage by encouraging more people to put up generating capacities in Mindanao. “They are looking at investing in natgas facilities even for Mindanao. I proposed to them power generation projects for Mindanao. I hope that we can interest them into a natgas power generation for Mindanao,” Mr. Almendras said. The Department of Energy (DOE) is targeting the construction of satellite liquefied natural gas (LNG) terminals in Davao by 2018-2020 that would supply markets the General Santos-South Cotabato area through a 53-kilometer pipeline. The facility aims to serve end-users through pipeline systems via a 27.4-kilometer pipeline to Cagayan de Oro and the PHIVIDEC area; and a 2x2 distribution pipeline in Iligan City. In addition, Liquefied compressed natural gas (LCNG) refueling stations are also planned for the Iligan, Cagayan de Oro, Phividec/Misamis Oriental, General Santos and Davao. Natural gas has become Brunei Darussalam’s major revenue earner with over than 6.71 million tons of LNG exported annually to long-term customers in Japan and South Korea in an operation that has remained on schedule for over 30 years, delivering approximately 193 million tons of LNG “What is more important is if they don’t decide to build the power plant, if they will invest into an FSRU and storage area capacity, we have identified the area before for the most ideal location for this, then maybe somebody else who is interested in building power plants using natgas will come into that,” Mr. Almendras said.

and Kalikasan. It is fielding just one official candidate, former Bayan Muna Rep. Teddy Casino who is running as an Independent candidate for senator in next year’s polls. Villar also stressed that the so-called “6 Senate Champions” of the Makabayan share the same advocacies. “They laid down their advocacies. We read them. We agreed to support in varying degrees certain advocacies of Makabayan. We saw no problem since they

are good,” she said. Sharing Makabayan’s advocacies was the reason cited by the group’s president, former Bayan Muna Rep. Satur Ocampo, in taking in the five as guest candidates. Ocampo said they adopted the candidacy of the five based on a history of cooperative relationship with each of them on people’s issues and advocacies. Among the Makabayan advocacies shared by Villar are lowering the prices of oil products, water, power and other basic commodities and services; pushing for genuine agrarian reform, pro-people mining policies and environmental protection; equitable minimum wage and salary adjustments in the public and

private sectors and subsidy for farmers and fisherfolk. Villar also vouches for increasing budgetary allocations for essential social services; asserting national sovereignty and pepole’s interest; working for the passage of the Freedom of Information and Whistleblowers Act; seeking an end to extrajudicial killing and enforced disappearances of activists and journalists and amnesty to political prisoners and repealing or amending the Cybercrime Law and decriminalizing libel and pushing for resumption of peace talks. Villar s ees nothing wrong in the Makabayan endorsement since all of them are running under the ticket of the ruling Lib-

eral Party and its coalition partners. Except for Villar and Pimentel, Legarda, Escudero and Poe are also guest candidates of both LP and the United Nationalist Alliance, a coalition of the Pwersa ng Masang Pilipino (PMP) of former President Joseph Estrada and PDP-Laban of Vice President Jejomar Binay. The former congresswoman has likewise maintained that having several endorsements would not prejudice chances of winning of a candidate due to alleged ‘overexposure.” “The more, the better,” added Villar, as she reminded the electorate to focus on issues and not on personalities.”

nent personalities. I am sure that the word war increased all the more JV’s chances of being elected senator in 2013. Propaganda-wise, therefore, I suggest that Jinggoy and JV continue their spat, but on more sober issues this time---like the issue on RH Bill, political dynasty, and ways to govern local governments more effectively. President Estrada can join this spat---or discussions in media, if you will---for good measure. -oooWHY THE RUSH IN THE RH BILL? Why are proponents of the Reproductive Bill in the House of Representatives so in a hurry to compel a vote on it in the next few days? Choose the best answer: one, Filipinos have become so numerous now that there is no more space for them in this country. Two, food and other basic necessities have become so scarce in the Philippines that there is a need to limit the number of Filipinos being born. Three, proponents of the bill are now agitating for its passage as soon as possible. -oooQUERIES ON HIGH

CONDO UNITS IN METRO: Here is a very valid question from my driver about the virtual skyscraping condominium units being feverishly built in and around Metro Manila these days: with the condo units literally reaching up to the high heavens, with some of them soaring up to forty or fifty stories tall, do our fire departments have the capacity and the instrument to put our fires that will hit these structures, say at their upper floors? If there is no fire truck that can reach up to the highest levels of these condo units, what happens to their occupants when fire strikes, God forbid? Also, can these condo units withstand the so-called “big bang” in earthquakes that are projected to hit Metro Manila real soon? Is anyone monitoring the capability of these condos against earthquakes? I am asking these questions now, at this point that nothing has happened yet. -oooREACTIONS? He said the rest of the country including Metro Manila are expected to have sunny skies in the morning, becoming cloudy in the afternoon or evening with light passing rains

safeguarding the health of Filipinos? -oooASSURING WELL BEING OF PINOYS ABROAD: With almost a million Filipinos working and living in Canada, the visit of Canadian Prime Minister Stephen Harper in the Philippines last week is a good indication that our countrymen will continue to enjoy good treatment in that country in the years to come. I am convinced that these kinds of visits---either by the heads of governments of other countries, or by our own President Aquino---will go a long way in assuring the safety and well-being of Filipinos in foreign soils. -oooESTRADAS’ PUBLIC SPAT, GOOD FOR JV’S RATINGS: If former President Estrada is not amused by the word war between his sons, Sen. Jinggoy Estrada and San Juan Rep. JV Ejercito, Filipino voters are delighted and titillated by it. Filipinos, after all, are naturally inquisitive and interested in the affairs of others, especially of promi-

Meet global standards to tap into overseas market, exporters told Export industry players need to meet global standards to thrive in a very competitive international market and achieve doubling exports by 2016. Senen Perlada, executive director of the Exports Development Council (EDC), identified this area as among the key challenges facing the exporters. “Because now it’s no

longer tariffs, it is really to be able to meet the requirements of the market. It’s a new normal. We really have to teach people to compete. It’s a very competitive field now especially with our ASEAN neighbors,” he said. Perlada said they have to keep on informing the exporters of what are the global standards and requirements of the export

market. “Otherwise, we will really lose out to our competitors,” he said. Perlada, also the director of the Department of Trade and Industry’s Bureau of Export and Trade Promotion, believes that the country has somehow been able to boost up its market intelligence initiatives. “We are doing promo-

Food safety certification seen to spur overseas expansion Meat processing company Mekeni Food Corporation (MFC) has received a world-class certification for food safety management as it eyes expansion at home and abroad. The firm’s hotdog processing plant located in Porac, Pampanga is the first in the country certified to Food Safety System Certification (FSSC) 22000. Recognized by benchmarking organization Global Food Safety Initiative (GFSI), such certification allows MFC to use FSSC 22000 standard to meet the requirements of several global retailers or major branded food companies under one, internationallyrecognized food safety management system. MFC president Prudencio Garcia shared how the Mekeni team has continued to search for improvement and its desire to surpass previous achievements. He acknowledged how important people in the success of the business and keys to achieving a world-class certification seen to boost the company’s expansion plans. “Instead of sending Filipinos outside (of the country), we’ll send our products outside,” he said. MFC, during the recent awarding of food safety certification, also presented its newest tagline, “Masarap na, World Class pa!” which sets its vision in exporting Mekeni products around the world. SGS managing director Rosario Cajucom-Bradbury said bestowing the FSSC award on MFC is even higher standard than its previous certification under ISO 22000, otherwise known as food safety management system. The company already made history in 2006 when it was conferred with the ISO 22000, a first in the Philippines and in Asia, and second in the world. Bradbury confirmed that MFC is the first company that they would be awarding the FSSC 22000 certification in the meat processing industry specifically in the hotdog category. Agriculture Asst. tions with more brains and budgets so we are really getting a lot of very focused information of what products to sell,” he said. Perlada likewise urged exporters to continue diversifying and innovating to become competitive. Apart from the traditional markets United States and Europe, he said, the Philippines hopes to

Agusan del Sur cooperative signs with AboitizPower Agusan del Sur Electric Cooperative (Aselco) has signed up to buy 10 MW of power from the 300-MW coal-fired power plant project of AboitizPower in Davao which is set to be completed in 2015. With distribution utilities Davao Light and Cotabato Light already signing for a combined 105 MW, there are around 185 MW of capacity left for other Mindanao DUs and electric cooperatives to sign up for. As e l c o ge n e r a l m an age r Emmanuel B. Galarse said their

signing with Therma South ensures the cooperative will have power not only at present but also for its future needs especially that Therma South has already started construction. “Our franchise area is experiencing very encouraging economic growth. Our role as the electric cooperative is to ensure that this growth is supported by reliable and affordable power,” Aselco board president Joel Q. Jumonong said. With construction in full

swing for the circulating fluidized-bed power plant project in southern Davao, the project of AboitizPower subsidiar y Therma South Inc. is seen to provide the solution to ongoing Mindanao power crisis soonest. The signing was held in Butuan City with Jumonong and Galarse representing Aselco and Jay Gatmaitan, AboitizPower AVP for sales and marketing representing Therma South. Cariaso Jr. said. “We have t he advant age of hav i ng a l re a dy st ar te d ou r construction and we will ensure we will build a world-class power plant that the people of Mindanao will be proud of.” TSI is employing the lat-

Aselco has been awarded as one of the countr y’s best operating electric cooperatives in the recently concluded NEA Lumens held in Davao City, April 2012. Other awards Aselco harvested during the said event were the Special Awards for Category A+ EC, the Special Awards for Sitio Energization, the Sunshine Region Award, and the Sunshine Award.

SEC-Davao registers 540 new firms in 8 mos DAVAO City––The Securities and Exchange Commission(SEC)-Davao Extension Office has registered 540 new corporations during the first eight months of this year. SEC-Davao regional director Lawyer Javey Paul D. Francisco also said about 70 percent of the newlyregistered corporations are based in Davao City. As of August this year, he said the commission also registered 89 new business partnerships and 616 non-

stock groups. Francisco said the total capital of those new corporations invested reached to P3.2 billion. The data show there are now more corporations that applied before the commission compared with the same period last year with 476 firms, he said. Francisco said majority of the newly-registered corporations are into wholesale and retail trade business, mostly family-owned corporations. He explained the com-

mission also monitors the existing corporations, business partnerships and nonstock groups. “In Davao Region alone, there are about 30,000 active corporations that are registered before the commission. Of the total number, SEC already revoked the registration of about 1,000 corporations for failing to comply with the requirements set by commission based on its monitoring from 2002 to 2010,” he said. Meanwhile, SEC-Davao

Extension Office will soon relocate to a two-level building along its 1,000 square-meter lot at Juna Subdivision, Matina, this city. The office is seen to be constructed early next year with a proposed budget of P30 million. Francisco said the commission is also upgrading its computerization system. SEC-Davao is catering to stock and non-stock applicants from Regions 11 and 12, Maguindanao, Sultan Kudarat and Surigao del Sur.
