RAC, DOE tackle measures to address Mindanao’s worsening power shortage By MIKE BAÑOS of Mindanao Daily News

THE Regional Development Council-Advisory Committee (RAC) of Northern Mindanao recently met with officials of the Department of Energy to discuss possible measures to address the energy shortage in Mindanao. The RDC-X RAC which includes RDC-X officers and the region’s representatives to the Senate and House of Representative, met November 12, 2012 at the House of Representatives in Quezon City. In her presentation, Energy Undersecretary Josefina Patricia Asirit said Mindanao is currently experiencing a shortage in power supply since the installed capacity in the island’s grid of 2,022 megawatts (MW) has only been delivering a dependable capacity of 1,616 MW forcing electric cooperatives to implement rotating brownouts. Usec. Asirit attributed the shortfall to low water inflow at the Pulangi hydroelectric power plant and the de-rating of the Agus HEP. Latest industry data show this has caused a power curtailment of around 380 MW on the grid. At present, Ms. Asirit said the DOE is coping with the situation by closely monitoring the daily operations of the Mindanao grid, maximizing dispatch from the 200MW available from the power barges of Therma Marine, Inc.; repairing the Pulangi IV HEP; and

uprating Units 1 and 2 of the Agus 6 HEP. To further relieve the shortage, Ms. Asirit said the DOE is recommending the transfer of two power barges from the Visayas to Mindanao; the soonest operation of the Iligan Diesel Power Plant (IDPP); maximizing the use of embedded generators of electric utilities and private companies through the Interruptible Load Program (ILP) and the creation of a one-stop shop to fast-track the entry of power projects in the island. DOE records show the following projects on the pipeline for Region X: STEAG Coalfired Power Plant Expansion; 35 MW Bukidnon Biomass project 20 MW Tagoloan Hydro

Power; 5 MW Camiguin Wind Power. Industry sources also identified the following other projects now under construction in the region: Culaman River Hydro (15MW) at SumilaoManolo Fortich, Bukidnon; Lower Bubunawan River HEP (23MW); Turbines Resources & Development Corporation (TUREDECO) 9MW HEP at Lumbia, Cagayan de Oro; Mt. Nebo Green Development Corp. 10MW in Valencia City, Bukidnon; and the diesel/bunker fuel units of King Energy Inc. in Gingoog City (10.6MW) and Valencia City (4MW). Also planned are two other coal-fired power plants: the P13-billion, 135MW project of Trans-Asia Oil and Energy

Dacanay, Jr. of the National Economic and Development Authority of Region X (NEDA-X) and RDC-X Vice Chair presented the status of the RDC-endorsed 2013 budgets of the region’s line agencies citing that only 70% is covered in the National Expenditure Program (NEP). Office of Civil Defense Region X (OCD-X) Director Ana C. Cañeda presented the

status of the Tropical Storm Sendong Post Disaster Needs Assessment (PDNA) particularly the priority Recovery and Rehabilitation programs and projects amounting to P26.0 Billion already considered in the Public Investment Program. The RDC-Advisory Committee also discussed and passed, the following resolutions: requesting the Office of the President to include the Panguil Bay Bridge Project and the Mindanao Railway System in the list of priority projects of the country; including the construction of the Cagayan de Oro river flood control dike from Calacala to Macabalan and a Sabo Dam in Talakag, Bukidnon in the TS Sendong Rehabilitation and Recovery programs and projects; requesting the soonest operation of the Laguindingan Airport when facilities are already complete; requesting Philippine Air Lines (PAL) to restore its operations in Cagayan de Oro City; and thanking President Aquino for the P10 Billion increase in the nationwide budget of all State Universities and Colleges (SUCs). Considering the need to link small scale metal industries in the region, the body also expressed its support for the restoration of the former National Steel Corp. (NSC) steel plant in Iligan City as proposed by Global Steel President Sangram Mohanty.

Record-high 316 new HIV infections in Sept 42 OFWS AMONG FRESH CASES

NEWLY diagnosed human immunodeficiency virus (HIV) cases in the country hit a new high of 316 in September, a member of Congress said Monday. The fresh infections spotted in September were the highest-ever in a month, and surpassed the previous record of 313 detected in March, according to LPG-MA Rep. Arnel Ty, one of the authors of a bill seeking to overhaul the country’s 14-yearold AIDS Prevention and Control Law. The new cases jacked up to 2,466 the cumulative number of HIV infections discovered from January to September this year, up 48 percent versus the 1,669 reported over the same nine-month period in 2011. Ty renewed his appeal for Malacañang to certify the proposed new AIDS Prevention and Control Law, or House Bill 5312. Together with Representatives Maria Isabelle Climaco (Zamboanga City), Janette Garin (Iloilo), Jorge Banal (Quezon City), and Kaka Bag-ao (Akbayan), Ty introduced the bill more than a year ago, in a bid to revamp the 1998 AIDS Prevention and Control Law. According to them, the law has become out-of-date, amid the sudden surge of the disease that is predominantly spread through sexual contact. HB 5312 bill proposes an incremental funding of up to P400 million to jumpstart a new National HIV and AIDS Control Plan with crystal-clear strategies, operating guidelines, and targets. “The new legislation has become absolutely imperative to effectively suppress

the HIV epidemic,” Ty said. Sen. Miriam Santiago has a counterpart bill pending in the upper house. HIV causes AIDS, or the Acquired Immune Deficiency Syndrome. The disease that ravages the human body’s immune system does not have any known cure. However, expensive antiretroviral treatments have been known to slow down the ailment. The 316 new cases in September -- 304 males and 12 females – ­ had a median age of 28 years, with those in the 20 to 29 age group comprising 57 percent. Except for four injecting drug users infected due to tainted needle-sharing, all of the new cases acquired the virus as a result of sexual encounters, with males having sex with other males accounting for 82 percent. The September cases included 42 overseas Filipino workers (OFWs) – 38 males and four females -- with the median age of 32 years. They all acquired the virus through sexual contact. The National HIV and AIDS Registry now lists an aggregate of 10,830 cases, with 92 percent of them (or 9,949) infected via sexual contact. The rest acquired the infection through needle-sharing among injecting drug users (424 cases, or four percent); mother-to-child transmission (59 cases, or one percent); blood transfusion (20 cases, or less than one percent); and needle prick injury (three cases, or less than one percent). No information was available as to the mode of transmission for at least 375 cases, or three percent.

and women affected by the incident and other relief actions for the community. The group will also seek to probe and hear out stories from the Blaan community regarding their struggle to defend their land from the encroachment of the multinational Xstrata Sagittarius Mines Inc (SMI) The Blaans and Tboli tribes in Socsksargends are locked in a bitter struggle with Xstrata-SMI for the past decade which has seen human rights violations

rise including murders of indigenous peoples and evacuation of communities due to militarization. Davao City welcomes deeper probe on carnapping syndicate

DAVAO City––Davao City Mayor Sara Duterte-Carpio welcomed the need for the National Bureau of Investigation (NBI) to intensify its probe on the possible participation of people in government on the series of carnapping incidents linked to Ryan Yu alias Baktin. She said that an investigation by another law enforcement agency like the NBI is important to show the extent of the carnapping syndicate operating in Davao City. “An investigation will determine the extent and possible complicity of some people in government to carnapping and for them to be prosecuted if proven that indeed some of them are really involved. They must be removed from office,” Duterte-Carpio said. She said carnapping is a very deep issue in the city. Duterte-Carpio revealed that as early as 2008, it was already a public knowledge that alias Baktin and two other personalities were involved in carnapping. She said it was only recently when hard pieces of evidence were gathered against Baktin and his cohorts. Duterte-Carpio stressed that the finding of pieces of evidence against Baktin was not based on thorough investigation. “Seemingly, there is an in-fighting between Baktin and his minions which led authorities to discover their activities. It is a long story,” she said. Duterte-Carpio said government must move to cancel the passport and the bail posted by Ryan Yu. She said the police must also coordinate with its counterpart in the International Police (InterPol) to ascertain the country where he is seeking refuge. She said there is no case filed yet linking him to the Innova van recovered from one of his alleged drivers in Tandag City, Surigao del Sur and other recovered

Obviously, there are some policemen and members of other government agencies, involved,” Morente said.

THINK a minute. A young mother said that she never really appreciated her parents until she had children of her own. Only then did she realize all her parents had gone through in raising her. The sacrifices her parents made, the things they put up with and went without so they could feed and clothe her, pay her school fees, take care of her when she was sick, and the list went on and on. But there are sometimes we can feel hurt or angry about things our parents did to us as children. Maybe you feel they were too hard and strict, or your parents treated you unfairly and differently from your brothers and sisters, or they even physically abused you. Hosted by the Department of the Interior and Local Government (DILG12), the two-dayh activity was attended by provincial, city and municipal planning and development coordinators; environment and natural resources officers, disaster risk reduction and

management officers, social works and development officers, health officers, DILG provincial and city directors and municipal local government operations officers. They come from the provinces of South Cotabato and Sultan Kudarat and the city of Tacurong. Said activity was set to assist LGUs in the river basin area to determine strategic steps and harmonize their efforts in the management and development of the MindanaoCotabato River Basin and

the Buayan-Malungon River Basin systems. Moreover, the activity was designed to generate program, projects and activities that are to form part of the Integrated Mindanao Cotabato River Basin Plan. The inputs, included the Mindanao River Basin Situationer, Mindanao River Basin Integrated Management and Development Plan and MindaNOW, presented by the Mindanao Development Authority. Also taken up were updates on Geo-Hazard Assessment in Region 12,

presented by DENR-MGB XII; and Contextualizing to the NDRRM Plan, presented by OCD 12. There also workshops on River Basin Planning at the City/Municipal Level and Provincial Consolidation of City/Municipal Plans. NEDA-12 Assistant Director Phlorita Ridao served as facilitator during the presentation of the provincial consolidated output. Zambo Sur pupils become “hygiene educators” at home By: Imee Alonzo

ZAMBOANGA DEL SUR, - -To many parents’ surprise, schoolchildren in New Village Elementary School in Zamboanga del Sur have transformed to become “hygiene educators” at home. This was disclosed by PTCA President Raul Ponce who gave his testimony about the impact of Essential Health Care Program (EHCP) during the Global Hand washing Day held recently at the Village school. Ponce said when the EHCP was fully implemented in their school over a year ago, and they noticed schoolchildren have been reminding their parents and siblings at home to brush their teeth and wash their hands daily after meal and before sleeping. “This is the impact of EHCP and our children have been consistently reminding us parents to brush our teeth and wash our hands every night to prevent diseases,” Ponce said. Addressing hundreds of guests and participants in the first ever global

handwashing day event in Zamboanga del Sur, Ponce also said that the PTCA noticed that absenteeism was significantly reduced in the school. EHCP promotes three interventions to prevent child diseases. These daily tooth brushing, daily hand washing with soap and twice a year deworming. This testimony was also shared by school head Eleadora Macala that aside from less absenteeism, teachers no longer remind their pupils to brush their teeth because children are the ones announcing in class when “it’s tooth brushing

time!” “We also noticed that children are more active and participative in class since we started EHCP in our school,” Macala said. New Village Elementary School is one of the EHCP model schools in Zamboanga del Sur where UNICEF provided the kick start EHCP materials that includes toothbrush, bottled toothpaste and soap. The money for the projects is part of the Aquino administration’s P8.5 billion stimulus fund for the Autonomous Region in Muslim Mindanao which is composed of Basilan, Sulu, Tawi-Tawi, Maguindanao and Lanao del Sur, including Marawi and Lamitan cities. He released at least 13,000 reference books for elementary and high school as part of the government’s literacy program; and vegetable seeds for the military in Sulu to support its greening program. Tan said there is a shortage of school classroom and teachers in Sulu and asked Hataman and the Aquino government to address the problems. “We do admit that the shortage of teachers and classrooms is a perennial national problem; but coming to terms with the situation does not mean that we will remain in stagnant acceptance of the state of education which is far below the national standard not only in terms of passing rates but also in educational facilities both for the educators, the pupils and students,” he said. He asked Hataman, whose term is to end in June next year, to help the province. “We call on the Regional Government to work doubly hard that the shortage ofClass rooms in Sulu be addressed as soon as possible for we don’t have the luxury of time.” Tan also appealed to the ARMM to hire more teachers for Sulu. “As we call for the provision of ample classrooms for the students, we likewise call for better working facilities and, when possible, amenities for teachers. Conditions which are conducive to the rudiment of teaching and learning must be made available or else there will be a disruption or decline in the result of any educational exercises,” he said. Hataman said they are working on the problems on the shortage of teachers and schools in the ARMM. “We are working on it and we assure that the government is addressing all these problems we are facing in the ARMM,” he said. He also announced that teachers may soon be able to get a livelihood loan as much as P500,000 from the Land Bank of the Philippines. “We are doing all these progress step by step and little by little as part of the government’s reform agenda in the ARMM,” Hataman said. Public-Private Partnership The boom of Iligan City in the 1950s was due to several large investors lured by Maria Cristina Falls and the consequent cheap electric power. The JICA and NWRB study showed that Cagayan de Oro City’s Exploitable Groundwater as of 1998 was 34 million cubic meters (MCM) as against the 98 MCM Projected Water Demand by 2025. And by 2025, “all major cities in the Philippines will experience water shortages,” said the Policy Brief of the Senate Economic Planning Office entitled Turning the Tide: Improving Resources Management in the Philippines released on August 2011. So while there is still time for the city to reverse the projected water

shortages, WWF Philippines and BPI Foundation recommended that “the city must look beyond its boundaries and forge alliances with the towns located above the city.” “In order to work, these river management alliances must be fair, equitable and founded on the synergies that can arise from public-private participation. They should be driven by scientific fact and management reality, rather than political expediency. The scope and structure of these alliances will be defined by the shape and size of the two major river basins that funnel water through the city,” they said. Cagayan de Oro is bounded in the east and west by the drainage systems of the Tagoloan River and Cagayan de Oro River, respectively. “Boxing in the city, like a parenthesis, these two major river basins of Northern Mindanao are fed by rainfall emanating from the high plateau of Bukidnon,” the WWF Philippines and BPI Foundation study said. The city’s uplands receive an annual rainfall of 2800 mm, which is 60 percent higher than the city’s lowlands. The study also said that making the upper, middle and lower catchments of the Tagoloan River and Cagayan de Oro River healthy through proper management will ultimately “define the climate vulnerability of Cagayan de Oro.” And making this into reality requires a working public-private partnership, in which the government will act as catalyst “to get the ball rolling” while the private sector will make sure that the plans and programs continue or “stick to the plan and keep that ball in play.” But the reality in the city as present events showed, it is the churchled private sector that initiated everything — from forming structures, forging alliances, planning and implementing — to save the city from the so-called “waterworld” by proper forest management in all catchment areas of the city, especially in Bukidnon province through the Cagayan de Oro River Basin Management Council (CDORBMC). The CDORBMC, headed by Cagayan de Oro Archbishop Antonio Ledesma, SJ, was formed in November 2010 to protect and rehabilitate the Cagayan de Oro River’s watershed in light of the rampant illegal activities going within the watershed area. Development Gauge The headwaters of the

Cagayan de Oro River are in the Kalatungan and Kitanglad mountain ranges in Bukidnon. The whole watershed area of Cagayan de Oro is 177,000 hectares that include parts of the mountain ranges of Bukidnon, while the whole area of the city is only 48,000 hectares. Mt. Kalatungan (2,824 meters above sea level) and Mt. Kitanglad (2,900 meters ASL) are considered as the second and third tallest mountains in the Philippines. Due to high elevation and lack of vegetation, excess water from an overflowing catchbasin that is Bukidnon naturally run down the slopes into the drainage area that is Cagayan de Oro. According to the JICA and NWRB study, Region 10 (Northern Mindanao) will show the “highest levels of water available in the country from 2005 to 2025” after computing available rainfall data in the area. “Water availability is computed, primarily, using rainfall data. As a rapidly expanding urban heat island, facing the Bohol Sea, Cagayan de Oro City’s temperatures fuel further enhancement of evaporation, thereby aggravating the build up of moisture in the hills above the city. This phenomenon creates even more rain. More than typhoon hits, it is the floodwater from extreme rainfall, flowing down the rivers and running off the slopes, from the uplands of Misamis Oriental and Bukidnon, that Cagayan de Oro will have to learn how to cope with. The floods of 2009 and 2011 have already provided a tragic illustration of what can happen,” the WWF Philippines and BPI Foundation study said. This phenomenon has been identified by experts as Cagayan de Oro’s primary climate challenge, thus the need for the city “to figure out how to steer itself out of harm’s way toward meaningful flood neutral re-development.” WWF Philippines and BPI Foundation suggested to city planners to use Cagayan de Oro’s exposure to climate impacts as its re-development gauge including upstream recharge zones, mid-catchment initiatives as well as downstream drainage.” “In a climate defined future, poorly managed urbanization translates to the concentration of risk. Recognizing the relatively high climate exposure that the city will have to face, Cagayan de Oro should be considering development that will strategically diffuse population

concentrations while allowing easy, all-weather movement. Aside from the flood-neutral interventions mentioned earlier, this multi-year process should involve new and appropriate policies, better planned and enforced zoning, new climate smart infrastructure, as well as an efficient system for mass transit and the movement of freight,” the study said. It added: “Like Baguio, rainfall and water— too much of it—has been a millstone around the city’s neck. With the appropriate mix of enlightened political leadership, fueled by public sector catalysts and private sector investments, that are sustained and supported by the people of the city, a bad situation could be turned around into something good. In the criminal case lodged against SR Metals, Inc. corporate officers and members of its board of directors at the Provincial Prosecutor’s Office here, the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) in Tubay complained that the impacts of SRMI’s mining operation to the town’s marine environment started to be felt in April, 2008. MFARMC said results of separate underwater resource assessments established that the “living ecosystem in the area relatively dwindled.” It also said that portions of the marine fish sanctuary including the initial sampling site in Barangay La Fraternidad “were dumped with rocks, debris, and soil in order to be used as docking areas for the loading of mining ores. SRMI subsequently established a docking area, dubbed as Pier 4 in the area, and another, dubbed as Pier 3 within the nearby marine fish sanctuary. All of these were done without securing ECC as required by law. Consequently, the officially-declared protective fish sanctuaries vanished; instead the areas were converted and utilized as causeways or docking areas for SRMI, indicative of their relentless drive for optimal operation to maximize profit without due regard to environment and preservation of sea resources for local residents”, it said. MFARMC, a group composed of Tubay farmers and fishers, said studies of the

2011 Reef Assessment of the La Fraternidad Marine Fish Sanctuary conducted by a group of experts from the University of the Philippines-Marine Science Institute showed that “Very high levels of heavy metals, specifically nickel, chromium, and cadmium were found in the brown algae Sargassum spp taken from the two sample sites affected by the mining operation (Study 1); the comparison of terrestrial and marine sediment samples in terms of color and composition indicates gradual introduction of stockpile of materials into the sea floor. This phenomenon led to the alteration in the skeletal composition of the nearby head corals (Study 2); The high density of cynobacteria could be indicative of a stressful environmental condition brought about by mining. The presence of seven species of Ceratium is an indicator of the presence of oil and industrial waste pollution (Study 3).” MFARMC said in its complaint that Tubay residents are directly affected by SRMI’s mining operation as indicated by dwindling fish catch since the start of respondents’ operation. Heavy metals contamination of fish and other marine resources has made them not advisable for food consumption aside from the fact that the coastal water of Tubay has been apparently rendered unfit for human activity, recreational or otherwise, it said. Moreover, it said that due to SRMI’s operation, floodwaters “usually inundate Tubay’s different barangays near the mining site and covered by thick dust emitted from the min-

ing operation.” The source of drinking water ‘had been contaminated as can be gleaned from the color of water flowing from the faucets,” it said. In the civil complaint filed with Cabadbaran City, Agusan del Norte Regional Trial Court, MFARMC cited San Roque Metals, Inc. and its president, Alberto V. Gutierrez, for violating Sec. 102 of Republic Act No. 8550, the rights of petitioners to a balanced ecology and Section 108 of Republic Act No. 7942 and sought the issuance of a Temporary Environmental Protection Order directing the temporary closure of SRMI’s mining operation.

According to the complaint signed by Atty. John Gil S. Unay, Sr., counsel for plaintiffs MFARMC officers, “there has been a relative decrease in live coral cover from 16% down to 9.88% and an increase in dead corals from 5% to 44.44%” per Bureau of Fisheries and Aquatic Resources-Caraga reef assessment in the coastal waters facing La Fraternidad. It said that a Special Order No. 2012-12 dated February 16, 2012 by the Mines and GeoScience Bureau noted that SRMI “is practicing unsystematic mining method” and observed that “mine pit areas are being utilized

is situated in what used to be part of the Municipal Fish Sanctuary.” In seeking the issuance by the Court of a Temporary Environmental Protection Order, MFARMC has prayed for the temporary closure of SRMI’s mining operation and after hearing, an Environmental Protection Order be issued directing the permanent closure of the mining operation, the rehabilitation of the coral reefs and marine habitats in Tubay’s municipal waters and the payment of damages corresponding to the value of the resources destroyed due to the adverse effects of the respondents’ mining operation.

Provincial Governor Sakur Tan led the opening ceremony at the Sulu Sports Complex also attended by local residents. The annual sports festival is one of the most awaited events in the province because it opens the opportunities for local athletes to

compete with each other and for the champions to battle the best in the regional meet and eventually to national competitions. “Our athletes are capable champions and this sports festival brings together the best of the best.
