Pay increase for public health workers sought

TO address the problem of public health workers who continually suffer from low income, an investigation is being sought as to why they have not yet received an increase in their subsistence and laundry allowances.

For more than 10 years now, health workers in the government receive only P50 a day of subsistence and P150 a month for laundry allowances.

The House Committee on Civil Service and Professional Regulation is being asked to probe into the cut of the said workers' subsistence and laundry allowances as well as their

hazard pay. Lawmakers however are batting for higher wages and benefits for the sector.

“Subsistence allowance is necessary to sustain public health workers who often work for long hours at the hospital or in other health units. At the same time, a laundry allowance is also allotted to ensure that health PAY/PAGE 7

3 minors allegedly ‘akyat bahay’ youngsters killed in shootout

DAVAO City––Three teenaged associates suspected of being engaged in the “akyat bahay” activities were killed in a gunfight

with police officers in Nova Tiera, Barangay Lanang this city at dawn Tuesday.

Sasa Police Station identified the slain suspects as Jason Miguel, 17; Esmael Miguel, 18, all residents of Marang Street, Baran-

gay Agdao here and Arnel Torion, 17, a resident of Kawasaki, Bajada of this city.

In a police report, a resident of the area called up the police station telling that four persons ransacked

the nearby house.

When the responding officers arrived in the surrounding area of the plundered house, the suspects resisted and fought using a .22 caliber revolver which resulted to their death, the

report said.

One suspect was able to escape from the arresting officers.

Recovered from the scene were one .22 caliber revolver, one M26 Fragmentation grenade, a knife, and

empty shells of caliber .22 revolver, .45 caliber pistols and .9mm pistol.

The guns, grenade and other pieces of evidence recovered in the crime area are now in the custody of the PNP crime laboratory.

Davao Norte owes progress to banana magnate: governor TAGUM City, Davao del Norte––The province of Davao del Norte owes its progress to a businessman in Mindanao, said the governor of the province.

Governor Rodolfo P. del Rosario said the province is indebted to banana magnate Don Antonio O. Floirendo Sr. for transforming the province from a swampy jungle 50 years ago into the present booming agro-industrial economy and investment haven in the south.

“We really owe a lot from Don Antonio Floirendo in so far as the manner the province was developed,” del Rosario said of his brother-in-law, who is considered as the father of the country’s export banana industry.

After founding the Davao Motor Sales in Davao City, Floirendo put up in 1950 the Tagum Agricultural Development Company (Tadeco), which was initially involved in abaca production before shifting to cavendish bananas, to become the biggest banana plantation in the world.

Del Rosario recalled it was in 1948 when the then 32-year-old Floirendo brought him and his sister Nenita, the industrialist’s wife, to Davao City.

IN line with its 20th year anniversar y, the Villar Foundation is extending livelihood grants to seven overseas Filipino workers (OFWs) who sought the help of the foundation through its Sagip-OFW program.

Cynthia Villar, Managing Director of the Villar Foundation, personally met with the seven OFW beneficiaries and handed them the livelihood assistance packages at a simple gathering at Max’s Restaurant at Starmall, Shaw.

“Many OFWs who are either repatriated or returned to country on their own, have a difficult time restarting their lives here.

They need help in the form of jobs and livelihood opportunities. The livelihood assistance we extend to them are just enough to get them started, it is up to them to make their small business grow,” Villar said.

The seven OFWs who received the livelihood pack-

ages are: Simeon A. Cerezo, Shally Mar Cruz, Romielyn Daguplo, Joanalin Pascua, Joselito V. So, Jovita Tallada, and Jose Gerardo Vasquez.

All of whom are former OFWs in the Middle East, except for Tallada who was from Singapore.

“We are aware that it is not enough to repatriate distressed OFWs, we need to help them get reintegrated as productive members of the society. Tinutulungan namin sila sa abot ng aming makakayanan, dahil alam namin ang hirap at sakripisyo na kanilang kinakaharap (We try to help them in every way we can because we know the hardships and sacrifices that OFWs are facing),” cites Villar.

Daguplo and Pascua were the two OFWs from the United Arab Emirates (UAE) repatriated by the Villar Foundation last May. Daguplo, who is pregnant, said she does not want to be a burden to her mother

who is a househelp in Las Pinas. Pascua needs to support her three children.

Both OFWs have set up a small carinderia (eatery) and sari-sari store.

Cruz, who was repatriated from Syria in November last year, has just given birth recently and sought assistance to provide for the needs of her newborn child.

The other OFW beneficiaries—Tallada, Cerezo, Vasquez and So—due

to their advanced age are having difficulty finding employment . Thus, the livelihood packages will be a source of income that will enable them to support their respective families.

Villar distributed the grocery packages from Puregold to the seven OFWs who expressed gratitude to the Villar Foundation for the livelihood support.

The Sagip OFW program of the Villar Foundation

extends various forms of support and assistance to OFWs: repatriation, medical, livelihood, skills-up training, s cholarships among others. In November, it will again stage the OFW & Family Summit, which provides livelihood and business opportunities to OFWs and their families. Over 5,000 attended the summit last year. It is in partnership with GoNegosyo.

Wage hike or bonus?

NEARLY P10 billion is set in the 2013 national government budget as Performance Based Bonus (PBB), for government workers. However, some sectors expressed disgust saying it is only designed to mask the anti-worker stance of the Aquino administration.

Public school teachers, instead wants the huge amount re-channeled for salary increases.

It was seen that President Aquino packaged the P9.971 billion bonus budget to appear as an “innovative” way to help solve the accountability and performance problems in government. Those opposing it says the move actually deflects attention away from civil servants’ demands for higher salaries.

Oppositionists pointed out that insufficient salary affects the performance of agencies and employees.

The level of salaries of lowly government workers are not living wages that inspire or enable them to deliver efficient public service.

Overworked yet underpaid public school teachers, who have been rendering service over and above the call of duty, for example, have long been knocking on the doors of Malacañang for salary upgrade, to no avail. Instead, possibility of a bonus is dangled on their noses if they ‘perform best, better, or good.

Teachers and other lowly government workers deserve a salary increase, not performance incentives. The call has been ignored for so long.

Another reason to the opposition of the Performance-Base Bonus is that it discriminates against the majority of the workers in the civil service, because the DBM admitted that not all employees will be benefitted, and the PBB is based on questionable and subjective standards.

No guidelines have yet been issued on how agencies will determine who the “deserving” employees are, but oppositionists predicted that the fund will be dispensed by Aquino and DBM very much like the controversial Miscellaneous Personnel Benefits Fund and other discretionary funds. The critics said PBB could become another Presidential pork barrel.

Based on the experience that Aquino and the DBM have always been stingy in granting salary increases to workers, proponents could be right to urge rechanneling of the P9.971 billion from bonus to salary hike, and amend the Salary Standardization Law. However, if nothing positive comes out on the demand, it is still a blessing if bonuses could come to the poor workers’ pockets. A salary increase is best, but a bonus is better than nothing.

Shortcuts to paradise THINK a minute.

Many of us struggle with painful, real problems: no money, no job, unwanted pregnancies, family violence, unhappy marriages.

What’s in store in Asean code of conduct US SECRETARY of State Hilary Clinton urged ASEAN countries to take a united stand to address the problem in order to deter possible armed conflict in the region. For the first time the US has openly spoke about the conflict where ASEAN countries are engaged in disputes on territorial claims in South China Sea. China is claiming the whole of South China Sea as theirs including Cris Diaz clusters of islands, shoals and reefs and cays even if these areas are within the territorial limit set by international law. Obviously, China would employ everything including the use of force in asserting ownership to islets and shoals and reefs at all costs.

China’s demonstrated its aggressive when its naval forces massacred Vietnamese soldiers in one portion of the Spratly Islets in 1988. The Vietnamese claimed that one portion of the Spratly belongs to them since it was within their territorial limit.

Now, with the presence of Chinese naval forces at Bajo de Masinloc also known as ‘Scarborough Shoal’ in the shorelines within the territorial bounds of the Philippines, the incident at Spratly in 1988 would not be far behind.

Personally, we are downplaying the issue in South China Sea since we have the gut feeling that the area could be a flash point in the near future. For obvious reason, the Philippine government is treating the Scarborough Shoal issue insignificantly.

With an inferior armed forces and weapons of war, the Philippine government’s attitude toward islands it claimed to be within its territorial limits is understandable. However, we could not forever wait-and-see foreign aggression trample our national pride as a country and people. The Philippines must find ways to resolve the issue at all costs.

Clinton’s proposal for the ASEAN to adopt a common a stand where Vietnam, Indonesia, Philippines, Malaysia, and Brunei observed a Code of Conduct in dealing with territorial claims in the South China Sea is a masterstroke. As an ardent observer of the South China Sea conflict, we could read the US proposal between the lines.

However, we could not discuss the ‘Code of Conduct’ among ASEAN until member countries issue a communiqué to that effect. Discussing the meat of the ‘code’ would jeopardize its ultimate objective. We will discuss it when the right time comes. After all, the US knows what it is doing. In the meantime, let us wait and see.

What makes it kind of difficult to develop the vaccine against dengue, is the

fact that it has four serotypes (1,2,3,4). Which means that if you get infected with serotype 1, the probability of you getting serotype 2,3 or 4 or a combination of either of the four is still present.

And, yes, the second bout of a dengue episode usually is more severe than the first time encounter.

The vaccine must be able to hit all four serotypes for it to be effective. Although, I read recently in the news that an ongoing clinical trial for a Dengue vaccine is being tried now and should it be a success, it will be out in the market by 2015.

But, it is best to caution ourselves, for after all, though vaccines do help build our immunity in our fight against diseases, particularly for DENGUE: Observance and practice of cleanliness will surely go a long way in our fight against it.

City hall employees get pay increase HOTELS

CAGAYAN de Oro City – City hall employees are going to receive another increase in salaries, as provided for in Republic Act 6758 (Salary Standardization Law).

Upon recommendation from Mayor Vicente Emano, the city has allotted P30.1 million, for the purpose, from the city’s general fund this year.

Of the amount, P21, 891,111 goes to personal services; P1, 041,420 to job-

order employees; P2,392,000 to uniform allowance; and P140,990 to terminal leave benefits.

Mayor Emano also recommended the approval of Supplemental Budget No. 1 of the General Fund and Special Accounts both for 2012, with an estimated initial income of P25, 465,521 and P4, 710,411, respectively, against estimated expenditures of the same amounts to implement various approved appropriation ordinances. DOH allocates P18.6M for City Hospital CAGAYAN de Oro City The Department of Health (DOH) has appropriated

Cruz. Jimenez, Misamis Occidental, respectively, at which they can be served with summons and other legal processes c/o Zaide Law Office, Pafs Mejia Building, Roxas Avenue, Iligan City; That said marriage did not last, but not long after their marriage, they manifested incompatibility that reach the point of irreconcilability.

Due to inability of petitioners to perform essential marital obligations to each other, they decided to live physically separated from each other and executed agreement to formalize their separation. Since their separation in the early part of 2007 or for more than five (5) years already, they had never been communicating or supporting either financially or emotionally to each other, neither minding other’s affairs, petitioners seek to approve their divorce thereby severing their marriage bond on September 18, 1991 so that they will have free hand to do what a single man or woman could do without marital burden; reconciliation between them is no longer a remedy, as all efforts necessary for possible reconciliation had already been diligently employed but all proved futile.

WHEREFORE, finding this joint petition to be sufficient in form and substance, set the initial hearing of this case on July 31, 2012 at 9:00 A.M. at which time, date and place, any interested party may appear and show cause why the petition should not be granted.

Let copy of this order be published in a newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

The Magna Carta of Public Health Workers, states that public health workers who are required to render service within the premises of hospitals, sanitaria, health infirmaries, main health centers, rural health units and barangay health stations, or clinics, and other health-related establishments, in order to make their services available at any and all times, shall be entitled to full subsistence allowance of three meals which may be computed in accordance with prevailing circumstances as determined by the Secretary of Health in consultation with the Management Health Workers’ C onsultative Councils.

Casiño said because of the incessant commodity price increases, the Alliance of Health Workers (AHW) proposed an increase in the subsistence allowance to P3,000 a month and laundry pay to P200. However, no increases were made.

Casiño said when the Department of Budget and Management (DBM) released National Budget Memorandum No. 112 on December 29, 2011; it decreased the daily subsistence allowance of P50 to P30 and the monthly laundry allowance to P125.

“It has been more than a decade since the rates of P50 a day and P150 a month were prescribed for subsistence and laundry allowances,respectively, for public health workers and now the DBM even wants to reduce it instead of upgrading the rates,” Casiño pointed out.

Casiño added that on January 11, 2012, the Department of Health (DOH) countered DBM’s memorandum with its own Department Memorandum No. 2012-0002 citing the General Appropriations Act of 2012 “which provides the limitation on the payment of Magna Carta benefits of public health workers.”

Likewise, the DOH released another circular amending the original memo retaining the rates and funds to be sourced from its savings.

“DBM and DOH’s earlier actions diminishing the benefits of public health workers were in direct violation of RA 7305’s provision. P30 has long been insufficient to buy a single meal, how much more 3 meals? And with inflation, the diminution of both subsistence and laundry benefits is dubious and downright unjust,” Casiño said.

Affairs of Aboitiz Power, said they hope to deliver much-needed power to distribution utilities, electric cooperatives and other consumers in Mindanao by 2015 when the power plant is expected to be completed.

Estimated at P35 billion it is considered as the largest investment in Mindanao.

This week Aboitiz Power through its subsidiary Therma South Incorporated has signed $546-million worth of contracts related to the construction of the plant.

The modern CirculatingFluidized-bed technology used by the power plant utilizes lime to capture sulphur and nitrogen emission and turn them into solids in contrast to old coal power plants which allows sulphur and nitrogen to seep into the atmosphere as emissions.

These lime wastes are then sold to cement factories which would be used for the production of cement.

News In Focus 8 Murad explains goals of Bangsamoro assembly FRIDAY, JULY 13, 2012

CAMP Darapanan, Sultan Kudarat, Maguindanao––Local and foreign journalists covered the four-day MILFsponsored Moro Leaders Assembly here.

A 15-minute video presentation of the highlights of the assembly was shown to provide the journalists, especially those who were not able to come earlier, a general perspective of the event.

Bobby Maulana Alonto, a member of the MILF peace panel, acts as moderator of the press conference.

MILF Chair Al Haj Murad Ibrahim welcomed the participants with a warm heart and made emphasis on the major accomplishment of the assembly.

“Let me tell you that the objectives of this ‘Moro Leaders Assembly’ are two-fold: First, to engage these leaders

into a frank and brotherly dialogue in order to get their views, advice, and wisdom on a problem that nags our people for decades --- and how to get out of this mess effectively. This problem is about our weakness to act together with one voice,” Murad told reporters.

He said: “While we do not fight one another in open warfare, but the truth is that we are fractious in our ways to advance the cause of our people for freedom and right to self-determination. The result is that we are weak, fragmented, and looked down.”

He added: “Second, we requested them to share their thoughts on how best the MILF could carry on its peace negotiation with the Philippine government and how to get the most out of the endeavor in the form of self-governance short of granting our people their independence.”

“I am happy to inform you that most of those present, representing various affilia-

tions and parties, wholeheartedly offered their support or advice to this peace-making efforts between the MILF and the government, and those who cannot say it openly confided to us that they do not stand on the way,” said Murad adding, “by this, they are already helping us indirectly.”

Murad also touched on the result of the dialogues with the Moro leaders on the second day of which as he said.

“It very was very encouraging and overwhelmingly, they strongly suggested that the Coordinating Committee organized through the initiative of the Organization of Islamic Cooperation (OIC) be activated and strengthened immediately wherein the MILF, MNLF, and all its factions, and other Moro organizations, after fulfilling certain qualifications, will radiate and work together to promote the general welfare of the Moro people,” said Murad.

Tsunami sensor to be installed in Zamboanga ZAMBOANGA City––The Philippine Volcanology and Seismology (PHIVOLCS) is installing a tsunami sensor anytime this year in this southern port city, a Phivolcs official disclosed.

Phivolcs Regional Monitoring chief Allan Labayog said the tsunami sensor, which will be used to monitor possible occurrence of tsunami, will be installed at the local wharf.

Labayog said the installation of the tsunami sensor will be in collaboration with the Japan International Cooperation

Agency (JICA), citing the equipment costs millions of pesos.

The equipment consists of sensor, transmitter, and a satellite disk, which all came from Japan, Labayog said.

He said it is important to install a tsunami sensor since there is always a probability for the occurrence of earthquake citing Zamboanga City and the region is surrounded by two tectonic trenches.

These are the Sulu and Cotabato trenches, which could trigger an earthquake and tsunami, he added.

Admittedly, the LGUs being mutually accountable in their jurisdictions, respectively has to reaffirm its commitment to achieve the goals of change.

Let us make the most of the opportunities that abound and face the challenges ahead by uniting, active and vigilant, and work together in making Lanao del Sur as your home and my home of peace and for all.
