The aircraft carrier USS George H.W. Bush (CVN 77) left Norfolk Naval Shipyard (NNSY), July 23, after completing a 13-month planned incremental availability (PIA). Bush will conduct sea trials in collaboration with NNSY to evaluate Sailors’ performance and ensure the operability of ship equipment and systems. “Sea trials are exciting and the culmination of an enormous effort on the part of our crew and our shipyard and contracting partners,” USS George H.W. The Department of the Navy (DON) and Dominion Virginia Power (Dominion) announced plans to build a 21 megawatt (MW) direct current (DC) (18 MW alternating current) solar facility at Naval Air Station (NAS) Oceana in Virginia Beach. This is the second solar project that the DON has collaborated on with Dominion. On Sept. 15, 2015, the DON awarded a 10-year contract to purchase 25 MW DC, equivalent to six percent of Naval Station (NS) Norfolk’s electricity needs. » See SOLAR | A9

The Navy recently released NAVADMIN 161/16 which covers the Navy’s financial literacy education implementation plan. The U.S. Uniformed Services Blended Retirement System (BRS) takes effect Jan. 1, 2018, and gives Sailors a greater individual responsibility in securing their financial future. The BRS will require Service Members to make financial decisions affecting their current readiness and long-term financial wellbeing. BRS is effective 1 January 2018 and service members eligible to opt-into BRS will have until 31 December 2018 to decide if they want to switch to the new plan. Everyone serving today can stay under the current system; however, those with fewer than 12 years of service as of 31 December 2017 will have an opportunity to opt-into the new retirement system. The training, education, and opt-in procedures regarding the new military retirement system, will be addressed in future NAVADMINs. The new plan offers a blended system of accounts and pensions that is set to replace the current traditional retirement system – which pays out only after a minimum of 20 years of service. The Fleet and Family Readiness Centers (FFRC) of Hampton Roads plans to educate Sailors about these new changes by offering town hallstyle events, educational videos, leadership briefings, classroom sem-

Aircraft carrier USS Abraham Lincoln (CVN 72) Commanding Officer Capt. Ron Ravelo recognized four Sailors for earning the 2016 Navy and Marine Corps Association (NMA) Peer Leadership Award, July 18. The awardees were: Food Services Leading Chief Petty Officer Senior Chief Culinary Specialist Stephen D. Wilson; Reactor Department Mechanical Assistant Lt. Sohn D. Mcgough; Administration Officer Lt. Cmdr. John C. Leitner; and Chief of Engineering Cmdr. Hannah A. Kriewaldt. Recipients of the NMA Leadership Award are selected by their peers for exhibiting the highest levels of excellence in leadership. “I’m still at a loss for words,” Wilson said. “I don’t come to work for the accolades or the pats on the back. When you know you’re putting in 110 percent, 110 percent of the time, and you

get an award like this, it just shows that your hard work is being recognized.” NMA sponsors more than 400 awards annually for presentation by the commanders of Naval Air Forces, Naval Surface Forces, U.S. Marine Forces Atlantic and Pacific and the superintendent of the U.S. Naval Academy to those officers and enlisted personnel who have been selected by their peers as outstanding leaders in their respective communities. “I realized that I can’t do it all, but I understand that I can do more; and the things that I do, I can do well,” Wilson, referencing the mantra he teaches to his Sailors on a daily basis, said. Leitner beamed with pride while talking about how his success is a direct reflection of the Sailors he leads. “I always told myself that when I got in this position, I would do everything I could to make a positive impact on every Sailor,” Leitner said. “Above all else, what this award symbolizes is the strength, courage and dedication it takes to be a great leader.”
