The guided-missile destroyer USS Bulkeley (DDG 84) rendered aid to a distressed vessel Jan. 15 while operating in the Gulf of Oman. Bulkeley’s bridge team spotted two men in a small, powerdriven fishing vessel waving their arms and a makeshift flag. Bulkeley slowed to stay near the vessel and sent the visit, board, search, and seizure (VBSS) team to render assistance.

The skiff’s crew had no food or water on board. Bulkeley provided food, water, blankets and contacted a regional coast guard. Bulkeley remained with the vessel until they arrived. “Safety of Life at Sea is a mission the Navy is well prepared to perform,” Bulkeley’s Commanding Officer Cmdr. Hank Allen said. “It is our responsibility to render aid to vessels in distress. The Bulkeley team did a great job today, from spotting the vessel at a distance and recognizing their distress, to rendering assistance. Two people will be sleeping in their beds tonight, when they might not have been otherwise.” Bulkeley is deployed with the Harry S. Truman Carrier Strike Group (HSTCSG) in the U.S. 5th Fleet area of operations. HSTCSG consists of the staff of Carrier Strike Group (CSG) 8, USS Harry S. Truman (CVN 75), Carrier Air Wing (CVW) 7, the guided-missile cruiser USS Anzio (CG 68), Destroyer Squadron 28 and her ships: guided-missile destroyers Bulkeley, USS Gravely (DDG 107), USS Gonzalez (DDG 66), and USS Ramage (DDG 61).

after a four day training period. According to NAVSUP FLC Norfolk Reserve Liaison Lt. Cmdr. Adam Whetstone, the Sailors received the training to enhance their knowledge of command operations while increasing readiness to support the Logistics Support Representative (LSR) positions held in the Logistics Support Center (LSC) at this command and other fleet logistics center sites. While much of the training across the three levels of RLR certification – apprentice, journeyman and master – focuses on LSR-type functions, training also covers other areas. “An RLR-journeyman-qualified Sailor stands ready to backfill positions within the FLC in the event of contingency operations or manpower shortages, while also enabling the Sailor to contribute operational support at numerous facilities within the FLC during weekend drills and active-duty training,” Whetstone said.

More than 30 Navy Reserve Sailors completed Reserve Logistics Representative (RLR) Journeyman-level training at Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk on Jan. 10

He also said the training had a second benefit for Sailors taking advancement exams, as many of the areas covered during the training could be on the exam, while helping them foster relationships with their active-duty counterparts. “This allows for a more seamless integration in contingency and operational support situations,” Whetstone said. The students were primarily reservists attached to NAVSUP FLC Norfolk, but a few of the Sailors were from other fleet logistics centers including Sigonella, Italy, and Bahrain. “Our reservists have proven to be an integral part of NAVSUP FLC Norfolk’s command and operational abilities and with this training, reservists further enhance our ability to meet the needs of the fleet,” Whetstone said. July 16, 2015, was a Thursday as any other at the Navy Operational Support Center (NOSC) Chattanooga. Logistics Specialist 2nd Class Randall Smith reported to work just as any other work day. At approximately 10 a.m., this day took a turn when Mohammed Abdulazeez rammed his vehicle through the security gate and opened fire at the NOSC, killing four Marines, wounding another, and seriously wounding Smith. He was hit with three bullets, piercing his stomach, colon, liver, and arm. On July 18, after a two-day fight for his life, 26-year-old Smith became the fifth fatality in the shooting incident. After extensive investigations, the July attack was deemed as having been inspired by a foreign terrorist organization, which made Smith, along with five others, eligible to receive the Purple Heart Award. Secretary of the Navy Ray Mabus stated he hoped would comfort the families in some way. The Purple Heart Ceremony for Smith was held

Jan. 14. Speakers at the ceremony included Chief of Naval Reserve and Commander of Navy Reserve Force Vice Adm. Robin Braun; Commander of Navy Region South East Researve Component Command Captain Matt Berta; Commanding Officer of Navy Operational Support Center Chattanooga Lt. Cmdr. Timothy White; and most importantly Smith’s Wife, Angie, and their three daughters.

Navy Expeditionary Combat Command (NECC) marked the 10-year anniversary of its establishment on Jan. 13 of providing expeditionary combat support. NECC’s first N8 Director retired Capt. Pete Frothingham discussed the importance of aligning expeditionary combat forces totaling more than 19,000 active and reserve component forces under one type commander (TYCOM). “NECC allowed for the proper man, train, equip of a large number of expeditionary and pre-existing forces,” Frothing-
