Residential Areas
an ordinance to take
over 96 residential areas Mijas begins drafting
The Executive emphasises that this is a “decisive step after decades of citizens’ demand” that will be made possible by the ordinance, which begins with the public consultation”
Ed.Dept / Design: Carmen Martín
On Monday 26th, the Mijas Town Hall officially began the process of drafting an ordinance to take over 96 historic residential areas in the municipality. According to the government team, this is “an unprecedented decision that will solve a need and a citizen de-

mand that has existed for many decades, and which will guarantee equal services for all Mijas residents, regardless of where they live”.
This was announced by the mayoress of the city, Ana Mata (PP), accompanied by the councillor for Residential Areas, Juan Carlos Cuevas Dawson (Vox), and the councillor for Economy and Finance, Mario Bravo (PP). This process began with the mandatory public consultation, published on that same day on the Town Hall’s website.
“Historic” decision
There are a total of 96 residential areas in the municipality classified as consolidated urban land which, despite being fully integrated into the urban fabric, have never been formally taken over by the Town Hall. The mayoress stressed that this “historic decision” will put an end to the legal, administrative and economic uncertainty “that affects both residents and the Mijas Town Hall itself”, and emphasised the
importance of equal services.
The local government explained that “the lack of clarity about who should preserve and maintain roads, sanitation networks, water supply, lighting or green areas is clearly detrimental to the residents of Mijas who live in these areas, as they pay the same taxes (IBI) as those in urban centres. This has historically created a situation of inequality in taxation and service provision that has been prolonged over time”.
In many cases, the Executive asserted, homeowners’ associations have been unable to bear the costs of the aforementioned works, and unfavourable situations have arisen in the areas of health, the environment and road safety.
This has led, added the government team, to a progressive lack of basic urban services and a decline in the quality of their provision; and “has prevented access to subsidies and aid to improve services and infrastructure, in a vicious circle that has perpetuated the disadvantages in the municipality in recent decades”.
This ordinance will provide legal certainty for residents and the Town Hall and “will establish a clear and participatory procedure to guarantee residents’ rights and compliance with public obligations regarding essential services”, explained Cuevas Dawson.
For his part, Bravo added that the Mijas government team endorses the principle of equal rights and equal obligations: “We believe that a street open to the public must be maintained with public money, including cleaning, lighting and paving. We cannot differentiate between citizens who are not different”.
Cuevas Dawson: “An orderly and definitive solution” for residents.-
The councillor for Residential Areas, Juan Carlos Cuevas Dawson (Vox) added that “for many years, this situation has been managed with one-time solutions, without a clear plan, which has caused frustration among residents”. He also added that “with this ordinance, we want to move from stopgap measures to an orderly and definitive solution”, and emphasised that “the Town Hall will provide the framework and will accompany the residential areas throughout the process, because this can only be resolved by working together and listening to those who live there” / Irene Pérez.
Bravo
emphasises that the consultation is independent of the public information process.-
The councillor for Economy and Finance, Mario Bravo (PP), clarified that the consultation is independent of the hearing and public information procedure, which will be opened later as required by law in the processing of the ordinance. Following the publication of this public consultation period, the matter will be forwarded to the Infrastructure and Works Department to be carried out in all its phases in accordance with the applicable regulations and procedures.

consultation
The future Municipal Ordinance Regulating the Reception of Historic Residential Areas IS BASED ON THE MECHANISMS PROVIDED FOR IN REGIONAL LEGISLATION, PARTICULARLY THE LAW ON THE PROMOTION OF SUSTAINABILITY IN ANDALUSIA (LISTA), which establishes the framework for the regularisation of these consolidated situations. It also aims to gather the opinions of citizens and organisations potentially affected by the future regulation, thereby improving citizen participation.

Residential Areas
This process began with the mandatory public consultation, published on Monday 26th on the Town Hall’s website, which WILL BE OPEN FOR 15 WORKING DAYS, I.E. UNTIL FEBRUARY 16TH. This prior public consultation complies with Article 133.1 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. It will serve to identify the problems to be solved; the need and appropriateness of its approval; and possible alternative regulatory and non-regulatory solutions.
A decades-long demand
and a “historic” decision
The official start of the process to draft an ordinance to take over the 96 residential areas in the municipality is, according to the government team, “an unprecedented decision that will address a need and a citizen demand that has existed for many decades”. The mayoress, Ana Mata (PP), stressed that THIS “HISTORIC DECISION” WILL PUT AN END TO THE LEGAL, ADMINISTRATIVE AND FINANCIAL UNCERTAINTY “AFFECTING BOTH RESIDENTS AND THE MIJAS TOWN HALL ITSELF”

Equality of services,
“A CITIZENS’ RIGHT”
THE MAYORESS OF MIJAS, ANA MATA (PP), stressed that equal services “are a right of citizens and, therefore, an obligation for this municipal government team, AN OBLIGATION THAT NO PREVIOUS GOVERNMENT TEAM HAS ASSUMED IN HALF A CENTURY ”.
The mayoress explained that the current situation could lead to environmental and road safety risks, as well as a progressive lack of basic urban services and a decline in the quality of their provision, “and that is why we have decided to put an end to this situation”.

The Las Lagunas adjacent football pitch and the Antonio Márquez pitch will
be
renovated
In both cases, the replacement of the turf and the reorganisation of the spaces to improve functionality are planned
The Mijas Town Hall continues to develop its plan to improve municipal sports facilities. At present, bids are being evaluated for the drafting of renovation projects for the Las Lagunas football pitch and the Antonio Márquez pitch in Osunillas. This was announced by the councillor for Sports, Mari Francis Alarcón (PP), and the councillor for Infrastructure and Works,
Ed. Dept. / C. Martín / A. Lago said the councillor. For his part, the councillor for Infrastructure explained that both refurbishments are very similar, except that the tender amount for the design of the Antonio Márquez football pitch is higher than that of the adjacent pitch, as it will also include refurbishment of the access area and car parks. The councillor also pointed out that the projects will have a 90-day completion deadline.
The tenders
have a total value of 139,416.39 euros
Juan José Torres Trella (PP). The head of the Sports Department explained that these refurbishments are necessary due to normal wear and tear from regular use of the facilities. She added that the tender specifications describe the work required to make the two pitches more fully operational. These facilities “need to be updated” because “they are very old and have not been maintained for a long time”,
Adjacent football pitch
For the Las Lagunas adjacent pitch, plans include both the replacement of the turf and the expansion of the surrounding facilities. The work will be carried out on the existing pitch, which has an artificial turf playing surfece over ten years old. It is equipped with goalposts for 11-a-side football, two sets of goalposts for 7-a-side football, benches and stands. In addition to renovating these facilities, the project must also propose the replacement of the perimeter gutters. In this regard, the Town Hall intends to reorganise the available space, with

plans for a two-storey covered grandstand, ticket offices, changing rooms, public toilets, a storeroom and a cafeteria. The tender for this project is valued at 55.000 euros.
Antonio Márquez pitch
Regarding the Osunillas football pitch, the project includes a comprehensive refurbishment of the facility, including the car park and access road. Like Las Lagunas, the pitch has artificial turf over ten years old and is equipped with goal sets for both 11-a-side and 7-a-side football. The project also proposes the replacement and redesign of the perimeter gutters. As for the covered stands located to the north, their expansion will be considered. Complementary facilities, including the CD Mijas clubhouse, public toilets, storage, and more, must be fully accessible.
The drafting of the project is being tendered for 84,416.39 euros, bringing the total for both projects to 139,416.39 euros.
The seminars will be held on the 26th of February, from 9 to 14 hours and from 16 to 18 hours, and on the 27th of February, from 9 to 14 hours. They will provide advice to individuals who have contributed to both the German and Spanish pension systems. During the sessions, participants

‘Mijas
,
where life flows ’
is the new slogan for the city’s tourism promotion campaign
The Town Hall presents its new tourism strategy, highlighting the municipality as unique, full of sensations, well-being and quality of life
On Tuesday 27th, the mayoress of Mijas, Ana Mata (PP), and the councillor for Tourism, Francisco Jerez (Vox), presented the municipality’s new tourism promotion campaign. Under the slogan ‘Mijas, donde la vida fluye’ (Mijas, where life flows), this initiative aims to showcase a destination full of sensations, inviting visitors to relax and enjoy themselves to the fullest. In short, a place in the world where you can let yourself go and gain new life experiences.
This campaign was due to be presented at the latest edition of Fitur, but the Town Hall cancelled all institutional presence as a sign of mourning for the Adamuz train accident. According to Mata, the campaign will be officially launched at the ITB fair in Berlin in March, although it is already the official image of Mijas tourism.
The new communication approach stems from the need to offer
a counterpoint to the information overload and daily rush that characterise today’s society. “Mijas is presented as a unique place, far removed from other tourist destinations that are already saturated, showing itself to be a place to live

“Mijas is a complete destination, offering a wide range of options for all types of visitors. From relaxation tourism to sports, golf, health, culture, gastronomy. In other words, it is a town where you don’t just come to spend your holidays, but to gain new life experiences. This is reflected in the campaign”, she added.
For his part, the councillor for Tourism emphasised that this cam-

“From the Tourism Department, we are working to ensure that this campaign has a real impact on deseasonalisation. Mijas is not a high-season destination: it is a destination to be enjoyed twelve months a year, and this proposal allows us to segment
THE MAYORESS, ANA MATA (PP), EXPLAINED THAT THE ‘WHERE LIFE FLOWS’ CAMPAIGN STANDS OUT FOR ITS GREAT VERSATILITY. It allows for multiple versions targeted at different market niches, citing examples such as ‘Where flavours flow’, ‘Where sport flows’ and ‘Where sunsets flow’. The campaign aims to foster a sense of belonging and to inspire people to visit Mijas and discover it through experiences based on sensations.

The councillor also highlighted that Mijas is currently competing in a very demanding global tourism market, “which is why we are committed to a clear, adaptable and recognisable brand, capable of positioning us at international fairs such as Fitur and in strategic markets where we want to continue growing”.
The vice-president of Aehcos in
Mijas, Juan Miguel Marcos, also commented on this campaign, applauding the message it conveys, “because it tells people that we don’t just have sun and beaches”, but “that there are many things to do in Mijas, from playing sports to hiking, enjoying the cuisine and discovering the history of the town, all while always having the sea in the background, because Mijas is a place where life flows”, he summarised.

Mijas handles almost 50% more cleaning notices in 2025 with 99% efficiency

rate stood at around 99%, despite a much lower volume of reports.
The Street Cleaning Department in Mijas managed a total of 7,407 incidents in 2025, compared with 4,961 recorded in 2024, representing an increase of nearly 49% in the volume of reports handled, without, according to the department, “affecting the efficiency of the service”.
This trend is clearer when analysing the figures from recent years. In 2023, the total number of incidents recorded was less than 1,300, “with an essentially reactive operating model, in which almost all reports came from residents and direct detection by the department was practically nonexistent”, explains the Town Hall.
The councillor responsible, Eloy Belmonte (Vox), pointed out at a press conference that “the relevant fact is not only that more reports are being registered, but that the department has been able to absorb this increase in incidents without losing its response capacity”.
In 2025, the percentage of incidents resolved reached 99.18%, a response level consistent with previous years, similar to that recorded in 2023, when the resolution
Location of incidents
Another significant aspect of the report is the origin of the incidents. While in 2023 only around 2% of reports were detected by the service itself, in 2025 79.3% of incidents were identified directly by inspectors and staff from the Street Cleaning Department through daily monitoring, supervision and control of the municipality. The remaining 20.7% came from reports submitted by residents through the available channels.
Belmonte explained that “these figures reflect a profound change in the way we work: we have moved from a model based almost exclusively on complaints to a model of active control, which allows us to anticipate and act before problems escalate”.

The most common interventions relate to improperly discarded furniture and household items, dirt on streets and pavements, pruning debris, cleaning of faeces and urine, and illegal dumping of rubble, incidents that have a direct impact on the urban envi-

Mata requests that the matter be urgently referred to the Ministry of Transport and Sustainable Mobility, warning that potholes are dislodging material from previous repairs due to rain and the constant passage of vehicles. “Many residents are expressing their concern and insecurity, both directly

The women’s team will visit the Town Hall and the sports facilities.
The name of Mijas will remain at the top of Spanish basketball. On Monday 26th it was announced that the Mijas Town Hall has renewed the sponsorship it maintains with Unicaja Basketball Club for two more years.
This agreement establishes that Mijas will sponsor the club’s first men’s and women’s teams for two seasons, the current one and the next, 2026/27, with the possibility of an extension for two additional seasons, until 2028/29. All this, explained the Executive, “in order to promote tourism, sport and culture in the town”.
The mayoress of Mijas, Ana Mata (PP), and the president of
Club Unicaja Baloncesto, Antonio Jesús López Nieto, jointly announced this renewal, which allows for the continuation, as highlighted by the government team, of “a fruitful collaboration between both entities to promote the values of both grassroots and professional sport, and to promote Mijas through a wide range of channels”.
Unicaja Mijas
The contract stipulates that the women’s first team will continue to be called Unicaja Mijas; that the city’s logo will be included on the players’ shirts; that the name Mijas will be inserted on the game clocks of the matches it plays; and that there will be banners with the town’s

The aim of
this contract is “to promote the city in terms of tourism, sport and culture”
This sponsorship, the local government emphasises, “is justified by the fact that both teams have a clear national profile, their own identity and athletes who contribute to spreading the values of sport and the Mijas brand”. The contract establishes a price for this sponsorship of 385,000 euros for the initial two years, of
which 320,000 euros will go to the women’s team and the rest to sponsor the men’s team. Under this sponsorship, the women’s team will visit Mijas Town Hall and municipal sports facilities during the term of the contract. These are some of the points established in the agreement.
Values
“It is a guarantee that Mijas supports Unicaja because it is a great sporting institution that represents many young people and the values we want to show: teamwork, camaraderie, generosity and discipline. All of this represents Unicaja and also Mijas, so we are going to go hand in hand for at least two more seasons”, explained the mayoress, Ana Mata.

The proceeds will go towards kitting out the new building provided by the Town Hall to the Alzheimer’s association
The Rotary Club Mijas International’s post-Christmas charity event was a huge success. More than 60 people, including members and non-members, attended the event, which raised funds for AFA Mijas. The Mijasbased group, which provides services to Alzheimer’s patients and their families, expressed their “eternal gratitude” for the club’s latest gesture.
“At AFA Mijas, we are very grateful to the Rotary Club because this is not the only event it has organised for us. Recently, we also received another donation: they have installed a new door control system at the centre. They are always there for everything we need,” explained the director and psychologist of the AFA Mijas Day Centre, Mari Carmen López
The party took place on Friday 23rd at La Sierra restaurant, where guests enjoyed dinner, music and a raffle to raise even more funds. “We felt that we really had to help them move to their new building”, explained the president of the Rotary Club Mijas, Andy Whiton, who added that thanks also to La Sierra, they expected “to raise around a thousand euros”, in addition to “what is raised from the raffle”, brin-

estimates that this event raised around 1,500 euros
ging the total to “around €1,500”, Whiton estimated.
AFA Mijas will allocate all of the funds to get the new building, provided by the Town Hall, up and running as soon as possible. The space will be used to expand their day centre, which currently cares for 25 people. “We have been supporting them for a few years now and they have a particularly im-
portant project at the moment to support more patients and their families. They have a building next door with which they can expand their services, but the building is unfinished, there is no electricity or water inside; basically there are the walls, the windows and the roof, and that costs a lot of money”, stressed the former president and treasurer of the Rotary Club Mijas International, Katja Range
The leader of the club’s Local Service Committee also pointed out that the club’s next event will be a twinning with another Rotarian from England, who will be spending a few days in Mijas.
