The Plenary gives the green light subsidies ordinance to the new general

Neighbours and groups will have one month to submit objections following the publication of the text, which will govern these types of subsidies and how they are awarded

Carmen Martín

On Wednesday 30th, the Mijas Town Hall Plenary initially approved the new General Subsidies Ordinance. This document will govern this type of subsidy as well as the administrative process for granting them.

According to the Town Hall, “the aim is for this ordinance to serve as the regulatory framework for the subsidy-related activity of the Town Hall, with a complete and updated wording”. In this regard, the mayoress of Mijas, Ana Mata (PP), explained that “the previous regulatory framework had become obsolete, so with this new ordinance, we are complying with the Subsidies Law”.

The councillor for Citizen Participation, Silvia Marín (PP), pre-

sented this item on the agenda, which was approved with votes from the government team and the abstention of Ciudadanos and votes against from the PSOE. The councillor explained that the Town Hall has a 2005 by-law that had to be adapted to current regulations. “We now have a more appropriate, updated and effective instrument to ensure the purpose of the proposal, aiming to adapt to current realities and to standardise the procedure for awarding, justifying, and monitoring subsidies ”, she said. “We want the awarding and justification of subsidies to comply with the principles of equality and non-discrimination, publicity, transparency, competition, objectivity, effectiveness in achieving objectives, and efficiency in the

allocation and use of public resources”, Marín emphasised.

Reactions

From the opposition, the PSOE pointed out that local groups had not been consulted during the drafting of the ordinance, in breach of the Regulations on Citizen Participation. “You have not consulted

It included an item of 800,000 euros for the Home Care Service (SAD), but also covered invoices for the Lifeguard Service and last year’s senior citizens’ trip. “I believe you know, from monitoring the procurement platform, that the contract has al-

ready been awarded to a new company and will be formalised in the coming days”, explained the councillor for Economy, Mario Bravo (PP), with regard to the SAD. The opposition criticised the government team for the absence of contracts in these files. Regarding the SAD, the PSOE spokesperson in the Town Hall, Roy Pérez, criticised the government team for “making a fictitious contract” and

carrying it out via the “emergency procedure”, adding that they hope that “with this money, although late and not ideal, the workers’ salaries will be brought up to date”. For his part, the spokesperson for Cs, José Carlos Martín, criticised that they were “processing an emergency file that is not an emergency, with a deadline that they are not going to meet”. The mayoress, Ana Mata (PP), stressed that “as soon as the

logue can begin… not the formal objections period that is about to open, but an information and consultation period with all the relevant groups”, said PSOE councillor Josele González Cs, for its part, focused on the process for awarding the subsidies. “We were struck by the fact that they are all competitive procedures. We are neither for nor against them, but we do have questions. For example, if subsidies were previously given to all parents’ associations, and we now switch to a competitive process, what does that mean? That not all parents’ associations will receive funding?”, asked the spokesperson for the party José Carlos Martín

The item was approved with the votes of the government team. The PSOE voted against and Cs abstained.

In addition, two other files were approved. The first, without objection, for 1,315,220.32 euros, was passed with the votes of the government team. PSOE and Cs abstained.

The second, with approval, for 1.4 million, went ahead with the votes of the government team. The PSOE voted against and Cs abstained.

of the ordinance and will have one month to submit objections after its publication: “Following consultation with both the Legal Department and the Plenary’s General Secretariat, they referred to case law, specifically Supreme Court ruling 1453/23, which permits the consultation process to take place after the initial approval of the ordinance. Each organisation will be formally notified and given the opportunity to submit comments on the text during this one-month period”, she explained.

The mayoress also clarified that the reason for introducing this ordinance is to comply with the Subsidies Act, which, she added, “establishes that, as a general rule, projects submitted by different associations must go through a competitive tendering process”.

LOCAL HOLIDAYS

September 8th and October 15th will be public holidays in 2026

J.P. Last Wednesday, the 30th, the Plenary Session unanimously approved the two local holidays for 2026. Mijas will promote the development

of 1,652 subsidised homes

On Wednesday 30th, the Plenary unanimously approved the municipality’s adherence to Decree-Law 1/2025, of 24 February, issued by the ‘Junta de Andalucía’ (Andalusia Regional Government), which introduces urgent measures in the field of housing. The aim is to promote the development of new subsidised homes at affordable prices, facilitating access to decent and adequate housing, with a particular focus on young people and vulnerable groups. The mayoress of Mijas, Ana Mata (PP), assured that “We will take into account those registered on the housing demand list in order to understand their preferences, whether they want to rent or buy, in order to make the best use of these four plots of land, which belong to each and every one of the residents of Mijas”.

These provisions, as reported by the councillor for Urban Planning, Lourdes Burgos (PP), would make it possible to develop 1,652 subsidised homes across the municipality. “With the necessary technical adjustments, we will have 1,652 affordable homes ready to

The agreement we are voting on today transforms underused land into housing, without having to wait for lengthy amendments to the General Plan”, said Burgos. In fact, a document has already been drawn up listing the land that is suitable for this type of construction.

This regulation addresses two key issues. Firstly, it establishes extraordinary and urgent landuse measures to promote subsidised housing. “To begin with, it

The councillor for Beaches, Daniel Gómez Teruel (PP), stated that during the current term of office, meetings have already been held with the Coastal Authority to address the necessary stabilisation of the coastline, “as it is suffering from a serious erosion problem, and we

The decree also includes the creation of a land bank in coordination with local councils, and the incorporation of residential developments into the Accelerated Projects Unit.

The PSOE, despite voting in favour, raised several objections to the decree, which they consider “does not go far enough” to address the housing problem. In this regard, the socialist councillor, Laura Moreno, added that “it raises maximum prices, opens

are seeing that the sand replenishment currently being carried out do not really solve the problem in the long term”.

Cs also recalled the work done on this issue by the previous government team. Spokesperson José Carlos Martín pointed out that, in 2021, the Centre for Public Works Studies and Experimentation (CEDEX) proposed three solutions to this problem: “the sand replenishment, the construction of a breakwater in the Nanet area and a groyne at El Bombo, and a third option that included

the doors to market speculation, which is what we in the PSOE believe will happen, and lacks robusts mechanisms for social protection. There is no guarantee that these homes will remain social housing in the long term”.

The Ciudadanos Municipal Group , through its spokesperson, José Carlos Martín, emphasised its commitment to the rental model. “We have land, we have funds... Let’s rent”, he said, citing Málaga as an example, “where social housing rents range between 262 and 374 euros, prices that are affordable to any citizen. Later, once someone has secure housing, they can decide whether to purchase, but at least this offers access to homes with rents people can manage based on today’s wages

Councillor Josele González (PSOE) added that in 2022, the central government was about to put out to tender the drafting of this project, “but there are contracts that remain unfulfilled, and that is what happened, despite the budget of around 60,000 euros was allocated for it”. The motion was extended to the entire Mijas coastline, as councillor Mario Bravo (PP) pointed out that there are other areas of the coast that are also of concern, including the one near the El Almirante building.

The councillor for Rural Areas, Eloy Belmonte (Vox), explained that the main aim of the plan is to condition road surfaces so that they are in optimal condition for vehicles to pass through. “This work is essential to ensure that livestock farmers, agricultural workers and residents can access their properties safely all year round. Works have already been completed in areas such as La Batana, the lower part of Osunillas, La Alquería, Cuesta Borrego and El Hornillo. At present, the team is focusing on the Arroyo Seco area, and in the coming weeks the plan will move on to other parts of the municipality, including Valtocado, the upper area of La Alquería, Atalaya, Entrerríos and Puerto de Los Gatos.. The councillor reaffirmed the local government’s commitment to the ongoing maintenance of this road network, stating that they will continue to push ahead with this work “so that no corner of the municipality is left isolated”.

pruning work on palm trees

The aim is preventive, to avoid possible pests and diseases, as well as keeping the municipality clean

The Department of Parks and Gardens of the Mijas Town Hall is carrying out preventive palm tree pruning to avoid problems with pests and diseases, an action that is also essential to keep them healthy and improve the image of the municipality. “The pruning season usually falls between spring and summe, as the high temperatures at this time of year help the palms to heal more quickly”, explained the councillor responsible for this area, Daniel Gómez Teruel (PP), who pointed out that

“we are a municipality with more than 1,000 palm trees and (with this measure) we want to give residents and visitors the image of a clean and well-kept municipality”. This work, which involves removing withered or diseased leaves, was carried out on Thursday in Las Lagunas, in the area around Las Cañadas (Santa Gema, Santa Laura and San Juan streets), and has also taken place or is currently underway, as the councillor pointed out, in other parts of the town: “We have previously worked on Avenida de Mijas, as well as Avenida del Limonar, Pla -

and

Pueblo, given the proximity of the festivities in honour of our patron saint, the Virgen de la Peña”.

Two teams from the department specialising in this type of work are responsible for carrying out these tasks. “They are fully trained, and when winter arrives, we will continue to provide training because we aim for excellence in our services”, said Gómez Teruel, adding that in support of this work in the town’s gardens “we have a company that works for Parks and Gardens which also has its own pruning team”.

SOLIDARITY

‘Holidays yes, abandonment no’

P.M. ‘Vacaciones sí, abandono no’ (Holidays yes, abandonment no) is the name of the campaign being run by the Andalusian Association Against Animal Intolerance (ASACIA) during the summer months. The association stresses the importance of launching the initiative due to the high number of animals abandoned at this time of year. We spoke to the ASACIA president, Mar Selva, about how this summer is progressing: “It’s been a brutal summer in terms of abandonment. This situation is unacceptable. Animals are sentient beings and they don’t understand why they are left on the street or in shelters that are completely overcrowded. There are many cases of abandonment and many of them end in tragedy”. If you’re planning to go away on holiday, there are plenty of options for caring for your pet, as Selva said: “It’s very easy, if you go on holiday,

there are many pet-friendly destinations where you can take your animal with you. Or you can leave them at a kennel, with a professional carer, or even with family. There are many alternatives, but abandonment is never one of them”.

Given the high temperatures at this time of year, ASACIA also warns against a common but illadvised practice when trying to cool animals down. One of the organisation’s volunteers, Aaron Carvajal, explains that “you should use cool water, not cold from the fridge, and pour it over their paws and belly. This helps prevent more serious problems”. ASACIA recommends wetting the belly and paws with water to help regulate body temperature effectively.

If you would like to know more about the association, you can contact them by email at asociacionasacia@gmail.com.

Great talents

the Mijas native who paints the light of galaxies far, far away Alba Sanchez Se ano,

pays off is a great motivation.

Cinema is silent magic woven frame by frame. Behind wonders such as Star Wars and Jurassic World lies the talent of specialists like the ‘Mijeña’ Alba Sánchez-Serrano. From Calahonda, her journey has taken her to the elite of visual effects, working as a compositor at the legendary Industrial Light & Magic (ILM), the company founded by George Lucas. At just 29, her career already includes an Emmy Award.

-Your career is an example of Mijas talent succeeding on a global level. What prompted you to make the leap from Mijas to such a competitive industry?

-I’ve always loved drawing since I was little, and I became interested in digital art at 13, when I was given a drawing tablet. I knew I wanted to do something creative. But it’s been a very gradual process. The first step was moving to Madrid to study Digital Animation at U-tad University. At first, I was drawn to Pixar films, but it was when I gained a better understanding of how the industry worked that I decided to make the leap to visual effects.

-After Madrid, you moved to London. How difficult is it for a young Spanish talent to make their way?

-The good thing about London is that if you work hard, you can get ahead because there are so many opportunities. I started in a temporary position on minimum wage and trained in my spare time, as I had no real experience in VFX. It was tough because of the long hours and being alone, far from my family, but seeing that the effort

-Many people don’t know exactly what the job of a ‘VFX composer’ involves. Tell us about your dayto-day work.

-It’s an assembly line. To create a dinosaur, different artists design, model, texture, light and animate it. My job is to take all that, along with the real footage recorded on set, and integrate it. I take care of the shadows, ensure the sand moves when it steps, make colour adjustments... so that everything looks like it was filmed at the same time.

-You work at Industrial Light & Magic. Can you feel the history in the air?

-I love it because, at the end of the day, it’s a Disney company, which was my dream when I was little. What I like most is the collaborative atmosphere; I’m surrounded by very talented artists from whom you can learn. Here, everyone can express their opinions and contribute ideas, regardless of their position in the company. What’s more, the office is decorated with film memorabilia, item from when the effects were done by hand and, of course, Star Wars figures.

-You were part of the team that won an Emmy for ‘Chernobyl’. What did that awars mean to you?

-I was thrilled. It was one of my first projects. When it came out and got that reception, it was a joy. Our supervisor brought the Emmy to the studio so we could all see it. However, I think we’ve done better work that perhaps hasn’t received as much recognition. Awards are nice, but there are projects I’m just

as proud of.

-Such as?

-I’m very happy with the work we did on the series ‘Andor’. It’s probably my favourite project. I was really excited to be involved in something from ‘Star Wars’ and, on top of that, everyone was very committed. The atmosphere was great, pleasant, and the visual effects are really good because everything was filmed with integration in mind, using real references to make it look as realistic as possible.

-You’ve been involved in blockbusters such as ‘Jurassic World’ and ‘Mission Impossible’. How do

you manage nerves and deadlines in such a demanding environment?

-We always work to the same high standards. The difference with large productions is that they tend to have bigger budgets and, therefore, more time and resources. The only real pressure comes close to the deadline if we are running behind schedule. That’s when we might have to work overtime, but the industry is moving forward and is now concerned about people burning out.

-What new professional challenges are you setting yourself?

-My next goal is to continue clim-

bing within the company, start taking on more responsibility and, in the future, I would like to be head supervisor on a film or series. In terms of projects, rather than working on sequels, which I like, I would love to be involved in the next big new saga that comes along.

-Your professional life has taken you far away, do you still have ties to Mijas?

-Yes, of course. I go back several times a year because my parents still live in Calahonda. I love going home and going to the beach. I try to go mainly in May, June or September, and of course at Christmas.

The Full Moon Equestrian Route

The route will depart on Saturday 9th from El Esparragal, featuring stops, tapas and a surprise gift for the first 100 people to register

The Mijas Town Hall, through the Department of Livestock and Rural Areas, which is taking part in the organisation for the first time, according to a press release, presented the traditional Full Moon Equestrian Route on Friday 25th, together with the Peña Caballista Mijeña. This is a highly anticipated event for horse lovers, which will take place on Saturday 9th of August, departing from the peña’s hut in El Esparragal park at 20 hours.

The councillor for the department, Eloy Belmonte (Vox), highlighted this collaboration as a firm commitment by the Town Hall to promoting the municipality’s livestock tradition. “Mijas has something that few towns can offer: the chance to explore our mountains on horseback under the light of the full moon. It’s not just an equestrian route, it’s a visual and emotional experience that brings together nature, culture and conviviality”, he said. The route, which will last around four hours, will pass through natural landscapes

Both during the day and at night, the La Cala Fair was packed with people. On Sunday 27th, the final day of the maritime festivities, the municipal booth at the fairground brought its programme of performances to a close with a full house, thanks to the concert by Paco Candela, which drew a large crowd of flamenco fans. Sunday also marked the final day of the Day Fair, which wrapped up with an energetic concert by El Callejón, an ever-popular fair favourite who kept the audience captivated and dancing non-stop. The daytime celebrations came to an end with a session that many enjoyed until the very last minute. In fact, very few were willing to say goodbye to the festivities.

Positive assessment

Sunday was undoubtedly the perfect finale to a week of celebrations in Mijas, marked by a strong tourist presence and thoroughly enjoyed by locals. “These have been unforgettable days for both the people of Mijas and the thousands of visitors who joined us. Everything went off without a hitch; the concerts were a success and both the day and night fairs were a complete triumph. This is the result of the tireless efforts of the municipal employees, to whom I am deeply grateful for their full commitment”, said the mayoress of Mijas, Ana Mata (PP).

The councillor for Festivities, Silvia Marín (PP), also gave a positive assessment of this week of festivities, which the Town Hall had prepared with great enthusiasm and dedication. According to Marín, “it has been a major organisational effort, with many meetings involving the police, fire brigade, and other services, all of whom I wish to thank for their full commitment and support. Thanks also to all the municipal staff who make this fair possible and, of course, to the Festivities Committee”. She went on to highlight the high level of participation: “Every day was a full house, with strong turnout from both Mijas locals and tourists”.

Now, attention turns to the third and final fair of the season, the Mijas Pueblo Fair, which will be held in September.
