April Ordinary Plenary Session
Report by M.J.Gómez / Design: Isabel Merino
The Mijas Town Hall approved on Wednesday 30th in the ordinary plenary session of April a budget amendment for a total of 7.413.304,68 euros. The main items to which this amount is allocated, coming from the surplus of the municipal coffers, are as follows: 2,088,000 euros for the area of Parks and Gardens, 1,800,000 for the Sports Department, 850,000 for the Beaches area and 650,000 euros for the acquisition of vehicles for the Fire Department. Regarding the latter, the councillor for Economy and Finance, Mario Bravo (PP), said that “we believe that it is better to have vehicles when they are needed. It is true that we rely on firefighters from other municipalities, as well as the forest firefighters, who are always willing to collaborate, but it is better to have our own vehicles. Although that collaboration is welcome, it shouldn’t be essential, we will try to rely on our own means”. Meanwhile, 175,000
The item passed with the government team voting in favour; the opposition voted against
euros are earmarked for cultural expenses and 100,000 euros for sports grants.
Debate on the amendment
The opposition disagreed with this first amendment after the approval of the municipal budgets on the 14th of January, among other reasons, because, they pointed out, it has an unfavourable report from the Comptroller’s Office. The socialist spokesman, Roy Pérez, described the management as “poor” and said that “there are 1,000,051 euros of outstanding invoices as of December 31st, 2024, which you did not include in the budget. There is a profound economic imbalance in the budget and this is a reason to challenge it, any judge in his full capacity will see it”, said Pérez, who added that “you do not comply with anything: neither with the spending rule nor with budgetary stability and sustainability”.
“On page 8 of 12 of the comptroller’s report there is a last line that shows the inclusion of the remaining 979,000 euros. So, before alarming people by suggesting an offence, consider that there was an invoice for 979,000

euros, that there was a credit retention for that amount and that for reasons beyond our control it was not paid at the time, and we have passed the invoice to 2025, and the money from Festivities has also been passed to 2025”, Bravo responded during his speech.
Ciudadanos, for their part, considered that the amendment reflects a lack of foresight. “You are confusing investments with structural expenses. Haven’t you foreseen all this in the 2025 budget?” asked the spokesman for the party, José Carlos Martín, who asserted that “I believe that with
100 million euros in the bank, that on the 30th of April the government team has not defined how it wants to invest this money, except for these 7 million that it is bringing in now, it is a mistake”.
“Could we have included some of these expenses in the budget as you say? Yes, what happens is that the budget has to be balanced, so we included all the expenses that we could. Have some expenses been left out and we are going to include them in now, and this amendment is not only about investments, but also about expenses? That’s true”, said the councillor for Economy and Finance, Mario Bravo, who concluded by pointing out that “we still have plenty of margin between income and expenditure to increase the committed and ongoing expenses for the coming years”.
The budget amendment was passed with the votes in favour of PP, Vox and PMP, while PSOE and Ciudadanos voted against.
Among the 667,600 euros of budget increase, 500,000 euros for a new fire engine, 75,000 euros for an all-terrain transport and rescue vehicle, 75,000 euros for a van to transport personnel and tools, as well as 48,500 euros for uniforms and technical clothing for personnel.

The amendment allows for an increase in the budget allocation for Parks and Gardens, with a total of €2,109,402.75, of which €1,719,899.95 will be allocated to the new maintenance contract for green spaces, as the current contract expired several years ago.

In addition, €389,502.80 will be allocated for the purchase, supply and installation of two new children’s play areas in La Butibamba Park and the El Esparragal recreational area.

Power outage in Spain
Report by Irene Pérez and Cristina Luque / Design: I. Merino
The mayoress of Mijas, Ana Mata, took stock on Tuesday 29th of the actions carried out during the general blackout on Monday 28th which affected the whole of Spain and thanked the excellent work carried out by the security officers and municipal employees involved.
“I would like to thank the work and effort made by the Local Police, Fire and Civil Protection, Operational Services and, in general, by all the State Security Forces and Corps. Thanks to all of them this difficult day was more bearable because of their sense of responsibility and the deep commitment to their work and, therefore, with Mijas”, said the mayoress. After the first moments of the blackout, the Mijas Town Hall activated the Municipal Emergency Plan (PEM), which remained in effect until the Andalusian Territorial

Local Police
As for the security forces, the Mijas Local Police activated a reinforcement operation on Monday to address the consequences of the blackout that affected the entire municipality from early afternoon.
From the start of the incident, at around 12:30 hours., officers were deployed to assist the public, ensure safety, and provide support at all affected locations. The power cut particularly impacted communications; however, the response was quick and effective, ensuring coverage of essential services and continuously sending messages of calm and caution to the public.
Police presence in the streets was strengthened, covering both school crossings and other priority services. Assistance was provided in specific situations, such as in a pharmacy where several customers were trapped due to the power failure, and there was an intervention to locate and ensure the safety of children whose parents were unable to contact the schools due to the breakdown of communications.

their humanity and professionalism, providing reassurance to parents and students”, said the mayoress.
Traffic delays caused by the blackout were also resolved, and warnings related to minor incidents were dealt with. Rescue operations were carried out to rescue people trapped in lifts and assistance was provided at a construction site for a crane a suspended load.
Firefighters
As for the Fire Brigade, they activated a personnel reinforcement and deployed units across the urban centres to ensure immediate attention. Although no serious incidents were reported, the teams carried out surveillance work, provided information to neighbours and remained on constant alert throughout the night. “Their presence, visible and close, contributed to providing reassurance to the population, en-
suring a rapid response to any eventuality”, explained Ana Mata. They also provided a generator to power a personal respirator at home and another generator to start a feeding device for a baby at home.
Civil Protection
At the same time, the Mijas Civil Protection team was immediately mobilised, intensifying its citizen support efforts. Its volunteers were deployed throughout the
lity, assisting residents, answering questions and providing updated information on the progression of the incident. Throughout the night, Civil Protection remained on duty, patrolling the different areas of Mijas and reinforcing the sense of security among those affected.
Finally, the Mayoress reported the signing of a decree granting an additional 24 hours for the administrative procedures that were due to expire on Monday 28th.

Power outage in Spain
28th of APRIL 2025
DAY A historic
A historic day was experienced on Monday 28th in almost all of Spain and part of Portugal, due to a widespread blackout that kept the entire population on edge for hours, without electricity, with no water in many areas and no internet connection, all for reasons that remain unclear. It also forced many businesses and companies to temporarily halt their activity.
At 12:33 hours on Monday 28th, 60 percent of the energy supply that covered demand suddenly disappeared, and investigations are still underway into what could have caused this power outage. According to the State Meteorological Agency, it has been ruled out that the cause was any unusual atmospheric phenomenon in Spain, nor was it caused by a sudden change in tem-

perature. A statement published by Red Eléctrica Española at 11:15 hours on Tuesday 29th said that “the operation of the peninsular electricity system was considered normal”, also ruling out the possibility of a cyber-attack.
In Spain, eight communities requested that the central government take control of the emergency: Andalusia, Galicia, Castilla-La Mancha, Madrid, Ex-
Valencia, Murcia and La Rioja. On the afternoon of Tuesday 29th, the Ministry of the Interior deactivated Level 3 of the Territorial Emergency Plan for Civil Protection in Andalusia, was downgraded to Level 2 and then to Level 1 on the morning of Wednesday 30th. It was at 22:00 on that same day when the emergency phase was downgraded from Level 1 to the full deactivation of the plan.
In Mijas, power was restored in some
1. The only disruption was attendance at schools, which dropped significantly as the Junta, through the Séneca programme, informed families that afternoon activities at schools were cancelled and that no teaching activities would take place on the 29th, although all educational centres would remain open.
2. Apart from that, Las Lagunas started the morning of Tuesday the 29th normally, after some areas had not had electricity, telephone service, or internet until the early hours of the morning
3. At their usual hours, businesses opened to serve the locals. The fruit shop Manan did not close on Monday the 28th at all. “We had a lot of customers and didn’t want to close, so we could serve the neighbours.
areas of Las Lagunas by 19:00 hours, while other areas such as El Lagarejo and Campo Mijas remained without power until well into the early hours. In Osunillas, electricity returned around 19:00 hours, but this was not the case in Mijas Pueblo, where it was not restored until late in the evening. In some areas of La Calapower was back on by 4:00 am and in parts of Calahonda it came back on at around 6 hours.
“I reiterate my thanks and congratulations to all the personnel, as well as to the neighbours and employees of the municipality. Their behaviour was an example of a responsible, committed and supportive society”
For emergencies like the one last Monday, the European Union recommends having a range of useful items at home such as a flashlight, matches, a lighter, a Swiss army knife, medicine, food and water, as well as cash, identity documents, a charger, an external battery for your phone, and a radio
We weighed the fruit on homemade scales that were brought to us and sold it based on estimation. We stayed open all day, and many people came to buy to stock up their pantries. The best sellers were potatoes and tomatoes”, said the manager of the shop.
4. For its part, the Próxima pharmacy served all its patients during the blackout. Through the emergency window, they maintained their normal hours, although using alternative methods. “When we saw that the blackout wasn’t being resolved, we decided to close the entrance door for safety. We served everyone through the emergency window during our regular hours. Many neighbours came for their treatment or medication, and we were there with them. We couldn’t provide change, so we made do as best we could. They are
neighbours from the area, from our community, and we wanted to serve them all, despite the anxiety that prevailed”.
The Alen medical centre maintained interventions in the operating theatre thanks to the batterypowered electricity supply during the morning and cancelled those in the afternoon, along with the rest of the appointments for the day. They had to close their shutters for safety and precaution. The rest of the shops in Las Lagunas also opened normally on Tuesday, such as the bakeries, which saw a significant peak in business during the blackout, as many neighbours rushed to buy food and water, just in case, as was the case in the supermarkets in the area.

About the author and the book
Ágatha Ruiz de la Prada is one of Spain’s most internationally recognised designers. She began designing in the early 1980s, during the rise of the Movida contracultural movement. Labour Day with a sardine flavour
The Mijas Town Hall commemorated the 1st of May in La Cala with an event in which 600 kilos of this delicious fish, roasted in the traditional way, were distributed
Report by Isabel Merino
May 1st in Mijas has had, for many years now, its own name: the ‘sardinada’ (sardine feast) organised by the Department of Festivities and Traditions in La Cala. At the beach and next to the Torreón, employees from both this area and from the Operational Services Department, worked hard to prepare the quintessential summer dish all day long. On this occasion, a total of 600 kilos of sardines, the first of the season, were served to the locals and tourists who visited the seaside village. “Labour Day is a day to continue advocating for pay equality between men and women, that glass ceiling that many women face simply because they are women. As a society, we still have much to advocate for in the labour sector, such as worklife balance, which is essential for our society to prevent the birth rate from declining”, said the mayoress Ana Mata (PP),
who enjoyed the day together with other members of her government team.
The weather was favourable on the morning of Thursday 1st, which meant that many families and groups of friends chose this spot near the sea to spend this festive day. The councillor for Festivities and Traditions, Silvia Marín (PP), congratulated “all the employees on their day”, among them, “the employees of Operational Services, who are on the job with the wood,
the fire and the sardines. The public is congratulating us because they say that the sardines are delicious and all I want is for them to enjoy this feast”. A total of 20 municipal employees ensured that the sardines were cooked to perfection, which is no easy task. According to the foreman Cristóbal España, “to skewer the sardines you have to make sure that the spine always goes in the same place. When placing it on the fire, the spine should always face the flames so that when you turn it over, the sardine doesn’t fall off. It’s about being careful and ensuring that the person skewering does so the same way every time”.
In addition to the sardines, attendees were able to taste other dishes. The La Cala Youth Association set up a bar offering a variety of food, such as ‘fideuá’, ‘chorizo’, hamburgers and chicken skewers. “We want to show that young people also want to do things for the village, so we saw it as a good opportunity to raise funds and make ourselves known”, said the vice-president
of this group, Ana Tovar And for the after-meal, what better than live music to start the afternoon on a high note. The groups Alboreá and Radio 80 were in charge of livening up the event and, judging by the images, they succeeded, as there were many who got up to dance to the rhythm of their songs.
Impressions
The ‘sardinada’ was once again a good choice to commemorate the Labour Day. Visitors came from as far away as Cordoba, attracted by the good reputation of this event. “We have a collea-
gue who organises day trips and she arranged this day in Mijas for us, eating sardines. Now after lunch, we will dance and take a walk along the beach. The sardines were delicious”, said Rafi López. For his part, Esteban Cepero, said that “I had no idea about today’s feast, we came from Benalmádena and whenever I come here I don’t miss the sardines”.
Among the visitors was also Fabiola Martínez, president of the Kike Osborne Foundation, who the day before had presented her book, ‘When Silence is Not an Option’, at the Manuel España Theatre.

Afesol encourages us to join the walk Darkness into Light
This activity will take place on the 10th of May and its aim is to raise awareness about suicide
Beatriz Marín / Patricia Murillo
The Darkness into Light walk, which celebrates its tenth edition on the Costa del Sol in 2025, is a solidarity 5-kilometre walk along the Coastal Path of La Cala de Mijas, held at dawn (to symbolise the journey from darkness to light). The event will take place on Saturday, May 10th, at 6:00 a.m., starting from the La Cala Boulevard (at Biddy Mulligan Pub).
This campaign, which began in Dublin 16 years ago, was promoted by the Pieta House foundation and saw more than 200,000 people from all over the world participate in 2024. Registration is now open online via the website: www.darknessintolight.ie and at the Afesol Salud Mental offices in Benalmádena and Estepona. All proceeds from registration fees will go towards suicide awareness programmes, as well as to support individuals who have experienced the loss of a loved one to suicide.
The event was presented on Tuesday 29th at the Torreón de La Cala by the president of Afesol Mental Health Costa del Sol, Cristian González, and the councillor for Social Inclusion at the Mijas Town Hall, Mari Francis Alarcón (PP).
Every year, Afesol develops awareness campaigns to put an end to the myths and misconceptions, the taboo, the stigma and the blaming of suicidal behaviour, with the aim of making it easier for people with suicidal ideations to ask for help. In recent years, the campaigns developed by the organisation have focused on the elderly and young people. González pointed out that “we have been doing this walk for many years now to raise awareness of the fact that the leading cause of unnatural death in the world is suicide. Last year in Spain 4,166 people committed suicide,

Avilés Digital Dental Clinic has positioned itself as a leading centre in Malaga in dental implantology, helping people to restore their smiles on the same day. Under the leadership and management of Dr. Pablo Avilés, the clinic has an implantology centre specialising in complex cases, in which the most innovative treatments are applied, such as the SameDay technique, which allows patients to restore their smile on the same day; and MIO surgery, capable of performing successful operations on especially deteriorated dentitions.
In addition, in order to guarantee maximum comfort for all its patients, the centre offers transport and accommodation solutions.

On the other hand, SameDay Teeth, which consists of dental restoration using the patient’s own teeth, by means of veneers or crowns.
Using MIO surgery
At Avilés Digital Dental Clinic
they also use the latest innovations applied to a type of surgery called MIO (Bone Integration Mesh). “Thanks to our digital and 3D design software, we can make meshes for subperiosteal implants in a totally personalised and customised way: we make them in titanium with a 3D printer, sintered with laser, and then anchor them to the gum, thus fitting perfectly into the maxillary bone”, says the doctor. With this MIO technique, the treatment options for complex cases are expanded, reaffirming the clinic’s commitment to excellence and innovation in dental health.
