For more than 85 years, the Midlothian Chamber of Commerce has been providing much-needed services and resource information to local businesses. When I reflect on what our founding Members set forth to accomplish in 1936, I feel certain they would be proud of the Program of Work that the Midlothian Chamber is presenting these days.

As a resident of Midlothian, I have a vested interest in this community and the economic climate here. I am happy to report that Midlothian continues to rate as one of the metroplex’s best areas to work and live—truly ‘DFW’s Southern Star’. The Midlothian Chamber of Commerce is fortunate to work alongside many community partners in government, education, healthcare, real estate and more. We are proud to bring this publication that tells Midlothian’s story to potential new residents, businesses, and visitors.
What Community Means to Me

This year’s Chamber Guide focuses on community. I recently asked my friends and family for examples of community. Their answers varied from work, school, their kid’s activities, church, to organizations to which they belong. It struck me that we can find community any place where people come together to share ideas and work towards common goals.
To me, being a contributing member of a community means that I strive for goals that serve the common good of the group, not just myself or my friends. I may benefit from the community’s success, but so should most members of the community. Members of a community support each other — meaning that they look out for one another and play an active role in the community’s success, not a passive one.
As Midlothian continues to grow, I think it is good to keep in mind the things that we treasure about our town. If it is the friendly attitude of our neighbors, then be friendly to your neighbors. If it is the quality of our schools, then support the schools. If it is having churches and civic groups that care for the community, then participate in church and civic group activities. If it is having easy access to government, then attend meetings and contact your elected officials and let them know what’s important to you. These are just some of the ways we can support our community to ensure that Midlothian continues to be a great place to live, work, and raise our children.

MIDLOTHIAN MEANS HISTORY
In 1883, the name “Midlothian” was accepted by the local population. According to local legend, the area was named Midlothian when the Chicago, Texas, and Mexican Central railroads, which eventually connected Dallas and Cleburne, arrived in the area and a homesick Scottish train engineer stated that the local countryside reminded him of his homeland in Scotland.

The locations served as the mid-point between Dallas and Cleburne and between Ennis and Fort Worth. Railroad tracks reached the area in 1883, and by 1884 Midlothian had two churches, a district school and a newspaper, the Midlothian News. The population was 300. Midlothian was incorporated in April 1888.
Ten years later, the population had more than doubled to 600-800 citizens. At least 25 businesses made up the business district, including two cotton gins, two general stores, a drugstore, a hardware and farm implement store, a livery stable, a lumberyard, a saddle and harness shop, a millinery shop, a confectionery, a furniture store, three groceries, a hotel, a bakery, a barbershop, a blacksmith and wagon-repair shop and a weekly newspaper called the Visitor.
The Polytechnic Academy (later Institute), a private boarding school, offered a full curriculum with emphasis in the fine arts. It carried the names of Whitten Institute and Midlothian College before being consolidated into the public school system in 1903. A Texas historical marker is on the site in Kimmel Park.
After World War II, Midlothian began to take advantage of resources underneath the fertile soil. The city rests near the highest elevation in Ellis County atop the Austin Escarpment, a thin chalk ridge that runs in a northeast to southwest direction through Midlothian. The Austin Escarpment represents a 600-year potential limestone reserve.
In 1959, the first cement plant was established in Midlothian, Texas Industries, Inc. (TXI). By 1967, TXI became the largest cement plant in Texas when they grew to meet demands during the construction of DFW Regional Airport. Success in Midlothian grew with two more cement plants joining the community and the addition of a steel manufacturer in 1970. Beginning in the mid-1970s Midlothian saw an influx of residents from Dallas and Fort Worth, who built homes on unused farmland outside of town. Though Midlothian proper was left essentially unchanged, the school district expanded to 20,000 students.
PRESERVING OUR PAST FOR A PROMISING FUTURE


Today, you’ll find a downtown district that has preserved the history of Midlothian’s origins. Heritage Park, functions as the “heart of Midlothian” and showcases Newton Cabin — the original 1848 home of one the city’s founders. At the intersection of 8th Street and Avenue F, you find a brick paver heart that matches a similar paver found in the town’s namesake, Midlothian, Scotland.

Today, North 8th Street features well-maintained buildings spanning various eras which house a mixture of professional offices, popular local eateries, specialty stores, salons, and boutiques. Prime space is also being developed for nightlife and additional retail in the downtown area. Preserving our rich history, local historian Karen Kay Esberger has chronicled in two illustrated volumes the history of the archetypal homes built by farmers and railroad executives and the businesses that served them. Throughout the city, you will also find many historical houses still serving as homes or businesses.
Several blocks over (near the Post Office), you’ll see Founders Row — a unique development of historic buildings that have been saved from the bulldozer. Envisioned as a gathering destination for the community, the open spaces along the brick lane will capture the spirit of Midlothian’s history and friendly small-town lifestyle. With eyes on the future, Midlothian fondly remembers its history.

A community is built when individuals come together with a common interest. Midlothian’s leadership is invested in the development of a community that provides an excellent quality of life for all of its residents.

Midlothian is fortunate to have multiple medical facilities to meet the needs of area residents. Located in Midlothian and the neighboring cities of Waxahachie and Mansfield, all were opened within the last few years and feature stateof-the art technology and top-quality service. TRUSTED CARE IN ELLIS COUNTY

Methodist Midlothian Medical Center is the first full-service acute care hospital in the community of Midlothian. Conveniently located on a 67-acre campus near U.S. Highway 287, the five-story medical center features innovative technology and provides a variety of services for your family. The $200 million facility is the 12th hospital to carry the Methodist Health System name.
Together with independently practicing physicians on the medical sta , the hospital provides a wide range of services, including surgical care, emergency care, women’s services, gastroenterology, orthopedics, cardiology, imaging, and oncology.
Currently, Methodist Midlothian features 46 licensed beds for inpatient care. However, the hospital has the shell space to expand and keep up with projected growth in the region. With the capacity to add 37 beds in the future, the hospital can accommodate more than 80 licensed beds in total.
The emergency room includes 16 beds and provides patients timely care. Methodist Midlothian’s operating suites are designed to support many surgical procedures — from general surgery to advanced orthopedic care. What’s more, the hospital’s recently added robotic surgical technology o ers improved care by allowing reduced recovery times for patients, smaller incisions, minimized scarring, and reduced blood loss with fewer transfusions.
In addition to a 200,000-square-foot medical center, Methodist Midlothian’s campus includes a 45,000-square-foot medical o ce building. Presented with the numerous outpatient and inpatient services together on a single campus, Ellis County residents now have one convenient location for quality healthcare services.
“When we increase healthcare access, more residents can get the care they need without having to leave their community, family, or support system,” says Jary Ganske, President of Methodist Midlothian. “We want to give residents the innovative care they deserve close to home.”

In its first year, the medical center brought 300 new healthcare jobs to Midlothian. This places it among the top 10 largest employers in the city. As a community hospital, Methodist Midlothian consistently works with other local organizations to support health needs and enhance community well-being.

HIGHER EDUCATION
Education is a cornerstone of the Midlothian community. In April 2012, the Texas Higher Education Coordinating Board approved the Midlothian Higher Education Center as the ninth Multi-Institutional Training Center (MITC) in Texas. The MITC provides resources to students pursuing post-secondary education.

The MITC is a partnership between Navarro College, Tarleton State University, Texas A&M University-Commerce and University of North Texas at Dallas to work together and offer courses at the Midlothian campus. The Midlothian Higher Education Center campus consists of two buildings totaling over 50,000 square feet.
Students can complete their Associate’s, Bachelor’s or Master’s degrees at the Multi-Institutional Teaching Center. The universities’ partnership has been recognized by the Texas Higher Education Coordinating Board.
Classes are offered in the evenings and during the day to accommodate both part-time and full-time students. Academic advisors and support staff are available to assist with admission, financial aid/scholarship, veteran services, student success services (tutoring, proctored testing, etc) and degree plans.

PLANT HISTORY
The Midlothian Steel Mill began operation in 1975 as Chaparral Steel and was a 50/50 joint venture between CoSteel International Ltd and Texas Industries (TXI), a Dallas-based cement, aggregate and concrete company. The mill’s primary product was reinforcing bar as a complimentary product to use in TXI’s concrete applications and was one of the first to utilize the “mini-mill” concept.
Throughout the next eleven years, production capabilities would expand with the construction of the Medium and Large Section Mills. In 1986, TXI acquired Co-Steel’s interest in the joint venture and Chaparral became a wholly owned subsidiary of TXI. In January 2005, TXI decided to “spin off” the steel company, and on July 29, 2005, Chaparral became a wholly independent stand alone company. In September 2007, Chaparral was acquired by Gerdau.
Gerdau originated in 1901 with the purchase of the Pontas de Paris nail factory in Porto Alegre, Brazil. Due to
war rationing of wire (a basic raw material for making nails) by the Brazilian federal government during World War II, the directors opted to end their reliance on outside suppliers and purchase the Riograndense Steel Mill. By producing the wire themselves, they were able to better control the supply chain. In the last 120 years, Gerdau has expanded its operations into 10 countries and is the largest long steel

producer in the Americas.
Today, Gerdau manufactures steel products for agriculture, energy, industrial, automotive and manufacturing applications. The Midlothian Mill is the largest North American Mill in Gerdau and has an annual steel making capacity of 1.8 million tons. It is located near the intersection of US Highway 287 and US Highway 67, with approximately 1,405 acres of property.
Each day, team members make new steel products almost entirely of recycled content. Midlothian Mill is proud to be one of the largest recyclers of ferrous and non-ferrous scrap metal in the state of Texas. They integrate green practices through waste reduction, pollution prevention and energy efficiency. This includes a new solar farm which will reduce the reliance on the local power grid and improve power reliability for all of Midlothian. Gerdau continually strives to lessen their impact on the environment.

GERDAU AND ITS COMMITMENT TO BEING AN INDUSTRY PARTNER

Industries such as Gerdau are critical to the health and development of our community. Known as the “Cement Capital of Texas,” the City of Midlothian has had a long-standing and productive relationship with its industry partners, including the Gerdau Midlothian Mill. Many of these companies were here when Midlothian was no more than a simple rural town with a single stop light and a Dairy Queen. A healthy balance of industry and commercial businesses provides significant sales and property tax dollars to our community. These dollars are a primary funding source for Midlothian Independent School District and other city resources, more so than residential property taxes.
In addition to tax revenue, industry provides:



Jobs that allow families to live and work in the same community. Gerdau alone accounts for 8% of the total employment in the City of Midlothian and 1% for all of Ellis County.

Competitive wages. With a shortage of skilled labor across the nation, many of these employees have excellent wages and benefits that support their families. Companies like Gerdau provide opportunities for on-thejob training, apprenticeships and careers for individuals with and without degrees.
Partnerships for community events and activities. Employees at these companies help coordinate and fund many of the wonderful activities that make Midlothian such a great place to live: Food & Wine Festival, Downtown Trunk or Treat, recreational sport leagues, food and toy drives for Manna House, etc.
Purchases of supplies and services from local businesses and self-employed contractors and patronage at family-owned stores and restaurants. Go to Tio Tony’s, Campuzano or Kim & Jenny’s for lunch, you’ll see a restaurant full of employees and contractors from the local cement and steel companies.

With Midlothian continuing on a growth trajectory of more than 5% per year, the City of Midlothian has embarked on a forward-thinking plan to improve infrastructure, facilities and services for its citizens.


Passage in 2021 of four bond proposals
• Build a new Public Safety Facility to house police services, fire administration and emergency dispatch.
• Construct a new City Hall and public library facility to be the centerpiece of a revitalized downtown.
• Create a community recreation center, including a competition swimming pool, to provide programming for all ages.
• Continue to improve streets, roads and major thoroughfares throughout the city.
Develop a parks master plan
A ten-year master plan for future parks, recreation, open space and trail offerings is under development. Residents may give input into the plan at www.midlothianparkvision.com

Plan for infrastructure needs
The city continues to make provisions for future water needs and wastewater management. Thanks to the City Council, these projects and others are underway.
“Midlothian is in the enviable position of financial strength to be able to tackle such ambitious projects,” says Mayor Richard Reno. In fact, it is because
of its financial strength that Midlothian’s bond ratings were upgraded in 2021 by the two major rating services, Standard & Poor’s and Moody’s. The high ratings give the city a better interest rate on bonds.

Lawson District Development Plans to Retain Downtown’s Historic Charm
The Lawson District Development will be a mixture of restaurants, commercial and retail space.
Encompassing the original town, Midlothian’s central business district provides a window into the city’s proud past. The Downtown Plan, the city’s long-range master plan for revitalizing historic downtown has renewed interest in the area.
The Lawson Development District proposes to re-develop the buildings located at 301 and 211 West Main Street while retaining the local charm. The development is proposed to be a mixture of restaurants, commercial and retail space.

Also blossoming two blocks away from the center of downtown is Founders Row, which is a unique development of vintage buildings that have been relocated and renovated to offer a quaint and appealing setting for cafes and restaurants, stores and boutiques. Visits to Downtown can include a stop by Heritage Park, home to Larkin Newton Cabin, which was the original 1848 home of one of the town’s founders. Downtown is also the venue for many of the city’s special events, such as the annual 8th Street Dance, Southern Star Christmas Celebration and Independence Day Parade. The Downtown Plan’s overarching vision is to guide development that will create a safe, walkable and vibrant destination with diverse opportunities for shopping, entertainment, socializing, working, enjoying the arts and residential living, functioning as the cultural heart of the community. The new City Hall and public library facility approved by voters in the 2021 bond election, is being designed to be the centerpiece of downtown. Midlothian Community Park
Midlothian Community Park Phase 2 to Open January 2022!
Midlothian Community Park is one of 14 facilities that the city maintains. Located at 3601 14th Street, the 105-acrea, regional park was built as a result of bond referendums in 2006 and 2017. It offers courts and fields for a variety of organized and recreational sports. Its state-of-the-art playgrounds emphasize inclusivity for use by children of all ages and abilities. In addition to the soccer and football fields, trails and playground at Phase 1 of Community Park, Phase 2 will offer a multitude of facilities.

Free National Fitness Court
The City of Midlothian celebrated the opening of a National Fitness Court in 2021 at the Midlothian Sports Complex. Located at 1000 S. 14th Street, near the softball fields, the Fitness Court is free and open to the public
during park hours, which are 5:30 a.m. to 9 p.m. The Fitness Court is an outdoor, shaded, bodyweight, circuit training center designed for adults of all ages and fitness levels. A concept of the National Fitness Campaign, there are courts installed in approximately 200 communities in 40 states.
Made possible by a donation from Methodist Midlothian Medical Center and grants from Midlothian Community Development Corporation (MCDC) and Healthy Cities, the Fitness Court features a variety of exercise stations in a 35-by35-foot area that allows up to 28 people to use the Court at the same time. The 30-piece equipment circuit includes apparatus that facilitates seven movements, including core development, agility, bending, lunges, push-ups, pull-ups and squats. The seven-movement system provides a full-body workout.

For a $5 annual fee, members can visit the center between 8 a.m. and 4 p.m., Monday through Friday, to play card and board games, make artsand-crafts projects, use computers, participate in exercise classes and have lunch. The center provides free morning snacks in addition to lunch daily. Musical entertainment, educational seminars, and field trips are frequently on the schedule as well. A caring and experienced staff work hard to provide quality services and programs in a safe and comfortable environment. Free van transportation to and from the center is available for members that live within a five-mile radius of downtown Midlothian. A.H. Meadows Public Library

Located on the campus of Midlothian High School, A.H. Meadows Public Library offers an extensive catalog of books and other materials for checkout, including a vast array of DVDs and newly released books every month. Additionally, library patrons have access to more than 70 research databases and a wealth of electronic resources including audiobooks and videos for all ages, free of charge. The librarian will assist groups in organizing book clubs and other library-related activities. In the summer, the library offers reading programs for school children. SENIOR RESOURCES
In the middle of the main meeting room at the Senior Activity Center sits a table decoupaged with historical photos of Midlothian residents— childhood photos of many of the seniors, a picture of a horse and buggy during the day when another’s parents were courting, and many others. This project is a shining example of the sense of community that exists at the Senior Activity Center. The Center is a home away from home for many seniors and gives new purpose and direction to many who spend time there.

The newly opened MILE (Midlothian Innovative Learning Experience) is a state-of-the-art educational facility that provides flexible learning settings that reflect current industry and workplace environments in five career and technical education pathways: culinary arts, cybersecurity, aerospace engineering, civil engineering and entrepreneurship.


Programs at this campus give students opportunities to explore career paths. They utilize industry standard equipment and experience real-life professional practices. Classes and coursework at the MILE are provided by highly qualified, passionate teaching staff. There are many types of housing available in Midlothian, from secluded homes tucked away on acreage to garden homes with walkability to local shops and restaurants. In addition to the established neighborhoods, there are hundreds of homes currently under construction, each with their own atmosphere and offerings.
EDUCATION
Originally from Mississippi, Cheri Spaulding moved to Texas and landed in a large city with her two young sons. She found she did not like the ‘big-town’ feel and after a couple of years, migrated to Midlothian. “I was just looking for something that was more low-key — something with a small-town vibe and good schools for my boys, which is why we chose here. We have that country atmosphere, but we are also so close to DFW – so I feel like they [her children] have tons of opportunities. They can do anything and everything they want,” she said.

Midlothian ISD is composed of teachers and staff dedicated to ‘inspiring excellence’ in its students. In 2018, 2019 and 2020, MISD won the NAMM Foundation’s Best Communities for Music Education.

In 2019, six student teams competed for Destination Imagination, a global program that encourages creative problm0solving through teamwork. One of those teams was the defending Global champion. In 2020, several teams competed in the virtual Globals competition.
MISD students’ SAT and ACT score are routinely above the state average. For the 2020 - 2021 school year, MISD’s SAT average was 1068, while the state average was 1036. MISD’s ACT average was 21.7 while the state average was 20.6.
MISD students also earned a total of 112 Career & Technical Education certifications during the 2020 – 2021 school year that can allow them to enter the workforce after they graduate.
SAFETY
Midlothian was designated one of the safest cities in Texas by SafeWise and Alarms.org. Every day the city has 20 law enforcement officers and 20 firefighters/paramedics in the field. Every firefighter is also trained as a paramedic because the city runs its own ambulance service, providing timely and knowledgeable response teams.
To keep the growing city safe, Midlothian has recently added a Traffic Division, expanded school/police partnership with a new Director of Safety and Security and added a new Emergency Management Coordinator position.
Methodist Midlothian Hospital also opened in 2020 and offers a variety of services including surgeries, emergency services and women’s health.

There is a diverse and growing list of local stores and businesses. In the heart of Midlothian, near Main Street and 8th Street, you can find a variety of eateries from hometown cooking to desserts and cocktails — places that are perfect for a lazy afternoon or a date night. You will find unique shopping all over Midlothian at family-owned businesses and specialty stores. Many of these businesses were founded and built in Midlothian and carry on the heritage of a tight-knit, supportive community.

Events are held regularly and year-round in Midlothian. There is always a way to be involved. You can attend the Fly-in Breakfast at Mid-Way regional airport, Fourth of July celebrations, Wine, Arts & Craft Beer Festival or Southern Star Christmas Celebration. Midlothian also hosts a Kid’s Fishing Derby, Movies in the Park, an Easter Egg Hunt and so much more.
A.H. Meadows Library hosts book clubs and StoryTots activity time. The Senior Activity Center offers health programs, activities, meals, and transportation to more than 300 members.

From local farmer’s market vendors to large corporations, Midlothian has a vibrant and active community of businesses owners.


In June of 2020, the City Council adopted a comprehensive downtown plan to aid in the development of the characteristics desired by the residents of Midlothian as the city expands. The research outlined in the plan indicates that the city is in a prime location for highway, rail and airport access, which supports our larger developments including Midlothian Business Park and RailPort Business Park.
It states, “Midlothian provides a budding hospitality industry and a flourishing community for economic support. Midlothian also offers a diverse and capable business environment for developers, corporations, and entrepreneurs alike.”
Angela Lopez moved to Midlothian 14 years ago. Last year, she decided to open up her own small business and debated whether or not to stay local or go to a bigger city. “I decided to stay in Midlothian because we are growing, and I like the people here. I was surprised at how easy it was and how helpful the city was to me in that process,” she said.
