City of Rockwell City City of Rockwell City Notice of Intent To Request Release of Funds Date of Publication: 7/23/2014 On or after July 31, 2014, the City of Rockwell City will submit a request to the State of Iowa, Iowa Economic Development Authority for the release of Community Development Block Grant funds under Title 1 of the HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 as amended (P.L. 97-35), to undertake the following project: Project Title: Rockwell City Sanitary Sewer Collection System Improvements Purpose: To improve the sanitary sewer system Location: Within the city limits of Rockwell City, IA Estimated Cost: The total cost of the project is estimated at $1,442,553 and includes sanitary sewer lining, replacement of broken sewer mains, replacement of service connections, manhole rehabilitation, and replacement of manhole cleanouts. RELEASE OF FUNDS The City of Rockwell City certifies to the Iowa Economic Development Authority that Phil Heinlen in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Iowa Economic Development Authority approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Rockwell City to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS The Iowa Economic Development Authority will accept objections to its release of funds and the City of Rockwell City’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Rockwell City; (b) the City of Rockwell City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Iowa Economic Development Authority; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Traffic accidents On July 6, the Calhoun County Sheriff’s Office responded to a car/ deer accident four miles west of Lake City on Hwy. 175. Rachel N. Navarro, 23, Lake City, hit a deer that crossed into the path of her vehicle, causing an estimated $1,500 in damage. There were no injuriues. D36 Closure and maintenance update Ten Point Construction Company, Inc. from Denison has been awarded a contract for $102,543.68 to replace the approaches to the Big Cedar Bridge on D36 (formerly Hwy 20) approximately a half mile east of Hwy 196. County road D36 will be closed for approximately 3 - 4 weeks while the old bridge approaches are removed and replaced. The work could possibly start the first week in August. Traffic will be detoured on Hwy 196, Hwy 20 and N28 while the work is completed. This work is being paid for with funds Sac County received from the Iowa DOT for assuming jurisdiction of this road. Please drive carefully and obey the “Road Closed” signs and closure fences. Opening the fences to drive through is illegal, can damage the project, and cause damage to your vehicle and injury to you or others who drive into the construction zone after you take the fence down. Farmland valuation and leasing

Iowa is enjoying a near “normal” growing season this year and crop conditions are conducive to a bountiful crop. Sta-Bilt Construction from Harlan plans to start microsurfacing N28 from Hwy 20 to Hwy 175 the first part of August. The work will take 1-2 weeks to complete. The $285,769 cost for this work will be split between Calhoun and Sac Counties using local funds. A pilot car will be used to guide traffic through the work zone. Please follow the flagger’s instructions, be patient and drive carefully to keep the road workers safe. As with all road construction projects the progress depends on the weather, equipment breakdowns and other delays beyond the contractor’s control.
